A Karmo Grade 1 Area Court, Abuja, on Wednesday ordered that three men should be given six lashes of cane each for loitering at the Hill Top Garden, Abuja.
Daniel Lucky, Aliyu Ahmed and Badiru Lawal were arraigned for constituting nuisance at a black spot.
The judge, Alhaji Abubakar Sadiq, warned them to desist from crime.
Abubakar imposed the punishment following admission of guilt by the trio, who, however, prayed the court to temper justice with mercy and promised to be of good behaviour.
They claimed that their action resulted from bad peer influence.
Earlier, the prosecutor, Florence Avhioboh, told the court that a police patrol team in Utako, Abuja, led by CSP. Jimoh Gbende, arrested the men on Sept. 30.
“They were caught at a black spot at Hill Top Garden, opposite the Wuse Market.
Avhioboh said that the men had been warned in the past by the police to stop loitering there.
“During police investigation, the men could not give satisfactory answers to what they were doing at the black spot’’.
She told the court that the offence was punishable under Section 199 of the Penal Code. (NAN)

Lawmaker representing Bauchi Central Senatorial District, Senator Isa Misau, has asked the Senate to probe the Inspector General of Police, Mr. Ibrahim Idris, over alleged corrupt practices and misconduct.

Misau, while raising a point of order at the plenary on Wednesday, reiterated his earlier allegations against Idris, including the IGP’s recent alleged “secret” marriage to a serving policewoman against the public service rule.

The lawmaker had recently alleged that the police was collecting about N120bn annually from corporate organisations and ‘very important personalities’ for security services, an allegation he made again on the floor of the Senate.

Misau urged the Senate to set up and ad hoc committee to investigate his allegations against Idris, saying that he would provide documentary evidence before the panel.

While the request was approved by the lawmakers, President of the Senate, Bukola Saraki, said members of the panel would be announced later in the day.

An Ikeja Magistrates’ Court in Lagos on Wednesday remanded a 50-year-old applicant, Rotimi Ajakaye, at Kirikiri Prisons after he pleaded guilty to charges of extortion and impersonating a policeman.
The Magistrate, Mrs Y.O. Ekogbulu, who gave the ruling, said the accused be kept behind bars pending sentence.
Earlier, Police Prosecutor Clement Okuoimose told the court that the accused, who resides in Agege area of Lagos, committed the offence on Sept. 25 at Ayobo, Lagos.
He said the accused presented himself as a police officer and extorted money from traders in the Hausa community.
“The accused presented himself as a police officer from Ikeja Headquarters and extorted N53,000 from four of the traders.
“He came again after few days and the trader reported him to their leaders who arrested him.
“When he was told to identify himself as a police officer, he had nothing to show and later confessed that he is not a policeman,” he said.
The offences contravened Sections 67 and 78 of the Criminal Law of Lagos State, 2015.
Section 78 prescribes a three-year jail term for  impersonation.
The case has been adjourned until Oct. 6 for sentence.

Former DG Of IART & 2 Other Suspects

A professor of Agriculture, Benjamen Ogunmodede, was on Tuesday sentenced to 40 years imprisonment by a Federal High Court sitting in Ibadan.
Two other persons – Zacheus Tejumola and Adenekan Clement – also bagged similar sentence.
Prof. Ogunmodede, who is also a Reverend with the Anglican Church, is the former Director General of the Institute of Agricultural, Research and Training (IART), Apata, Ibadan, while Tejumade and Adenekan were Chief Accountant and staff of the institution respectively.
They were arraigned on 16- count charge of conspiracy, unlawful conversion, stealing of school subvention and other criminal charges.
The presiding judge, Justice Ayo Emmanuel, sentenced the accused to four years imprisonment on each charge.
However, the judge said the 40 years sentence would run concurrently.
According to the judge, the accused diverted over N177 million from N600 million received as subvention from the Federal Government to pay salaries of worker and execute certain projects in the institute.

Nigerian Breweries Plc has concluded plans to hold the ninth edition of its Golden Pen Awards aimed at rewarding media excellence on October 6, 2017 at the Zinnia Hall of Eko Hotel and Suites, Victoria Island, Lagos.

