The Nigerian Police has denied reports of an alleged swap of suspects in place of the actual culprits involved in a murder case in the Ibeju-Lekki area of Lagos State.

The force in a statement by its Public Relations Officer, CSP Jimoh O. Moshood, on Saturday described the report which it said was published in a national daily as incorrect and misleading.

According to the statement, the report also went ahead to state how the Police DIG charged the family of the deceased to court and how the allegedly swapped suspects sought N250m as compensation.

The Force said the cases involving land grabbing, murder and massive destruction of property had been investigated by the Force Criminal Investigation and Intelligence Department (FCIID) and eventually charged to court, after which the cases were referred to the Directorate of Public Prosecution, Ministry of Justice, Lagos State for Legal Advice.

Furthermore, the Police described the report as one capable of damaging its image, hence the need to clear the air on the matter although it was already in court.

“All the suspects indicted in the two cases were charged to court and remanded to prison custody. There was no swap of any suspect by the DIG as erroneously and maliciously claimed by the writer.

“Police actions in the two cases were in good faith to ensure that justice prevails.”

“The Force therefore, sees the two Newspaper reports as deliberate attempts to cast aspersions on the discreet investigation carried out by the Nigeria Police Force to pervert the end justice, as the purported Directorate of Public Prosecution (DPP) advice quoted in the publications has not been received by the Nigeria Police Force.

“While the Police will continue to abide by verdicts and pronouncements from court on these matters, the parties involved and the media are implored to allow the proceedings in court to be fully exhausted and not embark on campaign of calumny against the Nigeria Police Force and its officers,” the statement read in part.

Some gunmen have kidnapped the Chaplain to the Bishop of the African Church, Ondo Central Diocese, Reverend David Ayeola.

SUNDAY PUNCH learnt that Ayeola: the bishop, Samuel Ojo: and the bishop’s wife, were travelling to Abeokuta, Ogun State, from Imojo Ekiti, Ekiti State, when they were waylaid by the gunmen on the road.

The bishop, his wife, Ayeola, and the driver were said to have fled into the bush.
However, the assailants were said to have taken the chaplain captive, while others escaped

A top official of the church, who spoke with our correspondent on condition of anonymity, said the kidnappers had demanded N100m from the church.

He said, “This happened between 6am and 7am on Thursday. The Bishop of the African Church, Ondo Central Diocese and his team consisting of his wife, the chaplain and the driver were travelling from Ekiti State where the bishop hails from to Abeokuta where we are having our national convention when they were waylaid.

“The team fled into the bush, but the gunmen chased them and took the chaplain who just finished his seminary.

“They contacted the headquarters of the church at Akure and demanded N100m. They have been negotiating and it appears they are not ready to back down on their demand.”

A source at the church said special prayers were offered by all members of the church at the national convention which ended on Friday.

“The bishop that escaped cannot talk right now because he is afraid for his life. We are still praying for the quick release of the priest,” he added.

The Ekiti State Police Public Relations Officer, Adeyemi Ademola, confirmed the incident, saying the police were making efforts to rescue the cleric.

Nigeria’s Comptroller General of Customs, Retired Colonel Ahmed Ali has said that the Turkish authorities are jointly working with Nigeria in the fight against illegal import of firearms into Nigeria.

Colonel Ali speaking in Istanbul said the Turkish authorities were unaware that pump action rifles form part of items on the country’s restrictive list and that the collaboration between Nigeria and Turkey will help in successfully combating illegal import of guns into Nigeria.

“What it intends is that it will give us first line information. So, the moment documents are piled for shipping, anything to Nigeria, they will communicate it to us.

“So, the issue of changing manifest on the high sea does not arise. Because we now know what consignment is coming and what is in it,” he said.

Ali also said the collaboration with Turkey will boost the relationship between both countries as the customs personnel can work together and exchange training.

“It will also give us the opportunity to exchange training. It will give us the connectivity in terms of ICT and allow us to exchange personnel. Our officers can work with them and they also can come to Nigeria to work with us. This to us is a win-win situation.”

One of the fallouts of the just concluded D8 meeting is the agreement on gun control entered by Nigeria and Turkey.

