Zimbabwe’s military, which staged a peaceful coup on Nov. 15, ousting former president Robert Mugabe, returned power to the national police on Monday.
According to a joint statement by the army and police, because “normalcy” had returned to the country following Friday’s swearing-in of President Emmerson Mnanagagwa, who replaced Mugabe after 37 years in power, the military would “resume its normal duties.”
The police would recommence “its role as stipulated in the constitution,” said ACP Charity Charamba.
However, Charamba said, police and army forces would conduct joint patrols in the capital, Harare, mainly to prevent looting and illegal occupancy of property.
The military had been in control of the southern African nation since the coup on Nov. 15.(dpa/LR News)

The Taraba Police Command, on Monday, warned citizens in the state against circulating sex video on social network platforms.
A sex video involving a man and a woman, both of whom were residents of Jalingo, had gone viral on the social network, sparking off public outrage.
The command’s spokesman, Mr David Misal, gave the warning in an interview with the News Agency of Nigeria (NAN) in Jalingo.
According to him, circulating sex video can constitute a public nuisance, which can spark off public unrest.
“The perpetrators of this act must desist from it immediately because it can cause public nuisance and dent the image of our society,’’ Misal said.
When contacted, a Muslim cleric, Ustaz Aminu Abdullahi, condemned the video and urged security stakeholders in the state to address the issue immediately.
“I am calling on all stakeholders to tackle this offence, which is against our religion, culture and even our laws.
“The two persons having sex in the tape are residents of Jalingo. We expect them to be brought to book to serve as a deterrent to others.
“This irresponsibility cannot be allowed to continue because it will erode our values and expose our children to immorality”. (NAN)

The Zimbabwean government has officially declared February 2 Robert Gabriel Mugabe National Youth Day, thereby making the former president’s birthday a public holiday.
According to Zimbabwe’s Herald newspaper, calls for the former president’s birthday to be made a national holiday were adopted by the government in August, following intense lobbying by the Zanu-PF Youth League.
The decision was, however, officially recorded on Friday, it adds.
Mr. Mugabe resigned last week after a military intervention and days of mass protests.
New President Emmerson Mnangagwa is expected to form a cabinet this week.
Last week, Mr. Mnangagwa said the former president needed to be given the respect and recognition he deserved as one of the founders and leaders of Zimbabwe.
“To me personally, he remains a father, mentor, comrade-in-arms and my leader,” he said during his acceptance speech at his inauguration on Friday.
The BBC reports that there are fears that Mr. Mnangagwa, who is associated with some of the worst atrocities committed under the ruling Zanu-PF party since independence in 1980, will not usher in the democratic reforms that many in Zimbabwe are hoping for.
Earlier this month, Mr. Mnangagwa was sacked as vice-president, triggering a political crisis that led to the army taking control and Mr Mugabe eventually standing down.

Those with penchant for luxury products may have to have a rethink as they may soon be paying more for their high taste.
The federal government plans to impose special taxes on such products, including luxury cars and alcohol.
The special taxes are designed to raise more revenue from non-oil sector to generate additional N1 trillion to cushion the deficit in the 2018 budget.
The government, therefore, hoped to make N2.5 billion from the special taxes on insurance of luxury cars and surcharge on other luxury goods.
Also is N350 billion expected as additional Company Income Taxes from the Voluntary Assets and Income Declaration Scheme.
Government is also expected to rake in N100 billion from improvements by the collection of Value Added Tax.
The Minister of State for Budget and National Planning, Hajia Zainab Ahmad, unveiled the plan when she presented the revised MTEF and FSP to the Senate Joint Committee on MTEF.
She reported that the Federal Executive Council (FEC) in August 2017 approved the 2018-2020 MTEF/FSP which had been presented to the National Assembly for approval.
, “When the FEC approved the MTEF/FSP, it constituted a committee chaired by the Minister of Finance which was tasked with identifying additional sources of about N1 trillion revenue to cut the 2018 budget deficit and new borrowings.
The outcome of the work of the committee necessitated a revision of the Medium Term Fiscal Framework.
According to the document, the adjustments include “N710 billion to be generated from the restructuring of government’s equity in all the Joint Venture oil assets; and N320 billion additional revenues from revision of terms to improve government take in the production sharing contracts.”
The government is also expecting “additional N60 billion from excise duties on cigarettes and alcohol.
The Government is also reviewing the tax profiles of companies that received major payments from it in the last five years.
The review is part of measures aimed at identifying those that have yet to take advantage of the tax amnesty offered under the Voluntary Asset and Income Declaration Scheme.
The government also said it had recruited and trained 2,190 community tax liaison officers under the VAIDS.

