President Donald Trump on Friday pulled back on his previous threat to have soldiers shoot migrants who throw stones at the Mexican-US border.

“I didn’t say shoot,” he said. “They won’t have to fire. What I don’t want, I don’t want these people throwing rocks.”

Instead, Trump told journalists at the White House, stone-throwing migrants or people asking for refugee status on the southern border are “going to be arrested for a long time.”

During a Thursday speech on his bid to crack down on illegal immigration, Trump was asked how thousands of troops he has ordered to the border would react if stones were thrown at them.

He responded that stone throwing would be seen as a lethal threat.

“We’re not going to put up with that. They want to throw rocks at our military, our military fights back,” he said.


“I told them (troops) consider it (a rock) a rifle. When they throw rocks like they did at the Mexican military and police, I say consider it a rifle.”

Trump has ramped up the rhetoric daily ahead of next Tuesday’s midterm congressional elections, accusing the opposition Democrats of wanting to throw open the borders to floods of “tough people,” “rapists” and other types of threats.

The order to murder Saudi journalist and regime critic Jamal Khashoggi came from “the highest levels” of the Riyadh government, Turkey’s President Recep Tayyip Erdogan said Friday in a Washington Post op-ed.

“We know that the perpetrators are among the 18 suspects detained in Saudi Arabia. We also know that those individuals came to carry out their orders: Kill Khashoggi and leave,” he wrote.

“Finally, we know that the order to kill Khashoggi came from the highest levels of the Saudi government.”

Erdogan added that he did “not believe for a second” that Saudi’s King Salman had ordered the hit on Khashoggi, who was murdered at the kingdom’s consulate in Istanbul on October 2.

Gunmen attacked a bus carrying Coptic Christians in central Egypt on Friday, killing seven in the latest assault on the religious minority claimed by the Islamic State group.

The attackers opened fire on the bus of pilgrims in Minya province after they had visited a monastery, the local bishop told AFP.

Bishop Makarios of Minya said the wounded had been taken to a hospital in Beni Mazar, around 200 kilometres (120 miles) south of Cairo.

The attack took place on the road back from the Saint Samuel monastery, he added, as the bus was heading to the city of Sohag.

A security source confirmed that seven people were killed in the attack and seven wounded.

The Islamic State group claimed the attack in a message via its propaganda agency Amaq.

“Those who carried out the ambush… in Minya are fighters of the Islamic State,” Amaq said in a statement on the Telegram messaging app.

Egyptian state television said security forces were on Friday afternoon still in pursuit of the attackers.

President Abdel Fattah al-Sisi offered his support to the victims in a statement on Twitter.

“I am mourning with deep sadness the martyrs who fell today at the hands of traitors who are trying to harm the tightly-knit fabric of the nation,” Sisi said.

“I wish the wounded a quick recovery and confirm our determination to continue our efforts to fight the darkness of terrorism and pursue the criminals.”

Egypt’s prosecutor’s office said it had received reports of “gunfire targeting a bus carrying a group of Copts returning from the Monastery of Saint Samuel the Confessor”.

Copts hit by attacks

Copts, a Christian minority that make up 10 per cent of Egypt’s 96 million people, have in recent years been repeatedly targeted by the Islamic State jihadist group.

IS killed more than 40 people in twin church bombings in April 2017 and a month later shot dead 28 Christians in Minya province.

Egypt’s government imposed a three-month countrywide state of emergency after the April 2017 church bombings.

In December 2017 an IS gunman killed nine people in an attack on a church in a south Cairo suburb.

A year earlier, an IS suicide bomber killed almost 30 worshippers at a church in Cairo located in the Saint Mark’s Cathedral complex, the seat of the Coptic papacy.

The Egyptian army launched a major offensive in February 2018 against IS in the Sinai Peninsula, where the group has waged a deadly insurgency since the fall of Islamist president Mohamed Morsi in 2013.

