The Inspector General of Police, Mr Ibrahim Idris, has summoned an Assistant Commissioner of Police, Mr Ayilara Olukayode to Abuja for questioning, over allegations of a N10 million bribe on his authority.

The summon follows a protest by a coalition of civil society organisations in Benue state over the bribery allegations.
They alleged that the executive chairman of the Benue State Board Of Internal Revenue was assaulted on Tuesday, by the head of the IGP X-Squad, Mr Olukayode, who was said to have demanded the sum.

The group, therefore, demanded the proscription of the IGP X-Squad, for alleged extortion, kidnapping of tax agents and serial collection of revenue.

This comes at a time when the police have come under criticism with some questioning its ability to effectively play its role.

The herdsmen attacks across the country, most notably in Benue state, have also led to a trade of blames between the government and the Police Force, and there is yet to be an end in sight to the controversy.

On Wednesday, the House of Representatives called for the removal of the Inspector General of Police, Ibrahim Idris, and the Police Public Relations Officer, Moshood Jimoh, after condemning their actions and utterances in connection with the killings in Benue.

While the lawmakers wanted the IGP out for his “failings”, they condemned the PPRO for referring to the Benue State Governor as a “drowning man”.


In the recent development, involving the Assistant Commissioner, Mr Idris, however, denied having any involvement in the case and promised to carry out an unbiased investigation into the matter, assuring both the Benue state government and the coalition of civil society, that the police will address any form of injustice.

Motorists and commuters plying the Benin-Sagamu Expressway have expressed concern over the safety of their lives and property.

Latest Reality Metro learnt that the highway, particularly the bad spots near Ore and Ofosu/Ohosu towns, had become the den of armed robbers and kidnappers.

It was gathered that some regular travellers on the major highway had started making use of alternative routes while others who were buoyant enough, now travelled by air.

The most disturbing phenomenon, according to some of the travellers, was the alarming rate at which the hoodlums carry out their dangerous activities in broad daylight, with no security agent to rescue their victims.

Our correspondent investigations revealed that many travellers had been killed by the armed bandits, while many had been kidnapped on the expressway, especially at the Ore and Ofosu end of the road.

A commercial bus driver, Adeyemi Adewara, told one of our correspondents in Akure, the Ondo State capital, on Friday that his Lagos-bound passengers now preferred to go through the Ilesa-Ibadan route to Lagos, which is longer.

Mr. Paul Chukwuma , a Benin-based businessman, said he had been travelling to Lagos by air since the law enforcement agents failed to provide solution to the menace.

He said, “I can’t put my life at risk. The Shagamu-Ore-Benin Expressway is very dangerous to ply these days. That is why I travel by air which is very expensive.”

A driver with an Akure-based transport company, Sunday Akindiji, said he had convinced his employers on the need to make use of alternative routes to Lagos.

The Commissioner for Information in Ondo State, Mr. Yemi Olowolabi, said Governor Rotimi Akeredolu had been meeting regularly with security chiefs in the state on the issue.

Olowolabi said, “The security agencies in the state are doing their best and many of these hoodlums are being arrested on daily basis.”

The Police Public Relations Officer in the state, Mr. Femi Joseph, said, “We have our men on patrol on the road and they are doing well. We always arrest the hoodlums and we won’t relent. Ondo State is not safe for criminals”

Meanwhile, the Edo State Police Command dismissed reports of alleged attacks on travellers and motorists by suspected Fulani herdsmen on the Benin-Ore-Lagos expressway.

The Commissioner of Police, Mr. Johnson Kokumo, said, “The report being circulated on social media about the attack on motorists on the expressway, is complete falsehood.”

The Federal Government, through the Pension Funds Administrators, has invested N6.86bn from the workers’ monthly contributions, in bonds meant to develop the nation’s infrastructure, as of December last year.

Figures obtained from the National Pension Commission on Friday revealed that the total assets under the management of the Contributory Pension Scheme rose to N7.51tn during the period under review.

Data from the commission revealed that in May 2015, the operators invested N568m in infrastructure and increased it to N1.35bn in December 2015.

The PFAs invested N2.06bn in infrastructure bond in December 2016, and had gradually increased the pension funds invested in the portfolio.

According to the commission, the operators invested substantial part of the pension funds in Federal Government’s bonds, treasury bills and state governments’ securities.

PenCom revealed that some of the funds were invested in agency bonds, supra-national bonds, commercial papers, foreign money market securities, and open/close-end funds.

Other investment portfolios where the operators invested the funds are REITS, private equity funds, infrastructure funds, cash and other assets.

Last year, the commission reviewed the regulations of investment of pension funds.

In the reviewed regulations, PenCom had stated that the PFAs must offer a multi-fund structure for the Retirement Savings Account and that there would be a transition period of six months, effective from the commencement date of the multi-fund structure for all the PFAs to restructure their respective portfolios.

It stated, “The multi-fund structure shall comprise Fund I, Fund II, Fund III, and Fund IV (retiree fund). Funds I, II, III, and IV shall however differ, according to their overall exposure to variable income instruments.”

