The Independent National Electoral Commission (INEC) says it will not extend the deadline for submission of list of candidates’ names by political parties for the 2019 general elections.
The Chief Press Secretary to INEC Chairman, Mr Rotimi Oyekanmi disclosed this in an interview with the News Agency of Nigeria (NAN) on Friday in Abuja.

NAN correspondent, who also visited the Aso Hall, International Conference Centre (ICC), Abuja, the venue of the submission after the deadline, reports that some officers of political parties, who got tallies on Wednesday night were still going through the submission process.

The business of fairly-used female underwear now enjoy high patronage among the womenfolk in Umuahia, Abia, the News Agency of Nigeria (NAN) reports.
The dealers of the materials locally called “okrika’’, are also recording high traffic of customers daily from neighbouring communities to the state capital.
Some of the women, mainly middle-aged, who shoved themselves around to enable them pick their choice of the underwear at Isi Gate Market, Umuahia, told NAN that they preferred the “okrika’’, especially pants, to new ones.
One of them, who made selections of different colours and designs, said she and most women now preferred the fairly-used underwear often imported from abroad.
Asked if she was not ashamed being seen buying the materials, the lady who pleaded anonymity, queried why she should be ashamed of her choice of underwear.
“Ashamed of what? Ashamed of something good? Ask this seller, l am her very good customer.
“As a matter of fact, she always alerts me whenever she has new consignment. The fairly-used underwear is durable.
“I don’t just buy them because they are cheap, but because they are of good quality.
“I usually buy the sexy ones and I feel very comfortable whenever I wear it. My husband usually tells me they are good on me, too,” she said.
A male passer-by, who spoke to NAN on the issue, on condition of anonymity, attributed the high patronage of the second-hand pants and other briefs to the nation’s bad economy.
“It is not only underwear that our women scramble for, they buy all sorts of fairly used wears. Anytime I pass this place I see them gather round the sellers, picking all manner of used clothes.
“I think this goes a long way to tell how bad our economy is. Nigeria is a dumping ground for all kinds of used products from America, Europe, Asia and other continents”.
But, a lady, who gave her name as Mary, said she did not like the idea of using fairly-used underwear.
“I personally don’t like it. I don’t like the ones I saw.
“In fact, I don’t like it for health reasons. One is capable of contracting an infection through this. This is underwear, not outer wears.
“I don’t even know the health status of the person that wore it before now. The body of a woman is very exposed.
“So, why should I buy disease for myself just because I want cheap or so-called quality underwear; I prefer new ones for health reasons,” she said.
In her reaction, one of the sellers of the second-hand pants, dismissed the health hazard fear, saying that the new ones had more health risk “because of the chemicals applied on them’’.
She said: “Okrika (fairly-used) pants are durable and their prices are affordable, too. They don’t have any health risk provided they are soaked and washed in hot water.
“By the way, it is not all that are fairly-used. Those ones that have labels on them are not fairly-used, they are clearance sales (clothes that are out of season).’’
She said that she made a living from the sales as she enjoyed high patronage from women.
“This is the only business that I do. I know how much profit I make daily,” she stated.
However, Dr Ifeyinwa Uma-Kalu, Principal Medical Officer I at the Abia Government House Clinic, said that fairly-used underwear could have dangerous health implications, if not properly treated.
According to her, if the underwear has been used by people that are ill, people that have one skin infection or the other and the buyer doesn’t treat it well, it could be a medium to contact infection.
“Common ones among them are fungi infections. So, a lady can be affected with a fungi infection called genital warts.
“It is advisable to treat the underwear properly, either with hot water or disinfectants, before use,” she said.