This follows a series of arms seizure by the Nigerian Customs at the country’s ports most of which were traced to Turkey.

There seems to be no end in sight to the downward operational performance of Nigeria’s refineries since the beginning of 2017 despite several interventions made to reinvigorate the facilities by the Nigerian National Petroleum Corporation..

The latest monthly oil and gas report released by the national oil firm showed that the cumulative capacity utilisation of the nation’s three refineries dropped further from 12.73 per cent in June to 11.94 per cent in July 2017.

On individual performance, the Kaduna Refining and Petrochemical Company remained dormant for the two consecutive months as it processed no crude oil in the period under review.

Other refineries, Port Harcourt Refining Company and Kaduna Refining and Petrochemical Company, also performed far below expectation.

While the WRPC moved up marginally in its performance, processing 1.87 per cent of crude oil in July, as against the zero output it recorded in June, the PHRC’s capacity utilisation dropped from 26.98 per cent in June to 24.18 per cent in July.

Going by the data provided by the NNPC, no refinery was able to perform up to 30 per cent, as none of them could utilise up to half of the crude oil allocated to them in July this year, as had been the case in many other preceding months.

SUNDAY PUNCH had exclusively reported in September that the performance of the facilities with respect to the capacity utilisation dropped by 44.87 per cent, after an analysis of their activities showed a decline in output from 20.09 per cent in May to 12.73 per cent in June.

Further findings by our correspondent also showed that the facilities had been recording consecutive monthly decline with respect to their cumulative capacity utilisation since January this year.

After recording a consolidated capacity utilisation of 36.73 per cent in January, the performance of the facilities maintained decline to 13.46 per cent in March.

The performance moved up to 24.59 per cent in April 2017, but this was not sustained as it crashed on a monthly basis till it dropped to 11.94 per cent in July, which was their latest operational performance as released by the NNPC.

An analysis of the corporation’s latest data showed that the total crude processed by the three refineries dropped from 231,836 metric tonnes in June to 224,584 MT in July.

Their losses increased from 2.44 per cent in June to close at 2.59 per cent in July, while their cumulative plant consumption dropped to 8.30 per cent in the month under review, as against the 10.92 per cent that was recorded in the preceding month.

As part of plans to revamp the refineries, the NNPC on several occasions had stated that its 12 Business Focus Areas would help address the shortcomings at the facilities.

It had repeatedly stated that BUFA would see to the upgrading of existing refineries and creating the opportunity for refining expansion; focusing on renewable energy and frontier exploration; revamping the oil and gas infrastructure; pursuing profitable ventures and common services, among others.

In September, the NNPC disclosed that it would shortly close down three of its refineries for a comprehensive rehabilitation aimed at bringing them back to their nameplate production capacities.

The NNPC’s Group Managing Director, Maikanti Baru, told reporters in Abuja that the shutdown of the refineries would allow the corporation to undertake their rehabilitation in ways that were different from what had been done in the past.

According to Baru, the refineries will come back on stream as new facilities when the corporation concludes the rehabilitation project ahead of the country’s plan to exit petroleum products importation in 2019.

“As you know, it has been the perception of the public that the repairs of the refineries are never done thoroughly. So this time, our intention is to shutdown the refineries when we are ready, and then fully bring them back to what they should be as new refineries,” the GMD had said.

Troops of the Operation Lafiya Dole, the military anti-terrorism operation in the North-East, have bombed buildings in a large Boko Haram camp which they discovered on Friday, killing unspecified number of insurgents.

The Boko Haram settlement was discovered at the Urga area of Konduga in Borno State.
Our correspondent learnt that the settlement, said to be highly populated, was discovered by an intelligence and surveillance aircraft of the Nigerian Air Force, after which an Alpha Jet was called in to bomb the place.

The development, our correspondent learnt, may not be unconnected with the killing of three soldiers by the Boko Haram terrorists on Thursday in the Damboa area of Borno.

The insurgents were said to have ambushed a military convoy and killed the soldiers in the process..
It was reported that such ambush of the army by the terrorists was the second in the week, as the insurgents had earlier struck at a military base in Marte, near the Lake Chad area.

