South American President,  Nicolás Maduro

Venezuelan President Nicolás Maduro got so hungry during a lengthy, live broadcast to his starving nation Thursday that he pulled out an empanada and started eating.

Already mocked for being overweight, Maduro didn’t think the cameras were still on him when he took a big bite of the empanada, a trademark Spanish meat pastry.

But the camera caught his first few bites of the empanada.

Call it Pastrygate: As Maduro finished his speech, he peered around the room, looked down at his desk, opened a drawer and, like magic, brought out the empanada. He downed half of it in one bite.

To be fair, Maduro’s state-mandated broadcasts can last hours, so he might have simply gotten hungry and decided it was empanada time. But the optics couldn’t have been worse: Maduro has been widely mocked for putting on a few pounds — maybe it was the empanadas — especially as his country continues to reel from poverty, starvation and a medicine shortage.

Almost daily, protesters demand relief from an economic crisis that has left the country crippled and burdened by the highest inflation rate in the world—a striking 254.9 percent, according to Business Insider. That means a 10 bolivar-priced empanada will cost poor Venezuelans 35.50 bolivars next year.

Stagnant wages and high inflation on all items, including empanadas, have forced some, including doctors, to become sex workers. The lack of medicines have led some to leave the country, which experts say could actually spread disease in other nations.

Maduro was elected president in 2013 after the death of Hugo Chavez, who once recommended that his poor countrymen make their empanadas out of capybara, a large rodent.

The Red Cross has uncovered several cases of fraud by officials during efforts to combat the Ebola outbreak that struck West Africa in 2014-2016, estimating losses of $6-million (5.2 million euros).

In a statement, the Geneva-based International Federation of Red Cross and Red Crescent Societies (IFRC) said it was “outraged”, and said it would “ensure any staff involved are held to account.”

The Ebola virus killed more than 11,300 people and infected an estimated 29,000, mainly in Guinea, Sierra Leone and Liberia.

The IFRC said the operations set up to contain the outbreak “were among the most complex in recent humanitarian history,” with several groups moving quickly to deploy staff and mobilise volunteers, and spending tens of millions of dollars on medical equipment and other supplies.

In Sierra Leone, it said it had found evidence of “likely collusion” between former IFRC employees and a bank, leading to a potential loss of $2.1-million.

Overbilling and fake invoices by a provider of customs clearance services in Guinea cost the organisation $1.2 million, and two other investigations in the country are under way.

The IFRC also said it had previously found that in Liberia, inflated prices for relief items and payroll costs had cost it $2.7 million.

The organisation said it was “committed to holding all those involved in any form of fraud to account, and to reclaiming all misappropriated, diverted, or otherwise illegally taken funds.”

It also said that since 2014 it has bolstered efforts to root out corruption in its operations, including cash spending limits in “high-risk settings” and deploying trained auditors when sending out teams.

A prosecution witness yesterday informed an Ikeja High Court how suspected kidnap Kingpin, Chukwudumeme Onwuamadike, alias Evans, was paid 223,000 Euros to secure the release of his victim, Donatus Duru.

In his evidence, the witness, Anselem Dunu, the elder brother of Donatus Duru, who was kidnapped on February 14, 2017, said his brother spent four months in custody of his kidnappers.

He told Justice Hakeem Oshodi that Evans did not release his brother even after collecting the ransom.

Duru added that during this period, the kidnappers through phone calls threatened  him and demanded 100 million Euros.

According to him, “On the 14th of February I received a phone call from my younger brother Innocent Duru informing me about my brother’s kidnap.

We rushed to the Ilupeju Police Station where we reported the case. We were referred to SCID Panti where the CSP in charge told me that the pattern of kidnapping was similar to that of the notorious kidnapper, Evans.

“The CSP further told me to be strong adding that Evans would contact me in two weeks as it was his pattern, and that I should be strong because the kind of money Evans would ask us to bring can make me faint.

“After two weeks a private number called me and I heard my brother’s voice at the other end begging me to close all his bank accounts and give the kidnappers all the money.

My brother’s voice was anxious and filled with pain. I told him that there was no way I could access his accounts since I was not a signatory. The call ended abruptly.

I was contacted again after four days and my brother sounded more desperate, begging me not to allow him die in captivity.

“The kidnapper grabbed the phone from my brother and demanded 1 million Euros, to which I replied that we were only able to raise N20m. The voice on the other end started saying, ‘thunder fire you. Go and get us our money,’ and the call ended.

“I rallied round and managed to raise N60m which I informed the kidnappers when they called after three days but the kidnapper demanded 1m Euros if I wanted to see my brother alive.

“The kidnapper threatened to kill me whenever I brought the money. He also insisted that I must be the one to bring the money.

I could hear my brother’s voice in the background pleading for mercy and shouting, ‘please stop beating me.’  “We were finally able to raise N100m which we  changed into 223,000 Euros.

