Gboyega Oyetola, the candidate of the All Progressives Congress on Thursday swept the two polling units in Ile-Ife, in Osun state, where rerun elections were ordered by the Independent National Electoral Commission, INEC, to determine the winner.
Ife South, Oyetola got 283 votes, while the PDP candidate got 15 votes. In Ife North(Unit 2), APC got 126 votes, while the PDP candidate, Ademola Adeleke got just two votes.
In both polling units, polling agents of the PDP candidate were conspicuously absent.
The result of the voting at Ward 5 Unit 7 at Alekuwodo in Osogbo also favoured the APC candidate. He got 299 votes, while the PDP candidate got 165 votes.
The PDP candidate came into the rerun election with an advantage of 353 votes.
But from the unconfirmed tally of votes from the seven polling units, he seemed to have lost his pole position to the APC candidate, by a very wide margin.

Senator Ademola Adeleke, candidate of the Peoples Democratic Party won one of the seven polling units in Orolu LG, one of the councils where the rerun election held on  Thursday.
He polled 64 votes in Orolu Ward 9, Unit 3 polling unit, while his APC rival, Gboyega Oyetola got 41 votes.
However, the APC candidate beat him by wide margin in Orolu ward 8, unit 4. He polled 198 votes, while Adeleke got a paltry 15 votes.
It was bad news as well for Adeleke in Ife South, where the party’s agent did not report for duty. He got 15 votes, while the APC candidate ran away with 283 votes.
The PDP candidate came into the rerun with an advantage of 353 votes. But  he appears to be fading out from his pole position.

The Nigeria Police Force has arrested 16 members of the Peoples Democratic Party that it claimed were in possession of “customised INEC tags, face cap and jackets with the inscription of “INEC Osun 2018 Election Observer” during the Osun rerun.
The police also said the suspects, who included Moshood Adejare, the PDP House of Representatives aspirant in Orolu Federal Constituency, were trying to gain access to restricted areas during the rerun election in the state.
“Police team on stop and search duties at Orolu; intercepted vehicles with sixteen persons on board in possession of customized INEC tags, face cap and jackets with the inscription of “INEC Osun 2018 Election Observer” and PDP membership cards, The suspects are using the items to have easy access to restricted areas meant for personnel with due accreditation”, said Superintendent Folasade Odoro, the Police Public Relations Officer in the DIG Operations Office.
“The Nigeria Police Force wishes to debunk report that some accredited INEC Observers were arrested or denied access to polling units. Therefore, assuring the good people of Osun State and other critical stakeholders of its renewed commitment and resolve to ensure adequate security for a free and fair re-run election while investigation continues”, Odoro said.
Apart from Adejare, the other suspects were identified as Olaoye Asimi, Raimi Taofeeq, Gbenga Olapade, Charles Amibiogoiu, Ayomide Ayansola, Kayode Dada and Daramola Segun.
Others were Tunji Akinroyinmi, Kunle ADEDEJI, Habeeb Bahiru, Yisa Sodiq, Adeolu Bamijoko, Oladipo Samson and Adeolu Bamidele. All the suspects were all men.

Airport

In spite of the total shutdown proposed by the organised labour unions in the ongoing nationwide strike, normal activities continued on Thursday at the Nnamdi Azikiwe International Airport, Abuja, the News Agency of Nigeria (NAN) reports.
NAN reports that normal flight operations are smoothly ongoing at both the arrival and departure sections of the airports.
NAN also observed that all major airlines were booking and boarding passengers with airport staff fully on ground for normal services.
Mr Abdulahi Saroke, Station Manager for Max Air, told NAN the strike had not affected flight operations in all airports, adding that he had received flights from Lagos and Kano and boarded passengers to those airports.
However, Saroke said he had heard the news that airports could be shut anytime to join the strike.
When contacted, Mr Francis Akinjole, General Secretary, Air Transport Senior Staff Association of Nigeria (ATSSAN), said that all aviation unions in the country were currently attending their national delegates conference at Asaba, Delta.
Akinjole explained that the delegates conference, at which a new leadership of the National Union of Air Transpirt Employees (NUATE), would be elected, had been planned before the decision by the labour unions to embark on a nationwide strike.
He said the reason why the strike had yet to be enforced at the airports was because all aviation union leaders were out of their stations.
According to him, aviation unions are strongly with the NLC on the strike even though we are not on ground to enforce it today.
“We are currently in Asaba for NUATE’s national delegates conference for today and tomorrow and we shall enforce the compliance in aviation sector as soon as we finish from here,” he said.
A staff of Abuja Airport, who pleaded anonymity, said their various unions had not mobilised them to join the strike.
He said a lot of airport workers were willing to support the strike to press home the demands for a new minimum wage in the country.
According to him, what the labour is fighting for is for the benefit of all workers which is why every worker must be part of this agitation. LR News

3 Suspects laying on the ground

Security operatives have arrested three men for allegedly carrying charms and banned substances during the supplementary election in Osun State.

