Ekiti State Governor, Mr Ayodele Fayose, broke down on Wednesday while accusing policemen of beating, shooting at him, and brutalising Peoples Democratic Party supporters in the state.

Fayose made the allegation in Ado-Ekiti, the Ekiti State capital at a rally organised by the Peoples Democratic Party (PDP).

“They (the police) are beating anybody who has any sign of PDP on them. They are not picking our calls; they’ve made up their minds to do this evil.

“I am in pain, I am in severe pain. I can’t turn this neck anymore. If anything happens to me, the Inspector-General of Police should be held accountable,” the governor told reporters while crying at the rally.

The governor spoke after security operatives dispersed supporters of the PDP from the popular Fajuyi Park in Ado Ekiti where they had gathered for a rally ahead of Saturday’s governorship election in the state.

Governor Fayose attempted to lead the supporters back to the park but the move was thwarted security operatives who reportedly fired gunshots into the air again.

As a result, the supporters moved to the Government House for the rally.

Addressing party supporters there, the governor, who showed up wearing a neck brace, called on the international community to intervene and protect the people.

“I am in pain but I prefer to bear these pains because of you. I plead with the international community, Nigeria is in trouble, Ekiti is in trouble,” he said.

“Please arise and stand for justice. They have arrested so many teachers, they have arrested so many Okada(motorcycle) riders. They have arrested so many PDP members.”

On his part, the Deputy Inspector General of Police (DIG), Habila Joshak said the police could not have denied Governor Fayose being elected by the people.

He however explained that the police only carried out their duty of preventing law and order in the area.

“The sitting governor is a governor that has been chosen by the people. We will not go and block this place to prevent him,” he said.

To the police boss, any rally that should be conducted must get clearance despite the freedom of association as enshrined in the constitution.

This is to prevent miscreants from taking advantage of the opportunity ahead of the governorship election.

He added, “We will not like people to gather and start another rally. When you start that rally, containing you by using smoke is not the best option for now

“The best option is that anybody who has not got the permission of congregating on a day like this in this state should not be allowed to do so.

“If they gather and I carry the men, it will be unfair for me to go and inflict injury on the people just to tell them don’t go. It’s better to be pre-emptive by telling them not to congregate politely.”

The Senate has summoned the Attorney General of the Federation (AGF) and Minister of Justice, Abubakar Malami to appear before lawmakers and explain the constitutional basis for the controversial Executive Order No. 6.

The lawmakers stated this on Wednesday during plenary.

They are also asking the AGF to explain the other Executive Orders issued by President Muhammadu Buhari in clear usurpation of the law-making functions of the National Assembly.

The order seeks to restrain owners of assets under investigation from carrying out any further transaction on such assets.

The President on July 5, 2018, signed the Executive Order which will prevent any government official from engaging in corrupt practices such as misappropriation of State assets for personal gain, receive any form of bribe or engages in Corrupt Practices related to the performance of his/her duties.

The signing of the Executive Order has raised concerns as today lawmakers in the House of Representatives were debating a motion seeking the suspension of President Muhammadu Buhari’s Executive Order 6.

The lawmakers called for an investigation into the constitutional compliance of all subsidiary legislation and executive orders by the executive arm of government.

For, the President, the signing of the Executive Order 6, is to clamp down on assets said to have been corruptly acquired by top government officials either directly or through their fronts over the years.

Lawmakers in the House of Representatives are debating a motion seeking the suspension of President Muhammadu Buhari’s Executive Order 6.

Also any award or execution of Government contract; or transfers, launder or facilitates the transfer or laundering of proceeds of illicit activities, such official, in addition to forfeiting the proceeds in accordance with the relevant laws, shall forthwith be subject to the disciplinary procedure in accordance with the Public Service Rules and investigation by the Code of Conduct Bureau.

This provision is connected with persons listed in the First Schedule to this Order, or any such list as may be issued by the Attorney General of the Federation and Minister of Justice.

During plenary on Wednesday, the lawmakers called for an investigation into the constitutional compliance of all subsidiary legislation and executive orders by the executive arm of government.

According to the motion, sponsored by Hon. Nicholas Ossai, and supported by 27 other lawmakers, the Executive Order number 6 of 2018, signed by President Muhammadu Buhari appears to hijack and usurp legislative and judicial powers.

