Angry soldiers who fired gunshots at Maiduguri airport to be tried for mutiny

The soldiers who fired gunshots into the air during a protest at the Maiduguri International Airport in Borno State on Sunday have been arrested and will be charged for mutiny, SaharaReporters understands.

The soldiers, members of the specially-trained Armed Forces Special Force (AFSF), arrived the airport well ahead of their scheduled posting to Marte Local Government, one of the zones on the outskirts of Borno still prone to Boko Haram attacks.

SaharaReporters understands that more than 300 of them were posted to Borno almost four years ago, prior to the 2015 election, but more than 200 of them have been killed by Boko Haram.

Having been in Borno for that long, the soldiers believed it was time for them to be posted elsewhere and relieved by another batch of soldiers. Instead, they were posted to Marte.

In addition, they were recently trained to provide air defence for ground troops, leaving them thinking ground troops, rather than them, should have been posted to Marte.

During their fit of rage at the airport, they fired shots into the air and even threatened to shoot Bulami Biu, General Officer Commander (GOC) of 7 Division, if he showed up.

On Monday, the Theatre Command said the situation had been brought under control.

The Department of State Services (DSS) has denied claims that huge sums of money and weapons were recovered from the house of its sacked Director-General, Mr Lawal Daura.

DSS Public Relations Officer, Mr Tony Opuiyo, said in a statement on Monday that contrary to the reports, no security agency has carried out any search operation on Mr Daura’s house.

He dismissed viral videos showing cash and other items purportedly recovered from the residence of the former DSS boss.

The videos showed men allegedly from the Economic and Financial Crimes Commission (EFCC) and some agencies moving huge sums of money, as well as sophisticated small arms and light rifles and thousands of Permanent Voter Cards (PVCs).

According to the DSS, the videos are not authentic.

“The Service wishes to inform the public that these videos are false and should be disregarded. So far, no such recovery operations have been undertaken by the EFCC or any other security agency at DSS’ office or residences of the former DG,” Mr Opuiyo said.

He blamed the videos on the machination of some mischief-makers, bent on destabilising the nation.

“There is no doubt that different interests have continued to give varied accounts of the incident of last week at the National Assembly.  It may, however, be recalled that the Presidency had pledged to carry out a detailed investigation regarding the alleged National Assembly siege,” the DSS spokesman said.

“The public is, therefore, advised to exercise restraint in their narration of events and as such, desist from spreading fake news or engaging in activities that may mislead or further cause a breach of the peace as well as preempt the outcome of investigations.”

Acting President Yemi Osinbajo sacked Mr Daura on Tuesday last week after security operatives barricaded the National Assembly in Abuja, generating controversy and debates.


Mr Mathew Seiyefa was appointed the same day as the Acting Director-General of the DSS.


A day after the incident, the Inspector-General of Police, Mr Ibrahim Idris, wrote to the Acting President informing him that preliminary investigation showed that Daura acted unilaterally for personal reasons and in favour of some top politicians.

The IGP recommended, among others, the search of Mr Daura’s house. He also recommended the interrogation of operatives that participated in the siege and a search of their homes as well as analysis of their phones and computers.

The Court of Appeal sitting in Abuja has ordered a stay of execution of the arrest warrant issued against the Chairman of the Independent National Electoral Commission (INEC), Mahmood Yakubu.

Justice Abdul Aboki who gave the stay of execution order on Monday also adjourned the hearing of the suit filed by the INEC Chairman to September 17, 2018.

Justice Stephen Pam had on July 5 ordered Yakubu to appear before him to show cause why he should not be sent to prison for contempt of court.

The judge made the order for Mahmood to appear before him while ruling on a preliminary objection by INEC and its Chairman in a contempt proceeding filed by Ejike Oguebego and Chuks Okoye, Chairman and Legal Adviser of the Peoples Democratic Party (PDP) in Anambra State, respectively.

Five days later, on July 10 when the court sat again, the INEC boss was absent in court. His counsel, Mr Adeboyega Awomolo, informed the court that his client had filed an appeal challenging that order at the appeal court and another appeal before the Federal High Court asking for a stay of proceedings pending the determination of the appeal.

Justice Pam on August 8 ordered the Inspector General of Police (IGP), Ibrahim Idris, to arrest and bring the INEC Chairman to court.

Mr Adedoyin Adesanya, the Chairman of Epe Local Government Council on Monday said it generated N4 million revenue from July 2017 to July 2018.

He said that this was against the N1.7 million generated annually by his predecessor.

Adesanya made this known in an interview with the News Agency of Nigeria in Epe on Monday.

