The external reserves of Nigeria has grown, hitting a record high of $46 billion, the Central Bank of Nigeria (CBN), said on Sunday.
The Acting Director, Corporate Communication, CBN, Mr Isaac Okoroafor, said that the reserves grew by about $3.2 billion between February and March 2018.
He said that the reserves at the beginning of 2018 stood at $39.3 billion then rose to $42.8 billion in February before hitting the new high of $46 billion.
Okoroafor attributed the continued accretion to the country’s reserves to the Bank’s effort at vigorously discouraging unnecessary importation and reducing the nation’s import Bill, inflow from oil and non-oil exports.
He also attributed the increase to the huge inflows through the investors and exporters window of the foreign exchange market, which he said had attracted over $33 billion since April 2017, when it was created.
According to him, the Bank’s interventions in the foreign exchange window has also helped to moderate the pressure on the foreign exchange reserves by sustaining liquidity in the market and boosting production and trade.
Okoroafor also said that the CBN policy restricting access to foreign exchange from Nigeria’s foreign exchange market to importers of some 41 items had made a huge impact on the status of Nigeria’s reserves.
Aside that, he said that the policy had also boosted the supply of local substitutes for imported goods, created jobs at home and enhanced the incomes of farmers and local manufacturers.
Meanwhile, the Bank again cautioned Nigerians to be wary of investments in crypto currency as they are virtual currencies that are not legal tender in Nigeria.
Okoroafor said crypto currencies such as Bitcoin, Ripples, Monero, Litecoin, Dogecoin, Onecoin, and Exchanges such as NairaEx were not licensed or regulated by the CBN.
Okoroafor said that dealers and investors in any kind of crypto currency in Nigeria were not protected by law, thus may be unable to seek legal redress in event of failure of the exchangers or collapse of the business.
The CBN further warned Nigerians against investing in crypto currencies as doing so would be at their own risk.
The News Agency of Nigeria (NAN) reports that the CBN had in Jan. 12, 2017, issued a circular to banks and other financial institutions on virtual currency operations in Nigeria.
In the 2017 circular signed by the Director, Financial Policy and Regulation Department, Kevin Amugo, the CBN had among other issues noted that virtual currencies were traded in exchange platforms that were not regulated all over the world.
Amugo further noted that transactions in virtual transactions were largely untraceable and anonymous, thereby, making them susceptible to abuse by criminals in money laundering and financing of terrorism.

Senator Shehu Sani

The Nigerian Senate said today that Senator Shehu Sani was in order when he revealed the N45m quarterly allowance that each Senator takes home.
And it quickly added that the information about the emoluments of senators was never a secret.
Senate Spokesman, Senator Aliyu Sabi Abdullahi, said the figure Sani gave out about running cost of the offices of Senators were contained in various line items and expenditure heads of the budget of the National Assembly which has been made public.
According to him, Senator Shehu Sani did not disclose anything new.
Sani who represents Kaduna Central disclose the figure and the N700,000 salary of senators in an interview with The News magazine.  The interview was published last week, triggering social commentaries about the Senators’ well kept secret.
Abdullahi dismissed any insinuations that Sani’s colleague were unhappy with him and said if people had looked critically at the budget of the National Assembly which has since been made public, they would have seen that various line items like travelling , medicals, consultancy and the rest were captured in the budget and they were the funds divided for each Senator’s use.
“Almost all holders of elective and appointive offices have running costs allocated to their offices and that cannot be said to be part of their salaries”, Abdullahi stated. LR News

The Indigenous People of Biafra, on Saturday, said it would stage fresh protests in 88 countries to compel the Federal Government to produce its leader, Nnamdi Kanu.

IPOB’s Media and Publicity Secretary, Emma Powerful, in a statement, noted that the group would mobilise forces in the countries for the protests.

He said the absence of its leader in the country did not mean that the struggle for Biafra was over.

The statement read in part, “It is a known fact that IPOB is rooted in every community and town in the South-South and South-East. Our presence is felt even in remote villages where IPOB family members are preaching the gospel of restoration of Biafra.

“So, rather than diminish, our influence is growing on a daily basis. Our positive impact resonates with the people. Our presence in over 88 countries of the world is a testament to our global influence.