The Anambra Government has banned religious bodies from using either public schools or its facilities to conduct religious services across the state.
The state Commissioner for Information and Public Enlightenment, Mr Don Adinuba announced the ban on Friday in an interview with the News Agency of Nigeria (NAN) in Onitsha.
Adinuba said the ban became imperative because of the ongoing seeming ownership tussle of Bishop Crowder Memorial School, Onitsha, being contested between the state and the Diocese on the Niger, Anglican Communion.
NAN recalls that the Church, through its legal Secretary, Mr Tabugbo Anaeto, is claiming ownership of the school.
NAN further reports that members of the Anglican Church recently staged a peaceful protest and subsequently released a statement, accusing the state government of its alleged refusal from allowing it to assume ownership of its property.
Anaeto, in a statement alleged that the state government had refused to make public the report of the fact finding committee on the ownership of the school set up by former Gov. Peter Obi.
But the commissioner dismissed the allegation, saying that the school established by government during the colonial era had operated since then by the state government till date.
“The original name of the school began as Local Authority School under the colonial masters; it never belonged to any church.
“If they really lay claim of ownership, they should come forward with documents to prove that, but we do not want to engage in a press war with any organisation or individual in the state.
“This will not be in the interest of the people of the state to engage in any kind of press war,” the commissioner told NAN.
Adinuba explained that the Deputy Governor had granted an oral plea by Anglican Church to allow it conduct mid-week services in the school on Wednesdays.
The commissioner said the church had been conducting mid week service within the school premises but expressed surprise that it suddenly started erecting structures within the school compound without authorisation.
According to him, “what you know is not your own, why take it by blackmail,” the commissioner queried, saying that every property owned by churches were documented by the state government.
“The Anambra Government has, therefore, banned religious services from being conducted in publicly owned secondary schools across the state based on our experience.
“This is because if they are allowed to worship there, it may turn out to become their own without documentary evidence,” Adinuba said.

The Zone Six Police Command with headquarters in Calabar, Cross River State, has arrested a fleeing operator of Swizz Gold Ponzi Scheme, Lizzy Efah, over alleged fraud.

She was alleged to have collected over N1bn from unsuspecting ‘investors’ with the promise to pay back the capital with interest of between 50 and 80 per cent in 40 days.

Southern City News learnt that Efah, who operated her Ponzi scheme named Golden Achievers, was arrested in one of the border communities in Ikang, Bakassi Local Government Area of Cross River State by operatives of the command’s Special Anti-Robbery Squad while attempting to escape to Cameroon.

She had been under serious pressure to pay back investors’ funds after it became clear that she could not meet up with the payment agreement.

Her arrest caused stir on Wednesday and Thursday as several victims who had invested millions of naira in the scheme thronged the command’s headquarters, possibly in a bid to urge the police to compel her to pay back their capital.

The Zone Six Public Relations Officer, Nelson Ukpabi, confirmed the arrest of Efah, disclosing that she was being investigated and would be charged to court as soon as investigations were completed.

He said, “I saw a mammoth crowd at the command and I inquired what was going on. I was told a lady involved in Swiss Gold Ponzi Scheme had just been arrested and the people who she did business with were trying to see her. She will be charged to court as soon as possible, but investigations are ongoing.”

But an aggrieved investor, Mercy Salako, demanded that the matter be transferred to the Economic and Financial Crimes Commission for proper investigation and prosecution.

“We are demanding that the matter be transferred to the EFCC to avoid bias. She was arrested before and was released. We are of the view that there was compromise, that was why she was released. We do not have confidence in the police handling this matter. I invested N8m in the scheme,” she said.

Another investor, a petroleum dealer, Mr Justus Austin, lamented that he had lost N11.6m to the scheme.

Austin also called on the EFCC to take over the matter from the police, saying that the lady was set free by the police after she was first arrested two months ago.

“People have invested so much money in the name of Swiss Gold; she is a breakaway from another group. She was initially arrested but the police released her with a promise that she was going to pay after three months.

“They tracked one of the major investors in the Government House on Tuesday with huge funds. She was of one those acting as intermediary to collect money from investors and depositing to the scheme. Huge money was found in her possession and that was how they were able to track Efah.

“Meanwhile, we had lodged our petition at the EFCC, over the huge funds we paid into the scheme. My wife and I, for instance, mopped about N11.6m from our small businesses and lumped into the scheme. She raked over N1bn within three months,” he said.

The Deputy Chief of Staff to the President, Mr Ade Ipaye, says the nefarious activities of some policemen attached to the Special Anti-Robbery Squad have negatively affected democracy and development in Nigeria.

