Mrs Zainab Ahmed, Minister of State for Budget and National Planning, says the Federal Government has no fewer than 8.7 million school children in its Home Grown School Feeding Programme.
Ahmed disclosed this while fielding questions from some stakeholders, on the status of the programme at the Public Presentation of the 2018 Approved Budget of Consolidation, on Thursday in Abuja.
Home Grown School Feeding Programme is one of the components of the Social Intervention Programme of the Federal Government.
She said that the Social Investment programme had a lot of teething problems when the implementation commenced in 2016.
“A lot of processes has gone into the implementation of the programme. When we started in 2016, it was designed to reach out to five million school children.
“We have reached 8.7 million children now. We have gone above the target we set and the programme is being implemented in many states.
The News Agency of Nigeria (NAN) reports that the Federal Government has allocated N500 billion for Social Intervention Programme in the 2018 budget.
The programme includes Home Grown School Feeding, Government Economic Empowerment, Nigeria-Power Job Creation and Conditional Cash Transfers.
NAN recalls that the Federal Government had allocated N500 billion for the same programme in the 2016 and 2017 budgets.
Earlier, Sen. Udoma Udo Udoma, Minister of Budget and National Planning, said that the Federal Government had earmarked N11.3 billion for the Sustainable Development Goals (SDGs) in the 2018 budget.
Udoma said that government had also budgeted N36.4 billion for the implementation of other SDGs projects.
In addition, he said that government had earmarked some funds to implement Special Economic Zone Projects.
“The sum of N44.2 billion was set aside for ongoing and planned Special Economic Zone Projects across the geopolitical zones, to drive manufacturing/exports.
“Under the Export Expansion Grant , 13.28 billion was earmarked in form of tax credit to support export via the Export Expansion Grant.
“For Recapitalisation of the Bank of Industry and Bank of Agriculture, we earmarked N15 billion to support these development finance institutions for the support of Micro, Small and Medium Scale Enterprises,’’ he said.
NAN reports the N9.12 trillion 2018 Budget was designed to Consolidate on the achievements of the 2016 Budget of Change and the 2017 Budget of Recovery and Growth.
It was designed to advance delivery of the goals of Nigeria’s Economic Recovery and Growth Plan (ERGP) 2017–2020.
The Budget was presented to the National Assembly by President Muhammadu Buhari on Nov. 7, 2017 and was passed on May 16.
It was however transmitted to the President on May 25 and assented to by the President on June 20. LR News

The Department of State Services (DSS) said it has arrested two Islamic State in West Africa (ISWA) commanders in Kukuntu village, Gwgwalada, Abuja.
The suspects are: Bashiru Adams and Rufai Sajo.
A statement issued by an operative of the service, Mr Tony Opuiyo, on Thursday in Abuja, said the suspects were arrested on May 5, after special operations on identified targets.
He said that in a related operation on April 28, the service also arrested one Umar Dogo, a suspected member of ISWA at Muda Lawal market in Bauchi.
Opuiyo said the suspects were discovered to have concluded plans to perpetuate the ideals of the group in the area, and in collaboration with Boko Haram, carry out heinous violent attacks on innocent persons.
The operative also said that following intelligence reports, two experts in Improvised Explosive Devices (IEDs), Adamu Hassan, aka Bale and Abubakar Abubakar aka Alhaji or Buba, were arrested.
He said that two other members of Boko Haram,  Mohammed Saleh, aka Azrak and Iliyasu Abubakar,  aka Ruwa, were also arrested on April 12 and 19 at Gassol and Ardo Local Government Areas  of Taraba.
Opuiyo said in furtherance of the service`s operation, two members of the dreaded Basalube kidnap group, Usman, aka Siddi and Ibrahim Muhammed, aka Ganaja, were arrested on June 17 at Karu village in Abuja.
He said that during one of the operations, one of the group`s notorious members, Tambaya Umar was arrested on April 24 at Odigie village, Ovia North East Local Government Area of Edo.
Opuiyo said that Umar was arrested alongside Ibrahim Ali,  Abubakar Mohammed, Aliyu Manu and Umar Mohammed for their complicity in the group’s numerous criminal acts.
He said that on March 27 the service also arrested five members of a kidnap syndicate at Calabar.
The suspects are: Simeon Paul, Emmanuel Etim, Eric Out, Famous  Oleke and Felix  Eshet.
He said that items recovered from them include: one AK-47 Rifle, three empty AK-47 Magazines, 38 rounds of live ammunition, two live rounds of 9mm ammunition, one  Mossberg pump action rifle and 15 live cartridges of ammunition.
Opuiyo added that between May 9 and 29, several associates of the dreaded kidnapper, Terwase Akwasa, aka, Ghana were also arrested at various locations in Benue.
He said that the during the operation, three suspects, Ada  James, Tikaa Desmond and Joseph Ikpa were arrested with a Toyota Venza Sport Utility Vehicle.
He said that in another operation in Katibu village, Lau local government area of Taraba, a joint team of the service, military and police encountered 100 armed herdsmen, adding that “during the confrontation, 10 herdsmen were killed and several others escaped with bullet wounds.”
He said that items recovered from them include: two AK-47 Rifles, one G3 rifle, three Dane guns, two cutlasses, and four motorcycles.
The operative said that the service also arrested suspects in connection with kidnapping and cultism across Nasarawa, Edo, Delta, Osun, Lagos, Kogi  and Ondo states.
Opuiyo said that with the arrests, calm would  return to the otherwise volatile areas where the criminals had held sway.
“ The Service is therefore poised to consolidate on these successes and bring about an atmosphere in which law abiding citizens will pursue their legitimate businesses,“he said.
He called on members of the public who have useful security information not to hesitate to volunteer same to the appropriate security agencies and formations. LR News

