A Katsina State High Court on Tuesday fixed May 30, for continuation of hearing into the case of alleged financial misappropriation against former Katsina state governor, Ibrahim Shema and three others.
Shema along with the three others were arraigned on a 24-count charge bordering on criminal breach of trust, criminal conspiracy, fraud and using forged documents.
The prosecution had said that the alleged offences were contrary to sections 96, 311, 363, 366 and 85 of the Penal Code, cap 96 Laws of Katsina State 1991.
The EFCC dragged Shema, and his former aides to the court over alleged misappropriation of about N11 billion belonging to local governments in the state.
The EFCC had said that it took the step following a petition presented by Katsina State Government to the commission on the issue.
Others being tried along with Shema were Hamisu Makana, a former commissioner for Local Government and Chieftaincy Affairs, Lawal Rufai, former permanent secretary in the ministry, and ex-ALGON chairman, Lawal Dankaba.
All the four had pleaded not guilty to the charges.
After taking their plea, the prosecution and defence counsels told the court that they were ready for the trial.
The prosecution counsel, Lateef Fagbemi, SAN, presented a witness, the former Auditor-General of the state, Alhaji Ibrahim Dabo, who retired in 2004.
Dabo told the court that he was appointed by the state government to head a committee that investigated the finances of the 34 local government councils during the tenure of former governor Shema.
When Fagbemi asked Dabo to explain his committee findings to the court, the defence counsel, Joseph Daudu, SAN, argued that such report should be formally presented, instead of orally.
The witness consequently greed to present the committees report, if given time to do so.
The prosecution counsel then asked for adjournment to enable the witness testify properly.
The judge, Justice Ibrahim Maikaita, adjourned the case to May 30, for continuation of hearing. LR News

Amidst protest by medical students of the University of Ibadan (UI), Ibadan, the University management has insisted that there is no going back on the fees increase.

Ahead of the new session that begins next week, the institution’s Senate had on Wednesday, April 4 approved that management increase the fees for hostel accommodation, practicals and field work for appropriate faculties.

This decision did not go well with the students especially those at the College of Medicine who on Monday, April 9, led a protest for the school to rescind its decision.

In his reaction, the Vice-chancellor of the institution, Professor Idowu Olayinka told Channels Television that the new fees are a good compromise blaming the increase on the amount of rot that has to be fixed in the hostels across campus.

“As we speak we have 8,222 bed-spaces and the student population is about 27,000. So we can only accommodate about 30 percent of the students. We have even exceeded the carrying capacity of those students. A room originally designed for two students, now we put five of them there,” he said.

Olayinka added that all the faculties involved in the increase had sensitised the students before the decision of the management was announced. According to him, the school management has not increased accomodation fees for the past 11 years.

“The facilities are overstretched and we felt the condition under which the students live requires a lot of improvement. For a very long time, students were paying N90 per beds pace. That continued in the 70’s till 2001 when the University decided to increase the cost of bed-space from N900 to N3,500. In 2005, we increased from N3,500 to N10,000. In 2007, we increased again from N10,000 to N14,000.

“This is what we have been operating with. For the past 11year,s we have not tampered with the cost of bedspace in any of our undergraduates halls of residence,” he added.

The medical students during their protest on Monday, however, described the increase as an astronomical. They said the amount paid by both pre-clinical and clinical students at the College of Medicine would adversely affect their programme.