They were arrested in Osogbo where supplementary election is also being held.

Another man, a resident of the street where the polling units are situated, was dragged and teargassed.

He was allegedly taking pictures from his balcony.

This is part of the pockets of incidents that have been reported in the ongoing supplementary election.

Earlier, the police arrested a man perceived to be obstructing the voting process at a polling unit in Osogbo, the Osun State capital.

Adultery is no longer a crime, India’s Supreme Court ruled Thursday, declaring a colonial-era law that punished the offence with jail time unconstitutional and discriminatory against women.
The more than century-old law prescribed that any man who slept with a married woman without her husband’s permission had committed adultery, a crime carrying a five-year prison term in the conservative country.
A petitioner had challenged the court to strike down the law, describing it as arbitrary and discriminatory against women.
“Thinking of adultery from a point of view of criminality is a retrograde step,” unanimously declared the five-judge bench of the Supreme Court.
Women could not file a complaint under the archaic law nor be held liable for adultery themselves, making it solely the realm of men.
The court said it deprived women of dignity and individual choice and “gives license to the husband to use women as a chattel”.
“It disregards the sexual autonomy which every woman possesses and denies agency to a woman in a matrimonial tie,” said Supreme Court Justice D. Y. Chandrachud.
“She is subjugated to the will of her spouse.”
It was the second time this month the court overturned Victorian-era laws governing the sexual choices of India’s 1.25 billion citizens.
Earlier this month, the court struck a ban on gay sex introduced by British rulers in 1861.
The bench argued that Section 377 had become “a weapon for harassment” of homosexuals and “history owes an apology to the members of this community and their families”.
On adultery, government lawyers argued it should remain a crime as it threatens the institution of marriage, and caused harm to children and families.
But in its ruling, the court said extramarital affairs — while still a valid ground for divorce — were a private matter between adults.
In 1954, the court upheld adultery as a crime arguing “it is commonly accepted that it is the man who is the seducer, and not the woman”.
But in their ruling on Thursday, the judges said this narrative no longer applied, noting also that Britain did away with its own laws penalising adultery long ago.
“Man being the seducer and women being the victim no longer exits. Equality is the governing principle of a system. Husband is not the master of the wife,” the verdict added.

The Osun Resident Electoral Commissioner, Mr Olusegun Agbaje, has assured the electorate, voting at the state re-run election, of adequate security as voting process commences on Thursday.
Agbaje gave the assurance when he visited the polling unit at Ward 5, Unit 17, on Adewale Street, Alekuwodo Area in Osogbo.
He said INEC and the ad hoc staff were ready to conduct the election and that “the deployment of heavy security is an assurance that nobody or individuals can distrupt the process.
“INEC staff and ad hoc staff are prepared for the election and we have heavy security presence which will gurantee the safety of everyone.
“Anybody coming to snatch ballot boxes is putting his or life in danger.
“Party agents should conduct themselves in an orderly manner, while the electorate should remain peaceful.”
Agbaje equally charged corps members serving at polling units to take their time and make sure they verify voter cards very well before they allow them to vote.
He said “election should close by exactly 2 p.m. because of the limited units and voters”, saying he was optimistic the election would run smoothly.
Mr Emmanuel Attah, the State Cordinator of National Youth Service Corps (NYSC) in Osun, said INEC had assured him of the safety of corps members that would be participating in the re-run election.
Attah said that the NYSC and corps members were apolitical and that they would carry out their task without fear or favour.
“I came to check how my children (corps members) are doing and know if they are properly taken care of.
“I am happy about how the whole election process is going and I wish the parties involved the best of luck.
“NYSC is apolitical and the corps members serving as INEC ad hoc staff are doing their duties without favour to any party.”

