Three U.S. military aircraft carriers are heading to the same part of the world at the same time, to take part in a rare military exercise not seen in a decade.
The USS Ronald Reagan, based in Japan; the USS Theodore Roosevelt, based in San Diego; and the USS Nimitz, based at Naval Base Kitsap at Bremerton, Washington, will commence the strike force exercise in the Western Pacific Saturday through next Tuesday.
Units assigned to the strike force will conduct coordinated operations in international waters to demonstrate the U.S. Navy’s unique capability to operate multiple carrier strike groups as a coordinated strike force effort.
The three aircraft carriers are expected to link up in the Sea of Japan later this week off the Korean Peninsula, a U.S. defense official tells Fox News.
“It is a rare opportunity to train with two aircraft carriers together, and even rarer to be able to train with three,” said U.S. Pacific Fleet Commander, Adm. Scott Swift.
“Multiple carrier strike force operations are very complex, and this exercise in the Western Pacific is a strong testament to the U.S. Pacific Fleet’s unique ability and ironclad commitment to the continued security and stability of the region.”
While at sea, the strike force plans to conduct air defense drills, sea surveillance, replenishments at sea, defensive air combat training, close-in coordinated manoeuvres, and other training.
This is the first time that three carrier strike groups have operated together in the Western Pacific since exercises Valiant Shield 2006 and 2007 off the coast of Guam.

Niels H

A Former German Nurse serving a life sentence for murdering patients by injecting them with a deadly medication is now suspected of killing more than 100 people.
If he is found guilty, this would make him one of the nation’s worst serial murderers.
Prosecutors in the northern German city of Oldenburg said on Thursday that toxicological investigations have identified a further 16 deaths that the nurse, identified as Niels H under Germany’s strict privacy laws was responsible for.
In August, Oldenburg police said they believed that the 40-year-old H may have killed an additional 84 patients.
An Oldenburg court sentenced H to life in prison in Feb. 2015, in six cases of murder or attempted murder.
Prosecutors have signaled plans to bring more charges against H in 2018.
The bodies of scores of former patients treated by the suspect have been exhumed as part of the investigations into the deaths at the hospitals in Oldenburg and the city of Delmenhorst.
However, many of the patients who died have since been cremated.
During his 2015 trial, the former nurse confessed to murdering more patients during his career, prompting police to establish a special commission to investigate deaths at two clinics where he worked.
The commission has been analysing hundreds of medical records and has exhumed more than 100 bodies to test them for traces of drugs. (dpa/LR News)

A 31-year-old radio presenter, Muyide Samuel, has lamented the loss of his Toyota Camry 2003 model to a car dealer, Odofin Olatunji, who claimed to be an in-law to a Lagos Divisional Police Officer.

The Ibadan, Oyo State-based presenter said the car, which he bought from Olatunji, developed mechanical faults a few days after he paid for it.

He explained that the car dealer asked him to return the Camry to Igando, Lagos State, for repair.

The victim said since he returned the car on September 8, he had been receiving threats from Olatunji, who claimed to be connected to a powerful DPO in the state.

Samuel, who fought back tears while speaking with PUNCH Metro, said despite reporting the case at the Okota, Adeniji Adele and Igando police divisions, the suspect had been intractable.

He said, “I saw the advert post for the Toyota Camry on a social marketing website, Olx, and I got in touch with the car dealer. We negotiated and agreed for N760,000. I travelled down to Igando and paid for the car. I had to spend additional N170,000 to change the shock absorbers, tyres, and other things.

“Within a few days, I observed that it had some mechanical faults. I contacted the man and he said I should return it for repairs. He said if the problem persisted, he would give me a new car, for which I may have to add N70,000. I bought the car on September 4 and he took it back on September 8.”

The victim said since he returned to Ibadan, he had only been having telephone conversations with the dealer, who kept promising to return the car.

Samuel said he later discovered that the suspect had resold the car to a co-dealer, adding that when he confronted Olatunji, the dealer ignored him.

“He was telling me the DPO in the area was his in-law and if I reported him to the police, he would not spend more than 10 minutes at the station. He said at best, he would be asked to refund my money and he would be paying me N5,000 till he completed it.

