Austria has completed the process of organising skills acquisition programmes for at least 1000 Nigerian irregular migrants in Austria before their repatriation.
The country’s Director-General, International Centre for Migration Policy Development (ICMPD), Mr. Michael Spindelegger, said in Abuja at a meeting with Foreign Affairs Minister Geoffrey Onyeama.
Spindelegger said that ICMPD, with its headquarters in Austria, would start the programme with Nigeria as a pilot scheme before extending to others.
He said that the programme was to prepare the migrants for gainful employment which some Austrian companies were to set up later in Nigeria.
The centre director-general said that the proposed programme would facilitate reversed migration of the irregular migrants, who had no likelihood of being given legal residents in Austria.
“It is a new idea of how to combine future investment in Nigeria with the return of irregular migrants.
“A lot of companies are interested in investing in Nigeria because of its market.
‘“The idea is to train these irregular migrants before repatriating them so that when they come back, they will have something to do instead of becoming liabilities.
Foreign Affairs Minister Geoffrey Onyeama
“The idea is also to encourage more Austrian companies to come and invest in Nigeria so that they also can contribute to solving the problem of unemployment and irregular migration,” he said.
According to him, there is provision for asylum in Europe, but in a situation where an emigrant fails to secure asylum, the person will be deported at the long run.
“For them, there is no chance of remaining in the country, because once they are picked, they will not be allowed to take anything, but would be brought back to their country empty.
“There are no fewer than 1,000 Nigerians that are not granted refugees status living in Austria.
“The programme is starting with Nigeria as a pilot, then, we will see what the experience is before extending it to other countries,” he said.
Spindelegger said, “though, only few Austrian companies are currently in Nigeria, efforts are being made to convince companies involved in the programme to come and invest in Nigeria.
“It is also part of the programme. They can get benefits from the European Union for the investment, which serves as more business security for them,” he said.
In his remarks, Onyeama said that the initiative would not only have Nigerians coming back home to contribute to national development, but also stood to benefit from foreign investors.
“It can be companies in Austria that are interested in investing in any sector of Nigerian economy.
“They will be selecting from Nigerian irregular migrants in Austria, train them and send them down to work with their companies in Nigeria,” he said.
The minister, however, dismissed the fears of likely ploy to deport Nigerians in the country through the process.
“Remember that those Nigerians are in that country illegally, and do not have any prospect of regularising their stay. As such, they would be deported in any case.
“So, instead of being deported with the shame that comes with it, they would be given training and guaranteed employment with the companies that would be coming to invest in Nigeria,” he said.
Onyeama said that the present administration had already put in place mechanism to address irregular migration and promote the concept of reverse migration.
He said Nigeria was in full support of the scheme and would ensure its success, adding that government had made huge investment on social intervention programmes and was having such similar scheme partnership with Germany.

An explosion took place at a mosque in the eastern Libyan city of Benghazi on Friday, residents said.
There was no immediate word on casualties.
Two weeks ago, around 35 people were killed by a twin bombing at a mosque in the same city.
NAN reports that on Jan. 23, a twin car bombing in Libya’s eastern city of Benghazi kiled 35, with about 60 people wounded.
Medical officials said the first blast on Jan. 24, Tuesday evening hit worshippers leaving a mosque in Benghazi’s central Al Salmani district.
The second, about 15 minutes later, inflicted a large number of casualties among people who had gathered at the scene.
Senior security officials were among the casualties.
The toll was one of the highest from a single attack since Libya slid into turmoil after the uprising that toppled Muammar Gaddafi in 2011.
Benghazi is controlled by the Libyan National Army, which is led by powerful eastern-based commander Khalifa Haftar and was battling Islamists and other opponents in the port city until late 2017.

The Catholic Bishops Conference of Nigeria has rejected the proposed plan of the Federal Government to set up cattle colonies in the country.

President of the conference Reverend Ignatius Kaigama said this on Thursday when he led a delegation of the religious body to visit President Muhammadu Buhari at the Presidential Villa in Abuja, the nation’s capital.

On ways to end the clashes between farmers and herdsmen, he advised the government to seek other alternatives to open grazing rather than introducing cattle colonies.

The Catholic bishops also informed the President about their worry over what they termed too much poverty, hunger, insecurity and violence in the country.

They were concerned about what they call hopelessness in the land and condemned the activities of herdsmen across the country.

The religious group described as shocking, the purported silence of government in the wake of the attacks that left many dead in Benue, Adamawa, Kaduna, and Taraba states.

They, however, called on the government to invest more in arming the police with modern equipment to effectively fight crimes and criminality in the country.

The clergymen decried the purported of lack of adherence to the principle of Federal Character in some government appointments.

In his response, President Buhari explained that the policy proposed by Federal Government in response to the crisis was not meant to colonise any part of the country.

He, however, said the intention of the government was to create grazing locations for cattle rearers, which has now been misconstrued as another form of colonisation.

The President was concerned that the well-thought-out policy, which was conceived after wide consultations with stakeholders, had been largely misunderstood by a section of the public.

He assured the Catholic Bishops that the Federal Government would continue to explore all opportunities and support initiatives to ensure peace and stability in restive areas.

On the appointments made so far, President Buhari told the delegation that no ethnic group or political zone has been deliberately marginalised.

But he assured the clergymen that he would take a second look at areas on which issues have been raised when a compendium of all government appointments is submitted to him.

A Thai woman died after being hit by a train while taking a selfie on the railway track, police said on Friday.
“Walailak Sukuma, 28, was proclaimed dead at a Bangkok hospital hours after an oncoming train hit her and her friend while the pair was taking a selfie, Wissanusak Suebin,’’ a police investigator in charge of the case, told newsmen.
Wissanusak said Walailak’s right leg was cut off by the train’s wheels, while her friend, 24-year-old Amnaj Nawantip, suffered a head injury and a broken arm.
The pair was part of a group of five friends who had been drinking beer at a railway station in Bangkok.
According to railway officials, the group often hung out drinking beer near the rail tracks.
“The difference is that this time they were taking selfies too.
“Their friends said they didn’t see the train approaching the platform.
“The group said they have learnt their lesson now, but it remains to be seen if they will come back in the future,’’ Wissanusak added. (dpa/LR News)