“Everybody has come to the realisation that our leader is the only person that can make a difference that is capable of shaking the foundations of Nigeria. The marginalised and the oppressed all miss him.   We are still conducting our meetings across the world and pursuing vigorously the liberation of the Biafran people.”

He added, “We will continue our protests until the Nigerian Army releases our leader, Nnamdi Kanu, whom they kidnapped or presumably killed during the Operation Python Dance II in his hometown on September 14, 2017.”

APC leaders in a meeting with Buhari


Leaders of the All Progressives Congress, who are sympathetic to the Chief John Odigie-Oyegun-led National Working Committee of the party, have begun a lobby aimed at garnering support for sweeping amendments to the party’s 2014 constitution.

A source in the party, privy to the move, told Latest Reality metro that the lobby was intended to “reduce tension within the party.”

The high-ranking member of the party spoke on condition of anonymity because of the sensitivity of the issue.

According to the source, those being listed for consultations include the Governor of Zamfara State, Abdulaziz Yari; his counterparts in Imo, Rochas Okorocha; Benue, Samuel Ortom; Lagos, Akimwumi Ambode, as well as other party stalwarts across the six geopolitical zones.

He said the proposed amendments to the party’s constitution and the recommendations by the APC panel on true federalism would be the focus of the party’s national executive committee meeting scheduled to hold later this month.

The party leader also said the meeting would address the recommendations made by the Muiz Banire-led committee on the review of the party’s constitution and the recent decision of the NEC to extend the tenures of all elected and appointed party leaders by 12 months.

He added, “If you recall, the NWC set up the constitution amendment committee headed by our National Legal Adviser, Muiz Banire, SAN.

“The committee has since submitted its report for consideration and there are about 86 recommendations. The NEC recently invoked the powers conferred on it by Article 13 of our constitution to grant a 12-month extension for our leaders.

“Some of these things need to be ratified by the national convention and we need to carry everybody along.”

On the controversy generated by the tenure elongation, the source said, “I don’t see any controversy, sincerely. It has a buy-in from almost all of our governors, except maybe one or two; our executives at the state, local government and ward levels are also beneficiaries.”

The source, who was at the NEC meeting held on February 27, said, “The decision in support of tenure elongation was democratically done.

“Prominent among recommendations made by the Banire panel is a proposal to strengthen the national chairman position as chief accounting officer of the party as well as to empower him to chair all statutory meetings except that of the newly-introduced advisory council.

The council is set to replace the Board of Trustees.

The contention is that the party is a corporate entity, which should not require a BoT.

Also, new entrants into the party are now required to spend at least one year as card-carrying members of the APC before they become eligible to seek elective offices at state or federal level.

The proposed amendments also stripped state chapters of powers to take conclusive disciplinary action without recourse to the NWC.

Payment of dues is now compulsory for members and failure to pay now attracts 50 per cent of the accrued sum as penalty. Defaulting members are also to lose rights and privileges of the APC membership.

When contacted, the National Publicity Secretary of the party, Mallam Bolaji Abdullahi, confirmed that “the reports of the (Muiz) Banire-led committee and that of the (Governor Nasir el-Rufai-led) committee on true federalism will be the focus of this month’s NEC meeting.”

You recently won the award for Best Actor at Independent Newspapers Awards. How did that make you feel?

Wining that award is the best thing that has happened to me in this decade. I almost shed tears when I was receiving the award on stage but I quickly controlled myself. I made the first two-cast film in Africa, yet, I did not win any award with it. The movie was released in 2008 and as of 2018, people are still talking about it and commending me for a job well done. It was one of the films that transformed digital movies because of the way it was shot. I also made the first ‘ankara’ movie and I did not win any award with it too. However, I got many awards and was recognised internationally for those movies. For Independent Newspapers to look at my antecedents and my performance in the movie, Banana Island Ghost, and give me the award is commendable. Mind you, it is not just about giving me the award but the fact that it was presented to me in the presence of governors Akinwunmi Ambode of Lagos State and Ifeanyi Okowa of Delta State; Ooni of Ife (who has always stood by me); Otunba Gbenga Daniel, and several distinguished personalities. That award made me happy and it gave me hope that God still exists and that I should continue to work hard. After I made the two-cast movie, I did not produce any film again and that’s because I felt it wasn’t worth it.