The Nigerian Inter-Bank Settlement System (NIBSS), on Thursday said the banking industry lost the sum of N12.30 billion to various frauds between 2014 and 2017.
Mr Adebisi Shonubi, Managing Director, NIBBS, disclosed this at the third Annual Banking Security Summit organised by MAXUT Consulting in partnership with OneSpan, a global data security company in Lagos.
Shonubi said the figure was lost in 41,461 fraud cases between 2014 and 2017.
Specifically, he noted that 2014 fraud volume stood at 1,461, 10,743 (2015), 19,531 in 2016 and 25,043 in 2017.
Speaking on “Industry fraud overview with focus on mobile & payments related frauds,” Shonubi said the industry lost N6.22 billion in 2014 on attempted fraud value of N7.76 billion
Shonubi who was represented by Mr Olufemi Fadairo, Head, Industry Security Services, said the sum of N2.26 billion was lost in 2015 on attempted fraud value of N4.37 billion in 2015.
According to him, the industry lost the sum of N2.19 billion in 2016 on attempted fraud value of N4.37 billion.
Shonubi said gender fraud analysis during the period showed males accounted for 73 per cent, while females accounted for 23 per cent.
He said more fraud cases were reported in 2017, with an increase of 28 per cent compared with 2016 but with less financial loss.
On fraud channel, Shonubi said the Automated Teller Machine (ATM) accounted for the highest fraud in 2017 with an actual loss of N497.64 million with a fraud volume of 9,823.
According to him, mobile trailed with N347.65 million loss on 5,055 fraud volume, while across the counter transactions accounted for N259. 02 million loss in 314 fraud volume.
He said that “while fraud trend is generally on the decline, mobile fraud trend alone is on the increase.”
Shonubi said mobile fraud would overtake ATM fraud by 2020 with the rate of increasing fraud in the channel.
He listed the top three mobile threats in Nigeria to include phone theft, sim swaps and kidnaps.
Shonubi, however, called on Nigerians to shield themselves by ensuring phone lock, sim lock, swap/recycle checks.
Also speaking, Mr Mike Odusami, CEO/President MAXUT Consulting, said the summit was geared toward making the financial system safer for people to have trust in the system.
“Our solution as a technology company is really about fraud prevention and making sure that this is the person the bank authorises because most of the transactions are not physical, they are done through electronic channels.
“And also in the background, we are monitoring everything that is going on in the system, that is fraud monitoring and we have helped a lot of banks and financial institutions to do that,” he said.
Odusami said the company was committed to make the banking system safer for people to have confidence in the system by preventing.
He said the Nigerian banking system was advanced and not lacking behind in terms of digital banking.
“We are very advanced; we are not lacking behind, but because a lot of transactions are still done through USSD channel, this is the normal feature channel and anybody can use it.
“Lot frauds are done in that channel either through SIM swap, stolen phones and kidnapping. So we are working with the banks to develop a solution to curb that,” Odusami said.
He said the country was still behind in open banking security, and that it was relatively new with more players connecting to the banking system.

