The National Agency for the Prohibition of Trafficking In Persons (NAPTIP) has arrested a 38 year old herbalist, Mr Chigozie Emmanuel, aka ‘Akuchi’, for selling new born babies in Abuja.
NAPTIP said in a statement on Sunday in Abuja, that Emmanuel is from Enugu State and the owner of Akuchi Herbal Concept, located at New Nyanya, Abuja.
It said he was arrested “after weeks of diligent surveillance by officers of the Agency and those of the Department of State services’’.
Emmanuel was allegedly “deceiving women into thinking they are pregnant and thereafter giving other people’s babies to them having collected lots of money’’.
“The arrest was based on a previous arrest by the Nigerian Police, of a woman whom they saw with a baby in Abuja enroute Minna, Niger State.
“Based on their suspicion, they detained and questioned the woman on the identity of the baby she carried. She admitted to being a patient of Emmanuel, whom she said administered some herbs to her after years of infertility.
“She thereafter appeared pregnant and was cautioned against going to the hospital for any medical treatment or ante-natal care.
“When it was time for her ‘delivery’, Mr. Emmanuel directed her to Port-Harcourt where a baby was handed over to her. She confessed to paying Mr. Emmanuel the sum of six hundred and fifty thousand naira (N650,000) for his services’’.
The statement added that Emmanuel, who was arrested at the weekend, “is helping in further investigations on sale of human beings and child trafficking’’.
Reacting to the arrest, the Director-General of NAPTIP, Dame Julie Okah-Donli commended the Officers for their painstaking surveillance which culminated in the arrest.
She further warned the public, especially women, to stop patronizing such ‘herbalists’, as the sale of babies is a crime punishable by law.
The NAPTIP boss advised couples who wish to adopt a child to go through the legal means of adoption.
According to her, some of the babies sold to these women were abducted from their biological parents.
She called for more information from the public about any such act or ‘maternity homes’ being run in their neighbourhood.

President Muhammadu Buhari and former President Olusegun Obasanjo came in contact face to face at the ongoing African Union summit taking place at Addis Ababa, Ethiopia.

Their contact marked the first time both men met since the controversial statement by Obasanjo, criticizing Buhari’s administration and advising him not to seek a second term in office.


They met briefly just before the opening ceremony of the 30th Ordinary Session of the Assembly of Heads of State and Government of the African Union(AU).

Obasanjo first went around to exchange pleasantries with other African leaders attending the summit, before looking out for Buhari among the crowd to also have a word with him.

Their brief pleasantries became a sensation inside the Nelson Mandela Hall as photojournalists made frantic efforts to capture the moment.


Obasanjo had stirred up controversies in Nigeria when he released a 13-page statement accusing Buhari of under-performance and therefore should not seek re-election in 2019.

Meter asset providers, which the Nigerian Electricity Regulatory Commission is planning to introduce into the power sector, will be expected to supply and install meters within 21 working days of payment at the premises of electricity customers who choose the option of paying for the meters.

The distribution licensee (the electricity distribution company) will own such meters and repay the customers through energy credits over a period not exceeding five years, according to the Draft Meter Asset Providers Regulation 2017 released by NERC.

A meter asset provider is an entity that is granted a permit to give metering services, which may include meter financing, procurement, meter tests, supply, installation, maintenance and replacement.

But the Association of Nigerian Electricity Distributors, the umbrella body of the electricity distribution companies, has raised concerns over the draft regulation.

The Chief Executive Officer, ANED, Mr. Azu Obiaya, said, “We have seen the draft regulation and there is quite a bit of it that we are not happy with. We have recently provided feedback to the regulator and I believe that there is a consultation forum coming up on Monday. We will continue to strongly convey our concerns to the regulator.”

Describing metering as a critical point in the Discos’ revenue collection, he said, “So, you can understand that we are very concerned about the regulation. The Discos, as part of their performance obligations, have metering obligations. We want to be sure that whatever arrangement that comes out will allow us to ensure revenue protection and protect our customers.

“Meters cost money and that cost must be recovered somewhere. So, if the meter providers will be reimbursed for the cost of the meter, the question is: where does that money come from? Will it come from under a tariff that is already significantly and artificially suppressed as we speak? Somebody must pay, and clearly it is illogical to think that with the Discos already bleeding – because they are not allowed to recover their full costs – that you can further push them towards bankruptcy by adding another cost that they cannot recover.”

According to the proposed regulation, the distribution licensee (Disco) is responsible for meeting its metering targets as stipulated by the commission from time to time, and shall procure the services of MAP in accordance with the regulations to enable it to meet the targets.

It said the Disco would plan and execute a transparent and competitive procurement process to engage a qualified MAP, and enter into a Meter Service Agreement with selected MAPs for the deployment of a specified number of meters within the tenure of the agreement.

The power firm will develop and agree on a meter deployment plan to meet its metering targets and provide the payment security acceptable to the MAP in line with the terms of the MSA.