A polling agent of the Peoples Democratic Party in the ongoing governorship rerun election in Osun State was missing on duty on Thursday.
The agent did not report at the Ward 7, Unit 12 Polling Unit in Adereti village, Ife South Local Government Area.
An official of the Independent National Electoral Commission(INEC), Stephen Oyewande, said he could not explain why the PDP agent was not on duty at the polling unit.
Oyewande, INEC’s Deputy Director, Voters Education, told newsmen to direct their enquiries on the missing party agent to the PDP.
“ Call the state chairman of the party and ask him why his party agent is not here. I can’t explain why he is not here,’’ he said.
Present, however, were Lateef Abimbola of All Progressives Congress, Olaiya Yemi of All Peoples Alliance and Rasheed Mojeed of Advance Congress of Democrats.
Adeyemo Gafar of Action Democratic Party and Bayo Shittu of Social Democratic Party (SDP), were present at the polling unit.

There was tight security at the polling unit while voters were prevented from bringing their smartphones into the cubicles.
Scores of commuters, especially those moving toward the Ondo end of the highway were caught in the traffic snarl due to the roadblock mounted by the police.

The federal government and the organised labour would meet again on Oct. 4 to continue negotiation on the new minimum wage, Mr. Chris Ngige, Minister of Labour and Employment has stated.
The minister dispelled speculation that the meeting with the organised labour over the crisis of new minimum wage ended in a deadlock.
Mr Samuel Olowookere, Director of Press in the ministry quoted the minister in a statement on Wednesday.
The minister met with the labour leaders who were also part of the Tripartite Committee on the new National Minimum Wage to update them on government’s position.
Ngige was reacting to reports by some section of the media that the meeting between government and labour ended in deadlock.
According to him, the meeting between the Organised Labour and the Federal Government held did not end in deadlock as being reported in a section of the media.
‘The meeting was in fact successful as both the Federal Government team led by the Minister of Labour and Employment and the leadership of the organised Labour agreed to reconvene the meeting of the National Minimum Wage Committee on Thursday, October 4, 2018.
”This is to give enough time for the Income Salaries and Wages Commission to round off the assignment given to it.
”As a result, Labour agreed to reach out to its organs of leadership with the October 4th resumption date, as demanded by its National Executive Council with a view to suspending the proposed strike, ”he said.
The labour had called on workers from all sectors of the economy to comply with the seven days nationwide warning strike beginning from Thursday.
Mr Ayuba Wabba, President, Nigeria Labour Congress (NLC) made the call at a joint news conference organised by NLC, Trade Union Congress(TUC) and United Labour Congress(ULC) on Wednesday in Abuja.
The labour had accused the Federal Government of stalling the negotiation by failing to mention a figure as a new minimum wage for workers in the country.
The organised labour had also on Sept. 12 issued the Federal Government a 14-day ultimatum insisting that the Tripartite Committee on the new National Minimum Wage should conclude its work within the stipulated time frame.
According to Wabba, the action is in compliance with the decision of the various organs of the organised labour, which endorsed the 14-day ultimatum served on the Federal Government by member of the unions who were part of the negotiation committee.
“The labour further mandated its leadership to take all necessary steps to ensure compliance with the warning strike in the first instance.
“This is to compel the government to reconvene the meeting of the committee in order to bring it to a logical conclusion.
“In compliance with this mandate, all workers in the public and private sectors at all levels across the country have been directed to join the strike.
“Industrial unions, state councils, all workers organisation and our civil society allies have been directed to step up mobilisation of their members,” he said.
He also said that public and private institutions, offices, banks, schools, public and private business premises including filling stations are to remain shut till further notice.
Wabba said that all those who mean well for the country and want to see to the success of the action should cooperate with labour, saying that the action would remain in force until further directive are given.