A 30-year-old woman, Ebere Okechukwu, on Thursday, appeared before an Ikorodu Magistrates’ Court, Lagos, for allegedly biting her neighbour’s eye.
Okechukwu, a resident of No 3, Alhaji Taliatu Lawal Gbasemo St., Aga Ikorodu, is facing a three-count charge of breach of peace, threat to kill, and causing grievous harm.
She, however, pleaded not guilty.
The Police Prosecutor, Sgt. John Iberedem, told the court that the accused committed the offence on June 15 at her residence.
Iberedem said that the accused and the complainant, one Perpetual Theophilus, had been at loggerheads on an undisclosed matter over the years.
He said that some neighbours had tried to settle the rift between them, but to no avail.
“On June 15, the accused went to the complainant’s shop to beat her and in the course of the fight, bit her eye.
“The complainant was rushed to a hospital while the matter was reported to the police
The offence contravenes Section 168(d), 56(1) and 245 of the Criminal Law of Lagos State Laws, 2015.
In her ruling, the Chief Magistrate, Mrs F. A. Azeez, granted the accused bail in the sum of N100, 000 with two sureties in like sum.
She said the sureties should show evidence of two years tax payment to the Lagos State Government.
The case was adjourned until July 12 for mention.

Nigerians have continued to react to President Muhammadu Buhari’s assent to the 2018 Appropriation Bill on Wednesday at the Presidential Villa in Abuja, the Federal Capital Territory.
President Buhari had submitted a budget proposal of N8.612 trillion to the National Assembly on November 7, 2017.
However, six months after it was presented, precisely on May 16, 2018, the lawmakers increased the proposal by N508 billion to N9.12 trillion, and passed it.
Flanked by Vice President, Yemi Osinbajo, Minister of Budget and National Planning, Udoma Udo Udoma, and other top government officials present, President Buhari signed it into law on June 20.
Some economic experts had expressed worry over the likely impact such delay could have on the nation’s economy.
“When I submitted the 2018 Budget proposals to the National Assembly on 7th November 2017, I had hoped that the usual legislative review process would be quick, so as to move Nigeria towards a predictable January-December financial year. The importance of this predictability cannot be overemphasised,” President said, on Wednesday.

For allegedly defiling his one year old daughter, a father is to cool his heels in prison for the next 21 days, an Ikeja Chief Magistrates’ Court ruled on Thursday in Lagos.
The 36-year-old, Olaitan Adewoye, a businessman, was remanded in Kirikiri Prisons pending advice from the State Director of Public Prosecutions (DPP).
The Chief Magistrate, Mr P. E. Nwaka, directed that the case file should be sent to the DPP for advice.
Adewoye, who resides at No. 10, Arogundade St., Harmony Estate, Oke-Iran Nla, Ajah in Lagos, is being tried for child defilement.
Earlier, Police Prosecutor Christopher John told the court that the accused committed the offence on May 17 at his residence.
John alleged that the accused defiled his own daughter of about one year old, when the mother left the child with him in the room.
“The mother, while bathing the girl, noticed that she usually cry anytime she washes her private parts.
“She decided to take her to hospital for a medical check-up and it was at the hospital that the child was confirmed to have been defiled.
“The child’s mother said it was only the father she left the girl with when she went to buy something.
“The case was reported at the police station and the father of the baby was arrested for questioning,’’ the prosecutor said.
The offence contravened Section 137 of the Criminal Law of Lagos State, 2015.
The offence is punishable with life imprisonment.
The case has been fixed for July 11 for mention.

A revised animal protection law that aims to ban killings of dogs has been proposed by lawmakers in Seoul.
The proposed legislation seeks to prohibit unlawful killings of animals such as dogs and cats that are not categorized as livestock.
It also mandates people in slaughtering business to prepare measures to minimize sufferings of animals in a killing.
The current law doesn’t force suffering preventions but states that slaughtering should not cause fear or stress to animals.
“This proposed bill aims to ban arbitrary killings of animals and stop any gruesome acts of killing.
“It will give lawful protection to animals and ban any killings of animals that fall into the gray area of the current animal protection law,” Pyo Chang-won of the Democratic Party of Korea said in the press statement.
Across the country, dogs are raised and slaughtered for the dog meat trade, but are not regulated by the sanitary processing of livestock act, said Lee So-young, Pyo’s secretary officer.
Eating dog meat has been practiced for many pears here. However, it has met criticisms for the horrific conditions and ways in which dogs are raised, treated and later killed for the dog meat trade.
“As dogs fall into the gray area in the law, there are still many cases in which dogs are slaughtered cruelly in unreported places,” Lee So-young, secretary of lawmaker Pyo Chang-Won of the Democratic Party of Korea, told UPI.
“This revised law responds to the growing interest in animal protection and the need for a legislation that would offer practical measures to prevent animal abuse and illegal killings,” said Lee.
