The elite force of Uganda’s President Yoweri Museveni on Wednesday stormed the parliament and removed opposition legislators.
The action of the military was sequel to the commotion caused by a motion to remove the presidential age caps.
The Special Forces Command (SFC) stormed into parliament as the House descended into unprecedented chaos after Speaker Rebecca Kadaga ordered the suspension of 25 MPs.
The 25 were accused of causing chaos during a previous sitting of the House, which was due to receive the motion by Igara West MP Raphael Magyezi.
The Magyezi motion would clear the way for President Museveni to stand again when his current term expires in 2021. He has been in charge since 1986.
Chairs and microphones were broken while MPs who were smartly dressed a few minutes’ earlier spotted ripped jackets as the Special Forces and staff of the Sergeant at Arms violently grabbed their suspended colleagues, lifting men and women alike out of the House.
Punches flew in the process between MPs trying to protect their suspended colleagues and the plain clothed security operatives determined to evict them in a scene unseen in Uganda’s parliamentary history.
A section of MPs, strangers in the public gallery and journalists, looked on in utter shock as the chaos ensued after the Speaker had retreated to the safety of her office.
Following the eviction, which lasted almost an hour, business resumed and Ms Kadaga pushed forward with the tabling of the motion.
Efforts by Leader of Opposition Winnie Kiiza to protest the chaos that had ensued earlier went unheeded, forcing her to lead her remaining colleagues in a walkout.
With members of the ruling NRM party only in the House, Mr Magyezi tabled his motion which he said was aimed at ending discrimination against citizens, especially those of advanced age and those below 35 years.
Several MPs, including at least four ministers, stood to second the motion. Formal secondment was, however, led by Mr Moses Balyeku (Jinja Municipality West), Mr Jackson Kafuzi (Kyaka South) and Ms Doreen Amule (Amulata).

The House of Representatives on Wednesday urged service chiefs to compel their personnel to obey traffic laws.
This was sequel to a motion by Rep. Enitan Badru (Lagos-APC).
Moving the motion, Badru expressed dismay over what he described as the contemptuous disregard for traffic laws by military personnel.
According to the lawmaker, military personnel often promote aggression on the road through blaring of sirens, chastising other motorists with horsewhips and bullying drivers in the process.
He said that the appropriate sanctions should be introduced to deter offenders and called on military chiefs and the Inspector-General of Police to call their personnel to order.
The motion was unanimously adopted by members when it was put to a voice vote by the speaker, Mr Yakubu Dogara.
The House, therefore, mandated Chief of Defence Staff and other service chiefs, including the Inspector-General of Police to call their personnel to order over disregard for traffic laws.

Real Madrid’s goal machine, Cristiano Ronaldo celebrated  his 400th match for the club  in Dortmund, netting twice for the Spanish champions to win the UEFA Champions League Group H tie 3-1.
Ronaldo, who switched from Manchester United, is spending his ninth season in the club.
He now stands alone as the club’s  all-time top scorer with 412 goals. He is the third foreigner in Madrid’s history to reach the 400 -game mark, after Roberto Carlos and Marcelos.
He  made his competitive debut on 29 August 2009 in the 3-2 win against Deportivo.
His games for Real Madrid have been played in six competitions: LaLiga (267), the Champions League (90), the Copa del Rey (30), the Spanish Super Cup (seven), Club World Cup (four) and the UEFA Super Cup. The seasons in which he played the most matches were the 2011/12 and 2012/13 campaigns, in which he clocked up 55 games.
In his career at Real Madrid, he’s recorded 293 victories, which have seen him lift three Champions Leagues, three UEFA Super Cups, two Club World Cups, two LaLiga crowns, two Copa del Reys and two Spanish Super Cups.

Saudi women will now be allowed to drive cars, Saudi King Salman ordered on Tuesday.
The order ended a conservative tradition seen by rights activists as an emblem of the Islamic kingdom’s repression of women.
The kingdom, the birthplace of Islam, has been widely criticized for being the only country in the world that bans women from driving, despite gradual improvement on some women’s issues in recent years and ambitious government targets to increase their public role, especially in the workforce.
Despite trying to cultivate a more modern image in recent years, the driving ban had been a longstanding stain on Saudi Arabia’s international image.
The royal decree ordered the formation of a ministerial body to give advice within 30 days and then implement the order by June 24, 2018, according to state news agency SPA.
It stipulated that the move must “apply and adhere to the necessary Sharia standards”, referring to Islamic law. It gave no details but said a majority of the Council of Senior Religious Scholars, Saudi Arabia’s top clerical body, had approved its permissibility.
An hour after the official announcement in Saudi Arabia, a jubilant Saudi ambassador to Washington, Prince Khaled bin Salman, said it was “an historic and big day in our kingdom”.
“I think our leadership understands that our society is ready. I think it’s the right decision at the right time,” the ambassador said.
Positive reactions quickly poured in from inside the kingdom and around the world, with the U.S. State Department welcoming the move as “a great step in the right direction”.
For more than 25 years, women activists have campaigned to be allowed to drive, defiantly taking to the road, petitioning the king and posting videos of themselves behind the wheel on social media. The protests brought them arrest and harassment.
Activist Manal al-Sherif, who was arrested in 2011 after a driving protest, took to Twitter following the king’s announcement to express her relief. “Today, the last country on earth to allow women to drive… we did it”, she wrote.
Latifa al-Shaalan, a member of the Shura Council, an advisory body, said the decision would strengthen women’s employment in the private sector.
“This is an historic day and I cannot find the words to express my feelings and the feelings of thousands of Saudi women,” she said on Arabiya TV.

