Lawmakers in the Senate have expressed worry about why state governments that have benefitted from the Paris Club refund and have continued to owe workers’ salaries.

They have therefore resolved to probe the proceeds of the refund released so far to states by president Muhammadu Buhari.

Last week, the Federal Government released details of the second tranche of Paris Club refund to states, totalling N243. 795 billion.

The Chairman Senate Committee on Local and Foreign loans, Senator Shehu Sani also demanded to know why revenues from local sources cannot be used to fund the 2017 budget.


He raised the question during a meeting with officials of the Ministry of Finance to discuss President Buhari’s request for external borrowing of $5.5 billion

Nigeria’s former Minister of Agriculture and rural development, Akinwunmi Adesina has received the 2017 World Food Prize Award.

Adesina who is also the current President of the African Development Bank received the award at the event held on Thursday at the Iowa in the United States.

The event had in attendance representative from 50 countries in the world’s agriculture community.

The representative of United States Vice President, Mike Pence while congratulating Adesina said leaders who are committed to fighting global hunger like Adesina are needed globally.

“Congratulations on winning the 2017 World Food Prize. Your devotion to the cause of fighting global hunger is laudable and deeply needed. As our global food system is stretched, and the need to feed more people grows, the agricultural transformation will require persistence from leaders like you.”

Two former African presidents including Nigeria’s former president Olusegun Obasanjo and other top Nigerian officials were at the event to honour Adesina.
Kim Reynolds, Governor, State of Iowa speaking on Adesina’s feat said the honour is being bestowed on Adesina for inspiring young people and promoting food security.

“Tonight, we are honouring one of the most dynamic leaders in promoting food security and inspiring young people not only in Africa but around the world,” she said.

The Presidential Committee on the North-East Initiative has raised the alarm over the increasing cases of rape and attacks on displaced persons in camps across the North-East.

It noted that about 30 girls were raped in the Internally Displaced Persons camps in Yobe State in September 2017, adding that the attacks on women and girls had worsened in this month, thus increasing the spread of the Human Immunodeficiency Virus in the camps.

The PCNI Vice- Chairman, Alhaji Tijani Tumsa, explained during the PCNI Coordinator forum on Thursday in Abuja that the National Assembly had also expressed concern over the reports of sexual violence in the camps.

He stated that NASS had asked the National Agency for the Control of AIDS, Abuja to collaborate with the relevant agencies to combat the HIV prevalence in IDP camps.

Tumsa blamed poor security coordination in the camps for the sexual violence on the female camp members, adding that his committee was working with the security agencies to address the problem.

He said, “The National Assembly has expressed concern just like we have also raised concern with relevant agencies to offer robust security plans for the internally-displaced persons.

“Rape is a very unfortunate incident just like the HIV spread; what we are doing is to create an environment where punishments are very severe and immediate and that is what has been happening since we got involved.”

Asked about the number of suspects in custody over the attacks, Tumsa said he did not have the figure, but “as many suspects as have been caught are in custody.”

He said the PCNI was making efforts to transit the North-East from humanitarian dependence to the phase of economic recovery, noting that when the IDPs returned to their communities, the committee would need to provide assistance for them to re-establish their livelihood.

When passengers on board a LAGBUS vehicle en route to Oshodi, Lagos State, left the Sango end of the Lagos-Abeokuta Expressway, little did they know that their journey would be cut short by bandits.

At the toll gate area, some metres away from the vehicle’s take-off point, some hoodlums stopped the bus under the pretext of boarding it.

Hardly had the vehicle come to a halt when the assailants, numbering about 30, reportedly jumped in and started dispossessing passengers of their valuables.

One of the gang members was said to be armed with a gun, while others wielded cutlasses, knives, sticks, among others.

LR News learnt that the bus conductor, a lady, managed to escape after the robbers had collected the money on her.

She was said to have alerted passersby to the robbery.

Having seen that a mob was advancing towards the scene, it was gathered that the robbers took to their heels.

The mob was said to have nabbed and beat up three of the suspects.

A resident, who identified himself only as Abbas, said it took the intervention of operatives of the Alagbado Police Division to rescue the suspects from the mob.

He said, “I was about to sleep last Sunday around 9.30pm when I heard a distress call. I peeped through the window and saw a lady running by the roadside and shouting, ‘thief, thief.’

When I noticed that some people had rallied around her, I woke up my neighbour and we went outside to know what was happening. The crowd chased the robbers and arrested three of them. One of them was seriously beaten before policemen rescued them.”

Another eyewitness, Abraham Alabi, said about 20 passengers on the bus were robbed, adding that the robbery would have been foiled if it happened on a working day.

He said, “The incident happened on Sunday when most residents were indoors. If it were to be on a working day, the road would still be busy with people returning home from work. I think the robbers struck because there were a few human and vehicular movements on the road at that time of the day.”

A police source told our correspondent that three suspects were in custody.

He said, “The LAGBUS conductor reported to the police that her bus was heading towards Lagos, but it was stopped when it got to the toll gate area around 10pm.