“I came down to Lagos to report at the Okota Police Station. When he was invited, he didn’t honour the invitation. The policemen went to his two houses without finding him. Later, somebody told me that the man had a case at the Adeniji Adele Police Station. But by the time I got there, he had been released. I was asked to pay N40,000 for the police to open a file on him. After I did that, they demanded additional N50,000 for mobilisation to arrest him. I didn’t go back there.

The police invitation letter

“I went to Igando and someone introduced me to a policeman called officer Yusuf. When the officer called him, he refused to answer until the DPO called him. After taking his statement, the DPO said the offence was bailable. He was about to release him when I protested. I told the DPO that the man had already said he would not spend up to 10 minutes at the station because he was his in-law,” Samuel added.

The DPO was said to have ordered the Investigating Police Officer to follow Samuel and the suspect to the co-dealer’s place to reclaim the car the following day.

PUNCH Metro learnt that when they got to the co-dealer’s office, he had travelled.

When the group returned to the station, Samuel said the suspect promised to get him a Toyota Camry 2001 model as replacement if he could add N100,000, an offer he said he rejected because he didn’t have the money.

He said Olatunji later agreed to get him another car before Sunday.

“I have been on this issue for about three months now. I am tired of life. This is all my investment in 2017. He knew I had put the car in good shape and that was why he took it from me to resell. I am begging Nigerians, the police and the government to help me retrieve my car,” he added.

Olatunji told PUNCH Metro that he was making efforts to get the victim another car.
“By the grace of God, before the end of this week, you will receive good news. Some people are already mediating in the case.

We found another Toyota Camry, which we intend to use to replace it; we are about buying it from someone. We have been on this matter since Monday and I have also not rested. There is no lie in what he told you. We are the ones that need to make amends,” he added.

The spokesperson for the Lagos State Police Command, Olarinde Famous-Cole, said the police were investigating the matter.

He said, “The complainant came to report that he bought a car from the dealer and after a couple of months he had some problems with it. He then returned the vehicle without saying anything, maybe due to some disagreements.

“After some months, the car dealer resold the car and used the money for other things. The man then started demanding his car and reported to the police. We arrested the suspect. It was agreed that within a certain time he would get back the vehicle for him or replace it. They are supposed to meet on Sunday. Since it’s a bailable offence, the suspect has been put on bail and advised to act according to his undertaking. Hopefully, he will redeem his pledge.”

The Imo and Cross River states commands of the Special Anti-Robbery Squad on Wednesday killed seven suspected armed robbers and kidnappers. While two robbers were killed by the Imo SARS, five alleged kidnappers were killed by their counterparts in Cross River.

PUNCH Metro learnt that the armed robbers met their Waterloo while exchanging gunfire with the Imo SARS operatives during a robbery.

The incident, our correspondent gathered, occurred around 2am in Ezi-Ogbaku, in the Mbaitoli Local Government Area of the state.

A police source said the SARS commander, Victor Godfrey, mobilised his men to the scene of the crime in the wee hours of the night.

Addressing journalists shortly after the corpses of the slain robbers were conveyed to the state police headquarters in Owerri, the state capital, the Police Public Relations Officer, SP Andrew Enwerem, said three of the five-man gang fled with gunshot injuries.

He said the robbers, who were moving from house to house to rob, had opened fire on sighting policemen who responded to a distress call.

The police spokesperson said in the ensuing gun battle, two of the hoodlums were gunned down, while three others escaped.

He said, “In the early hours of Wednesday, the operatives of the Federal Special Anti-Robbery Squad of the Imo State Police Command received a distress call that armed robbers were operating at Ezi-Ogbaku. SARS, in conjunction with the Police Mobile Force officers, responded to the emergency around 2am.

“The teams encountered the five armed robbers, who opened fire on the policemen. The officers responded, which led to the death of two of the hoodlums, while three fled with gunshot injuries.”

Enwerem, who noted that the identities of the slain robbers had yet to be ascertained, said the state Commissioner of Police, Chris Ezike, had directed heads of tactical units of the command to apprehend the fleeing criminals.

Exhibits recovered from the slain suspects, according to the police, included one locally-made double-barrelled shotgun, two expended cartridges, and two live cartridges.