Ipaye, who is attached to the Office of the Vice-President, said this during a two-day programme titled, ‘Nigeria Policing Programme Expert Roundtable on the Reforms of the Federal Special Anti-Robbery Squad and the Role of External Accountability Agencies’.

The President’s aide said, “That the Special Anti-Robbery Squad needs to be reformed is not questionable. That public governance, democracy and development are being adversely affected by the distortions of F-SARS is common knowledge.

“What is wrong is well-known. The problems have been discussed threadbare and solutions exist. The only rationale for so little action or reform a cynic may see is that no concerted effort has been made to prioritise accountability for police misconduct and performance.”

Ipaye noted that a functional and friendly police force could either attract or repel public investors.

He said these were some of the reasons why the Federal Government decided to reform SARS.

Some of the reforms which the Office of the Inspector-General of Police has been implementing include changing the command structure of SARS from a state one to a federal one with the new name F-SARS.

Others include psychometric tests to measure the mental capabilities and behavioural style of the policemen; as well as continuous training.

Earlier, the acting Director-General, Bureau of Public Service Reforms, Mr Dasuki Arabi, said, “The roundtable is designed to be fairly technical, among others, looking at the structure and mandates of various mechanisms to create stronger accountability mechanism of F-SARS in the performance of their duties.”

A mentally-challenged beggar was on Thursday arrested with about N200,000 in her possession by officials of the Anambra State Government.

Southern City News learnt that the state government officials had about a month ago set up machinery, through the Office of the Commissioner for Women’s Affairs and Social Welfare, to rid the state of such people.

The woman, said to be in her 50s and always seen around Aroma Junction in Awka, the state capital, was arrested by government officials with the intention to take her to a mental home in the state.

A government source, who pleaded anonymity, disclosed that the officials approached the woman and led her into their van, but she protested that she would not leave behind her properties.

The source said, “So, the officials told her they would not carry all the waste she referred to as properties, but she should take anything that was most valuable to her. That was when she ransacked the waste and dug out the money.

“We were curious because she is a woman who is mentally sick and used to beg around Aroma Junction in Awka.
“In the process, N200,000 was recovered from her.”

A passerby, who identified himself as Tony, added, “I know this woman. She is always neat despite her condition. She buys her own food each time she is hungry.

“She did not disclose the source of the money, but it can be from the proceeds  of alms she had received over time.

“Again,  it has long been suspected that men always sneaked into her place at night to meet her.”

Efforts to reach the Commissioner for Women’s Affairs and Social Development, Mrs Ndidi Mezue, proved abortive as she neither picked her calls nor responded to text messages.

Some workers at Grace and Truth Tabernacle have reportedly disarmed a suspected robber, Samuel Ola, who allegedly invaded the church’s premises in the Magboro end of the Lagos-Ibadan Expresseway, Ogun State.

PUNCH Metro gathered that 37-year-old Ola and his accomplice, identified simply as Aboy, had attempted robbing a motorcyclist when a mob gave them a chase.

While escaping from the robbery scene, Ola reportedly scaled the fence into the church’s compound.

A worker, Agbeni Bamidele, said he was inspecting a construction work on the premises when he saw the suspect acting suspicious.

The 55-year-old said when he interrogated him, he claimed to be a worker on the site.
He said, “I saw him very close to the staircase that the labourers were casting. I asked who he was and he said he was an iron worker. I am into iron works and I know I kept only two people on the site before I left that morning, but I never doubted him. When I saw my brother, Sunday Ilesanmi, I asked how many of them were on the site, and he said three.

“I told him to check the man downstairs if he was among the workers. While he (Ilesanmi) was interrogating him, I got down through the staircase at the back because I was suspicious of him. When Sunday challenged him, I heard him saying that he was a carpenter, which was different from what he told me. When I observed that he wanted to hurt my brother, I quickly grabbed him and we started fighting.  I never knew that he had a gun, which he wanted to take, until we pinned him down.”

Ilesanmi, an iron bender in the church, said he saw the suspect changing to a church member’s clothes when Bamidele told him (Ilesanmi) to verify his identity.

The suspect, Ola, said harsh economic condition turned him to an armed robber, adding that he had stolen about 50 motorcycles.

