The United States has formally agreed to sell 12 Super Tucano A-29 planes and other  weapons, including bombs to Nigeria.
The U.S. ambassador to Nigeria presented letters of offer and acceptance to Nigeria’s air force  on Wednesday, the air force said in a statement.
It said the U.S. State Department had approved the sale and final agreements would be signed and necessary payments made before Feb. 20.
Former U.S. President Barack Obama delayed the sale in one of his last decisions in office after the Nigerian Air Force bombed a refugee camp in January.
But his successor Donald Trump decided to press on with the transaction to support Nigeria’s efforts to fight Boko Haram militants and to boost U.S. defence jobs, sources told Reuters in April.
There was no immediate statement from the U.S. embassy or from authorities in Washington.
U.S. government and Nigerian Air Force officials would meet in early January to discuss the early delivery of the aircraft once payment had been made, the Nigerian air force said.
The sale of the 12 aircraft, with weapons and services, is worth $593 million, and includes thousands of bombs and rockets.
The propeller-driven plane with reconnaissance, surveillance and attack capabilities, is made by Brazil’s Embraer. A second production line is in Florida, in a partnership between Embraer and privately held Sierra Nevada Corp of Sparks, Nevada.
The Super Tucano costs more than $10 million each and the price can go much higher depending on the configuration. It is powered by a Pratt & Whitney Canada PT 6 engine.

The Police on Wednesday in Lokoja paraded 30 inter-state armed robbery and kidnap suspects terrorising Kogi and the neighbouring states.
Parading the suspects, the Force Public Relations Officer, Jimoh Moshood (CSP) said those arrested included some who allegedly kidnapped and killed an expatriate engineer with Dangote Cement Company.
Moshood said at the Kogi Police Command headquarters that the arrests were in response to the Inspector-General of Police (IGP) Ibrahim Idris’ directive to rid the nation of crime.
“The IGP directed the Commissioner of Police in the state, Ali Said Hangs to quickly address armed robbery, kidnapping, socialmiscreants, cattle rustling, cultism on Auchi-Okene-Lokoja, Lokoja-Ajaokuta-Anyigba, Kabba-Oshokoshoko-Obajana highways.
“Effort of the commissioner and his team through vigour, dedication, utmost professionalism and passion for the job, led to the arrest of the 30 suspected criminals and recovery of several weapons, he said.
He said four of the suspects were alleged to have on Oct. 23, kidnapped an expatriate, Mr Jose Machada, a construction engineer with Dangote Cement Company, Obajana.
Moshood said that the suspects killed the expatriate when the ransom they demanded was not forthcoming.
“Police operatives attached to Special Anti-Robbery Squad, Kogi State Command, in synergy with the DSS promptly swung into action and arrested the four suspects,’’ he said.
He said one of the suspects killed a senior staff of Dangote Group of Companies, Istifanus Bello, for allegedly trying to shortchange his kidnap gang.
The company worker was said to have been killed for paying them N5 million instead of N7 million ransom for the release of another staff earlier abducted by the suspect and his gang.
The police image maker said two other suspects were arrested on Kano road, Idah, for terrorising the residents through cultism while another was arrested in Okene for kidnapping and cattle rustling.
He noted that during interrogation the suspects confessed to participating in the killing one Haruna Baso, a resident of Achoze, and carting away the cattle of the deceased.
Moshood listed items recovered from them to include, 11 AK-47 rifles, two Beretta pistols, two Revolver pistols, 334 rounds of AK-47 live ammunition, a dagger, a cutlass and military camouflage uniforms.
The force public relations officer said the suspects would soon be prosecuted and called on parents to monitor their wards.
He also appealed to the public to assist security agents with useful information to track down criminals.

Pop star Shakira plans to make up for cancelled shows in Germany with two new concerts in Cologne and Munich in June 2018.
One concert will be held in Cologne’s Lanxess Arena on June 5 and the other in Munich’s Olympiahalle on June 17, entertainment company Live Nation said on Wednesday.
In November, Shakira cancelled her entire El Dorado world tour due to a vocal cord injury.