In the Cross River State incident, the five suspected kidnappers were shot dead during the rescue of a victim in Ikom, Ikom Local Government Area of the state.

The state Police Public Relations Officer, Irene Ugbo, confirmed the incident in Calabar.

She said the suspected kidnappers had abducted a woman, following which the policemen trailed the kidnappers.

Ugbo explained that the police had been on the trail of the kidnappers for four days before the breakthrough.

She said men of the SARS unit, on gathering intelligence, traced the kidnappers to their hideout in a bush, where the gun battle occurred.

The police spokesperson said, “Our men had an encounter with some kidnappers in the Ikom Local Government Area while trying to rescue an abducted woman from their captivity.

“In the process of rescuing the victim, the kidnappers engaged our men in an exchange of gunfire. We were able to rescue the woman, while five of the kidnappers were gunned down.

“We also arrested two of the kidnappers and our men are bringing them down to Calabar as we speak.”

She urged members of the public to avail the command of timely and useful information that could lead to the arrest of suspected criminals.

Ex VP, Atiku Abubakar

The Chairman, Board of Trustees of the Peoples Democratic Party, Senator Walid Jibrin, has ruled out granting automatic ticket to former Vice-President Atiku Abubakar to contest the 2019 presidential election on the platform of the party.

He said should Atiku return  to the party as being speculated in some quarters, he and other aspirants would struggle for the party’s presidential ticket.

According to him, the former vice-president is free to dump the governing All Progressives Congress and return to the PDP.

He added that the party was ready for Atiku’s return and would warmly accept him and his supporters back to the PDP fold.

The BoT chairman, who spoke to journalists in Kaduna, argued that with the treatment being meted out to the former vice-president by the APC, he (Atiku) had no option than to join the PDP ahead of 2019.

Jibrin said, “Has he told you he is returning to the PDP? We are ready to accept him to our party but he should be ready to work for a waiver.

“The North met in Abuja to say that any candidate from the North can contest. Let us get them. I think they are getting set now. For now, we have a former governor of Kano State, Ibrahim Shekarau, former Jigawa State governor, Sule  Lamido; a former governor of Sokoto State, Attahiru Bafarawa, and so on preparing to vie for the PDP presidential ticket.

“If the PDP grants Atiku a waiver, he should then join the cream of presidential aspirants in the party to fight for the ticket in 2019.

“If the PDP considers Atiku for the automatic presidential ticket,  what about those in the party who are showing interest? Should we throw them away? If he is coming, he should come as an equal partner.

“We are ready to accept him. But, he must follow the rules of the game. First, he must undergo primaries like any other person, and he must fight for the presidential ticket.”