The commission said the Disco should conclude the procurement process for the engagement of MAP within 120 days of coming into effect of the regulations, adding that it would engage the services of a tender auditor to assess the conduct and results of the procurement process for the engagement of MAP.

It said, “Upon completion of evaluation of bids, the successful bidder shall submit an application for the grant of a Meter Asset Provider licence to the commission. The commission shall grant a licence to the successful bidder subject to satisfactory compliance with the minimum qualification criteria and procurement processes provided in these regulations.”

The draft regulation said the distribution licensee should, within 30 days of the grant of permit by NERC to the successful bidder, issue the payment security.

“The distribution licensee shall make periodic payments to cover the cost of meters installed by MAP as agreed by both parties. In the event of default, MAP shall call upon the payment security provided,” it said.

The Managing Director, Ibadan Electricity Distribution Company, Mr. John Donnachie, said, “I don’t understand it (the draft regulation). I don’t believe in it because metering is a key part of our responsibility. We cannot put meters in because we don’t have a financial foundation to go and borrow money to put the meters in. We have to work with the government to solve the problem, not bring in another party to confuse the issue further.”

According to the proposed regulation, where the customer chooses the option of self-financing of the meter, the distribution licensee shall provide the customer with authorisation specifying the amount to be paid for installation of a meter after inspection of the customer’s premises.

The commission said every customer should have a meter installed to ensure proper energy accounting, adding, “If a metering system fault occurs, MAP shall provide urgent metering services to repair or replace the meter and its accessories within two working days as stipulated in the metering code.”

Minister of Defence, Brig. Gen. Mansur Dan Ali (retd.)


The leadership of the All Progressives Congress in Benue State, led by its Chairman, Abba Yaro, on Saturday, demanded the immediate resignation of the Minister of Defence, Brig. Gen. Mansur Dan Ali (retd.), for his “ridiculous, absurd statement aimed at bringing disgrace to Nigeria democracy.”

The party said it read with utmost disgust the frivolous statement credited to the minister where he reportedly told Nigerians and other members of the public that the attacks on two communities in Benue State that led to the death of over 74 people and destruction of properties worth millions of naira were as a result of the open grazing prohibition law enacted by the state government.

A statement by the Director of Publicity, Apeh Peterhot, on behalf of the state party chairman, said the leadership considered the statement by Ali as “a ridiculous absurdity,” and the highest level of public disgrace to democracy and the Nigerian populace.

The statement read, “We have therefore been constrained to believe that Mr. Mansur is a component unit of the perceived conspiracy against the good and hospitably peace loving people of Benue State.

“As an integral part of the country, Nigeria, and as a state that gave President Muhammadu Buhari an edge in the 2015 general elections, we demand that Mansur Dan Ali (retd.) resigns his position as Nigeria’s Defence Minister immediately and tender an unreserved apology to the good people of Benue State and the country at large.

“As a founding member and major stakeholder in our ruling party, the APC, we are forced to question Mansur’s real motive and demand that he publicly explains to the party leadership why we should not consider his reckless utterances as a deliberate ploy to truncate the party’s victory in the 2019 general elections.

“Through his statement, as an insider, Mansur appears to have been contracted by the opposition to work against the APC.”

Senator Rabiu Kwankwaso


Despite the advice by the Kano State Police Command, the former state governor, Senator Rabiu Kwankwaso, has insisted that nothing can stop him from embarking on the trip.

The state police command had warned of a security threat to the government during his visit to the state on Tuesday.

For peace and stability to reign in the state, the police had appealed to Kwankwaso to defer the proposed visit.


The Kano State Commissioner of Police, Rabiu Yusuf, during a press briefing, on Friday, cautioned Kwankwaso that he could face the wrath of the law if violence erupts during his visit.

“It is the candid view of the police that such a visit should be shelved by Kwankwaso until the tension generated by the planned visit subsides and security in the state is neutralised,” Yusuf said.

However, in a response to the police, Kwankwaso said nothing would stop him from visiting Kano to meet his constituents.

Kwankwaso’s spokesperson, Binta Sipikin, said his mission was to visit friends, families and other relations that, for a long time, he had not seen.

“We coordinated the visit with camera drones and other apparatus that will make the visit a hitch-free homecoming,” she said.

Also, the head of his security team, Idris Dambazau, urged supporters to continue their preparation to receive Kwankwaso on Tuesday as planned.

Dambazau said the senator would not yield to the advice given to him by the police to shelve the visit.

Meanwhile, a former Secretary to the Kano State Government, Dr. Rabiu Bichi, on Saturday, said, the state police commissioner would be held liable if Kwankwaso was attacked during his visit.

Former President Olusegun Obasanjo


The Coalition for Nigeria, a third-force political group being championed by former President Olusegun Obasanjo, appears to be a major platform that has continued to attract prominent and other members of the National Assembly.

Aggrieved members of the ruling All Progressives Congress and the opposition Peoples Democratic Party in both the Senate and House of Representatives are said to be considering Obasanjo’s platform to achieve their political goals in the 2019 general elections.