They contacted me and I told them what we were able to raise. They thereafter told me they would contact me. “They contacted me and I arranged with my Cousin, Uche Okeagbu to take the money to them.

They demanded I should give my phone to Uche, and instructed him to bring the money to Oshodi. “We packaged the money in cellophane bags and Uche took it to them in Oshodi.

After they collected the 223,000 Euros, they stopped calling. Sometimes in May, I got a call from my younger brother who told me that my brother Donatus had escaped from the kidnappers den.

“When we were finally reunited with him, he was in a very critical condition. He was emaciated, his beard was so bushy and white. In short, he looked like an elderly man.

“At the Bourdillon Police Headquaters the 4th defendant, Okuchukwu Nwachukwu was paraded as the one that informed  Evans about my brother.

I know Nwachukwu very well. He was my very good friend and I fondly called him Congo. He apologized profusely when he saw me and told me that it was the devil and greed that pushed him into kidnapping. “Evans was also paraded as the mastermind behind the kidnap.

When Evans was asked why he chose my brother he said it was a random act, adding that one of his boys was not feeling fine and had bought a drug manufactured by Maydon Pharmaceutical Limited.

He also said when he checked the manufacturer’s address, he contacted Nwachukwu who gave him details of my brother’s movements,” Anselem Duru told the court.

Justice Oshodi thereafter adjourned the matter till November 17 for continuation of trial. Earlier during the proceedings, Justice Oshodi dismissed an application filed by Evans to quash the kidnapping and conspiracy charges against him.

Justice Oshodi in his ruling said the court found no merit in the application. Evan’s Counsel, Olukoya Ogungbeje, informed the court that he had two applications pending before the court.

He said one of the applications was seeking to entirely quash the two counts charge against his client while the other application was asking the court to grant his client bail.

Ogungbeje further argued that filing two separate suits against his client in two different courts was a gross abuse of court processes. He further argued that there was no prima facie case against his client, adding that his client’s name was not mentioned by any of his alleged ‘victims.’

He submitted that “there is no ground for Prosecution. The same witnesses the prosecution listed in the suit filed before the Igbosere High Court are the same ones listed in the suit before the Ikeja High Court.

“The new amended charge has no proof of evidence. The proof of evidence presently before this court is the one attached to the former charge, therefore there is no ground for the proceedings. “The law is against filing multiplicity of suits against the same person.

The supreme Court also affirmed that instituting different charges before the same party simultaneously is an abuse of court process,”Ogungbeje argued.

In her response, the Lagos State Director of Public Prosecution, Ms. T.K Shitta Bey, told the court that the matter was adjourned for prosecution to open trial.

“On behalf of the 1st defendant we were served with application asking the court to quash information before the court. We have responded by filing a counter affidavit.

In another application, they are asking the 1st and 2nd defendants to be admitted on bail and acceleration of the trial “It is in my humble observation the applications are conflicting.

One is asking to quash the charges, the other is asking for accelerated hearing. The application is frivolous and an abuse of court and an attempt to delay the trial”, Shitta Bey said.

About 10 million cows belonging to members of the Miyetti-Allah Cattle Breeders Association of Nigeria will be moved into Awe Local Government Area of Nasarawa State from Benue following the enactment of anti-grazing bill by the Benue State Government.

Chairman of MACBAN in the area, Alhaji Musa Muahhed-Mati, who gave this figure in an interview with our correspondent, said two million cows had been moved to Nasarawa as of Friday.

Muahhed-Mati, who expressed worry about the action taken by Benue State government, explained that the association was collaborating with the Nigerian Army, the police and other relevant stakeholders in Nasarawa State to forestall any breakdown of law and order.

He chided Governor Samuel Ortom of Benue State for not finding alternative means of grazing for herdsmen before enacting the anti-grazing bill.

He said, “Our major problem is fear of our cows, particularly since farmers have yet to harvest their crops from their farms.

“We are in difficult situation. We are trying our best to ensure that peace reigns between us and the host community in Awe.”

A farmer in Awe, Abigail Bitraus , said she had to quickly rush to her farm to harvest her rice when she heard about the cattle being moved in by the herdsmen; even though, it was not the appropriate time to do so.

She said, “The large number of Fulani herdsmen and their cows scare me. When I learnt that they were relocating from Benue State to Nasarawa State, I had to rush to my farm to harvest my rice.”

In an interview with Saturday PUNCH, Governor Umaru Tanko Al-Makura of Nasarawa State said he had already set up a committee in all the local government areas adjoining Benue State to monitor the movement and the migration of the Fulani herdsmen, warning that the destruction of farmlands and attacks on homes would not be tolerated.

As the Niger Delta Avengers threatens to resume fresh attacks on oil facilities in Nigeria, the Manufacturers Association of Nigeria, the Lagos Chamber of Commerce and Industry and others have said such action would have a grave impact on the nation’s economy and its people.

They, therefore, urged the government to engage the militants to avert such attacks.

The group had announced an immediate end to its ceasefire with the Federal Government in a statement posted on its website on Friday.