Turkey’s President Recep Tayyip Erdogan

Three Turkish nationals detained in Gabon over links to the Fethullah Gulen movement that Ankara blames for a failed 2016 coup have been brought to Turkey, Turkish President Tayyip Erdogan said on Tuesday.
Speaking to lawmakers from his ruling AK Party, Erdogan vowed to continue to seek supporters of the U.S.-based cleric “no matter where they run.”
“Gabon has returned three important Gulenists to our country. No matter where they run or how much they run, we will go after them,” he said.
Turkey’s state-run Anadolu news agency, citing security sources, said the three suspects had been captured in an operation carried out by Turkish intelligence. It said the three were brought back to Turkey and handed over to authorities for questioning.
The suspects, identified as Osman Ozpinar, Ibrahim Akbas and Adnan Demironal, were involved in the administration of schools run by Gulen’s network, Anadolu said, adding that they were also users of ByLock, an encrypted messaging app the government says is used by the cleric’s supporters.
It said the three were detained by authorities in Gabon on March 23 and also faced charges of membership in an armed terrorist organisation.
Ankara blames Gulen, who has lived in self-imposed exile in Pennsylvania since 1999, for orchestrating a failed coup in 2016 and has carried out a widespread crackdown on alleged supporters of the cleric’s network. Gulen denies any involvement.
Deputy Prime Minister Bekir Bozdag, the government’s spokesman, said last week 80 people suspected of links to Gulen’s network had been brought back to Turkey from 80 different countries.
Last month, Kosovo authorities arrested six Turkish nationals linked to schools financed by Gulen’s movement and extradited them to Turkey, prompting Kosovo’s prime minister to dismiss his interior minister and secret service chief. Kosovo’s parliament also voted to investigate the arrests.
“We’ve gotten six Gulenists from Kosovo and three from Gabon. Let’s see where the next ones come from,” Erdogan said.
Since the abortive putsch in July 2016, nearly 160,000 people have been detained and a similar number of civil servants sacked from their jobs, a United Nations report found last month. Ankara says the measures are necessary given the extent of the security threats it faces, including from Gulen’s network, which it considers a terrorist group. LR News

President Muhammadu Buhari on Tuesday requested the Senate to confirm the appointments of 23 members of the National Population Commission (NPC).
The request was contained in separate letters read by the President of the Senate, Dr Bukola Saraki at plenary.
Buhari also sought the Senate approval to appoint Mr Festus Okoye as National Commissioner, Independent National Electoral Commission, and two non-judicial practitioners as members of Federal Judicial Service Commission.
The 23 nominees to represent their various states at the NPC are Mr Nwanne Nwabuisi (Abia), Dr Clifford Zirra (Adamawa), Mr Chidi Ezeoke (Anambra), Mr Isa Buratai (Borno) and Navy Capt. Charles Ogwa (Rtd.) Cross River.
Others are Mr Richard Odibo (Delta), Mr Okereke Onuabuchi (Ebonyi), Mr Olusegun Aiyrjina (Edo), Mr Ejike Ezeh (Enugu), Mr Abubakar Damburam (Gombe) and Prof.Uba Nnabue (Imo).
Dr Abdulmalik Durunguwa (Kaduna), Mr Suleiman Lawal (Kano), Prof. Jimoh Isah (Kogi), Dr Sa’adu Alanamu (Kwara), Mr Nadir Kwarra (Nasarawa), Mr Aliyu Datti (Niger), Mrs Seyi Olusanya (Ogun) and Dr Oladiran Iyantan (Ondo).
Mr Mudashiru Hussain (Osun), Mrs Cecilia Dapoet (Plateau), Dr Ipalibo Harry (Rivers) and Mr Sale Saany (Taraba).
The new non-legal practitioners to serve as members of the Federal Judicial Service Commission are Mr Abba Ali (Katsina) and Mr Mohammed Sagir (Niger).
The request for the confirmation was in compliance with section 154 (1) of Nigeria’s Constitution.

The Police in Enugu had arrested a suspected armed robber, who specialises in using tricycle, popularly known as Keke Napep, to operate in the metropolis.
The police spokesman in Enugu, SP Ebere Amaraizu, said in a statement in Enugu that the suspect was nabbed in new artisan market axis of the metropolis on April 8.
Amaraizu noted that the feat of tracking down the elusive suspect was achieved by operatives of the Anti-Cultism Squad of the command.
He said that the suspect identified as Chika Ezike was nabbed based on intelligence information concerning his alleged nefarious activities and elusiveness.
“According to confessionary statement from the suspect, he used to impersonate as a security operative while driving the tricycle and that at a secluded area, he will forcibly dispossess his victims of their valuables and money and then change to another area of the metropolis,’’ Amaraizu said.
He said, “the suspect is regretting his act now as he is blaming Satan for his woes.’’
The spokesman said that the suspect had been helping police operatives in their investigations.
Amaraizu urged residents of the state to be wary of the antics of mischief-makers as well as other criminal minded individuals at any time or place.