One of the aggrieved lawmakers, who spoke to one of our correspondents on condition of anonymity for fear of persecution, said it was becoming clear that many of them would be denied electoral tickets by their parties and the option was to consider Obasanjo’s offer.

The APC members, according to the source, include serving and former governors and members of the National Assembly.


The APC senator from the North confirmed that the ex-President had reached out to some of the lawmakers, who are now lobbying their colleagues to embrace the CN.

“It is true that he has reached out to us and I can tell you that 80 per cent of National Assembly members are with him. It is very huge,” the legislator added.

When asked if the lawmakers, who are interested in the CN, would remain in their parties but shift their loyalty to the new pro-political group, or they dump their parties outright, the source said a new party was under consideration.

“Registration of a political party cannot take more than two weeks. I can tell you that out of the parties that were registered, there is one at hand – somewhere – which will likely be the focus,” the lawmaker said.

While refusing to name the party, the source confirmed that the unnamed party would the used to execute the agenda of the coalition.

The senator said mass defection from the APC and the PDP loomed, especially at the National Assembly.

He added, “I can confirm to you that there is most likely to be defections from the APC in the next one month.

“I can tell you that there are people in the APC who are not comfortable with the party; and there are those in the PDP who are not comfortable with the party also. So, most likely, these would be the forces that would form the third force.”

Obasanjo had, in his controversial ‘special press statement’ on Tuesday titled, ‘The Way Out: A clarion call for coalition for Nigeria Movement’, dismissed the chances of the two main political parties in the country from salvaging Nigeria.


He also called and pledge his support for the formation of a ‘third force’ to be known as Coalition for Nigeria.

Obasanjo had said, “We need a Coalition for Nigeria. Such a movement at this juncture needs not be a political party but one to which all well-meaning Nigerians can belong.

“That movement must be a coalition for democracy, good governance, social and economic well-being and progress.

“A coalition to salvage and redeem our country; you can count me with such a movement.”

The Senator also disclosed that the forthcoming national convention of the APC would determine the survival of the ruling party.

He alleged that many members of the APC caucus, especially those who crossed from the PDP ahead of the 2015 elections, had been marginalised after the party gained power.

“There is a possibility that the APC would become a minority party at the National Assembly before the elections. And that will put the President in a very difficult situation.

“This will happen because many APC members would not be given ticket to contest and they would likely join the third force or the PDP. The PDP is now wooing those in the APC,” the federal lawmaker added.

Efforts to get a former Governor of Osun State, Prince Olagunsooye Oyinlola, who is reported to be one of the arrowheads and the spokesman for the coalition, did not succeed.

Oyinlola, a close ally of Obasanjo, did not return repeated calls to his telephone by one of our correspondents. He had yet to reply a text message sent to his mobile to confirm his involvement in the coalition as of the time of filing this report on Saturday night.

But Senator Adesoji Akanbi (APC, Oyo South) said he would remain in the ruling party until it was clear that the CN was a better alternative.

According to him, the coalition has yet to produce a well-defined agenda.

He stated, “The coalition is immature. Baba has raised it, thinking that both the APC and the PDP have no ideological base again. But I am a party person and APC runs in my blood.

“We know that there are problems here and there but we really want to see the picture of the alternative that will provide better governance for Nigeria. If we have a better option, why not? A lot of Nigerians will embrace it; we will embrace it; I will embrace it.”

Another member of the APC caucus, who also spoke on condition of anonymity, however, said he agreed that Buhari’s performance had failed to meet Nigerians’ expectation but argued that no party or group had so far offered a better alternative.

The lawmaker added, “Sincerely, Nigeria is a difficult country to govern and my fear, as of today, is that apart from the personality of Buhari and what he stands for, does Buhari have the strength to govern Nigeria for five years more?

“I believe in Buhari because I know that the man is honest but he is old. And Nigeria is a country that has very weak institutions.”

“Former President Goodluck Jonathan, if he had done well, people like Buhari would have retired for long. It is the failure of Jonathan’s generation, to which I also belong. Do we have a better alternative now? If there is one, they should let us know.”

It was also gathered that politicians across political divides in the country had launched an intensive search for a capable replacement for Buhari, findings indicated on Saturday.

Punch reporters gathered that politicians were now ‘targeting’ persons they believed were “neutral” and free from any affinity to the ruling APC and the PDP to assume the leadership of the country.

“Neutrality is important because both the APC and the PDP have been tried, but the much anticipated change has also failed to come,” a ranking parliamentary official told our correspondents in Abuja.

“The APC and Buhari, from all indications, have failed to offer anything better than the PDP.

“As a matter of fact, the wave of defections from the PDP to the APC only suggests that the ruling party is simply PDP by a different name.”

The source said to achieve the plan, Nigerians, with enough financial clout, were being contacted to raise funds to prop up an eventual candidate for the 2019 presidential race.
