Terrorists group Al Qaeda is showing signs of resurgence following ISIS’s near-defeat in Iraq and Syria, experts warn.
Al Qaeda shares the same long term goals as ISIS, but appears to be pursuing them more slowly and carefully, Jennifer Cafarella, intelligence planner with the Institute for the Study of War, told FoxNews.com.
“ISIS’s shock-and-awe tactics enabled it to mobilize tens of thousands of foreign fighters quickly, but did not enable it to sustain its battlefield successes or the scale of its recruitment,” Cafarella said.
“Al Qaeda has been investing in the long game, and may now resurge as the leader of the global jihadist movement.”
It was on Aug. 11, 1988, in Peshawar, Pakistan, that Usama bin Laden conducted a meeting to discuss “the establishment of a new military group” called Al Qaeda, or the base. Handwritten notes of the meeting’s minutes were seized in Bosnia after 9/11.
Ten years later on Aug. 7, 1998, Al Qaeda extremists bombed U.S. embassies in Kenya and Tanzania in near-simultaneous attacks.
Another attack resulted in the death of 17 U.S. sailors on the USS Cole in Yemen in 2000.
A year later, on Sept. 11, 2001, Al Qaeda operatives at bin Laden’s direction hijacked four jets and rammed three of them into New York’s World Trade Center towers and the Pentagon.
The fourth plane crashed into a field in Pennsylvania. The 9/11 terror attack killed nearly 3,000 people which led to the U.S. global War on Terror.

The manhunt for bin Laden came to an end in 2011 when Navy SEALs raided his compound in Pakistan and killed him –an event that some predicted would lead to Al Qaeda’s demise but that didn’t happen.
ISIS started as an Al Qaeda offshoot to fight U.S. troops in Iraq and then, after a falling out, gobbled up huge amounts of territory in Iraq and Syria while engaging in horrific attacks of brutality.
At the same time ISIS leaders declared the establishment of an Islamic Caliphate spanning the two countries.

A suspected kidnapper whose identity has yet to be confirmed by the Ondo State Police Command was still sleeping six days after he was taken to the police custody.

The suspect was arrested by men of the command on Sunday as he and three other members of his gang attempted to kidnap a pharmaceutical shop owner in Owo town.

According to the police, the three-man gang stormed the shop with guns with the intention to kidnap the owner, but the victim raised the alarm and escaped through the back door.

The police explained that the suspect tried to escape on a motorcycle but stumbled while he was trying to ride it. He reportedly snatched the motorcycle from a customer of the shop owner.

The other members of the gang were said to have taken to their heels.

The police stated that a 400mg tablet of Tramadol was recovered from the pocket of the sleeping suspect which raised the suspicion that he must have taken the drug before he went for the operation.

The State Police Public Relations Officer, Mr. Femi Joseph, who spoke to our correspondent on Friday, said the suspect had yet to wake up.

He said, “As of today (Friday), the suspect had yet to wake up. Maybe he took too much of the drug, that is why he is still sleeping. We have tried all we could to make him regain his consciousness to no avail.

“However, we are still watching him to find out if he is pretending. We are with him and he would face the music no matter how long he is unconscious.”

The Federal Government says it has concluded plans to begin a week-long training on agricultural businesses for soon to be retirees in the federal civil service.
The Office of the Head of the Civil Service of the Federation (OHCSF), Abuja, said that the training would equip them with knowledge on alternative sources of income at retirement.
Mrs Akinwumi Olufunke, Information Officer, OHCSF, in a statement issued on Friday noted that the training was part of the Pre-retirement Training Programme for Federal Civil Servants.
She said that the training which would commence on Monday, Aug. 13 and end on Friday, Aug. 17, was for civil servants billed to retire in the last quarter of 2018.
Olufunke added that, the training programme meant for the batches two to seven would hold at the Public Service Institute of Nigeria (PSIN), Kubwa Express Way, Abuja from 8am daily.
“The one week programme is to empower and prepare intending retirees for life after service.
“Participants will be trained on various Agricultural businesses to provide an alternative stream of income for intending retirees as they transit from active service,’’ she stated.

A group, under the aegis of Graduate Inspectors, Rank and Files of the Nigerian Police Force, has petitioned the Police Service Commission (PSC) over the non-implementation of their promotion to Rank of Superintendent of Police (ASP).

Leader of the group, Abdulmajeed Lukeman, in a protest letter addressed to the PSC, on Tuesday, described as ‘injustice’ the inability of the Police Force to effect their promotion  after short-listing their names, sat for aptitude test and undergone series of screening exercise since 2015.

He alleged that  promotion of officers had been ongoing on weekly basis at the Force Headquarters based on ‘sentiment, nepotism and the highest bidder’.

According to Lukeman, “We are writing on behalf of Inspectors, Rank and File of the Nigeria Police Force, to draw the attention of Police Council and the Police Service Commission on our ordeal and injustice that is ongoing within the Nigeria Police system.