The company announced that over 250 entries were received when submission closed for this year’s award, which focuses on published reports on Agriculture, Local Sourcing and Industrial Development in 2016.

At the ceremony, journalists who distinguished themselves in those subject areas will be rewarded in three categories.

“The Nigerian Breweries Golden Pen Reporter of the Year” will be rewarded with a special statuette and N2 million; the First Runner Up in the same category will get a special statuette and N1 million; while the Second Runner Up will receive a special statuette and N750,000.

In the “Nigerian Breweries Golden Pen Photojournalist of the Year” Category, the winner will be honoured with a special statuette and N1 million, the First Runner Up will receive a special statuette and N750,000, while the Second Runner Up will get N500,000.

For the “Nigerian Breweries Golden Pen Report of the Year”, the category reserved for reports on Nigerian Breweries and its brands throughout the preceding year, the winner will receive a special statuette and N1 million.

The three top place winners will each also receive a high-end work tool part of their prizes.

Commenting on the awards, the Corporate Affairs Adviser, Nigerian Breweries Plc, Kufre Ekanem, said the company chose Agriculture, Local Sourcing and Industrial Development, as the theme for this year’s edition to help direct attention towards the potential of the country to become a self-reliant and prosperous nation.

Ekanem said: “As the agenda setters, we believe that the media has a vital role to play in directing the attention of key stakeholders to the role that agriculture, local sourcing and industrial development can play towards the nation’s economic recovery.

Nigerian Breweries Plc inaugurated the Golden Pen Awards to promote professional and objective reportage of events in Nigeria.

Since its inception, it has produced eight grand prize winners in the “Nigerian Breweries Golden Pen Reporter of the Year” category, seven winners in the “Nigeria Breweries Golden Pen Photo Journalist of the Year”category, three in the “Nigerian Breweries Report of the Year” category as well as several runners up.

A Federal High Court in Lagos on Tuesday held that Nigeria Liquified Natural Gas Ltd (NLNG) was right in refusing to pay levies demanded by the Nigerian Maritime Administration and Security Agency (NIMASA).
The dispute between both parties arose as a result of perceived conflict in their respective enabling Acts – Nigeria LNG (Fiscal Incentives, Guarantees and Assurances) Act and Nigerian Maritime Administration and Safety Agency Act.
There are also Merchant Shipping Act and Coastal and Inland Shipping Act regulating NIMASA’s operations.
NIMASA had said that its levies were applicable to NLNG, while the latter had argued that it was exempted from such levies and charges by virtue of the NLNG Act.
NIMASA had then filed a suit against NLNG in 2010 claiming entitlement to the levies.
After preliminary proceedings were taken and concluded, and the matter was ready for hearing, NIMASA filed an application to withdraw the suit, and on May 3, 2013, resorted to blockage of the Bonny Channel.
NIMASA had averred that the NLNG was liable to pay three per cent gross freight on its international in-bound and out-bound cargo and sea protection levy.
It also claimed that NLNG was to pay two per cent cabotage surcharge on all activities carried out for and on its behalf as well as other sundry claims.
All of these claims were disputed by the NLNG which also filed a case against NIMASA.
It sought a court’s determination on the legality of levies sought to be imposed by NIMASA, and the blockade of the Bonny Channel by NIMASA as a result of the dispute.
In its pleadings, the NLNG said that it lost 475 million dollars while NIMASA blocked Bonny Channel.
Delivering his judgment, the judge, Justice Mohammed Idris, held that NLNG was not liable to make the said payments to NIMASA.
The judge therefore ordered that all such payments already made by NLNG to NIMASA should be refunded.
He also ruled that NIMASA was wrong in blocking the Bonny Channel for the purpose of enforcing the payments against NLNG, and ordered a refund. (NAN)

