Prosecutors in Catalonia on Tuesday ordered police to seize ballot boxes, election flyers and any other item that could be used in a banned independence referendum called by the Spanish region’s separatist executive.

The vote is set for October 1 and the northeastern region’s separatists are determined to go ahead with it despite Madrid’s refusal and a court ban, as the struggle between Catalonia and Spain’s central government escalates.

On Tuesday, the chiefs of the Guardia Civil and National Police forces, and of the Mossos d’Esquadra — a regional squad controlled by the Catalan government — were called to the prosecutor’s office in Barcelona.

They were then ordered to take action against authorities, civil servants or individuals “to avoid offences being committed,” prosecutors said in a statement after the meeting.

Under Spanish law, prosecutors have the power to give instructions to judicial police forces in investigating offences, as do judges.

“Police officers… will directly adopt the measures necessary to seize resources destined at preparing or holding an illegal referendum,” they said in the statement.

Specifically, they ordered police to confiscate items such as “ballot boxes, electoral envelopes, instruction manuals for members of polling stations, election flyers, election propaganda.”

Catalonia’s pro-independence executive, headed up by regional president Carles Puigdemont, called the referendum last week and they have vowed to see it through despite a ban by Prime Minister Mariano Rajoy’s conservative government and the Constitutional Court.

Prosecutors have launched an official complaint against Puigdemont and members of his government, accusing them of civil disobedience, misfeasance and misappropriation of public funds — the latter carrying jail sentences of up to eight years.

But the order given to the police forces leaves the Mossos d’Esquadra in particular in a tough spot.

On the one hand, by law they have to follow prosecutors’ orders, but they are also directly dependent on the regional government against which they have been told to act.

Justice Minister Rafael Catala told Spanish television that “the Mossos are there to serve citizens, all of them, not just a few.”

– ‘Keep people safe’ –

Puigdemont, meanwhile, asked that the Catalan police force be left alone.

“Their main function is to keep people safe,” he told Rac1 radio.

“That’s their priority,” he added, refusing to say whether he would in turn tell the Mossos to disregard prosecutors’ orders.

Catalan government spokesman Jordi Turull said the regional police force should focus on the “fight against jihadist terrorism considering the level of threat” following the attacks last month in Barcelona and the seaside resort of Cambrils that killed 16 people.

Meanwhile in Madrid, Spain’s Constitutional Court temporarily suspended a Catalan law that outlines the terms of a transition to an independent state while judges consider arguments that it breaches the country’s constitution.

According to court regulations, the suspension lasts for five months while the judges come up with a ruling.

The law is meant to take effect only if the separatists win the referendum.

The court last week suspended another Catalan law that approved the October 1 independence referendum.

Hundreds of thousands of Catalans rallied on Monday in Barcelona on their national day to demand their region’s secession from Spain and support the right to vote.

Paul Pogba’s first game as Manchester United captain lasted just 18 minutes as he was forced off by an apparent hamstring injury in Tuesday’s Champions League opener against Basel.

With Antonio Valencia dropping to the bench, Pogba inherited the captain’s armband at Old Trafford, but he had to limp off after abruptly pulling up and clutching the back of his left leg.

Marouane Fellaini, fit again after a calf injury, came on in Pogba’s place and the France midfielder showed his frustration by tossing the armband aside as he hobbled down the touchline towards the tunnel.

The score was 0-0 at the time in the Group A fixture.

Youths numbering over 200 on Tuesday set ablaze the palace of the traditional ruler of Obollo Autonomous community in the Isiala Mbano Local Government of Imo state, Eze Edwin Mbaeyi.

A source in the community, who simply identified himself as Collins told our correspondent that the palace was burnt over the refusal of the monarch to coronate one Chief Chijioke Njokuocha as the traditional prime minister of the community after the death of his father, Chief Samuel Njokuocha.

According to the source, the monarch’s preference for one Chief Jasper Nwachukwu angered the youths who had gathered to witness the coronation of Chief Njkuocha.

The youths took laws into their hands when the event failed to hold.
He said, “Our traditional ruler has insisted on making Chief Jasper Nwachukwu our traditional Prime Minister as against the rightful owner. The position of the prime minister in our community is hereditary.

“After the death of our prime minister, Chief Samuel Njokuocha, our custom, and tradition demand that his first son, Chijioku Njokuocha, should be coronated.

This issue started since 2016 and our traditional ruler has remained adamant and wants to go against the culture and tradition of our people. Even the office of the governor on conflict resolution had mandated him to coronate the rightful person but he vehemently refused.

After much persuasions, he agreed to do the coronation today (Tuesday) after he had boycotted it one month ago. To the chagrin of the people who had gathered with much excitement to witness the ceremony he declined.

The youths were embittered. They had no other option than to set the palace ablaze after the monarch had fled “.

The Police in Adamawa State on Tuesday said it had foiled an armed robbery at the old GRA, Jimeta, Yola, and in the process killed one suspect and arrested two others.

The Command’s Spokesman, SP Othman Abubakar, told the News Agency of Nigeria in Yola that the command received a distress call at 1am from one Alhaji Bakari that armed robbers had invaded his house.

“When we received the call, we immediately deployed our Anti Robbery Squad to cordon off the area.

“On sighting our men, the suspects opened fire on them and in the exchange of gunfire one of the suspects was killed and two others arrested,” Abubakar said.

He said that the command would not relent “until the people are able to sleep with their two eyes closed”.