Commercial motorcycle operators (okada riders) in Lagos State have been given till Tuesday to begin to wear approved reflective jackets while on the road or risk arrest.

The state Commissioner of Police, Mr. Edgal Imohimi, stated this while addressing the riders on Friday, warning that the police could not guarantee the safety of any member of the public patronising commercial operators without the approved uniform.

He said the action was taken to enable the police to distinguish genuine commercial motorcycle operators from criminal elements using the business as a cover to commit crimes.

He said yellow and pink reflective jackets had been approved for members of Motorcycle Operators Association of Lagos State affiliated to the National Union of Road Transport Workers and the National Motorcycle Owners and Riders’ Association of Lagos State, respectively.

Imohimi advised all operators to get registered for proper identification, warning that any unregistered operator found on the road from Tuesday would be arrested for illegal operation.

He said, “If you want to be a commercial motorcycle operator in Lagos State, you must belong to either NAMORAL or MOALS. All commercial motorcycle operators are, as from Tuesday, expected to have been registered. Motorcycle operators must wear reflective vests designed by the unions with their names and numbers.

“The vests are numbered. There are emergency numbers to call in case a passenger has a problem with any commercial motorcycle operator.’’

He asked leaders of the two motorcycle transport unions to have a database for commercial motorcycle operators in the state.

At least 10,000 indigent children in Ekiti State will be provided Christmas dress during the Yuletide.

The state Governor, Chief Ayodele Fayose, disclosed this during a meeting with tailors in Ado-Ekiti.

According to a press release by his Chief Press Secretary, Mr. Idowu Adelusi, on Sunday, the sewing and distribution of the clothes would take place in designated centres across the 16 local government areas of the state.

The governor also promised to buy 100 sewing machines to support those to be used as volunteer tailors during the exercise.

He added that the sewing machines would later be given out to tailors through a transparent balloting process.

Fayose said, “The exercise is part of our Stomach Infrastructure Programme and we have to take care of the needs of our people and make them happy.”

However, the All Progressives Congress in Ekiti has scoffed at the governor’s plan, noting that it was “another fraudulent game to loot the treasury.”

The state APC Publicity Secretary, Taiwo Olatunbosun, in a statement in Ado-Ekiti on Sunday said, “it is sheer greed, wickedness and callous insensitivity to Ekiti people’s plight for Fayose to refuse to address doctors’ strike in the public hospitals over unpaid salaries while other workers remain unpaid for between six and nine months.”

The Borno State Government has said it will convert the house of the former leader of Boko Haram sect, Mohammed Yusuf, to a museum.

The state Commissioner for Home Affairs, Information and Culture, Dr. Mohammed Bulama, disclosed this during the 9th National Council for Culture, Tourism and National Orientation held in Dutse, Jigawa.

The News Agency of Nigeria reports that the Council with the theme ‘Tourism and culture as panacea for Nigeria’s Economic Recovery’’ was organised by the Federal Ministry of Information and Culture.

Bulama told NAN in an interview, “We are going to convert the house of the leader of the Boko Haram sect, Mohammed Yusuf, where the insurgency all started from, to a museum.

“The place is called Maarcas; we want to build a museum there where all the things that had happened relating to the insurgency will be archived.

“We want to document and archive all that had happened so that our future generation will be able to have first hand information.”

Yusuf, the leader and founder of the militant group, Boko Haram, was killed in 2009.

The commissioner said the state was also planning to turn the Sambisa Forest, which used to be the insurgents’ haven, to a tourist centre by turning it into a games reserve.

He added, “Last year, Governor Kashim Shettima made a pronouncement to the effect that every December 22 will be declared a public holiday in Borno because that is the day the military declared that they had captured Ground Zero in Sambisa Forest.

