A British man who pledged allegiance to the Islamic State group was found guilty on Wednesday of plotting to behead Prime Minister Theresa May in a suicide attack.

Naa’imur Zakariyah Rahman, 20, planned to bomb the gates of Downing Street, kill guards and then attack May.

Rahman thought he was being helped by an IS group handler when in fact he was speaking to undercover officers.

He had collected what he thought was an explosives-packed rucksack when he was arrested last November.

“Before his arrest prevented it, he was, he believed, just days away from his objective, which was no less than a suicide attack, by blade and explosion, on Downing Street and, if he could, upon the Prime Minister Theresa May herself,” said prosecutor Mark Heywood.

In a chat with an undercover security service agent on the Telegram messaging app, Rahman said: “I want to do a suicide bomb on parliament. I want to attempt to kill Theresa May.”

Rahman continued: “My objective is to take out my target. Nothing less than the death of the leaders of parliament.”

He told an undercover police officer that he would make a “10-second sprint” for the door of 10 Downing Street, with his main objective to “take her head off”.

Rahman earlier admitted helping his friend Mohammad Aqib Imran, 22, join the Islamic State group in Syria by recording a sponsorship video.

Heywood said the two men shared the “warped ideology” of Islamic State.

The National Broadcasting Commission (NBC) says it will impose a higher sanction on the Ekiti State Broadcasting Service (EBS) if it fails to pay N500,000 fine within the stipulated period.
The NBC Head of Public Affairs, Mrs Maimuna Jimada, made the disclosure in a telephone interview with the NAN.
“Time frame to pay up a national broadcasting fine is 14 days. If they don’t pay within that time, they will get a higher sanction.
“Meanwhile, the station remains closed till further notice,” she said.
According to the official, EBS on July 11 breached Sections 5.2.7 and 5.2.8 of the Nigeria Broadcasting Code and was reprimanded and fined N500,000 by the commission.
NAN reports that NBC also shut down the station on Sunday for infractions on the code and the Electoral Act.
The commission said on its website that it shut down the station following unauthorised declaration of Saturday’s Ekiti governorship election results by Gov. Ayodele Fayose on the station.
The commission added that Fayose made malicious and unsubstantiated claims against the Independent National Electoral Commission, the police and the Department of Security Services.
The NBC said that it had, on June 5, queried the station’s Acting Director-General, Mr Lere Olayinka, over breach of Section 5.2.18 of the code, and the query ignored.
It said that all broadcasters must adhere strictly to the ethics of the profession in conducting all programmes on their stations in respect to the code, the National Broadcasting Act, 2004, and the Electoral Act.
According to the NBC, social media is not an official source for release of election results.
It said that broadcasting stations must ensure proper gatekeeping and professionalism in all programmes transmitted on their stations, warning that the commission would impose severe sanctions for any breach of the code.
NAN reports that Section 5.2.15 states that a broadcaster shall broadcast election results or declaration of the winner only as announced by the authorised electoral officer for the election.
Section 3.1.2 of the code states that materials likely to incite or encourage commission of a crime or lead to public disorder shall not be broadcast. LR News

Egypt’s parliament has passed a law giving the state powers to block social media accounts and penalise journalists held to be publishing fake news.
Under the law, social media accounts and blogs with more than 5,000 followers on sites such as Twitter and Facebook will be treated as media outlets, which makes them subject to prosecution for publishing false news or incitement to break the law.
The Supreme Council for the Administration of the Media, headed by an official appointed by President Abdel-Fattah al-Sisi, will supervise the law and take action against violations.
The bill prohibits the establishment of websites without obtaining a license from the Supreme Council and allows it to suspend or block existing websites, or impose fines on editors.
The law, which takes effect after it is ratified by Sisi, also states that journalists can only film in places that are not prohibited, but does not explain further.
Supporters of Sisi say the law is intended to safeguard freedom of expression and it was approved after consultations with judicial experts and journalists.
But critics say it will give legal basis to measures the government has been taking to crack down on dissent and extend its control over social media.
Sherif Mansour, Middle East and North Africa programme coordinator for the Committee to Protect Journalists, said the vague wording of the law allows authorities to interpret violations and control the media.
“That power of interpretation has been a constant powerful legal and executive tool that was used to justify excessive aggressive and exceptional measures to go after journalists,” he told Reuters.
Hundreds of news sites and blogs have been blocked in recent months and around a dozen people have been arrested this year and charged with publishing false news, many of them journalists or prominent government critics. Reuters/LR News

No fewer than six people have been killed and hundreds more were taken to hospital for heatstroke on Tuesday in Japan.
“One of the victims was a six-year-old primary school student in the central city of Toyota who became unconscious at school after returning from a field trip and later died,’’ local media reported.
The country’s weather agency on Wednesday warned again of a “life-threatening” heat wave in many parts of the country.
The Agency predicted heat with temperatures expected to hit nearly 40 degrees Celsius in some areas.
The Meteorological Agency said in the city of Kumagaya, north of Tokyo, the temperature was expected to rise to 39 degrees Celsius, while the daytime high in the capital was about 35 degrees.
According to the Fire and Disaster Management Agency, recently, no fewer than 12 people died of heatstroke and 9,956 people were taken to hospital in Japan.
The Meteorological Agency forecast relentless heat will continue until the end of July.
The sweltering heat came just a week after about 220 people were killed in floods and landslides that were triggered by torrential rains in western Japan.