With the signing of the Executive Order 6, President Buhari is to clamp down on assets said to have been corruptly acquired by top government officials either directly or through their fronts over the years.

The Attorney-General will frequently publish a list of all Assets protected pursuant to this Order.

The decision has, however, attracted criticisms from some Nigerians who questioned its constitutionality.

The Economic and Financial Crimes Commission (EFCC), says it has secured no fewer than 13 convictions in its anti-corruption onslaught in the South-East between January and July 2018.
The Zonal Head of the Commission, Mr Adamu Danmusa, disclosed this in an interview with newsmen during the African Anti-Corruption Road Walk on Wednesday in Enugu.
He said that many institutions in Enugu State were under investigation for alleged corruption allegations.
“This year alone, the zone has secured no fewer than 13 convictions. No zone in the country has surpassed that within the period,” he said.
The zonal head said that the Commission was dedicated to its duty of ensuring that corruption was significantly reduced if not eliminated in the country.
He, however, said that the EFCC cannot do it without adequate collaboration with members of the public and other relevant institutions.
“The fight against corruption is for everybody and not only the President and the EFCC. We should be committed to it.
“There is corruption everywhere; in our homes, schools, markets and political life. We have to fight it together for the future of our children,” Danmusa said.
Mr Chris Oluka, the Head of Public Affairs of the Commission in the zone, who spoke, said that the commission was organising the first South East Anti-corruption Concert.
Oluka said that the event which would feature notable artistes was part of the commission’s public enlightenment and preventive mandate.
“This programme seeks to bring together Nigerians, especially the youths across the South-East zone using entertainment as veritable instrument of mobilisation and sensitisation,” Oluka said.

Security operatives have dispersed supporters of the Peoples Democratic Party (PDP) from the venue of the party’s rally ahead of the governorship election in the state.

Party members had converged on the popular Fajuyi Park in Ado Ekiti, the state capital on Wednesday before gunshots were reportedly fired into the air.

Afterwards, Governor Ayodele Fayose attempted to lead the supporters back to the park but the move was thwarted security operatives who reportedly fired gunshots into the air again.

The development resulted in the relocation of the rally to the Government House premises, where Governor Ayodele Fayose and other PDP leaders are expected to address the party members.

The Deputy Inspector General of Police (DIG) in charge of Operations, Joshak Habila, confirmed the incident to Channels Television.

Mr Joshak explained that the move by the law enforcement agents was to prevent a breakdown of law and order in the state capital and other parts of Ekiti ahead of the July 14 governorship election.

‘Beyond Stomach Infrastructure’

The PDP supporters were dispersed barely one day after at the All Progressives Congress (APC) successfully held its rally at the Oluyemi Kayode Stadium in Ado-Ekiti.

President Muhammadu Buhari and the APC National Chairman, Adams Oshiomhole, had stormed the state on Tuesday to canvass support for the party’s candidate in the poll, Dr Kayode Fayemi.

APC national leader Bola Tinubu, as well as some governors on the platform of the party and members of the President’s cabinet, were also present at the rally.

Addressing the gathering at the event, President Buhari had asked the people of Ekiti to embrace the ‘Change Agenda’ of the ruling party.

He had also promised that Dr Fayemi who was once the state governor, and the APC have more to offer the Ekiti people than their rivals in the poll.

The President had said, “My coming here today is not only to campaign but make clear the reason why Ekiti people must embrace the Change Agenda and vote for APC.

“I, therefore, call on Ekiti people! Don’t allow yourself to be insulted by stomach infrastructure. Your future and the future of the upcoming generations are in your hands today. Vote for APC and grow beyond stomach infrastructure.”

The Ogun State Police Command has arrested a woman, Bunmi Adebayo, for allegedly stealing a month-old-baby boy in Modakeke area of Osun State.

The 26-year-old was paraded by the Commissioner of Police in Ogun, Ahmed Iliyasu, on Wednesday at the Police Headquarters in Abeokuta, the state capital.

Mr Iliyasu said the suspect is a resident of Magboro area in Obafemi Owode Local Government Area of the state.

He revealed that she was arrested following information from her husband who demanded the placental and breastfeeding of the child which she could not provide a satisfactory answer to.