Due to significant profit made from the investment of pension funds, PenCom instructed the PFAs to raise the pensions of retirees who opted for programmed withdrawal and were being paid by the PFAs in December 2017.

Under the Pension Reform Act, the PFAs are required by law to administer the funds, while the Pension Fund Custodians keep custody of the assets.

The Commissioner of Police in Taraba State, Mr. Dave Akinremi, on Saturday, said the state police command had killed an armed robber in the Bali Local Government Area of the state during the stop-and-search operation conducted throughout the state on Saturday.

According to him, the suspect, who boarded a commercial bus from Jalingo to Takum, attempted to escape when men of the command on duty stopped the bus for a search but was apprehended.

Akinyemi stated, “The bus was stopped for a search during the operation and the suspect jumped out and dropped his bag.

“The operatives, suspecting something was wrong, shot him in the leg while he was running into the bush in a bid to escape.

“When the bag was searched, three Italian Beretta pistols, nine rounds of .99mm ammunition and some charms were recovered from the bag.”

The police commissioner said the suspect, however, died on the way to the hospital.

President Muhammadu Buhari on Saturday said he lacked the constitutional powers to establish cattle colonies.

The President maintained that the Land Use Act of 1978 did not empower him to establish cattle colonies across Nigeria.

Buhari, who was represented by his Special Adviser on National Assembly Matters, Senator Ita Enang, spoke at the South-South zonal meeting of the National Committee of Buhari Support Groups in Port Harcourt, the Rivers State capital.

He explained that the Land Use Act gave powers to only state governors and local government chairmen to control land within the states.

He said Nigeria had cattle routes from Chad to Niger down to the Atlantic in the past, adding that the land in the rural area were in the hands of local governments.

He said, “When Nigeria created states, each of the states made laws to regulate rearing of animals. In 1978, under Chief Olusegun Obasanjo as Head of State, the Land Use Act was made. Under the Land Use Act, the President of Nigeria has power to control lands in Abuja only.

 “Under the Act, under Section 2 of the Land Use Act, land in urban areas of each of the state of the Federation shall be vested on the governor. Now, subsection 1(2b) says land in the rural areas shall be vested on the local government chairman of that area.”

Earlier, an ex-House of Representatives member, Mr. Ogbonna Nwuke, described Buhari as a brand for Niger Delta for the 2019 presidential election.

The Coalition for Nigeria Movement will open offices across the six geo-political zones of the country this week.

The Director-General of the Goodluck Jonathan Campaign Organisation in 2015, Senator Ahmadu Ali, has also been named as the protem chairman of the coalition.

The Director, Media and Public Communications, Mr. Akin Osuntokun, confirmed these during an interview with our correspondent on Saturday.

Osuntokun said, “We are going to inaugurate zonal offices in the six geo-political zones this week. We have done the one for Abuja already.  We will subsequently launch campaigns in the 36 states of the federation.”

On why most of the personalities in the organisation are from southern Nigeria, Osuntokun said, “That is not correct. Ahmadu Ali is the protem chairman to begin with. Don’t forget that the coalition has just been launched and there will be more developments as time goes on.”

When asked why the coalition was accepting old politicians despite preaching a shift of power to the youth, Osuntokun said there was a need to blend the old and the new.

He said, “For any organisation to survive, no matter your ambition, it has to be a blend of the old and the new. The coalition will be depriving itself of a source of strength if you rule out completely the enlistment of significant political actors who have been on the stage for a while.

“Also, not all of them are tainted. There are quite a number of them that have their integrity intact. In politics, you don’t drive people away as long as they subscribe to the ideology of your organisation.”

The former Managing Director of the News Agency of Nigeria said all persons were welcome in the party.

When asked if the National Leader of the All progressives Congress, Asiwaju Bola Tinubu, would be welcome into the coalition, he said, “If Tinubu says he is joining, that will be a big boost to the organisation because he is a big fish. He has immense political value in terms of followership and boots on the ground.”

He refused to mention the names of the 13 governors said to be planning to join the coalition, saying it wouldn’t be strategic for him to do so.

Reacting to whether the collation would merge with the APC or the People’s Democratic Party ahead of the 2019 elections, Oshuntokun said both political parties had lost the confidence of Nigerians and it was unlikely that the coalition would endorse either of the two.

Osuntokun, however, stated that it was possible for the coalition to register as a political party and contest independently.

Asked if a former Governor of Osun State, Prince Olagunsoye Oyinlola, would resign as Chairman of the National Identity Management Commission in order to prove his loyalty to the coalition, Osuntokun said there was no need for him to do so.

He added that President Muhammadu Buhari was free to sack him but there was no need for Oyinlola to resign since the appointment was not the exclusive preserve of APC members.

Osuntokun added, “He is a Nigerian citizen and that is all a person needs to be given a public appointment. If I were in his position, I would leave it to the President to decide.

“There is no law that says it is only members of the President’s party who should be appointed to public office. Until the President decides otherwise, he can remain there and if I were him, I would not resign because I have done nothing wrong.”