“In the year 2015, the Nigeria Police leaders at that time in their wisdom saw a need to upgrade inspectors, Rank and File with Higher Educational Qualifications.

“Based on that, they called for Aptitude Test (Examination) and screening of officers with University Degrees and HND certificates to be upgraded to the Rank of Assistant Superintendent of Police (ASP), reference to POLICE WIRELESS MASSAGE (Signal) CB:7510/DTD/FHQ/ABJ/VOL.7/11, DTO151800/06/2015 PROMOTION GENERAL Dated 06/2015.

“The examination and the screening were done by the Police authority in conjunction with Police Service Commission in various State and Zonal Commands respectively.

“After the examination and screening, 50 successful candidates were shortlisted from each state of the federation including FCT Abuja according to their States of Origins and Local Government Areas, including supplementary which make up to 2,226 candidates.


“Eventually, in December 2015, the Police authority called for the final screening   at   the   FHQ   Abuja   by   signal   No.  CB: 7510/DTD FHQ/ABJ/VOL.7/66 Dated 5th December 2015.

“This final screening was not even supposed to come up again because we have already been screened by representatives of Police Services Commission and FHQ in both Zonal and State Commands.

“”To our utmost surprise, at the peak of the screening exercise at FHQ, we were told by the Police authority that we should go back to our various Commands/Formation for further directives.”

Lukeman said since then nothing had been done at about the screening process despite their pleas to President Muhammadu Buhari and Chairman Senate Committee on Police Affairs, Sen. Abu Ibrahim.

He noted that the Senate Committee on Police Affairs had said it is in custody of names of the successful candidates to be upgraded to the Rank of Assistance Superintendent of Police (ASP) base on Educational Qualification from the former Inspector General of Police Mr. Solomon Arase but no action has been taken on that.

Lukeman continued, “While we were still waiting hoping to be called, the Police authority differs the   laid   down   procedure of  appointment   into the   rank   of Assistant Superintendent of Police (ASP) as seen in section 39 part IV of Police act and regulation.

“They decided to call for recruitment of civilian graduates as cadet ASP, without any recourse to us! The serving members who were earlier screened, waiting to be promoted.

“The above provision of the police act and regulation Provides that vacancies in Assistant Superintendent of Police ASP cadre can only be filled up with   candidates   from   outside   the   Police,  by the  reason  of unavailability of suitable candidates from   within   the force.

“About three months ago we wrote a letter of complaint to the Chairman Senate Committee on Police Affairs Senator Abu Ibrahim representing Funtua Senatorial Zone Katsina State, with some attached documents and publications done in respect of this issue, such as Open Letter to Mr. President of the Federal Republic of Nigeria but no any responds.”

He pleaded with the Inspector General of Police, the Police Service Commission, Chairman Senate Committee and critical stakeholders in the Nigerian Police Force to take urgent steps and implement their promotion to foreshore justice and fairness in the Police system.

Ethiopian Airlines says it is the frontrunner to set up and manage Nigeria’s new national carrier, Nigeria Air.
“We are among a small group with an interest in establishing a national carrier (in Nigeria)…we do not know the results (of the tender), though we are frontrunners,” The Ethiopian Airline Chief Executive Tewolde Gebremariam told a news conference on Friday in Addis Ababa.
The state-owned carrier has outpaced regional competitors Kenya Airways and South African Airways to become Africa’s largest airline by revenue and profit, according to the International Air Transport Association.
The airline has been buying shares in other African airlines, a strategy aimed at gaining a competitive advantage against rivals such as those in the Gulf.

Ethiopian Airlines already has contracts for maintenance work with two Nigeria-based carriers, Arik Air and Medview Airline, he said.
In May, Tewolde told Reuters that the airline was in talks with Chad, Djibouti, Equatorial Guinea and Guinea to set up carriers through joint ventures. It aimed to create a new airline in Mozambique that it will fully own, the chief executive said at the time.
In June Ethiopia said it would open Ethiopian Airlines and other companies including the telecoms monopoly up to private domestic and foreign investment, but details have not yet been made public.
Tewolde also said that net profit in the 2017/18 financial year rose to $233 million from $229 million the previous year. Ethiopia’s 2017/18 financial year ended last month.
The airline’s operating revenue rose by 43 percent to $3.7 billion in the 2017/18 financial year.

Comrade Bunmi Ojo, a chieftain of All Progressives Congress (APC) in Ekiti state has been killed.
The former Special Assistant to former Governor Segun Oni was shot on Friday night by unidentified gunmen.
He is reported to have been shot around a football viewing centre in Ado Ekiti, the state capital.
The death of Ojo has attracted comments in the social media with Adebayo Adebolu tweeting: “The way politicians and their urchins snuff life out of souls in Ekiti is way too bad. These killings must stop. Ekiti lost a vibrant comrade.’’
