Gov. Gboyega Oyetola of Osun on Thursday presented the sum of N152, 756, 088, 830 before the Osun House of Assembly as the fiscal proposal for  2019.
He also promised that workers’ salary would now be paid promptly and in full.
The governor, during the budget presentation, said the era of modulated salaries had ended and workers and pensioners would now be paid full salaries and pensions as and when due.
Oyetola, who tagged the fiscal proposal as ‘Budget of  Hope’, said it was largely hinged on consolidation of social security protection and welfare programmes of the immediate past administration.
He said N91, 957,496,420 would be spent on capital projects, while N15,870,175,600 would be spent on recurrent expenditure.
A further breakdown of the budget reveals that the sum of N36,928,416,810 would also be spent on personnel during the fiscal year.
The News Agency of Nigeria (NAN) reports that projections on raising the money for the budget were hinged on statutory allocation from the Federal Government, crude oil payments, internally generated revenue and tax.
The sum of N150,298,379,020 was projected to be sourced internally and externally, comprising all the projections of the administration in raising fund for the budget.
The News Agency of Nigeria (NAN) reports that the health sector, education, infrastructure, agriculture and rural development would be given priority in the budget.
The governor stated that the budget was a product of deliberations with stakeholders across the state.
Mr Najeem Salaam, the Speaker of Osun House of Assembly, in his remarks, said the budget presentation was special, being the first for the Oyetola administration and the last for the lawmakers.
Salaam described the governor as a man with a clear vision and imbued with principles.
He added that the proposed budget clearly indicated that the governor was working in the light of current realities.
The Speaker thereafter called for the laying of the budget by the governor, promising that the house would ensure due deliberation on the proposal.

The Nigeria Police Force said it has arrested five suspects for their alleged involvement in the killing of a former Chief of Defence Staff, Air Vice Marshall Alex Badeh.
The Force, which refused to give the names of the suspects, said two out of the five suspects arrested actively participated in the killing.
It said the remaining three suspects played other roles that led to Badeh’s murder.
The Police however did not parade the suspects claiming that its decision was to prevent other members of the gang from escaping.
The Force Spokesman, Ag. DCP Jimoh Moshood made the disclosures at a briefing in Abuja.
Moshood also said the postponement of the parade would help the investigators to arrest fleeing members of the gang.
He said: “The suspects arrested actively participated in the killing of the former Chief of Defence Staff, Air Chief Marshal Alex Badeh. On the directive of the IGP, the Police Joint Investigation Team set up by the IGP were mandated within the shortest possible time to arrest all those responsible for the killing of the Badeh on the 18th of December, 2018 in Nasarawa State.
“Two principal suspects who participated in the killing of the former Chief of Defence Staff, Air Chief Marshal Alex Badeh and three other suspects connected to the crime carried out on the 18th of December, 2018 have been arrested by the Intelligence Response Team of the IGP and the Special Tactical Squad.
“The suspects are currently in Police custody and undergoing investigation. The public should also know that the investigation into the killing is being intensified to arrest other suspects who are still at large.
“It is of significant note and for the public to be aware that the parade of the two suspects and the three other gang members will not come up today so as not to jeopardize the ongoing investigation.
“While the suspects will be paraded before the media and the public upon the completion of investigation into this matter, the Nigeria Police Force will not relent and will leave no stone unturned in getting to the root of the killing and bringing all perpetrators of this heinous crime to justice.”

The Minister of Interior, Lt.- Gen. Abdulrahman Dambazau (rtd), has assured Nigerians of the Federal Government’s readiness to deploy additional security resources to end the destruction of lives and property in Zamfara.
Dambazau gave the assurance in a statement issued by his Press Secretary, Osaigbovo Ehisienmen on Thursday in Abuja.
The minister said President Muhammandu Buhari had commiserated with the government and people of Zamfara, following attacks by suspected bandits, which claimed property and lives of innocent Nigerians.
Dambazau expressed Buhari’s deep concern about the unrepentant attitude of the perpetrators of senseless killings in the state.
“We are committed to working closely with the state government to deploy more security resources to the state,’’ Dambazau said.
Ehisienmen said the minister was further briefed by heads of security agencies in Zamfara, in order to put in place additional proactive measures to restore peace needed to protect agricultural and mining interests in the state.
According to the statement, Dambazau was received by the state’s Acting Gov. Mr Sanusi Rikiji and other members of Zamfara Executive Council.
The minister later proceeded to the palace of Sarkin Katsina Gusau, His Royal Highness Dr Ibrahim Bello, the Emir of Gusau.
He said Dambazau, while at the palace also delivered Buhari’s message, and assured the Gusau emirate of government’s commitment to ensure law and order in the state.
He said the minister also visited the Internally Displaced Persons (IDPs) camp, as well as the headquarters of Tsafe Local Government area, where protesters destroyed vehicles and other government property.