Alongside attacks against Copts, the jihadists have killed hundreds of soldiers and policemen in Egypt in recent years and were allegedly behind a November 2017 attack against a mosque in north Sinai that killed more than 300 people.

The military offensive — Dubbed “Sinai 2018” — has killed more than 450 jihadists, according to an army estimate, while around 30 Egyptian soldiers have been killed during this year’s operation.

Egyptian authorities have also convicted jihadists for their role in attacks against Copts.

Last month an Egyptian military court sentenced 17 people to death over the suicide attacks against churches in 2016 and 2017.

Copts have long complained of discrimination in Egypt and IS is not the only group to have launched sectarian attacks against the community.

In December 2017, hundreds of Muslims attacked a church south of Cairo that had been operating without a permit for more than a dozen years.

The Benue State Emergency Management Agency (SEMA) has banned all forms of political gatherings in Internally Displaced Persons (IDP) camps across the state.

The agency announced the ban in a statement issued on Friday by its Executive Secretary, Mr Emmanuel Shior, following a political rally in one of the camps at Daudu in October.

Mr Shior explained that the decision became necessary in order to avoid any public embarrassment on the displaced persons and to stop political figures from using the IDPs’ misfortunes for cheap capital.

He decried that the rally which held on Friday last week left behind many issues that deserve very strong caution and portray some political leaders in a very bad light.

The SEMA boss said, “Let it be noted that cross carpeting in the Nigerian context of politicking can be done at any time by anybody, but the manner the Daudu event was done leaves much to be desired for those cross carpeting and the ones receiving them.

“The choice of the venue is unacceptable and should be condemned in totality by all well-meaning Benue people and indeed Nigerians.”

Mr Shior admitted that there was no doubt that the IDPs were readily available to listen to anybody that visits them.

He added that the IDPs were always eager to hear the good news that they would soon return to their homes where they have been forced to stay away for about one year.

According to him, the most condemnable aspect of the action of the politicians is the intimidation and harassment of IDPs by heavily armed security personnel guarding members of the party.

“Some of the IDPs who spoke with me accused some party thugs of manhandling them when they spoke glowingly about the Benue State Government with regard to their upkeep in the camp upon interrogation.

“Checks revealed that a woman, who had a fracture in the course of the manhandling, is currently receiving treatment in an undisclosed location,” the executive secretary said.

The West African Examination Council (WAEC) has issued an attestation and confirmation of result to President Muhammadu Buhari.

WAEC Registrar, Iyi Uwadiae, presented the document to the President on Friday at the State House in Abuja, the nation’s capital.

Reacting to the development, Special Adviser to the President on Media and Publicity, Mr Femi Adesina, took to Twitter to fault those who have criticised his principal over his certificate.

President Buhari’s school result has been a subject of controversy lately after he submitted his nomination forms to the Independent National Electoral Commission (INEC) without a copy of his certificate.

Earlier, the Presidency engaged the Peoples Democratic Party (PDP) in a war of words following a suit challenging President Buhari’s eligibility to contest the election in 2019 over his certificate.

Senior Special Assistant to the President on Media and Publicity, Mr Garba Shehu, had later accused the opposition party of sowing division among the people.

He described the suit challenging the President’s certificate as a waste of time, arguing that there were records of higher qualifications obtained by hard work and truly merited by his principal.

On the other hand, PDP’s National Publicity Secretary, Kola Ologbodiyan, purported that the Presidency was always fretting whenever the issue of President Buhari’s academic certificate was mentioned.

He said this confirmed assertion that the President was hiding something from Nigerians and called on the President’s handlers to do the needful by placing the certificate in the public domain.

The National Industrial Court of Nigeria (NICN) sitting in Abuja has restrained the organised labour from proceeding on its planned nationwide indefinite industrial action.

Justice Sanusi Kado gave the order on Friday while delivering a ruling on an ex-parte application restraining the Nigerian Labour Congress (NLC) and the Trade Union Congress (TUC) from embarking on the strike scheduled to commence on November 6.