“She said about 30 hoodlums with weapons such as cutlasses rushed into the bus without collecting tickets, attacked the passengers and dispossessed them of their money and other valuables.

“She said they also collected the money on her. The anti-robbery team was dispatched to the scene and three suspects were arrested. One of them was mobbed.”

The Lagos State Police Public Relations Officer, ASP Olarinde Famous-Cole, confirmed the incident.

“The suspects are with us while investigation continues. Efforts are being made to apprehend other members of the gang,” he added.

However, the LAGBUS Public Affairs Officer, Oluyemi Adesoye, said the management was not aware of the incident.

She added that it was possible the franchise company in charge of the bus decided not to report it.

She said, “I have called the head of franchise, head of operations and some other officials and they said they were not aware of such incident. Maybe it actually happened, but the franchise company involved did not get across to us because the police are handling the case.”

A Christ Apostolic Church pastor, Oluwarotimi Akinroyeje, has been shot dead at the church’s mission house in the Ago Gbooro area of Ore, in the Odigbo Local Government Area of Ondo State.

According to a source, a masked gunman entered the mission house at about 1am on Monday and went straight to where the pastor was, and shot him at close range with a locally-made gun.

The source said the motive behind the killing was unknown, adding that the assailant did not take anything from the cleric after shooting him dead.

“The man, who wore a mask, entered into the mission house in the middle of the night and brought out a locally-made gun. He shot the pastor dead and did not take anything when he was going; he just killed him and left,” the source said.

The Public Relations Officer of the Ondo State Police Command, Mr. Femi Joseph, confirmed the incident, adding that the command had commenced investigation into the case.

He, however, alleged that the deceased’s family members were not cooperating with the command on investigation, saying they had refused to honour police invitation.

He said, “The family of the deceased should do well to cooperate with the police. They have not been assisting us in our investigation; their only concern is for us to release the corpse to them for burial.

“It will be good if the family can be feeding us with useful information. We are not magicians; it is from the information we get that we can have our lead and arrest the perpetrator.

“What the family is doing on the matter is not good enough.”

The Delta State Coordinator of the World Health Organisation, Dr Bassey Bassey, has said flooding in some parts of the country may have contributed to the monkeypox outbreak.
Bassey said this in Abuja on Thursday at a one-day colloquium organised by the Association of Medical Scientists of Nigeria, FCT branch.

Speaking on the theme, ‘Perennial flooding in Nigeria: Communicable diseases and looming antimicrobial resistance’, the WHO coordinator said floodwater was a major source of infectious communicable diseases because animals defecate in floodwater, which humans come in contact with.

Bassey, who was represented by Dr Casmir Ifeanyi, said, “Flooding is known to facilitate infectious disease transmission. It is no longer in doubt. Therefore, that will expose affected communities to outbreak of epidemics, zootomic and other epizootic effects such as cholera and of course we have had reported cases of cholera this year.

“Until proved otherwise, I think that flooding has a role in this sudden outbreak. This has been here before and it was never a problem but these things are now becoming dislodged from their normal habitat and moving towards us (humans).

“So, when flooding happens, this is what you see. For floods that last for seven days, expect waterborne diseases. Those lasting for one to four weeks, expect rodent-borne diseases. And the floods exceeding four weeks, you will have a combination of all.”

The Nigerian Centre for Disease Control also stated that flooding had led to an increase in microbial resistance.

The National Coordinator of the NCDC, Dr Chikwe Ihekweazu, who was represented by Dr Adedeji Adebayo, said floodwater had become the major source of infectious diseases.

He added, “Floodwater can be a source of disease outbreak through contamination with sewage water, human waste, animal waste, animal dead bodies, soil pathogens, deadly particles and chemicals.

“And floodwater can also be a vector-breeding site and venomous animals like snakes. Floodwater can contain disease-causing bacteria, viruses and parasites. Floodwater can become contaminated with agricultural waste, chemicals, raw sewage and other pollutants.”

He identified some of the flood-prone areas as states within Rivers Benue and Niger and the coastal areas of Akwa Ibom, Adamawa, Bayelsa, Cross River, Jigawa, Kaduna and Lagos.

Ihekweazu said animals were usually treated with antibiotics and when humans eat them, they sometimes become resistant to the antibiotics, thereby leading to the spread of infectious diseases.

Meanwhile, the Delta State Government on Thursday confirmed that the blood samples of patients suspected to be infected with monkeypox had been sent to the WHO laboratory in Dakar for analysis.

The state Commissioner for Health, Dr Nicholas Azinge, made the confirmation during a visit to the Federal Medical Centre, Asaba and General Hospital, Owa-Alero, Ika North East Local Government Area of the state for inspection.

Azinge stated that five cases were reported at FMC Asaba, four from Ogwashi-Uku, Aniocha South Local Government Area while one was from Ibusa, Oshimili North LGA.

In another development, the Nigerian Army has said it will soon arrest persons accusing soldiers of vaccinating school pupils with monkeypox in the South-East and South-South regions.