The police commissioner added that the suspect had pretended to be pregnant, saying the incident was an act of desperation taken too far.

He handed over the child to his biological mother and assured the public that the suspect would be arraigned in court after investigation.

“This is yet another bizarre case of child-stealing. The case is under investigation and the suspect will be prosecuted as soon as investigation is concluded,” Iliyasu vowed.

He assured the residents of Ogun to “sleep with their two eyes closed,” saying the command would not relent in its effort to rid the state of crime and criminality.

Upon interrogation, the suspect confessed that she was tempted to steal the baby as a result of her inability to give birth to a child in the last 10 years in her marriage.

Britain’s data regulator said Wednesday it will fine Facebook half a million pounds for failing to protect user data, as part of its investigation into whether personal information was misused ahead of the Brexit referendum.

The Information Commissioner’s Office (ICO) began investigating the social media giant earlier this year, when evidence emerged that an app had been used to harvest the data of tens of millions of Facebook users worldwide.

In the worst ever public relations disaster for the social media giant, Facebook admitted that up to 87 million users may have had their data hijacked by British consultancy firm Cambridge Analytica, which was working for US President Donald Trump’s 2016 campaign.

Cambridge Analytica, which also had meetings with the Leave.EU campaign ahead of Britain’s EU referendum in 2016, denies the accusations and has filed for bankruptcy in the United States and Britain.

“In 2014 and 2015, the Facebook platform allowed an app… that ended up harvesting 87 million profiles of users around the world that was then used by Cambridge Analytica in the 2016 presidential campaign and in the referendum,” Elizabeth Denham, the information commissioner, told BBC radio.

Wednesday’s ICO report said: “The ICO’s investigation concluded that Facebook contravened the law by failing to safeguard people’s information.”

Without detailing how the information may have been used, it said the company had “failed to be transparent about how people’s data was harvested by others”.

The ICO added that it plans to issue Facebook with the maximum available fine for breaches of the Data Protection Act — an equivalent of $660,000 or 566,000 euros.

Because of the timing of the breaches, the ICO said it was unable to impose penalties that have since been introduced by the European General Data Protection, which would cap fines at 4.0 percent of Facebook’s global turnover.

In Facebook’s case this would amount to around $1.6 billion (1.4 billion euros).
“In the new regime, they would face a much higher fine,” Denham said.

 ‘Doing the right thing’

“We are at a crossroads. Trust and confidence in the integrity of our democratic processes risk being disrupted because the average voter has little idea of what is going on behind the scenes,” Denham said.

“New technologies that use data analytics to micro-target people give campaign groups the ability to connect with individual voters. But this cannot be at the expense of transparency, fairness and compliance with the law.”

In May, Facebook chief Mark Zuckerberg apologised to the European Parliament for the “harm” caused.

EU Justice Commissioner Vera Jourova welcomed the ICO report.

“It shows the scale of the problem and that we are doing the right thing with our new data protection rules,” she said.

“Everyone from social media firms, political parties and data brokers seem to be taking advantage of new technologies and micro-targeting techniques with very limited transparency and responsibility towards voters,” she said.

“We must change this fast as no-one should win elections using illegally obtained data,” she said, adding: “We will now assess what can we do at the EU level to make political advertising more transparent and our elections more secure.”

 Hefty compensation bill

The EU in May launched strict new data-protection laws allowing regulators to fine companies up to 20 million euros ($24 million) or four percent of annual global turnover.

But the ICO said because of the timing of the incidents involved in its inquiry, the penalties were limited to those available under previous legislation.

The next phase of the ICO’s work is expected to be concluded by the end of October.

Erin Egan, chief privacy officer at Facebook, said: “We have been working closely with the ICO in their investigation of Cambridge Analytica, just as we have with authorities in the US and other countries. We’re reviewing the report and will respond to the ICO soon.”

The British fine comes as Facebook faces a potential hefty compensation bill in Australia, where litigation funder IMF Bentham said it had lodged a complaint with regulators over the Cambridge Analytica breech — thought to affect some 300,000 users in Australia.

IMF investment manager Nathan Landis told The Australian newspaper most awards for privacy breaches ranged between Aus$1,000 and Aus$10,000 (US$750-$7,500).

This implies a potential compensation bill of between Aus$300 million and Aus$3 billion.