Amidst trade war with U.S President Donald Trump, Chinese President Xi Jinping has warned against returning to a “Cold War mentality”.
“In today’s world, the trend of peace and cooperation is moving forward and a Cold War mentality and zero-sum game thinking are outdated.”
As the trade war rages, Xi vowed to open sectors from banking to auto manufacturing.
Xi said China would increase imports, lower foreign-ownership limits on manufacturing and expand protection to intellectual property.
Xi cited the measures while saying China was entering a “new phase of opening up” in his keynote address Tuesday to the Boao Forum for Asia, his country’s answer to Davos.

“Human society is facing a major choice to open or close, to go forward or backward,” Xi told hundreds of investors gathered on the resort island of Hainan.
The long-planned speech – marking 40 years after the first economic reforms transformed China – was being closely watched after Trump’s plan to hit hundreds of Chinese products with duties.
The country faces a credibility gap after years of promises to free up the economy were followed by more centralised control, market-access barriers and state support for local companies.
Those practices are at the center of Trump’s threats to levy some $150 billion of tariffs against China.
The US has asked the country to reduce its trade surplus by $100 billion, cut tariffs on cars and stop forced technology transfers by foreign corporations, among other things.
Since Trump’s election, Xi has presented himself as a champion of the existing global trading system. Last year, he countered Trump’s “America First” campaign promises in a speech at the World Economic Forum in Davos, Switzerland, where he compared protectionism to “locking yourself in a dark room”.
On Tuesday, Xi’s speech also included a veiled swipe at such policies: “Paying attention only to one’s own community without thinking of others can only lead into a wall. And we can only achieve win-win results by insisting on peaceful development and working together.”

Senator Abdulfatai Buhari: wants to become Oyo State governor

Some lawmakers in Oyo State have thrown their weight behind the governorship aspiration of Sen. Abdulfatai Buhari (APC-Oyo North), saying he possesses the necessary credentials  to succeed Gov. Abiola Ajimobi.
Reps. Abiodun Olasupo(APC-Iseyin/Itesiwaju/Iwajowa/Kajola) and Segun Ogunwuyi(APC-Ogbomoso South/North/Oriire) made the disclosure in separate interviews on Monday.
The News Agency of Nigeria(NAN) reports that Buhari, who hails from Ogbomoso area of the state is the Senate Committee Chairman on ICT and Cybercrime.
NAN reports that Buhari has declared his intention to succeed Ajimobi in 2019.
The lawmakers  based their support for Buhari on his political experience, academic qualifications, exposure, success in private business and unparalleled human relations.
They stated that the  qualities stood Buhari out from other aspirants jostling for  the same position.
Olasupo said that Buhari is the  most capable, qualified and accomplished on all fronts to continue the strides of the current Ajimobi administration.
“We have so many people that have shown interest in becoming the next governor of the state. Among those persons, Buhari is the most qualified considering all criteria.
“In terms of academics, exposure, he holds a PhD. He has travelled far and wide and is a successful businessman. He has served as Commissioner, Special Adviser, member of the House of Representatives and now a Senator.
“He has accomplished a lot and if you place his pedigree side by side with  every other aspirant, making fair judgement, Buhari stands out,” Olasupo said.
Similarly, Ogunwuyi said Buhari enjoys good relationship with the party, politicians and people across the state.
“Buhari as a politician is someone we can relate with. He has been in the legislature and the executive arm of government.
“I don’t think anyone can showcase the kind of credentials he has. I have no iota of doubt that he should be the next governor of Oyo state,” Ogunwuyi said.
In his response, Buhari said he possesses the required ability to deliver good governance in the state as a governor.
He stated that he has served in both the legislative and executive arm of government, which he said has empowered him more than any of his co-aspirants.
“I have offered myself to run and I am sufficiently experienced to be the next governor of Oyo state. If you have worked in both the executive and legislature, you already know the rudiments of what it takes to lead.
“I hope and pray to God Almighty that I will excel in 2019 so as to contribute my quota to the development of our state.
“Anybody can decide to run, to aspire, but the determination of who becomes what, lies with the people. I am only offering myself to the people of the state that I have what it takes to turn this state around, ” he said.
In another development,  Segun Odebunmi, a member of the House of Representatives (APC- Surulere/Ogo Oluwa) has urged indigenes of Ogbomoso to be actively involved in mainstream politics by supporting the APC at all levels for continuity beyond 2019.
He urged Ogbomosho indigenes to back the political aspirations of fellow indigenes in the forthcoming elections, saying such would guarantee the zone better infrastructure, appointments and other dividends of democracy. LR News