The Ogun State indigene said he ran into the church for safety.

He said, “I have been stealing for the past four years and I have stolen over 50 motorcycles. My gang member, Aboy, and I were about snatching a motorcycle from someone when people started chasing us. I scaled the fence to hide inside the compound. I have never killed anybody in my life.”

PUNCH Metro learnt that a security guard at the church, Peter Okwandu, had earlier apprehended the second suspect, Aboy.

He said, “I was at the gate when I saw people pursuing Aboy around 1pm. I saw as he ran across the expressway and jumped into a swamp. I heard people shouting thief, I removed my slippers and pursued him. I grabbed him and handed him over to the police. I never knew that his accomplice (Ola) had entered the church premises.”

The librarian of the church, Patrick Osagie, said Ola was the fifth criminal suspect to enter into the church.

He noted that past experiences made the church to hire a security guard to monitor the premises.

The state Police Public Relations Officer, Abimbola Oyeyemi, confirmed the incident, adding that the suspects had been transferred to the Federal Special Anti-Robbery Squad.

Oyeyemi said, “A locally-made gun was recovered from them. On interrogation, they said they were recently released from prison and that they were only trying to make ends meet. They said they usually take stolen motorcycles to Benin Republic. We want to believe that they are members of a syndicate and we want to get other members of their gang.”

The members of Ogun State House of Assembly, on Thursday, grilled the Commissioner for Finance, Adewale Osinowo, for over two hours,  over the recently released N17.3bn last tranche of Paris Club refund, and the delayed payment of backlogs of workers’ cooperative deductions.

The issues were discussed during a session which held at the House Conference Room 215 at Assembly complex, Oke-Mosan, Abeokuta.

The members also grilled Osinowo over the alleged hijack of local governments’ role in the area of Internally Generated Revenue.

Apart from the issues of non-payment of arrears of workers’ cooperative deductions, taking over of IGR of local governments, non-compliance with financial autonomy, and the issue of delay in payment of severance allowances of past political appointees also came up.

A member representing Ewekoro constituency, Israel Jolaoso, had insisted that the government had taken over councils’ roles in revenue generation, but the commissioner denied this.

Osinowo had argued that aside from the issue of signage and ticketing of commercial motorcyclists, the state had not taken any other role of the local governments in terms of the IGR.

There was, however, a mild drama when the visibly rattled commissioner, after questions from the legislators, told the lawmakers at the session that “I  think we should go for refresher courses in order for us to understand ourselves better.”

Osinowo’s remark infuriated the lawmakers and the session became rowdy for about two minutes with the Chairman of the House Committee on Finance and Appropriation, Victor Fasanya, who presided over the session, calming down the aggrieved members.

While the bedlam lasted, another member, Rasak Oduntan, fired back at the commissioner.

He said, “If he (referring to the commissioner) thinks we deserve refresher courses, he should organise one for us.”

When normalcy returned to the session, the lawmakers insisted on the need for the commissioner to make full disclosure on the last tranche of Paris Club refund.

Fasanya later saved the day when he adjourned the meeting, saying the commissioner would be re-invited on the matter.

He said, “There are still more questions begging for answers.”

Speaking later with journalists, Osinowo attributed the delay in the payment of the deductions to the recall of the fund earlier released by the Federal Government.

The commissioner said,  “Actually, the funds were recalled due to some certain parameters that must be fulfilled before it will be returned to individual states but that parameter and conditions have been met now,  which we did with the local chapter of the Nigeria Labour Congress in Ogun State.”

The Minister of Power, Works and Housing, Mr Babatunde Fashola, has said electricity supply in the country is improving slowly and that power problems cannot be solved by magic.

Total power generation stood at 3,729 megawatts as of 6am on Wednesday, according to latest data obtained by our correspondent from the ministry.

Fashola, who spoke on Thursday at the inauguration of the 2x100MVA, 132/33kV power transformers at the Ejigbo Transmission Substation, Lagos, commended the Transmission Company of Nigeria for the ongoing projects across the country.

