The Lagos State government has come out in defense of the acting Commissioner of Police, Imohimi Edgal, who NewsmakersNG earlier reported to have been demoted by the Police Service Commission (PSC).

The state government says in a terse reaction that the report emanated from “a fake letter being circulated by revisionists who are stunned by the level of progress that Imohimi has brought to Lagos in just few weeks”.

The statement further says: “It’s obvious that a lot of people are unhappy with the major strides the Acting CP has made in such a short time.

“It will be recalled that it was Edgal as DCP who led the police intervention that led to the dismantling of the dreaded badoo cult and destruction of several shrines that harbour cultists and kidnapper.

It will also be recalled that the previous commissioner had refused to vacate his position on Edgal’s appointment claiming he had not received any signal.”

Lagos CP, Edgal Imohimi

After spending 42 days as the acting Commissioner of Police (CP) in Lagos, Mr Imohimi Edgal has lost his new rank.

It was learnt that Edgal has been demoted by the Police Service Commission (PSC).

According to a letter addressed to the Inspector General of Police (IGP), Mr Ibrahim Idris, Edgal will now revert to his old rank of Deputy Commissioner of Police (DCP).

The letter with the heading ‘Withdrawal of Acting Appointment: AP. 25095 Imohimi D. Edgal and AP. 36665 Aji Ali Janga was signed by the Permanent Secretary at the PSC, Mr M.F. Istifanus, on behalf of the Chairman, Mr Mike Okiro.

The letter reads in part: “Our letter with Ref No PS/1924/Vol IX/ dated 22nd August, 2017 conveying the Honourable Chairman’s anticipatory approval for the placement of the above-named officers as Acting Commissioners of Police refers, please.

“The Commission at its 24th Plenary Meeting of 27th and 28th September, 2017, took a decision not to ratify the anticipatory approval.

“The Officers are, therefore, reverted to their substantive rank of Deputy Commissioner of Police (DCP).”

The Letter informing IGP Idris of Edgal’s demotion

On August 31, CP Fatai Owoseni handed over to Edgal who was his deputy in charge of operations. This followed a statement by the police confirming Owoseni’s redeployment.

Owoseni resumed as the CP in charge of Administration at the Force Headquarters, Abuja.

A statement signed by the Police Public Relations Officer, Lagos State Command, ASP Olarinde Famous-Cole, says on that day: “The Inspector General of Police Ibrahim. K Idris has ordered the posting of Ag/COMPOL IMOHIMI D. EDGAL to Lagos state police command as the new Commissioner of Police.

“Ag/CP Edgal Imohimi has taken over and resumed in official capacity as the commissioner of police Lagos state police command with immediate effect.”

Officers in Lagos see Edgal’s demotion as a fallout of the standoff between the IGP and the PSC Chairman, who had once complained on Channels TV that Idris was not ready to work with the commission.

In his short stay, Edgal had taken big strides in Lagos including the procurement of additional patrol vehicles, and the notorious Badoo cultists that had killed many residents in Ikorodu appear to have been subdued.

Minister of Health, Prof. Isaac Adewole

The Minister of Health, Prof. Isaac Adewole, has said that cases of monkeypox reported in different parts of the country can only be confirmed after laboratory tests, insisting that for now it is only a suspicion.

The Minister said this while briefing journalists after the Federal Executive Council meeting in Abuja.

Prof Adewole however blamed states for slow response to outbreaks of diseases, adding that the health authorities at that level of government do not report cases on time.

The Minister’s comment on the monkeypox is coming on the heels of an assurance from the Nigerian centre for disease control, asking Nigerians not to panic over the reported outbreak.

The Chief Executive Officer of the NCDC, Dr. Chikwe Ihekweazu, told Channels Television in an interview that the centre is awaiting the confirmation of the disease from tests being conducted within and outside the country.

A 64-year-old man, Zebulus Chiekezie, from Umukegwu-Akokwa in the Ideato North Local Government Area of Imo State has been arrested by the Federal Special Anti-Robbery Squad for allegedly selling guns and bullets to armed robbers in the state.

Chiekezie was apprehended for being in unlawful possession of four single-barrelled guns and 61 live cartridges.

A police source told Southern City News that SARS Annex Commander in Akokwa, Banjoko Idahosa, an Assistant Superintendent of Police, led the operation that led to Chiekezie’s arrest.