For an actor of your calibre, one would have expected that you would have won many awards. Do you think that the industry does not appreciate your contributions?
I don’t want to be anybody’s enemy neither do I want to be anybody’s friend. I would just say God gave it at the right time. I am a message to a lot of people not to ever lose hope. Keep doing what you believe in and someday, you would get your reward. Those are some of the things the Ooni of Ife told me. The monarch said he had watched a lot of my films and that he likes me. He commended me for bringing a Caucasian to speak Yoruba in one of my movies and he said I should always come to him whenever I need assistance. However, I told him I was tired because it all seemed not to be worth it but he said I should never be tired; so people like him give me hope. Perhaps, if I had won the awards in the past, some things might have happened. Now that I have gotten the award at my golden age, I think it is fitting. I celebrated my 50th birthday last year and I won a golden award this year in the presence of important people.

Now that you have won an award, would you continue producing films?

The past administration of Goodluck Jonathan did very well for the entertainment industry and we must give him kudos for that. The current Minister of Information and Culture, Lai Mohammed, goes to every function and he is very accessible. I am using this opportunity to appeal to governors that when they encourage people in their states who are doing well without politicising it, a lot of creative people will be encouraged to come out and there would be a reduction in the number of youths engaging in fraud and other illegal activities. What I am looking for now is structure in the industry. They invited the heads of different associations in the industry to the Motion Pictures Practitioners Council of Nigeria but no hard law was passed on piracy. They have turned us to a debating society; we just talk without getting any response. There is a particular movie that featured American actor, Bruce Willis, and its producers wanted to shoot part of it in Nigeria but due to the lack of structure here, they had to go to Liberia. By the time the movie was released, it portrayed us in a wrong light.

Former President Goodluck Jonathan made some money available to Nollywood but some people feel the funds were largely mismanaged. What’s your take on that?

The money was not embezzled. He didn’t give individuals money. The money was in NEXIM Bank but it is now in the Bank of Industry. People should stop saying what they don’t have accurate information about. BoI has a structure and if you meet its criteria, the bank will grant you loans. Jonathan only made us aware of the money because of the love he has for entertainment; it has been there for a long time. Even (former President Olusegun) Obasanjo spoke about the money during his time but nobody listened to him. However, like I said, the problem is not about taking the loan, it is about paying it back.

Have you benefitted from any of these funds?

For now, I have not. I’m still working on my proposal. If I qualify, they would give it to me.

You once said that Goodluck Jonathan treated entertainers like school kids. What informed that view?

I didn’t exactly say that. I only said that we (entertainers) always went to him as if we were doing birthday parties. Instead of us pleading with him to help solidify the structure in Nollywood, majority of our people just went there to smile with him without demanding anything tangible. It is what you ask your father for that he would give you.

You recently turned 50. What lifestyle changes have you made?

I have forgiven all those that offended me. I could be short-tempered but I control it a lot now and I try to get along well with everybody. I also advise people based on my experience. I have resolved to pray more and to say things the way they are.

Why don’t you appear in English movies?

Movie has no language. If you are watching a football match on TV and the volume is turned down, you would still understand what is going on. That is the way a good movie should be. However, people embrace English more because it is our official language and you can reach more people with it than Yoruba. India, China and other countries make movies in their languages and they pass their message across with subtitles. However, I was born in Enugu. If anybody invites me, I would heed the call. Meanwhile, I recently went to Enugu to direct two movies for the Aneke twins. I also directed a Hausa film in Jos. Art should be borderless.

Is there any role you would love to play but have not had the opportunity to do so yet?

I have not really appeared in traditional films as I would have liked. Probably because of my complexion, people may think that I wouldn’t fit in for that kind of movie.

You campaigned actively for Oyo State Governor Ajimobi in 2015 but you don’t seem to be close again. Did he just use and dump you?

People often ask me this question. Yes, I campaigned for him and we were together for about four months before the election. Right now, he is doing his best in Oyo, and I am doing my thing. We need someone, who is erratic, to handle my state and he is doing well. As regards standing for election, I may be a fantastic orator but I may not be a good leader. However, if people see that I have what they want in me and they call me, I would yield to them. For now though, I don’t see that happening. If you want to be a politician in Nigeria today, put N10m in a bag and set it on fire. If you don’t cry, then you are ready because in politics, you have to spend a lot of money.