“We have come to hand over this expanded transmission substation, the Ejigbo Transmission Substation, to the Ikeja Electricity Distribution Company. This substation was built in 1970; the capacity was 60MVA then; except for the addition of another 60MVA, this community has grown exponentially; so they have exceeded the installed capacity here,” he stated.

The minister said President Muhammadu Buhari knew the substation required an expansion, adding that the capacity had been increased from 120MVA to 300MVA.

He stated, “Between that time and when President Buhari came three years ago, some people were there. But they will come back to you; so, when they come back, ask them if they didn’t know where to buy transformers.

“The problem of electricity is slowly being solved, one by one. Anybody will tell you he will do magic; tell him, ‘How?’ He should explain to you. We inherited 800 containers for power equipment left in the port for 10 years. President Buhari gave us approval, and we have recovered 690.”

According to Fashola, there are 90 transmission projects ongoing across the country, and some of the recovered of pieces equipment are being used for them.

“If you look at it, between 2015 and now, you ask yourself honestly: Are you spending more on diesel now or before? Are you running your generators for longer today or yesterday? So, are you seeing the power slowly staying longer? If you are truthful to yourself, you will know that it is better than yesterday. And we haven’t finished,” he said.

The Managing Director, TCN, Usman Mohammed, said the installation of the two units of 100MVA transformers at the Ejigbo Transmission Substation was funded by the World Bank through the firm’s project management unit.

He stated, “With the increase in the Ejigbo substation’s capacity, the TCN has substantially increased bulk electricity available in the substation for the Ikeja Electricity Distribution Company to take to its customers. Consequently, electricity consumers in Ejigbo, Egbe, Oke-Afa, Shasha, Ikotun, Ijegun, and Idimu town will now have improved power supply from Ikeja Electric.”

“Other benefits include relieve of some overloaded feeders in Egbe, Shasha and Oke-Afa. Also, the Lagos airport will now have more load allocated to it. Improved power supply in these areas will positively impact the socio-economic development of the areas in particular and the economy at large.”

President Muhammadu Buhari on Thursday night reassured that the brutal activities of the Boko Haram sect would soon become history.
The president gave the assurance when he hosted members of the Kannywood entertainment industry to a dinner at the Presidential Villa, Abuja.
He said that the Federal Government would not allow any group hiding under religion to unleash terror on innocent citizens.
Buhari, who spoke in local language, said: “It’s totally wrong for any believer in God to kill innocent people either in the Mosque, Church or the market place.
“You can’t be shouting Allahu Akbar (Allah is Great), Allahu Akbar, and killing innocent citizens and destroying properties all in the name of God.
“It is either you don’t know what you are saying or you don’t even believe in the existence of God Almighty. God has nothing to do with injustice.
“So, now we are confronting them and by the grace of God we will destroy them.’’
Buhari, who recalled his political struggles since 2003 when he made his first attempt to clinch the presidential seat, lauded former President Goodluck Jonathan for accepting defeat in the 2015 general elections.
“I’ll continue to hold former president Jonathan in high esteem as a result of that singular act.
“He (Jonathan) was in power as Deputy Governor, Governor (Bayelsa), Vice-President and President, all for about 10 years and he voluntarily accepted defeat and surrendered power to me,’’ he said.
The president enjoined members of the Kannywood to use their respective talents in promoting the culture of peaceful co-existence and unity among the diverse socio-political groups in the country.
Earlier in his remarks, the Secretary to the Government of the Federation, Mr Boss Mustapha, expressed the hope that Buhari had been guaranteed at least five million votes in the 2019 presidential election by the fans and followers of the entertainers.
He, therefore, urged them to use their platforms in the social media in promoting the achievements of the Buhari administration.
Mustapha thanked entertainers for the roles they played in 2015 which contributed immensely to the victory of Buhari in the presidential election, and called on them to repeat the same in 2019.
Representatives of the Kannywood entertainers, who spoke at the event, pledged to mobilise support for Buhari and other APC candidates in the forthcoming 2019 general elections.
The News Agency of Nigeria (NAN) reports that Gov. Nasiru el-Rufai of Kaduna state and his counterpart of Plateau, Simon Lalong as well as presidential aides were among the personalities that attended the event.