The judge granted the application pending the determination of the substantive suit filed by the Federal Government and the Attorney General of the Federation (AGF) against both unions.

Justice Sanusi also restrained the NLC, the TUC and the Incorporated Trustees of the Nigerian Governors Forum (listed as the first, second, and third defendants) from taking steps capable of destroying the subject of the dispute.

He said he was moved to granting the ex-parte application argued by the Solicitor General of the Federation (SGF), Dayo Apata, because of the likely devastating effect of the strike on the nation, its economy and the people.

The hearing of the main suit has been fixed for November 8.

Kano State Governor, Abdullahi Ganduje, on Friday denied the bribery allegation levelled against him by an online newspaper, Daily Nigeria.

Although the governor could not appear before the Kano State House of Assembly Committee investigating the allegation, he was represented by the Commissioner of Information, Muhammad Garba, and the Commissioner of Justice, Ibrahim Mukhtar.

Presenting a letter from the governor to the lawmakers, Mr Garba said the allegation was mischievous and an attempt by Ganduje’s political opponents to undermine his credibility.

According to him, the content the governor’s message to the committee is a stark reminder to all politicians that the pursuit of democratic sustainability comes with a steep price.

The commissioner stressed that the governor remained one of those political figures who have the fortitude to pursue a better tomorrow against many odds.

In his remarks, Chairman of the House Committee, Mr Baffa Babba, commended the governor for his foresight in responding to the lawmakers’ request.

The publisher of the online news medium, Mr Jaafar Jaafar, appeared before the House committee on Thursday last week to defend his allegation against the governor.

Presenting a statement to the lawmakers, Mr Jaafar explained the circumstances surrounding the emergence of the videos and affirmed the authenticity of the recordings.

The committee had consequently invited Governor Ganduje to appear before it for questioning over the allegation against him.

In a letter addressed to the governor and dated October 31, 2018, Ganduje was asked to provide the lawmakers with his perspective on the matter.

After three years of legal battle over a legislative seat in the Benue House of Assembly, the Appeal Court in Makurdi on Friday gave  judgment in favour of Joseph Boko and ordered the immediate sack of Benjamin Nungwa, the occupant of the seat.
The News Agency of Nigeria (NAN) reports that both Boko and Nungwa contested the APC primary of Kwande West legislative seat in the state house of assembly in April 2015, which was won by Boko.
Dissatisfied with the conduct of the primary, Nungwa, sent a petition concerning the outcome of the primary to the APC National Secretariat for arbitration.
NAN reports that an Arbitration Panel was set up by the National Working Committee (NWC) of the party to resolve the disputed primary election.
The appellant, who dragged Nungwa, the Independent Electoral Commission (INEC) and joined the APC in the matter, had averred that the said panel, which claimed to have held sittings in Makurdi, never invited him but took decisions from its purported sittings that had adverse effects on him.
He, therefore, prayed the court to declare that the panel was not competent to sit since it was not in the first instance, properly constituted.
Bello averred that the panel had no chairman and secretary and therefore, did not form a quorum to take decisions.
He also argued that by excluding him from its proceedings, his right of fair hearing was infringed upon.
The appellant also averred that he was properly nominated as the party’s candidate for the election and prayed the court to order Nungwa to relinquish the seat he was occupying to him.
Boko had also argued that many weeks after the deadline for substitution of candidates at INEC had already closed, his name was illegally substituted with that of Nungwa.
The appellant averred that it was his name that was sent to INEC and wondered who authorised the substitution.
He argued that “After submitting names to the INEC, it is only the candidate himself that can withdraw or it could be withdrawn if he dies; I did not withdraw my name and I am not dead.’’
However in her judgment, Justice Binta Nyako of the Federal High Court Makurdi, affirmed Nungwa as the APC’s candidate and cited the decision of the National Working Committee of the party as the basis.
Dissatisfied with the judgment, Boko approached the Supreme Court, which after hearing the matter, expunged all cross appeals and motions that were unnecessary to the case and transmitted it back to the Appeal Court with a directive for a speedy retrial on merit.
In a unanimous judgement, read by Justice Joseph Ekanem and supported by Presiding Judge, Justice Hannatu Sankey, on Friday in Makurdi, the court overturned the judgment of the Federal High Court, which affirmed Nungwa as the winner of the legislative seat.
The court, therefore, ordered the immediate sack of Nungwa, who was described as “an illegal occupant of the Kwande West legislative seat’’.
The jurists also ordered him to refund all salaries and allowances earned within the three years he occupied the seat in the Benue House of Assembly and granted N200,000 costs to the appellant.
The appellate court resolved three out of five issues brought to it for determination by the appellant in his favour.
The court resolved that the arbitration panel of the NWC of the All Progressives Congress (APC) that claimed to resolve the disputed Kwande West primary was not competent to handle the crises, hence it was not properly constituted.
It also resolved that the appellant was denied fair hearing since he was not invited to appear before the panel and agreed that the nomination of the appellant was done in accordance with the party’s procedures.
NAN reports that Nungwa is currently serving a six-month suspension by the Benue House of Assembly for allegedly plotting to impeach Gov.Samuel Ortom.
Speaking to NAN on the court’s verdict, an elated Boko, said he was grateful to God and the judiciary for being the last hope of the ordinary man.
He regretted the cost of pursuing justice from the Federal High Court through the Supreme Court and appealed for a review of the laws of the courts to allow speedy trial.
He said, “At long last, there is light in a dark tunnel. I give God all the glory.’’