The source said, “We got intelligence information about his (Chiekezie’s) criminal activities. He sells guns and cartridges to criminal elements within the Akokwa area.

“On storming his house, a search was conducted around his premises; four single-barrelled guns and 61 live cartridges were recovered. The guns have no licences.”

The police source explained that the arrest of the man was a big breakthrough for the state police command, especially for the Commissioner of Police, Mr. Chris Ezike, who created the SARS Annex to deal with criminal activities within the boundaries of Imo and Anambra states.

“This man is aiding and abating crimes in this part of the state. He has no licence to bear arms or sell them to criminals.

“His criminal activities contravene the Firearms Act, Cap. F28, Laws of the Federation of Nigeria 2004. He would be charged to court to answer for his crimes,” he added.

The suspect, however, told our correspondent that he bought two of the guns in Calabar, Cross Rivers State, and pointed out that while one belonged to his father, he used the other one for hunting games.

Though Chiekezie denied selling of bullets to criminals, he admitted that he did not screen the calibre of people he sold the bullets to.

Chukwudumeme Onwuamadike, aka. Evans

Justice Abdulazeez Anka of the Federal High Court, Lagos on Wednesday declined to hear a fundamental rights suit filed by suspected kidnapper, Chukwudumeme Onwuamadike, alias Evans.
Evans is seeking N300 million damages for his illegal detention.
Anka said that the case file would be returned to the Administrative Judge for further directive.
The judge had earlier heard the case during the court’s long vacation and had adjourned until Aug. 29 for judgment after parties argued it and adopted their addresses on Aug.16.
But the police through its counsel Mr David Igbodo said another lawyer, Mr Henry Obiazi, who represented the Inspector-General of Police (IGP) and the Nigeria Police when the case was heard did so without authorisation.
The police prayed the court to set aside all the purported arguments made by Obiazi and to set aside the ruling it delivered on Aug. 16 in which he adjourned for judgment.
When the case came up before another judge, Justice Chuka Obiozor during the long vacation, he held that the case was no longer urgent.
Obizor, then returned the file to the Chief Judge, Justice Adamu Kafarati for re-assignment to another judge.
The case was subsequently re-assigned to Justice Babs Kuewemi.
However, Evans’ lawyer, Olukoya Ogungbeje wrote the chief judge informing him that Anka had already adjourned the case for judgment.
Based on the letter, the case was again returned to Anka.
When the case came up before Anka on Wednesday, he expressed displeasure that the case was returned to him when the issue of judgment had been overtaken by events.
The judge said that since the police had filed other applications, the earlier adjournment for judgment had become void.
Anka added that even if he had written the judgment earlier, it meant that a new one would be written.
Police Counsel Chukwu Agwu accused Ogungbeje of “smuggling” the case file back to Anka’s court.
“The case was re-assigned to Justice Kuewumi. How my learned colleague smuggled this case to this court is baffling.
“He did not avail us with a copy of his letter to the chief judge, otherwise we would have reacted,” he said.
But Ogungbeje said his letter was on the premise that since a judgment had already been fixed, it could be delivered by Anka after entertaining the late applications filed by the police.
Meanwhile, Anka held that it was not factual to say that judgment had been reserved “when it’s not’’.
He said that the court was obliged to hear the fresh applications by the police.
The judge said the case was not adjourned for judgment but for hearing, adding that Ogungbeje’s claim that the case was for judgment was not the true position.
Ruling, he said: “the case was made for hearing of the motion of first and second respondents.
“The court shall therefore cause a letter to be written to the Administrative Judge to explain the true position of the case, which is for further hearing and not judgment.
“Parties shall therefore await the decision of the Admin Judge, either to re-assign the case or for this court to maintain the case in its cause list.”
Evans has since been arraigned before Justice Hakeem Oshodi of the Lagos State High Court.
While Evans and two others pleaded guilty to the charges, the remaining defendants pleaded not guilty.
The prosecution said that the defendants between Feb. 14 and April 12, on Obokun Street, Ilupeju, Lagos, armed with guns and other dangerous weapons captured and detained Duru Donatus.
It said that the defendants allegedly collected a ransom of 223,000 Euros to release Donatus.
In his fundamental rights suit, Evans is claiming N300 million against the police as damages for alleged illegal detention and rights violation.