Prof. Is'haq Oloyede

The Joint Admissions and Matriculation Board (JAMB), organiser of the Unified Tertiary Matriculation Examination (UTME), has banned the use of wrist watches and pens during the conduct of its 2018 test.
The board’s Registrar, Prof. Is’haq Oloyede disclosed this to newsmen on the sideline of the sensitisation workshop for Computer Based Test (CBT) centre owners on Wednesday in Lagos.
According to him, the workshop was to appraise the registration and conduct of the 2017 examination.
“What we are doing here today is to appraise the registration and conduct of our past examination and we have taken some lessons from our experience.
“To this end therefore we have introduced some measures that will further add to the integrity of the registration process as well as the conduct of the examination proper.
“For instance, we discovered during the conduct of the last examination that some electronic devices such as pens, wristwatches and other devices were used to perpetrate examination malpractice.
“So, for next year, we have banned the use of wristwatches and pens by candidates and other persons in the examination hall.
“We are also going to introduce some detection devices to ensure that those who plan to cheat in the examination hall are frustrated, as we will also jam (communication network) of the centres,” he said.
Oloyede noted that the sale of the registration document for the 2018 UTME would commence before the end of November.
“We are planning to meet with all stakeholders on Nov. 15 and the sale of the registration document will definitely commence before the end of this month.
“But before that, we expect candidates to go and download our app, go to our website and download the syllabus and brochure, so that they can now study the process.
“This is in order to minimise the errors that usually occur during the registration process,” he said.
The JAMB boss added that no fewer than 617 centres have been accredited nationwide for the exercise.
“We are still considering about 60 more centres as we have their applications waiting for consideration.
“However, a total of 72 centres nationwide have earlier been delisted owing to their involvement in some infractions and they remain delisted.”
On the board’s plan to construct mega CBT centres for its examinations, Oloyede said: “The mega centre plan is still on, we said that last year.
“But the process of planning will take sometime.
“There will be design, there will be contact with private operators, just as there will be advertisements and also due process will be followed,” he said.
Earlier, Oloyede called for the support of the CBT centre owners in checking anti-examination activities capable of compromising the examination.
“While thanking you for your deligence during the 2017 examination, we want to seize this opportunity to inform you of the flagging off of the 2018 excercise.
“We will like to also assure you that we will make use of the best CBT centres in the coming examination.
“You will be culpable if you do not expose any CBT centre that is doing what is evil because they will attract condemnation from all of us.
“It is on this premise that we are appealing that you assist us in identifying the bad eggs among you and ensuring that they do not participate in our activities,” he said.
According to him, monitoring starts from the time of arrival of the centre owners to the workshop.
He added that during the 2018 UTME examination, the board would include some other requirements for CBT centres.
“We are not going to accept wireless CCTV cameras. Any examination conducted in any CBT centre that we cannot monitor from Abuja will not be paid for.
“The onus is on you to ensure that your CCTV are working and must be on and no CBT centre is allowed to sell any kind of materials under the guise of past questions.
“We will also not tolerate candidates leaving the centre to go out to use the toilet. It is expected that all accredited CBT centres have an in-house convenience,” Oloyede said.

Reuters/LR News) A militant faction loyal to Islamic State (ISIS) has increased its followers in northern Somalia from a few dozen in 2016 to up to 200 this year, a UN report said days after the group came under U.S. air attack for the first time.
The increase in strength of the IS spin-off group has attracted attention because some security officials fear it could offer a safe haven for Islamic State militants fleeing military defeat in Syria or Iraq.
“The Islamic State of Iraq and the Levant (ISIL) faction loyal to Sheikh Abdulqader Mumin, estimated in 2016 to number not more than a few dozen, has growing significantly in strength, and (now) consists of as many as 200 fighters.
“Even a few hundred armed fighters could destabilize the whole region.
“It (air strikes) is recognition from the U.S. that the situation in terms of the Islamic State faction in Puntland is becoming increasingly critical,’’ the report by a panel of UN experts said.
Somalia has been raven by civil war and Islamist militancy, though more in the south than in the north where the Puntland region is located, since 1991 when clan warlords overthrew a dictator before turning on each other.

“Friday’s air strikes failed to kill Mumin,’’ the security source said.
Abdirizak Ise Hussein, director of semi-autonomous Puntland’s spy service, said, adding the strikes killed about 20 militants, including a Sudanese fighter and two Arabs.
“Almost all Mumin’s fighters are Somali,’’ the UN report said, though the group is believed to include a Sudanese man sanctioned by the United States.
The UN report noted the group also has contacts in Yemen.
It was unclear if the Sudanese man under U.S. sanctions was the same one reported killed in the air strike.
“The number of IS fighters in Puntland has increased, mostly they come from southern Somalia and a few, including foreigners, come from Yemen,” Col. Abdirahman Saiid, a military officer in Puntland, told Reuters.
The UN report said defectors from Mumin’s faction reported the group had received money and orders from Iraq and Syria, and one member said he had seen Mumin and another leader using TrueCrypt software to communicate with them.
The UN, however, could not independently verify those claims.
Mumin’s group has been slowing increasing its activity over the past year.
In late 2016, it occupied the port of Qandala in Puntland, a semi-autonomous region, for a month.
Earlier this year, it carried out its first attacks.
Its fighters killed four guards at a hotel in Bosasso, the economic capital of Puntland, in February.
The same month, the group beheaded three men it had kidnapped.
Somalia’s main Islamist insurgent group, al Shabaab, is aligned with al Qaeda and is most active in the Horn of Africa country’s south.
It has repeatedly clashed with the Islamic State-aligned faction in the north.