“What we intend to do when stability is fully achieved is to convert the forest into a tourist centre in order to show the world what has happened.

“Before insurgency, we used to have a games reserve in the Sambisa Forest, we are going to revive that.”

The Director General of National Council for Arts and Culture, Otunba Olusegun Runsewe, who also spoke to NAN at the event, said “culture and tourism are intertwined and cannot be separated.”

He added, “Culture is the brand that tourism sells and it should be approached based on the strength and rich potential of each state or geopolitical  zone.”

Several international bankers have sounded  a warning about the mega risks involved in embracing  bitcoin, which this week soared to a new record high of more than $8,000. Six years ago, it traded for just one dollar.
“It’s the exact definition of a bubble,” the head of Swiss banking giant Credit Suisse, Tidjane Thiam, warned recently in comments that immediately sparked an uproar on social media among bitcoin’s supporters.
The head of the French central bank or Banque de France, Francois Villeroy de Galhau, warned in the summer: “People are using the bitcoin today are clearly doing it at their own risk and at their own peril.”
Nobel laureate, Jean Tirole, also insisted that the current bitcoin boom was a “bubble”.
“It’s something that has no intrinsic value,” he said  on the sidelines of a conference in Paris this week.
“It could collapse from one day to the next. I would be completely against French banks, for example, investing in bitcoin.”
Bitcoin is not regulated, but is traded on specialist platforms. It has no legal exchange rate and no central bank backing it. Launched in 2009 as a bit of encrypted software written by someone using the Japanese-sounding name Satoshi Nakamoto, bitcoin is controlled and regulated by its community of users.
Economists generally are of the view that Bitcoin is the monetary equivalent of Uber, since it bypasses central bank regulation and  can be used for illicit purposes and are highly speculative by nature.
“Bitcoin? It’s about ‘Uber-ising’ currency, about not having a central bank that decides the price,” said Ludovic Subran, chief economist at credit insurer Euler Hermes, referring to Uber, the ride-hailing app that has set the cat among the pigeons in the taxi sector in recent years.
Bitcoin supporters are of the view that cynics are raising issues irrelevant to the merits of the cryptocurrency.
“Yes, it’s exactly that: it bypasses a central regulatory authority. That’s the genius of this invention,” agreed Yves Choueifaty, founder of the Paris-based asset management firm Tobam, which this week launched the first European fund investing in bitcoin.
Investors are already referring to it as “digital gold”, as the bitcoin soared to a new record high of more than $8,000 this week, a staggering rise in value from just under $1,000 at the beginning of the year.
“We have no need for central banks,” said Yves Choueifaty, suggesting that institutional investors may be behind the recent sharp gains, even if insisted that there was “no bitcoin bubble.”
The growing interest in bitcoin is catching mainstream attention: the CME Group of Chicago, one of the world’s biggest exchanges, has decided to launch a bitcoin futures marketplace. And prestigious US universities are offering courses in blockchain technology, on which cryptocurrencies are based.
Virtual currencies could also prove attractive to economic players in countries such as Zimbabwe or Venezuela, whose fiat currencies have been ravaged hyper-inflation. Caracas, for example, has had to issued a new 100,000-bolivar bill, when just a year ago, the biggest-denomination banknote was 100 bolivars.
“Think of countries with weak institutions and unstable national currencies. Instead of adopting the currency of another country — such as the US dollar — some of these economies might see a growing use of virtual currencies. Call it dollarization 2.0,” said the head of the International Monetary Fund, Christine Lagarde, recently.
Economists also suggest the bitcoin could be of interest to developing countries where individuals often find it easier to access the internet than traditional bank accounts.
Euler Hermes economist Subran called on the financial authorities to make potential investors more aware of the risks.
“There’s a lot of money to be made. And a lot of money to be lost,” he said.
“We’re seeing more and more people wanting to venture there, but they’re not fully aware of the risk.”
Bitcoin has regularly suffered abrupt falls, for example, in cases of friction between the members of the community who oversee it and the members who produce it, when the regulatory authorities issue any warnings, or if there are data hacks.
But more often than not, bitcoin quickly makes up any losses and some investors are predicting it will soon top the $10,000 level. Back in 2011, it had struggled to pass $1.
