The Chief Justice of Nigeria, (CJN) Justice Walter Onnoghen, on Tuesday in Abuja, administered the oath of office on Justice Abdul Kafarati as the substantive Chief Judge of the Federal High Court.
Administering the oath of office on kafarati, the CJN charged him to adhere strictly to his oath of office and the 1999 Constitution.
“I don’t have to remind you of the oath you just took because this oath has been your life; so I urge you to continue to be guided by this oath.
” If you go strictly by the constitution and the oath of office,you can never go wrong,”Onnoghen said.
The CJN enjoined the new federal high court chief judge to be bold and courageous in the discharge of his duties adding that he must remain firm and focused as well.
Onnoghen admonished Kafarati as well as other judicial officers not to run away from challenges but to always face them and do the right thing at the right time.
“The judiciary will protect you when you adhere to the rule of law, the oath of your office and the constitution.”
He assured that the judiciary would always strive to be an unbiased arbitar,between the two other arms of government and litigants in general.
He described the inauguration as historic noting that although it had taken a while, it was finally here.
The CJN expressed the confidence that the federal high court would have stability, peace and move forward under the watch of the new chief judge in the area of administration and dispensation of justice.
” I believe that the best witness anyone can have is time.Time is always there to be our witness for whatever we are doing.
“For this reason, you must continue to remain focused, and be guided by your oath of office.”
Onnoghen reiterated that it was the only way the judiciary would remain the hope of man, whether a common, an uncommon or a superman.
The News Agency of Nigeria, (NAN) reports that Kafarati who was born in 1954 was appointed a judge of federal high court in Oct. 1991
He succeeded Justice Ibrahim Auta who retired in April 2017 having attained 70 years.
Kafarati had been in acting capacity since April, 2017 .
He was sworn in as substantive chief judge following his nomination by the National Judicial Council, approval by President Muhammadu Buhari.
He was screened and confirmed by the Senate.
The inauguration was witnessed by the President of the Court of Appeal, serving and retired justices, and the Gov. Ibrahim  Dankwambo of Gombe  State among other dignitaries. LR News

The Police Command in Bayelsa said on Tuesday that it had arrested a suspected gun runner who sold an AK 47 riffle for N500,000 and a Berrata pistol for N250,000.
DSP Asinim Butswat, Spokesperson of the command, told News Agency of Nigeria (NAN) in Yenagoa that the suspect was arrested in a sting operation on June 16 at a hotel in Ekenfa 3, Yenagoa.
Butswat said that the operation was in furtherance of the directive by the Inspector-General of Police, Ibrahim Idris, to police commands to mop up arms and ammunition from unauthorised persons.
He said that the police recovered one AK47 rifle and two Barreta pistols from the suspects who sourced the arms from the Republic of Cameroon.
He said that police detectives lured the suspected notorious gun runner, who hails from Ekeremor Local Government Area of the state, under the guise of purchasing arms from him.
The spokesperson told NAN that the suspected gun runner was arrested with a 34-year-old man from Oboro Town in Delta, who usually introduced him to buyers.
“The suspect confessed that he usually travelled to the Republic of Cameroon to buy arms and ammunition in a community called Okwa, a border town with Bakassi Peninsula.
“He also admitted that he sells an AK 47 riffle for N550,000 and Berratta pistol for N250,000 in Nigeria,” Butswat said.
The police spokesperson said that efforts were underway to recover some of the guns the suspect earlier sold and arrest the buyers.
He also appealed to members of the public to provide to the police useful information that might lead to the recovery of arms from unauthorised persons.

President Muhammadu Buhari will sign the 2018 budget into law on Wednesday, Femi Adesina, the President’s spokesman says.
Adesina, in an emailed statement issued on Tuesday, said the spending plan passed by parliament last month would be signed on Wednesday at 12 p.m.

The Kano Police Command has denied a media report alleging that its officers shot four persons at Shoporite located in Ado Bayero Shopping Mall Kano on June 17.
The denial is contained in a statement signed by the Command’s Public Relations Officer, SP Magaji Majiya and issued to newsmen in Kano on Tuesday.
“The attention of Kano police command is drawn to a media publication by Solacebase media that police on guard duty allegedly shot four persons at Shoprite Kano on June 17.
“The reporter did not verify nor balanced his story but went on to publish.”
According to him, ongoing construction works from Dangi round about to Zoological Garden along Zoo Road in Kano had created heavy traffic flow forcing the closure of recreation centres in the area.
He however said that some youths protested over the closure, throwing stones and vandalising public and private properties, a situation that necessitated police intervention to restore order.
“Police would not fold its arms and watch while law and order is broken,” he stressed, insisting that when the stampede occurred the police acted professionally and never shot at anyone.
The command’s spokesman further insisted that that the police neither used firearm nor even teargas.
“Minimum force was used to disperse the protestants, while children and properties were professionally safeguarded by the police and sister security agencies working at the place and peace was brought under control within shortest time.”
Majiya stressed that the people of Kano enjoyed peaceful Sallah celebration with many trooping to other recreation centres to celebrate Eid-El-Fitr.

More than one billion legal and illicit firearms are responsible for the death of 500,000 people annually, UN reports.
The study carried out by UN Small Arms estimated that there were over one billion legal and illicit firearms in the world today, including 857 million in civilian hands.
The arms are revolvers, pistols, assault rifles, machine guns and other similar weapons, a new UN report, ‘Small Arms Survey’, has found.
UN Chef de Cabinet Maria Viotti said the small arms and light weapons, which ended up on battlefields or urban streets and elsewhere, were a big problem for the world.
Government representatives are meeting at UN Headquarters to review global action to address the illegal flow of these light weapons.
It also found that American men and women were the dominant owners, owning nearly half of all small arms in world
The report said 393 million of the civilian-held firearms – or 46 per cent – were in the U.S., adding this is “more than those held by civilians in the other top 25 countries combined”.
It said that of over one billion firearms worldwide in December 2017 also included 133 million held by government militaries and 22.7 million by law enforcement agencies.
The new global figure is significantly higher than the 875 million firearms estimated in the last survey in 2007, which included 650 million civilian-held firearms.
Viotti said while those pulling the trigger ranged from soldiers and police officers, to civilians – sometimes acting in self-defence – most are members of armed groups, terrorist organisations, criminal gangs, or national security forces who are abusing their power.
“It is not simply a question of addressing government stockpiles. Out of some 900 million small arms in the world, three-quarters are in civilian hands – the majority unlicensed”.
The UN official said controlling and regulating the flow of small arms and light weapons was a unique challenge, which required action that went beyond national security institutions.
This includes initiatives such as providing alternative livelihoods to former combatants, or working with grass-roots organisations and community violence reduction programmes.
Viotti added that small arms control was also a prerequisite for stability and conflict prevention, critical to maintaining peace and achieving sustainable development.
She pointed out that small arms and light weapons were also a factor in large-scale human rights abuses and the forced displacement of civilians.
According to her, addressing the root causes of violence and conflict is integral to reaching these goals.
The conference, underway at the UN, follows on from a 2001 Programme of Action by which countries committed to prevent, combat and eradicate the illicit trade in small arms and light weapons. LR News