“This is encouraging despite the harsh economic climate in the country. Also there are no many companies, factories and businesses in the community.

“Traders and shop owners don’t take payment of taxes seriously in the community, but we have sensitised them on the importance of tax payment.

“The tax will be used to improve infrastructure in their business areas and for community development.

“I use this opportunity to appeal to investors to come to Epe community to invest,’’ the council boss who assumed office on July 25, 2017 said.

He said that the amount generated was an improvement over revenues generated by previous administration and pledged to boost the revenue beyond the current figure.

Adesanya also said that the revenue would be used to improve the welfare of the community members and empowerment programmes.

“In spite of the economic situation of the country, the council can boost its revenue to 70 per cent as against 30 per cent generated by the past administration.

“With this, we have carried out so many community projects and provide infrastructure aimed at making life easier for our people.

“We have improve staff welfare package, purchased wheel chairs for the physically challenged, free eye glasses, building of ICT centre, construction of 36 classroom apartments for students of the LG Nursery and Primary school, among other projects,” he said.

Adesanya also said that his administration would continue to provide more infrastructure and programmes that would improve the economy and accelerate growth and development.

According to him, the council will continue to create opportunities for businesses of indigenes to thrive.

“We are determined to improve the well-being of the people and ensure that all tax payers enjoy the dividend of their contributions to our Commonwealth,” he said.

He, however, appealed to traders and business owners to pay their taxes to improve infrastructure

Adesanya also advised fish traders in the community to cooperate with the council by paying taxes.

“The fish market traders are not cooperating enough; they have refused to pay their taxes in the last four months.

“They are demanding for upgrading of facilities, but refused to pay tax that will be used to uplift the facilities.

“In spite of the token of N1, 200 they usually pay annually, they still don’t pay regularly. Such attitude is hindering development at the market arena,” the chairman said.

The NEMA Coordinator, Sokoto Operations Office, Malam Sulaiman Muhammad, made this known to the News Agency of Nigeria (NAN) in Gusau on Monday.
Sulaiman said the items comprised assorted grains, clothing materials, cosmetics, toiletries among others.
According to him, the Acting President, Prof. Yemi Osinbajo and the NEMA Director-General are expected to inaugurate the distribution of the items to IDPs in Talata-Mafara Local Government Area of Zamfara on Tuesday.
The coordinator said the gesture was aimed at supporting the victims and ameliorating their suffering.
He urged the IDPs to remain calm, assuring them that the Federal Government was working hard to end the insecurity in the state.
Sulaiman thanked the state government and traditional rulers in the state for their commitments in supporting the IDPs.
In a related development, two children had died in Anka IDP camp as a result of cholera outbreak.
The Emir of Anka and Chairman Zamfara Council of Chiefs, Alhaji Attahiru Ahmad, made this known on Sunday during the presentation of relief materials donated by Anka Emirate Foundation (AEF) to IDPs in Anka.
He, however, said the outbreak had been contained due to the intervention of AEF and other stakeholders, especially the “Doctors without Borders”.
The Emir also called on the Federal Government to provide permanent security base in Anka to enhance sustainable peace and stability in the state.

Police officers on Monday dispersed protesting students of the College of Education Ilorin, Kwara state with tear gas.

The students were protesting over the non-payment of their lecturer’s salaries, a situation which had denied them the opportunity of commencing their semester examination.

The students had earlier on Monday converged at their classes to write their examinations only for them to meet the classroom empty due to the boycotting of the classes by their lecturers.

The aggrieved students then forcefully opened the main gate of the school and started a protest to the government house in Ilorin, the state capital.

The protest was, however, cut short along unity road, some meters away from government house as policemen dispersed them with tear gas leaving the students and passersby to scamper for safety.

The Police Public Relations Officer, Ayaji Okasanmi, told Channels Television that the students were dispersed because they were ‘unruly and damaged some property’.