The Executive Director, Consumer Advocacy Foundation of Nigeria, Mrs Sola Salako-Ajulo, says many electricity consumers are aggrieved that they are forced to pay for electric power they did not consume.
Salako-Ajulo spoke at a Power Sector Stakeholders and Consumers Summit organised by the Electricity Consumer Protection Forum on Wednesday in Lagos.
The News Agency of Nigeria (NAN) reports that the forum, tagged: “Five Years after Privatisation of Power Sector, What Next?” brought together stakeholders in the power sector and consumers in the state.
Salako-Ajulo said that the first step to stop such exploitation remained proper enumeration of electricity consumers and provision of meters.
She described the practice of estimated billing as illegal.
“Our problem is not that they are not giving us power; our problem is that you are charging us for what we don’t consume.
“We must be sincere in this country. Every house should have a meter,” she said.
Mr Adeola Ilori, the National Coordinator of the forum, also said that electricity consumers had suffered much in the hands of the Gencos and Discos.
Ilori said that the privatisation of the power sector had not reduced the trauma of electricity consumers, five years after.
“The money people pay for electricity is far higher than the rent.
“Nigerian Electricity Regulatory Commission (NERC) has not been playing its role. How long again will it take the issue of estimated billing to become a thing of the past?
“How long will consumers bear the cost of providing transformers, wire, cables and poles for a private profit-oriented organisation to serve them when the costs of such are already infused into monthly tariff?
“How long are we going to watch regulatory body behaving like an ostrich to the plight of the consumers?
“Our group and members are ready to defend themselves against any form of oppression, deliberate and willful disobedience of extant laws,” Ilori, a legal practitioner said.
Representatives of the Association of Nigerian Electricity Distributors (ANED) and the Association of Power Generation Companies (APGC), on their part, listed challenges to having uninterrupted power supply in the country.
In his speech, Mr Sunday Oduntan, the Executive Director, ANED (Research and Advocacy) said that insincerity to people on electricity since 1960 had affected positive result in power generation, transmission and distribution.
Oduntan spoke on the topic: “Are we better in service delivery than the older order? How can it be improved?”
According to him, the population of the country, estimated at over 180 million, is higher than the megawatts being generated and distributed to the people.
He said this was a challenge to enjoyment of uninterrupted power supply in the country.
Oduntan listed other challenges facing power sector to include regulations, government’s failure to fulfill promises to investors, gas shortage and energy theft.
“When there is no gas, there is no power; when there is less gas, there is less power.
“So, gas is a problem, transmission is a problem, government is a problem and consumers are also problems,” Oduntan said.
The director noted that South Africa, with 57 million population generated 41.19 megawatts while Nigeria with over 180 million generated about 5000 megawatts.
“If there is no electricity, there will not be enough jobs in Nigeria.
“We are not serving well; we need to step up our game and do better,” he said.
According to him, Discos know that provision of transformers, wires, cables and poles are their responsibility, but there are challenges in meeting demands of the consumers.
The director condemned power theft and huge indebtedness by consumers.
He urged people to expose power theft around them, as others end up paying for the theft.
On meters, Oduntan said that every household is entitled to one, either prepaid or postpaid.
He urged the people to exercise patience.
The director advocated synergy among critical stakeholders and government agencies on power.
He said that if government, NERC, Gencos and Discos fail to work together, there won’t be power.
Also speaking, Dr Joy Ogaji, the Executive Secretary, APGC, noted that 27 Gencos had been licensed by NERC to generate power.
She said that that the companies had the capacity to generate more than 40, 000 megawatts.
Ogaji delivered a paper on “Gencos, the Unseen hands in Electricity supply chain – The good, the bad, the ugly and future”.
She said that the major challenge was the transmission of the power to consumers.
According to her, the Gencos have been generating between 7000 and 8000 megawatts, but could not get to the consumers due to poor transmission network.
“There has not been investment in the distribution.
“The transmission company cannot take more than 5000. The Gencos have the capacity to give Nigeria up to 40 000 megawatts, but there is no network to transmit them.
“We have enough power. There is no avenue to pass it across to the people.
“Gencos are up to the task and have even exceeded the power target given to them.
“Government also must keep promises. I agree that in the next five years, Nigeria cannot get to its Eldorado’s in power supply,”Ogaji said.
A University teacher, Dr Yemi Oke, delivering a paper on “Expository Analysis of Electric Sector Reform Act, 2005; the Rights of Consumers and Obligations” said that electricity consumers were protected under the law.
Oke, an Associate Professor of Law, Faculty of Law, University of Lagos, said that Nigerians had a right to electricity, a right to properly installed and functional meters and a right to transparent electricity dealings.
According to him, electricity services consumers have a right to report when over-billed and contest any electric bill.
“It is criminal to use electricity and not pay and it is fraudulent to pay for electricity not used.
“The challenge of power is not that of Gencos or Discos alone, but all.
“Gas is a problem. The law is problematic. The sector is now over- regulated,” the don said.