The U.S. government has agreed to let eight countries, including close allies South Korea and Japan, as well as India, keep buying Iranian oil after it reimposes sanctions on Tehran from next week, Bloomberg reported on Friday, citing a U.S. official.
Iran’s biggest oil customers – all in Asia – have been seeking sanctions waivers to allow them to still buy some of its oil.
Bloomberg reported that close U.S. allies South Korea and Japan had received waivers along with India, which relies heavily on supplies from Iran, adding that a list of all countries getting waivers was expected to be released officially on Monday.
A Chinese official told Reuters that discussions with the U.S. government were ongoing and that a result was expected over the next couple of days.
“We think Trump will agree to China importing some volumes, similar to the treatment that India and South Korea receive,” Clayton Allen of Height Securities said in a note on Friday.
However, analysts said any potential Iranian oil sanction waivers would likely only be temporary.
“The U.S. may use waivers to slow-walk implementation, but these will not apply indefinitely,” Allen said.
Goldman Sachs said it expects Iran’s crude oil exports to fall to 1.15 million barrels per day (bpd) by the end of the year, down from around 2.5 million bpd in mid-2018.

Osinbajo, Ooni of Ife, others for African Value Awards

Prof. Yemi Osinbajo, Nigeria’s Vice-President and the Ooni of Ife, Oba Adeyeye Ogunwusi have  been nominated for the 2018 edition of the prestigious African Value Awards(AVA).
Amb.Daniel Obah, Chairman Planning Committee of AVA 2018, told the News Agency of Nigeria (NAN) in Abuja on Friday.
According to him, other Nigerian nominees for the continental award, which will hold on Nov.17 in Abuja, include Nigerian Business mogul and Philanthropist, Prince Arthur Eze, Gesi Asamaowei and Hon. Davematics Ombugadu.
Obah said the names were among the list of nominees made available by Value Re-orientation and Developmental Initiative Africa (VARDIAFRICA), the organisers of the annual award.
He said the nominees would be honoured, among other Africans drawn from different countries, for their outstanding leadership roles and selfless service in peace building, economic and youth development in Africa.
He noted that the award was based on recipients’ commitment to building African values, economic development, youth empowerment, community and Educational, development, humanitarian services and efforts at building peaceful coexistence.
“The award is for men and women from different spheres of human endeavours, who through innovation, hard work and exemplary leadership, ensure peace and development across the continent.”