Some National Assembly  members said they are not sure whether  the two chambers will reconvene tomorrow to consider the 2019 budget of the Independent National Electoral Commission.
This is  because the Chairman, Dr. Bukola Saraki, has not made  any official announcement.
The Nation reported today that many senators and House members, who were set to go on summer holiday and perform the Hajj rites, remain in Abuja  because there is no word from the National Assembly’s leadership.
A member of the House from the Northwest said: “This budget is important but there is anxiety everywhere on the security implications of recalling members.
“From the look of things, our leaders are looking at all options on how to make the ratification of the budget easier.”
A principal officer of the House, who spoke in confidence, said: “We have not been told when the National Assembly will reconvene to consider the poll budget. I know the Speaker assured INEC Chairman Mahmud Yakubu last week that we will give the budget a speedy consideration. We are awaiting a recall announcement.
“So far, Tuesday does not look practicable. The basic challenge is the crisis of confidence among members of the two chambers.
“I think the National Assembly leadership is trying to manage the tempers arising from the defections  and the siege to the Assembly complex last week. We are also talking to ourselves to allow reason to prevail.”
House Rule V(18) (1-3) says: “18. (1) Whenever the House shall stand adjourned to a date not fixed and it is represented to the Speaker by the Leaders of the political Parties in the House that the House shall meet on a certain day at a certain time, the Speaker shall give notice accordingly and the House shall meet on the date and at the time stated in the notice.
(2) “Whenever the House stands adjourned either to a date fixed by Resolution or the Rule of the House, and it is represented by the Leaders of the Political Parties in the House to the Speaker that the public interest requires that the House should meet on an earlier or a later date or time than that on which it stands adjourned, the Speaker may give notice accordingly, and the House shall meet on the date and at the time stated in the notice.
(3) “Whenever the Speaker shall have given notice in accordance with either of the two preceding paragraphs, the Clerk shall  communicate the terms of the notice to each member. “
Senate Leader Ahmad Lawan said: “I am still waiting to be informed by the President of the Senate on whether we will sit on Tuesday or not.
“Well, I will expect the Senate President to talk to me or call. I have not received any communication yet.
“And normally, an announcement is supposed to be made. We have not heard of any as I speak with you.”
The Nation said  there were indications at the weekend that if the two chambers reconvene, the Senate may end up merely concurring with the report of the House Committee on the 2019 poll budget for INEC.
The House Committee, chaired by Hon. Aisha Dukku, is said to have concluded the consideration of the budget before the abrupt recess of the National Assembly on July 24.
A member of the committee said: “The House Committee has fine-tuned the budget  in readiness for its consideration at the plenary.
“To save time, the leaders of the two chambers were said to have agreed to adopt the budget ratified by the House.
“Since the Senate is the hotbed of legislative crisis now, the chamber might only sit to concur with the report of the House.
“What the Assembly leadership is planning is to have a brief sitting on the budget. But we are all in suspense on when we will reconvene. We have not been notified of any sitting on Tuesday.”

The Nigerian Army said calm has been restored at Maiduguri Airport seized for two hours on Sunday by riotous troops, that it described as ‘unscrupulous”.
In a statement today, Colonel Onyema Nwachukwu, Deputy Director Public Relations, Operation Lafiya Dole Theatre Command said the protest by the few unscrupulous troops happened while the command was conducting a redeployment of soldiers at the Maiduguri Airport, following a directive to review troops’ deployment in Maiduguri metropolis, to reinvigorate the security architecture of the city.
“The redeployment became expedient after a recent assessment of the security situation by the Theatre Command. Regrettably however, a few of the troops who had misunderstood the development and erroneously assumed it was going to negatively affect their rotation from the theatre of operation became agitated and reacted by firing into the air.
“Calm has however been restored, as the Theatre Commander, Major General Abba Dikko has promptly taken charge of the situation after addressing and admonishing the troops”, Nwachukwu said.
“The Theatre Command undoubtedly considers this ugly incident quite regrettable and appropriate measures are being taken to forestall a recurrence”, he added.
NAN reports that the aggrieved soldiers claimed they had overstayed and were resisting redeployment to Marte, one of the towns liberated by the military several years ago from the control of Boko Haram terrorists.
The protesters are part of the special force deployed to provide air defence and enhance security at the airport.
The troops barricaded some section of the airport and fired shots in the air, causing pandemonium, as hundreds of pilgrims waiting to be airlifted to Saudi Arabia for the Hajj, scampered for safety..
One of the protesting soldiers who spoke under condition of anonymity, said the planned deployment was against the directives by the Army Headquarters.
“The army special forces deployed to the airport were not trained to engage in ground battle rather trained to provide air defence.
“Our task is to provide air defence. Alas, special forces trained to fight ground battle are stationed in Maiduguri and we are deployed to go and die in Marte”.
Another soldier lamented that the troops have overstayed in the Northeast fighting Boko Haram, despite the rotation order by the military authorities.
He said many of them have spent over three years in the battle field.
“Some troops of Operation Lafiya Dole were deployed and worked for over three years in the theatre and not rotated as against the directives by the Chief of Army Staff, Lt.-Gen. Tukur Buratai.
“The command is directed to redeploy soldiers back to their bases after spending stipulated time in the theatre of operation.
“We have spent over three years in the northeast and we should be transferred out of the northeast and not within”.
