More trouble appears to be looming from top hierarchy of Nigeria Police Force (NPF) as Federal Ministry of Finance recently discovered that its personnel and payroll had been beefed up by 78,315 fake personnel.

This is as it was also revealed that Federal Government saved N68 billion on personnel cost in 2017.

According to Presidency sources, after overcoming stiff opposition “including sponsored protests by policemen in Abuja and Lagos”, NPF was eventually enrolled into the Integrated Payroll and Personnel Information System (IPPIS) which revealed that officials of the force have padded the monthly emolument register with 78,315 ghost personnel.

The source stated that before the enrolment of NPF in IPPIS, the government was paying salaries of 370,000 personnel, a figure that is always repeated by top hierarchy of the force anytime they were speaking in public but by February when salaries were being paid, only 291,685 names were found to be the real figure.

And with this discovery, Nigerian Tribune gathered that President Muhammadu Buhari has instructed Accountant General of the Federation to ensure that universities, other tertiary institutions and Nigerian military are enrolled into IPPIS before the end of 2018.

“As at 20th March 2018, the number of ministries, departments and agencies (MDAs) on IPPIS payroll is 511 with 316,158 staff count with a gross salary of N43,979,383,997.79 and 42 police commands and formations paid on IPPIS platform in February 2018 with a staff count of 291,685 and gross salary of N22,276,669,257.21.

“Staff of para-military agencies (Nigeria Immigration Service, Nigeria Prison Service and Nigeria Security and Civil Defence Corps) enrolled to date is 100,882 for which a trial payroll of N11,456,278,859.00 have been sent for review and update for April 2018 payroll.”

Minister of Finance, Mrs Kemi Adeosun had told the Federal Executive Council (FEC) meeting on Wednesday last week that savings made through IPPIS were achieved despite increased in personnel, including the employment of 10,000 by the Nigerian Police.

She added that the introduction of the IPPIS had resulted in the reduction of ghost workers’ syndrome, enforcement of compliance with due process on employment of staff in MDAs, and prompt and timely payment of salaries and remittances of third parties’ payments.

Adeosun noted further that the IPPIS had become an assured source of internally generated revenue through payee to States and Federal Government.

The Finance minister called for adequate funding of the IPPIS project to achieve its lofty objectives and to enable replacement of the obsolete infrastructure.

She also canvassed the need for a legislation to impose sanctions on non-compliance MDAs to achieve speedy and successful service delivery.

“There is need to kit IPPIS stakeholders to overcome challenges for effective and efficient service delivery at all times,” Adeosun recommended.

Phase 1 of IPPIS project sponsored by World Bank went live in 2007 with seven MDAs while the.

The long arm of the law has caught up with a leading member of a cult group, Eiye Confraternity, in Ogun State, South-west Nigeria.

The 19-year old suspect, Daniel Bartholomew, was said to have been on the wanted list of the Ogun State Police Command for his ignominious cultist activities, that had held Agbara and its environs in the jugular for a little while.

According to a press statement by the Ogun State Police Public Relations Officer (PPRO), ASP Abimbola Oyeyemi, Daniel had been in the forefront of series of cult clashes in places like Agbara, Lusada and Igbesa, all in Ado-Odo/Otta Local Government Council area of the state,

The police image maker added that his nefarious activities had often held the affected communities spell bound, leaving the residents in pains and anguish.

Luck, however, ran out on him last week during a police stop-and-search operation mounted opposite Crawford University gate at Lusada.
Suspected cultist, Daniel Bartholomew

The suspect, who was said to be on a motorcycle, quickly made a detour after sighting the operatives, whose crime fighting spirit was ever high.

He could not go far before the process of hot chase on him yielded results.

However, for whom he is and what he does, one locally-made pistol and an expended cartridge were recovered from him.

The statement revealed that he has made a confessional statement to the effect that he is a leading member of the dreaded Eye Confraternity.

Meanwhile, the state Commissioner of Police, CP Ahmed Iliyasu, in a telephone chat with our reporter over the arrest, reiterated what now looks like his slogan that, "the state had no breeding space for criminals to hibernate", adding that they might hide for some time, "they will definitely run into our dragnet".

The CP has, however, ordered that the suspect be transferred to the Federal Special Anti-Robbery Squad (FSARS) for discreet investigation. LR News

Oluwo of Iwo, Oba Adewale Akanbi

The Oluwo of Iwo, Oba Adewale Akanbi and the League of Imams and Alfas in the South-West, Edo and Delta states are at loggerheads over the propriety or otherwise of the monarch to install Yaquob Abdul-Baki Mohammed as the Waziri of the entire Yorubaland.

The President, League of lmams and Alfas, South-West, Edo and Delta states, Sheikh Jamiu Bello, in a letter to  Oba Akanbi, urged him to restrict the title to his domain, Iwo.

The League said Oba Akanbi lacked the power to install anybody as the Waziri of the entire Yoruba land because his domain was limited to Iwo town.

The letter read, “The proposed installation of the said recipient by your Highness as the Waziri of Iwo land is no doubt the result of your avowed commitment to the development of lslam, the lwo Community and Osun State in general.

“However, it is our considered hope that your Highness should as a matter of urgency correct the rumours making the round that the organisers of this event are trying to overblow the ceremony to capture the entire Yorubaland. This is not right.”

“If such should be, it has to come through due process as we know you to be a man of honour, protocol and due process.”

“To this end, we urge Your Highness to immediately call the organisers of the event to limit it to Waziri of Iwo land which your Highness has concluded arrangement to bestow on the recipient.”

The Oluwo could not be reached for his reaction to the Imams’ letter but his Chief Press Secretary, Mr. Ali Ibrahim, who spoke on his behalf, said his principal had the right to install anybody as the Waziri of the entire Yorubaland because of the paramount role of Iwo in the South-West region.

Ibrahim said, “Everybody knows that Iwo is called Ilu Alfa (Alfas’ town) and whoever is the king in the town is the number one Muslim in Yorubaland because there is no town with such rich Islamic tradition in the South-West.

“Iwo has been installing Oluwo with turban and not crown for the past 450 years. There is no town that does that in Yorubaland. What the Oluwo is doing is to install a structure in Islam in the South-West.  In the North, the Sultan is the head of all Muslims and Alfas there.

“The Oluwo is going to install the Waziri of Yoruba land and they cannot stop this because the title was invented by the Oluwo himself and not the Alfas. Are the Imams and Alfas in the North superior to the Sultan of Sokoto? Are the Imams and Alfas superior to the King of Saudi, the home of Islam?

“The Oluwo is more than qualified to install anybody he likes as the Waziri. It is not the chieftaincy title under the authority of Imams and Alfas. I invested it and they can’t stop me.

“As one of the natural paramount rulers in Yorubaland, I have the right to install the Waziri of Yoruba land. The Leagues of Imams and Alfas does not have the right to install it.

“Iwo is called town of Alfa and that is the only town that is called that in the entire Yoruba land. There must be a structure in Islam in Yorubaland and I am starting it because I am qualified to lead the way.” LR News