In Saudi Arabia, a top Arab ally of the United States, women are legally subject to a male guardian, who must give approval to basic decisions they make in fields including education, employment, marriage, travel plans and even medical treatment.
Women in the kingdom are also bound by law to wear long robes and a headscarf and require the consent of a male guardian for most legal actions.

The Comptroller-General of Customs, retired Col.Hameed Ali and Turkish Ambassador to Nigeria, Mr Hakan Cakil, have agreed to cooperate to stop the export of harmful items into both countries.
Ali announced this in a statement by the Service Public Relations Officer, Mr Joseph Attah, on Tuesday in Abuja.
Attah said the meeting was held due to concerns expressed by the general public over the recent seizures of pump actions riffles imported from Turkey.
He added that the aim of the meeting was to fashion out ways of dealing with the disturbing issues.
Attah said that Ali expressed concern that four different arms seizures with a total number of 2,671 pump action riffles came from one source.
According to him, the meeting lasted for about two hours, detailed with specific commitments and strategies to stem the ugly tide.
” The meeting ended with both sides agreeing to work together to stop the dangerous trend.
” Both agreed to use the situation as opportunity to strengthen ties to prevent the use of either country as a base for export of harmful items to the other,” Attah said.
Attah said that the highlights of the meeting included the Turkish ambassador restating his country’s support for Nigetia’s security and well being, saying that Turkey would not support any dangerous shipment to Nigeria.
”All the four shipments intercepted were false declarations on the bill of lading , it is a clear case of smuggling.”
”The Turkish ambassador will immediately communicate to his home with the view to fishing out criminals behind the illegal arms shipment to Nigeria.”
A team of Nigerian Customs will visit the Turkish Customs to further disscus ways of nipping such arms export from Turkey and strengthening agreement on mutual customs-to-customs assistance.
The Nigeria Customs will provide for the Turkish authority list of prohibited items and in the case of arms, sample of end user certificate to enable them to always verify before approving any legal arms export to Nigeria.
Attah also stated that the Turkish government would co-operate with Nigeria in every step to deal decisively with those found involved.(NAN)

The Federal Government says it has so far released N336 billion to its Ministries, Departments and Agencies for the execution of capital projects in the first quarter of 2017.
The Minister of Finance, Mrs Kemi Adeosun, in a statement by the ministry’s Deputy Director of Information, Mrs Patricia Deworitshe, said this was however less than the N350 billion she had hopped to release for the quarter.
Given that N2.18 trillion was earmarked for capital expenditure for the year 2017, it’s third quarter of the year and the Federal Government has a pending balance of N1.84 trillion to release.
“The Federal Government has, to date, released a total of N336 billion from the 2017 Budget to Federal MDAs for funding of capital projects in the first quarter of 2017.
“The balance of N14 billion is being processed, pending resolution of some formalities within the agencies concerned.
“Power, Works and Housing received the largest allocation of N90 billion, followed by Defence and Security which got N71 billion; transport got N30 billion.
Furthermore, agriculture received N30 billion and water resources got N12 billion.
Other sectors combined, received a total of N103 billion, she said.
Adeosun said the priority on the release of available funds was made in accordance with the objectives of the Economic Recovery and Growth Plan (ERGP).
She said in 2017, the Federal Government would continue to focus on capital expenditure spending on priority sectors to stimulate economic activities and job creation.
“Despite fiscal constraints, the Federal Government was able to fully cash-back the budgeted capital releases so far made, which is a reflection of the current administration’s commitment to economic development,” the minister said,” she said.
The 2017 budget is N7.44 trillion with statutory transfer projections of N434. 41 billion, N1.84 trillion for Debt Servicing and N177.46 billion for Sinking Fund from maturing bonds.
Recurrent expenditure was projected at N2.99 trillion; capital expenditure, N2.18 trillion, and provision of N2.36 trillion was made for fiscal deficit, with deficit to Gross Domestic Product (GDP) put at 2.18 per cent. (NAN)

One hundred and seventy-seven whales have been killed by Japanese whalers in the north-west Pacific Ocean as part of an annual hunt, Japan’s Fisheries Ministry said on Tuesday.
The number of whales killed had been previously stipulated for the hunt, which Japan says is carried out in the name of scientific research.
This year, 43 minke and 134 sei whales were killed, the ministry said.
Whaling is formally allowed in Japan in spite an international moratorium banning the killing of the giant sea mammals for commercial purposes in place since 1986, and repeated public protests against it.
Critics said that the country uses a loophole in the charter of the International Whaling Commission by claiming that the killings are carried out for research purposes.
After the animal carcasses are examined, including the stomach contents, the meat could be sold for consumption.