The Minister of Health, Prof. Isaac Adewole, has assured Federal Government’s commitment to complete National Hospital Cancer Centre latest December.
Adewole gave the assurance at the Cancer Summit organised by Cancer Education and Advocacy Foundation of Nigeria (CEAFON) on Tuesday in Abuja.
The theme of the summit is “Funding Cancer Care in Nigeria: The Way Forward” and sub themes — “Cancer Management in Nigeria: Recent Advances in Breast, Cervical, Prostrate and Haematological Cancer.”
The minister described cancer scenario in the country as frightening, noting that the completion of the centre was part of government’s efforts to make cancer care available and accessible to patients in the country.
He said completion of the cancer centre would also assist in ameliorating patients’ plight and reduce medical tourism.
Adewole noted other government’s efforts to include revamping eight centres across the country, saying two of the centres would be completed and equipped with modern machines before the end of the year.
He said “cancer scenario in the country is frightening, so let me assure you that for once this administration is getting committed to getting things done. We will start treating Nigerians in the next four months.
“We are optimistic that in the next six months, we will make available six to 12 cancer treatment machines in the country.
“Between now and December, the Oncology Centre at National Hospital Abuja will be completed at the cost of N400 million.
“We are also planning to have chemotherapy centres to enable us to treat those cancer patients that require drugs, among others.”
The minister, who noted that radiotherapy was not the only means of treating cancer, said awareness creation was capable of preventing 40 per cent of cancer cases.
He, however, urged CEAFON to intensify efforts toward enlightening the public on cancer prevention, among others.
According to him, people need to have better understanding of cancer because 40 per cent of such cases can be prevented through changes in life style.
The President of CEAFON, Prof. Francis Durosinmi, said the summit was aimed at adopting strategies to combat the fundamental problem of funding cancer in the country.
These strategies, he said, included better policies, implementation of adopted strategies, among others.
He explained that medical science and technological development in recent years had invented new and early ways of diagnosing the disease.
He said proper characterisation and optimal treatment of cancer in general could also be achieved.

The Lagos State Government says it will soon begin the construction of Community Day Care Centres to provide conducive atmosphere for older people to interact and relieve fond memories of the past.
Gov. Akinwunmi Ambode made the pledge at the 2017 International Day of Older Persons organised by the State Ministry of Youths and Social Development in Lagos on Tuesday.
The theme of 2017 celebration is: “Stepping into The Future: Tapping the Talents, Contributions and Participation of Older Persons in Society.’’
The News Agency of Nigeria (NAN) reports that on Dec. 14, 1990, the United Nations General Assembly designated every Oct.1 as the International Day of Older Persons.
This is to focus on the pathways that support full and effective participation in old age, in accordance with old persons’ basic rights, needs and preferences.
Ambode, represented by his Deputy, Dr Idiat Adebule, said that the centres, which would cater and protect the dignity of older persons, would be located at Epe, Badagry and Alimosho area of the state.
”Older persons in our society deserve all the care and attention we can give, because they spent their productive years in active service to humanity.
”We recognise them as our priceless assets, reservoir of wisdom and the conscience of the nation that must be cherished and protected.
”We have so much to learn from their wealth of experiences as the knowledge gained will help in avoiding past mistakes and build upon their achievements.
”This administration will continue to prioritise the welfare of our senior citizens by paying backlogs of retirement benefits and provide free healthcare services to make life more comfortable for them,” he said.
Ambode urged families, especially the children to give their best to the older people who had laboured to bring the best out of them.
In his lecture, Prof. Wahab Elias, the Dean, Faculty of Social Sciences, Lagos State University (LASU), Ojo, urged the three tiers of government to create an enabling environment that would enhance the capabilities and provide support for the elderly.
Elias urged the media to continue to create awareness and sensitise the public on matters affecting the older persons in the society.
In her address, Mrs Uzamat Akinbile-Yussuf, the Commissioner for Youths and Social Development, said that the older persons play critical role in the society as a powerful force for social cohesion and integration.
”As we face multiple challenges in our world, one factor remain constant; the timeless importance of this elderly and their invaluable contributions in raising the next generation of leaders is commendable.
”This is why the state government will continue to give priority to the welfare of the older persons and other vulnerable members of the state.
”The older persons deserve their pride of place in the scheme of things in this state.
“We must support and encourage them as well as tap from their wealth of experiences and wisdom and put them in the front burner,” she said.