The delivery robot being loaded in China

Along a quiet residential street on the outer edges of Beijing, a yellow and black cube about the size of a small washing machine trundles leisurely to its destination.This “little yellow horse” is an autonomous delivery robot.
It  ferries daily essentials like drinks, fruit and snacks from the local store to the residents of the “Kafka” compound in the Chinese capital.
Equipped with a GPS system, cameras and radar, the robots are seen by their creator as the future of logistics in China, where he says one billion packages will eventually be delivered every day.
Travelling at a less than overwhelming three kilometres (two miles) per hour — a slow human walk — the robot has room for improvement, said one customer as she removed a packet of nuts from its bowels.
“The weak point is that it cannot deliver directly to the door like a human,” said the customer, who does not live on the ground floor.
“But it’s still quite practical. The robot delivers relatively quickly,” she said.

The robot takes advantage of Chinese consumers’ love of cashless payments and smartphone shopping.
China is the world’s biggest online shopping market with more than half of its population making at least one smartphone purchase per month, according to professional services firm PricewaterhouseCoopers. This compares to 14 percent in the rest of the world.
Whether buying electronics or toilet paper, avocados or clothes, Chinese are used to simply tapping a button on their smartphone and getting a home delivery — sometimes several per day.
To get a delivery via the “little yellow horse”, the customer selects the desired products, taps in the address and pays via their phone.
The supermarket staff place the items in the robot, and the robot bustles off.
Liu Zhiyong, founder and CEO of Zhen Robotics, which manufactures the robot, sees a bright future for his yellow creation.
“At the moment, there are 100 million packages delivered every day in China. It will be one billion in the future,” Liu told AFP.
“There will not be enough humans to make the deliveries. We need more and more robots to fill this gap in manpower. And to reduce costs,” added the CEO.
These costs are especially high in the last kilometre of a delivery, where precision is key and a customised service is required to get the product to the front door.
At the moment, the yellow robots in the Kafka compound have little to trouble them, moving along a wide pavement with no obstacles — and no cars.
Weighing 30 kilograms (around 65 pounds) and with a theoretical top speed of 12 kilometres per hour on their six wheels, the robots have four cameras constantly scanning the world around them and a laser tele-detection system allowing them to avoid obstacles.
Liu’s firm has already signed up Suning, a large electronics firm that also runs a network of small supermarkets.
But not everyone is convinced the robots are a long-term logistics solution.
Shao Zhonglin, former deputy secretary-general of the China Express Association, noted they were useful “over a short range”.
“It’s not certain however that they can be a broad solution for the final kilometre of delivery. Because the client still has to come down to get his package,” added Shao.
“Plus the costs remain quite high: buying and maintaining the robots, operating costs, etc.”
But Zhen Robotics is convinced the costs will come down over time.
CEO Liu also says the robot will soon be equipped with the necessary technology to operate a lift, meaning it will no longer be confined to ground-floor deliveries.
In the meantime, deliveries in China are increasingly being made by autonomous means. In recent months, several firms have received the green light to operate drones, either to deliver directly to the customer or to ferry goods between hubs.
And Liu has a warning for anyone trying to vandalise or steal the yellow robot.
“With GPS, we are constantly tracking them, cameras are filming and it can sound an alarm,” he said.
“Anyway, what would a thief do with it? It’s not exactly resellable.”

South East group has begun aggressive campaign and mobilisation for President Muhmmadu Buhari’s re-election.
The Coordinator, South-east caucus, National Committee of Buhari’s Support Group, Sen. Hope Uzodinma, said high powered meetings were being held to mobilise massive support for Buhari in 2019.

Uzodinma told newsmen after the caucus’ meeting in Abuja, that the association membership was voluntary and committed.
The lawmaker also said sub committees had been set up while state coordinators had been appointed.
According to him, members of the group are using their money to work toward the President’s re-election bid in 2019.
“The Central working committee met and created sub committees and appointed state coordinators, who will in turn create local government coordinators.
“South-east is very serious about this. We want to make sure we win convincingly and the President will be able to appreciate the work we have done.”
He explained that that the caucus’ activities would be sponsored by well meaning individuals, who believed in Mr President’s determination to ensure a corruption free, secured and economically vibrant nation.
“The Government is not involved in the association, we have people who have volunteered to assist us to support with both funding and human resources.
“This is to ensure that come 2019, President Buhari will win convincingly in the South-east.
“I can assure you that with the level and calibre of people involved, commitment is sure and drive is going to be wonderful,” he said.
A member of the caucus, Mr Emeka Wogu, also said that the caucus was working hard to ensure that the All Progressives Congress (APC) garnered up to 80 per cent of the votes in the South East.
Wogu, also a former Minister of Labour and Productivity, expressed optimism that more South-eastern people would vote for Buhari in 2019.
He said that APC is strong in terms of spread in the South-east.
According to him, the group is working hard to make sure that come 2019, President Buhari and APC win all the elections in the South-east convincingly. LR News