The planning committee chairperson said that since the initiative was non-political, it recognised service to humanity in which every capacity was the benchmark that earned the recipients nomination space.
“We believe that this recognition will always be the push for them to achieve more in their various fields in building a better society.”
“Service to humanity and making society a better place for everyone is the essence of leadership.
“Anyone who has notably used his office or profession to serve and touch society positively is a leader that needs to be recognised.”
He added that there were entrepreneurs and corporate bodies that were also listed on the honour roll for their contribution to the economic growth of the continent.

According to Obah, the 2018 edition of the award will also feature a dialogue on peace and security, climate change and youth empowerment in Africa.
He said that the event is scheduled to hold at Nigeria Air Force Conference Centre in the Federal Capital Territory.

The Central Bank of Nigeria (CBN) on Thursday issued guidelines for licensing, regulation and operation of payment service banks (PSBs) in the country.

The Director, financial policy and regulation department of the regulatory body, Kevin Amuga, said the guidelines were in furtherance of the apex bank’s effort to leverage on technology to promote financial inclusion, enhance access to financial services to the rural poor, low income earners and financially excluded in the society.

In line with the National Financial Inclusion Strategy (NFIS), the CBN seeks to ensure over 80 per cent of the bankable adults in Nigeria have access to financial services by 2020.

Despite several initiatives, including Introduction of microfinance banking, agency banking, tiered know-your-customer requirements and mobile money operation (MMO) in pursuit of the objective, the CBN noted inclusion rate remains below expectation.

U.S. President Donald Trump on Thursday warned that soldiers deployed to the Mexican border could shoot Central American migrants who throw stones at them while attempting to cross illegally.
Trump told journalists at the White House that a group of several thousand migrants walking through Mexico towards the US border had thrown rocks “viciously and violently” at Mexican police.
“We’re not going to put up with that. They want to throw rocks at our military, our military fights back,” he said.
“I told them (troops) consider it (a rock) a rifle. When they throw rocks like they did at the Mexican military and police, I say consider it a rifle.”
Trump spoke during a presentation of his controversial policy on cracking down against what he says is uncontrolled illegal immigration.
Contacted for comment, Pentagon spokesman Army Lieutenant Colonel Jamie Davis said the military would not discuss hypothetical situations on the use of force “but our forces are trained professionals who always have the inherent right of self-defence.”
“I would also emphasize that our forces are in support of DHS/CBP, who are performing law enforcement activities,” he added, referring to the frontline Department of Homeland Security and Customs and Border Protection.

The current focus of the president’s repeated claim to be acting against “an invasion” is the dwindling group of a few thousand impoverished migrants trying to get north, but still far from the US border.
Trump said that from now on, the United States will stop its policy of allowing people to claim political asylum at the border unless they have first gone through an official border post.
Those caught at the border will be held in tent camps or other facilities until they can be deported or have their requests approved, he said.
Critics say that such a radical rethink to asylum policies could violate current laws.
But Trump rejected this.
“This is totally legal. No, we’re stopping people at the border. This is an invasion, and nobody is even questioning that,” he said.
“We’ll be doing an executive order sometime next week,” he said, giving little further detail.
Despite Trump’s increasingly severe warnings of immigration chaos, the government on Wednesday issued figures saying that only about 400,000 people have been apprehended at the border in 2018, down from around 1.6 million in 2000.
Trump said he was not anti-immigrant but wanted immigration to be completely brought under control.
“Mass uncontrolled immigration is especially unfair to the many wonderful law-abiding immigrants already living here who followed the rules and waited their turn,” he said.
“Some have been waiting for many years. Some have been waiting a long time. They have done everything perfectly, and they are going to come in.”