The Police Public Relations Officer called on the people to always report any suspicious movement to the nearest security post for an immediate response.

Detectives attached to the Area K Police Command have arrested two members of the Oodua Peoples’ Congress and a lady identified as Mary, for torturing a prophet over a missing N80, 000 and recording the anguish.

The prophet, Moses Oloyede, 23, of Celestial Church of Christ, was alleged by Mary, to have stolen her N80, 000 after she invited him to her house for prayers.

Mary reportedly said that Oloyede wouldn’t have known where she concealed the money, if not that he used his spiritual powers to locate it.

In spite of Oloyede’s repeated denial that he didn’t take the money, Mary hired the OPC men and got them to strip him before tying his hands and legs and embarked on a series of torture.

Oloyede said that he was repeatedly slapped and punched and the men also used sticks and machetes to hit exposed parts of his body.

He explained that every time he uttered a denial, another round of torture would commence and while torturing the prophet, the OPC men recorded it.

Oloyede said that when he felt he was going to die, he told them that he stole the money and members of his church and father were brought to the scene to witness the torture and forced confession.

After he was released, he was asked to bail his seized phone with N4000, pay for his bail with N15, 000 and also to write a letter of undertaking that he would pay the missing N80, 000 before September 8, 2017.

The OPC men and Mary would have got away with their atrocious acts, but for the quick intervention of the Lagos State Commissioner of Police, Imohimi Edgal.

When Edgal first got wind of the incident, he alerted the Area K Police Commander, an Assistant Commissioner of Police, Hope Okafor to investigate the case and arrest the suspects.

Working round the clock with his men, Okafor led in the arrest of two members of the OPC and Mary. Other members, who took part in the torture and recording game, bolted.

The abduction and subsequent torture of Oloyede occurred on September 3, at the Marogbo area of Badagry Lagos State.
Recalling the genesis of the incident, Oloyede said that a member in his church introduced him to Mary two years ago.

He stated that Mary had complained of not being able to secure a job after graduation from vocational school, where she studied photography and video coverage and after Oloyede prayed for Mary, she secured a job at Lekki.

Oloyede said that recently, Mary invited him to her place for prayer and when he got there, Mary seized the opportunity to invite other people to her apartment to meet the prophet for prayers and after series of prayers, he left for home.

Oloyede said: “To my surprise, four days after the prayer, I received a phone call from Mary. She accused me of stealing N80, 000, which she kept hidden in one of her bags.

I laughed over the accusation because she knew I couldn’t do such a thing. I went to church.
“Before I returned, Mary had called my mother and threatened her. She said my mother should pay the money on my behalf.  I was in the church on September 3, when OPC members, hired by Mary, came to the church to pick me. They dragged me to their base at Morogbo. They started beating me. I was later detained in their cell.

“While in detention, they tied my legs and hands, beat me and demanded that I should confessed that I took the money. When I saw I was dying, I lied that I took the money.

They asked me to bail myself with N15, 000. When my church members couldn’t pay the bail money, the OPC men asked me to sign an undertaking that I would pay the N80, 000 and the N15, 000 before they released me.
“They collected N4, 000 from me, which they said was for the bail of my phone.

I later went to Area K Police Command to lodge a complaint on how I was tortured and forced to confess crime I didn’t commit.  Two of the OPC members, including the leader and Mary were arrested.”

The Lagos State Police Public Relations Officer,  Olarinde Famous-Cole, said that Edgal was aware of the case and has instructed that the case be transferred to the State Criminal Investigations Department, Panti, Yaba.

Efforts made to hear from the OPC leadership was futile as the OPC spokesman, Segun Akanni, did not pick his calls and did not respond to text messages.

The Nigeria Customs Service has seized a container conveying 1,100 rifles at the Tin Can Island Port.

While disclosing the seizure to newsmen in Lagos on Monday, the Comptroller General of NCS, Col. Hameed Ali (retd.), stated that the rifles were discovered on September 6 by the operatives of the NCS intelligence unit.

He said the operatives had spotted a 1x20ft container with registration number GESU2555208 which was not previously listed for examination, positioned with other containers for the day’s examination.

The container became suspect and had to be immediately transferred to the Enforcement Unit where it was discovered that its seal had already been cut and padlocked.

Also, the Bill of Lading, according to the CGC, indicated that the contents were washbasins and water closets.

He said thorough examination on September 7 however revealed 600 pieces of Jojef Magnum black pump action rifles, 300 pieces of Jojef Magnum silver pump action rifles and 200 pieces of Jojef Magnum plastic single-barrelled hunting pump action rifles.

The container, which was conveyed by a vessel, MV Bella Shuttle, arrived in Nigeria on January 1, Ali said.

He disclosed that an official of the NCS, who allegedly authorised the cutting of the seal, and the terminal clerk had been arrested and were undergoing investigation.

“NCS under my leadership will do all that is possible to fish out all those remotely connected to this devilish importation.

We shall bring them to justice,” he said.

Ali said the importation of 1,100 rifles at a time when the nation was undergoing security challenges was a clear indication that there were some elements who did not believe in the unity, peace and well-being of Nigerians.

He said, “This particular seizure being the third in the series of arms seizures within eight months of this year presents an all-time high of the triumph of the NCS over evil forces.

“The audacity of these criminals to think that they can succeed in smuggling such quantity of deadly weapons into the country calls for all round responsibilities.

“Shipping agencies and terminal operators must wake up to support the service to nip in the bud attempts to smuggle such dangerous items into the country.”