Can you recall which movie led to your breakthrough?

I would credit that to three movies: Ologbo Dudu by Kola Olotu; Enu Orofo by Rasaq Ajao, aka Araosan; and the third one was Omo Alhaja, produced by me.

What personal qualities helped you to get where you are today?

It is solely the work of God. I believe in young ones and I respect talent a lot. Even if I don’t like your face and you make a fantastic movie or give a wonderful performance, I would be the first person to greet you. I also take corrections from people, regardless of who you are. I have helped a lot of people such as Toyin Abraham (Aimakhu), Abbey Jimoh, Allwell Ademola, Muyiwa Ademola (who directed his first film through me), and many others. When I see these people shaking the industry today, it makes me very happy and fulfilled. Other people’s success keeps me going.

What misconceptions do people have about you?

People think I like women a lot because I played the role of a womaniser in many movies. Some people also think I’m hardened because of some of the characters I have acted in movies. Meanwhile, I joke and play a lot. These days, I’m always reluctant to play bad boy roles.

What has fame robbed you off?

A lot of things actually! For example, someone hit my car on the road and as I got down, people started begging me that I should forgive the guy. If I don’t forgive the person, different things could be said about the incident in the media.

How would you describe your fashion style?

My mood determines the way I dress. I believe that it is not about what I wear, it is about the impact I’m able to make on people.

How do you relax?

I unwind by watching TV and playing with my kids. I also listen to local music by Yusuf Olatunji, Wasiu Ayinde, Shefiu Alao, Malaika, Yinka Ayefele, among others. Their music always touches me and gives me inspiration.

No fewer than 53 policemen, serving in the Aso Rock Villa in Abuja, say they have yet to be paid their Risk Caution Allowances since 2015, when they were posted to the Presidency.

This was disclosed in an anonymous petition that the policemen filed to President Muhammadu Buhari and which was obtained by our correspondent.

It was gathered that apart from the 53, who had allegedly not been paid their allowances at all, there are 127 other policemen who claimed that they had yet to be paid their allowances in full.

According to the petition, the 53 policemen have been languishing in poverty over the past two years with their allowances being withheld. They urge the President to look into the matter.

One of the affected policemen, who spoke with one of our correspondents and pleaded not to be named, confirmed that the Risk Caution Allowances had not been paid since 2015.

“We have names in the petition to prove to the government that we are not lying. The authorities in the Villa should invite those persons and find out from them. We believe that the President is not aware of this delay. The allowances may have been approved a long time ago and mismanaged by a few powerful officers in the Villa. That is our fear,” the policeman said.

The petition is titled, “President Muhammadu Buhari’s mobile policemen plead over unpaid Risk Caution Allowances from May 2015 to date.

It read in part, “About 127 police officers attached to the Presidency have not been paid the balance of their risk caution allowances and about 53 mobile police officers that started working with the present government since 2015 have not been paid anything.

“The 53 policemen since the past two years have been languishing in poverty. Most of these policemen did the data capture and were given the presidential tags. Those behind this delay are some of the superior officers like the Squadron, the Principal Staff Officer and the leader of the Presidential Vehicle Movement.

“The excuse given by the superior officers was that the affected policemen were boys to the former Squadron leader, one SP Mau’su.

“These superiors have started transferring these affected policemen out of the Villa to some states and replacing them with their own boys, who did not suffer and were not there to bear what the policemen went through. We are pleading with our father and President, Muhammadu Buhari, to look into these sufferings from the beginning of his government till date.”

The Force Public Relations Officer, CSP Jimoh Moshood, however, said all allowances and salaries of policemen attached to any place were being paid regularly, noting that they had yet to get such complaint from the Villa.

Moshood said, “The emoluments contain the salaries and allowances. Outside that, there is also insurance coverage provided by the Force and the Federal Government.

“This set of people you talk about have not complained to the Force headquarters. We don’t have such complaints. The police are not aware of any risk allowance being owed anyone.”

A government official, who spoke on condition of anonymity, said police authorities should be blamed for the non-payment of the RCA of some of their men posted to the Presidential Villa.

The source explained that the problem was caused by police authorities, who he said kept posting more men into the Presidential Villa than the number that could be catered for.

He, however, said not all policemen fell into the category of those that had not been paid. LR News