The Director, Army Public Relations, Brig.- Gen Sani Usman, who gave the indication on Thursday, said security agencies were investigating to uncover the sources of the rumour.

Usman spoke in an interview on the Africa Independent Television, monitored by our correspondent.
It will be recalled that fears gripped residents of Rivers, Ondo and Delta states on Monday and Tuesday over an allegation that soldiers were going to schools to inject pupils with the monkeypox disease.

Usman said, “The person that started that unfortunate rumour and other persons with him will be apprehended and prosecuted. This will be done using the relevant provisions of the law.

“We have been giving school books, sinking boreholes in communities, and there is no cry. We are also Nigerians and we know where the problems of each community lie.”

Also, the acting Commander, the Nigerian Army Medical Corps, Brig.- Gen. Clifford Wanda, during the interview, said, “The military hospitals have all specialists ranging from doctors, nurses to laboratory scientists. Most of our patients are civilians.

“We cannot embark on any medical outreach without getting the appropriate approval from the necessary authorities. Anyone who comes out to say something otherwise is a mischief -maker.

“Medical outreaches cost the army a lot of money and a community where this is not done loses out. We are usually overwhelmed and they want us to come back. We don’t force anyone. The monkeypox vaccination rumour is preposterous.”

The Federal Government on Thursday arraigned Senator Isah Misau, representing Bauchi Central Senatorial District, before the High Court of the Federal Capital Territory in Maitama, Abuja, for allegedly making injurious falsehood against the Nigeria Police Force and the Inspector-General of Police, Mr. Ibrahim Idris.

The senator, who attended court from home, pleaded not guilty to all the five counts read to him before the court on Thursday.

The trial judge, Justice Ishaq Bello, who is the Chief Judge of the FCT High Court, granted him bail in the sum of N5m with two reliable sureties in like sum.
 The bail sums totaled N10m for the two sureties.

After he pleaded not guilty to the charges, his lawyer and Senior Advocate of Nigeria, Chief Godwin Obla, made an oral application for his bail.

The lawyer contended that the offences his client was charged with were bailable.
He argued that section 393(1) of the Penal Code, under which the defendant was charged, was punishable by a maximum of two years sentence upon conviction.

He also argued that Section 163 of the Administration of Criminal Justice Act 2015, expressly provided that his client was entitled to being granted bail.

Obla also argued that Section 36 of the 1999 Constitution presumed the defendant to be innocent, adding that the defendant, being a serving senator, could not abscond from trial.

He said the defendant could not tamper with investigation, which he said the prosecution had said had been concluded.
I urge your lordship to admit him to bail on self recognition because the essence of bail is to secure attendance of court by the defendant,” he said.

The prosecuting counsel, Mr. Saleh Barkum, from the Department of Public Prosecutions of the Federation, Federal Ministry of Justice, Abuja, did not object to the bail application.

He opted to allow the court to exercise its discretion on whether or not to grant bail to the defendant.
Ruling, Justice Bello noted that the defence counsel applied for bail on behalf of the defendant, being a serving senator representing Bauchi Central in the Senate, on the terms of self-recognition.

The judge, however, ruled that he would grant bail to the defendant but it needed to be guaranteed by sureties.

He then granted Misau bail in the sum of N5m with two sureties in like sum.
The judge fixed November 28 and 29 for trial.

The Office of the Attorney General of the Federation had on October 10 filed five counts marked FCT/HC/CR/345/2017, before the FCT High Court in Abuja, accusing Misau, a retired Deputy Superintendent of Police, of making  “injurious falsehood” of corruption and unethical practices against the IGP and the Nigeria Police Force in the media.

Part of the allegations by Misau considered injurious to the IGP and the Nigeria Police Force were that police officers allegedly paid as much as N2.5m to get special promotion and posting through the Police Service Commission and that the IGP allegedly diverted money meant for the purchase of Armoured Personnel Carriers, Sport Utility Vehicles or other exotic cars.

Misau was also said to have falsely accused the IGP of ensuring that half of the mobile commanders in the country were people of his Nupe extraction.

The offences were said to be contrary to section 393(1) of the Penal Code.
But no date has been fixed for the arraignment of the defendant before the Federal High Court.

In the set of charges filed before the FHC and marked FHC/ABJ/CR/170/2017, the prosecution preferred seven counts of making and “uttering” false documents comprising affidavits, statutory declaration of age deposed to at FCT High Court and the Bauchi State Health Management Board Birth Certificate, which he allegedly submitted to the Independent National Electoral Commission in 2011 and 2014.

Uttering, according to Wikipedia, “is a crime involving a person with the intent to defraud that knowingly sells, publishes or passes a forged or counterfeited document.”

The offences in the seven counts were said to be contrary to Section (1)(2)(c) of the Miscellaneous Offences Act Cap M17, Laws of the Federation of Nigeria, 2004 and punishable under the same section of the Act.

The two sets of charges were signed on behalf of the AGF by an Assistant Chief State Counsel, Mr. Aminu Alilu, who is of the Department of Public Prosecutions of the Federation, the Federal Ministry of Justice.