It had also accused the Federal Government of being insincere despite the commitment by the leaders of the region to broker peace, saying that the government was only interested in the oil being derived from the Niger Delta.

In the statement signed by the group’s spokesman, Murdoch Agbinibo, NDA said Operation Red Economy, which it had declared following the intervention of the Chief Edwin Clark-led Pan Niger Delta Forum, was officially over.

It declared that the fresh attacks would affect the nation’s oil facilities in the region and stop oil production, saying it was not interested in having further negotiations with the Federal Government.

But President, Manufacturers Association of Nigeria, Dr. Frank Jacobs, described the situation as unfortunate, noting that an attack on oil installations at a time when Nigeria was still recovering from arguably its worst economic crisis, would deal a huge blow to its economy.

He said, “It is unfortunate if that is what the NDA wants to do, especially at this time that the economy is getting out of recession, when oil production is becoming steady and price of oil is going up.

“It will deal a terrible blow to the country and it is my hope that the government won’t allow that to happen. The government should engage them, find out what their issues are and find a way to address them because if they succeed, it might be disastrous for the economy.”

Jacobs also said the effects of such attacks would be greatly felt by manufacturers, who rely on foreign exchange to bring in raw materials and machinery.

Similarly, the Director-General of the Lagos Chamber of Commerce and Industry, Mr. Muda Yusuf, said should the militants carry out their threats, “it will cause a setback for Nigeria.”

Yusuf described the Nigerian economy as oil-sensitive, adding, “The economy is just recovering and gathering momentum and the bulk of this recovery is arising from oil price recovery and oil output stability; if anything happens to any of those two variables, the shock will be a lot to the system. Therefore, we need to step up engagements with these people, at least to prevent these attacks.”

President, Association of Small Business Owners of Nigeria, Dr. Femi Egbesola, said resumed attacks on oil facilities could once again lead to the closure of small businesses and loss of jobs in the long run.

He said, “It means we will have less crude oil to produce and export, which will lead to a reduction in revenue and foreign exchange. Every sector in the economy will be affected.

“Small businesses will also be affected by the loss in naira value as the cost of raw materials will increase, which will lead to selling at a reduced profit.”

The Head, Department of Economics, Obafemi Awolowo University, Prof. Abayomi Adebayo, said the way forward to end agitations in the country was for the Federal Government to heed the calls for restructuring.

He said, “It’s a disaster in waiting. It will also lead to the reduction in productivity of oil companies. Lives will also be lost. I pray the government responds adequately. I see it as a protest against the delay in restructuring the country.”

A professor of energy economics at the University of Ibadan, Adeola Adenikinju, said, “It is not a good omen for the country that is just coming out of recession. Probably the government has not fulfilled its promises to the militants; it should quickly call them to the table. Negotiations are very important. We should not take their threat lightly.”

The Managing Director and Chief Executive of Financial Derivatives Company Limited, Mr. Bismarck Rewane, also said the new threat posed a risk to the Nigerian economy as it would lead to decreased oil production.

A statement by the Niger Delta Avengers on Friday had said, “This outing will be brutish, brutal and bloody, as we shall crush everything we meet on our path to completely cut every pipe that takes oil out from our region.

“We can assure you that every oil installation in our region will feel the wrath of the Niger Delta Avengers.”

The group also denied any affiliation with the militant group, Reformed Niger Delta Avengers, accusing its operators of being used by the Federal Government to scuttle efforts by leaders in the region to force the government to develop the region.

However, responding to an inquiry from one of our correspondents about how attacks on oil installations would affect the activities of oil companies, the General Manager, Policy, Government and Public Affairs, Chevron Nigeria Limited, Mr. Esimaje Brikinn, in a text message, said, “No comment.”

The spokesperson for Shell Nigeria, Mr. Precious Okolobo, also declined to comment on the development and told Saturday PUNCH to contact the relevant security agencies.

In the same vein, the General Manager, External Affairs and Communications, Seplat Petroleum Development Company Plc, Dr. Chioma Nwachuku, declined to comment on the development.

Meanwhile, the Nigerian Navy has said it would not relent in its operations in the Niger Delta region to secure oil installations, lives and property.

The Navy Director of Information, Captain Suleman Dahun, said this on Friday while reacting to the threats made by the militants.

The navy recently began an exercise on October 30 in Bayelsa and Delta states called, ‘Operation Octopus Grip.’

It reportedly deployed troops and at least five gunships in the region.

Dahun said, “In the Niger Delta, we have several operations to secure lives and property, including the most recent Operation Octopus Grip. We are doing this to contain all threats and maintain the peaceful atmosphere in the Niger Delta.

“The navy is constitutionally mandated to ensure maritime security. This is our cardinal responsibility and it includes lives and property in the Niger Delta. Over the years, we have kept this mandate.”

Efforts to also talk to Operation Delta Safe, which is a joint military operation set up to secure oil installations in the region, have yet to be successful as of press time.