The NAF Director of Public Relations and Information, Air Commodore Olatokunbo Adesanya, who confirmed the bombing of the Boko Haram settlement, said the number of terrorists killed could not be ascertained yet.

Adesanya said, “The NAF component conducted an attack on a location in the Urga area close to Konduga.

“Intelligence reports indicated the presence of a large number of the Boko Haram terrorists in the Durwawa settlement in the outskirt of Urga.

“An Alpha Jet aircraft was detailed to carry out an air interdiction. The aircraft attacked the target twice with bombs. A subsequent Battle Damage Assessment revealed that the terrorist structures caught fire and killed most of them, while a few of them fled the location.”

A Nigerian yam exporter, Dr. Timothy Ijir, who is based in the United States, has said that the US authorities did not reject any yam exports from Nigeria.

He stated this in an interview with SUNDAY PUNCH on Saturday.

He said, “I am the only person who has imported Nigerian yams into the US and I can say without equivocation that they were not rejected. Any statement to the contrary is false and misguided.

“Some of the statements and quotes credited to the Minister of Agriculture and Natural Resources are false. I am currently working on importing my next consignment. Our US Department of Agriculture and Food and Drug Administration import permit is still valid.”

Also, an expert in the agricultural sector, Prof. Joseph Ukpabi, has accused the Federal Government of not carrying out proper consultations before approving the exportation of yams from Nigeria to the United States, China and the United Kingdom.

In June this year, Nigeria commenced yam export to other countries as part of efforts aimed at reducing dependence on oil and increasing its revenue from agriculture.

The Minister of Agriculture and Rural Development, Audu Ogbeh, however raised the alarm recently when he said  the US rejected yams from Nigeria because of their poor quality.

To avert a reoccurrence, he said the Federal Government would increase its disciplinary measures against exporters that would embarrass Nigeria by exporting substandard items.

Ukpabi, the Acting Director, National Root Crop Research Institute, Umudieke, Imo State,  said the Federal Government did not involve the institute before commencing the exportation of yam to Europe and the US.

Ukpabi said, “The problem associated with yam export to Europe is due to improper consultation. We are the research institute in charge of roots and tubers in Nigeria, but unfortunately, we were not consulted before the yam exportation exercise started.

“The viruses that affect yam are numerous; so, you need to know the varieties of yam that you are exporting. I am trying to see the Minister of Agriculture to know what actually happened to the exported yams and why they got spoilt before their transit to Europe.”

Nigeria produces not less than 60 per cent of the world’s yam production, according to the Federal Government, but it does not rank among the world’s highest exporters of the crop.

The government, it was learnt, had directed some of its agencies to ensure that yams exported were properly checked and certified.

Some of the agencies involved in the whole process are the National Agency for Food and Drug Administration and Control, Nigerian Ports Authority, Nigeria Customs Service, Federal Airports Authority of Nigeria, Standards Organisation of Nigeria, Nigerian Export Promotion Council, among others.

President Muhammadu Buhari

President Muhammadu Buhari has called on African leaders to speak ‘with one voice’, independent of foreign influence.

The President, in a statement on Saturday, said this would help to achieve economic integration, development, peace, and security on the continent.

According to the statement signed by his Senior Special Assistant on Media and Publicity, Mr Garba Shehu, President Buhari spoke on Friday night at a bilateral meeting with President Alpha Conde of Guinea in Istanbul, Turkey.

He stressed the need for African leaders to learn from history to effectively tackle conflicts, violent extremism, and proliferation of small arms and light weapons.

“The two Presidents, who met on the margins of the ninth D-8 Summit in Istanbul, exchanged views on bilateral relations, as well as regional and international issues of mutual interest,” the statement said.

President Buhari assured his Guinean counterpart, who is also the current Chairman of African Union that Nigeria would continue to strengthen its engagement with all AU member-states to address the security challenges in restive areas such as South Sudan and Libya, and the political crisis in Togo.

In his remarks, President Conde commended Nigeria’s leadership role on the continent, particularly President Buhari’s anti-corruption drive and his strong voice on African issues at the international stage.

The Guinean leader also stressed the need for Guinea and Nigeria to accelerate economic cooperation, particularly in the natural resources sector, where Guinea boasts of 25 percent or more of the world’s known bauxite reserves.