The Police Command in Katsina State has arrested a 50-year-old man, Safiyanu Kamala for allegedly impregnating a mentally retarded woman.
Safiyanu is a native of Juno Village, Kankara Local Government Area (LGA) of Katsina.
The Police Public Relations Officer (PPRO), in the state DSP Isah Gambo disclosed this to newsman on Wednesday in Katsina.
According to Gambo, the victim’s relatives reported the case to them.
“Kamala is already in police net over the issue and has confessed to be the owner of the pregnancy.’’
It was gathered that Kamala allegedly lured the woman to his farm severally where he had canal knowledge of her.
The PPRO said “the act eventually led to the 28 weeks pregnancy the victim is now carrying’’.
“The woman presently lives with members of her family.’’
In a related development, another 45-year-old man, Ahmadu Yahya, has also been arrested for allegedly raping a five year-old-girl.
Yahaya, of Kuraye Village, Charanchi Local Government Area of the state, was alleged to have lured the girl to his shop where he carried out the act.
The police spokesman said that they would be prosecuted after investigations and would ensure they face the consequences of their actions.

A Tokyo-bound flight All Nippon Airways has returned to Los Angeles after flying for about eight hours for carrying a wrong passenger.
The airline made a turn mid-air hours into the journey after the crew discovered that one of the passengers had boarded the wrong plane.
Flight 175 left Los Angeles International Airport at 11:36 a.m. Tuesday and returned to LAX at 7:33 p.m.
A statement from the airline says the pilot decided to return to the originating airport as part of the airline’s security procedures.
Model Chrissy Teigen was aboard and live-tweeted the developments. She wondered on Twitter why the plane was turning around hours into the 11-hour flight.
ANA says it’s trying to determine how the passenger boarded the wrong flight.
In an apology to inconvenienced passengers, the airline says it takes pride in customer service and failed on this flight.

A 46-year-old businessman, Reynolds Adeola, who allegedly damaged his landlord’s property, on Wednesday appeared before an Ikeja Magistrates’ Court.
Adeola was arraigned before Magistrate J.A. Adigun on counts of breach of peace and malicious damage.
The accused, who resides at Agege, Lagos, however, pleaded not guilty, and was admitted to N100,000 bail with two sureties in like sum.
Adigun said that the sureties should be gainfully employed and should show evidence of two years’ tax payment to the Lagos State Government.
According to the prosecutor, Sgt. Godwin Awase, the accused committed the offences in 2016 at Ifako-Ijaiye, Lagos.
He said that the accused maliciously damaged the property of Mr Akin Adebisi.
Awase submitted that Adebisi spent N527,000 to repair the property.
“The accused who lived in the complainant’s three-bedroom flat for three years, damaged two security doors, aluminum window glass, kitchen cabinet, wardrobe doors and a toilet seat, among other property.
“He promised to effect the repair before leaving the apartment.
“After so much effort to have him effect the repair after packing out, the complainant (Adebisi) had to carry out the repair.
“He had forwarded the bill to the accused, who acknowledged it for the repair,’’ he said.
The prosecutor added that the accused conducted himself in a manner likely to breach the peace by issuing two cheques to the complainant which were dishonoured for insufficient fund.
“The accused issued a cheque of N527,000 for the repair of the damaged property and another cheque of N136,000 for electricity indebtedness.
“When the cheques were presented to the bank, they were returned dud, ‘’ he said.
He noted that the offences contravened Sections 168 and 350 of the Criminal Law of Lagos State, 2015(revised).

The police command in Katsina State on Wednesday said it foiled an armed robbery operation by a gang that specialised in car theft and arrested two persons.

The Commissioner of Police (CP) Mr Benson Gwana, disclosed this when he presented the suspects before newsmen in Katsina.

He said “those arrested were Hussaini Ahmed and Mohammed Kabir, both of Tudun-wada area of Katsina.

“The duo were apprehended after they had used master key to steal black Honda car with registration No. ABC 351EF and Chassis No. 1HGCS 164A803628.”

He added that the police had also arrested two armed robbers who specialise in motorcycle theft in Katsina metropolis.

“The suspects are Rabe Hamza and Rabo Mayau, both of Nasarawa Bugaje ward in Katsina Metropolis.

“The suspects were arrested following a tip-off.”

Gwana explained that the suspects strangulate their victims with rope on the neck before seizing the motorcycle.

The commissioner disclosed that nemesis caught up with them as they were arrested at the GRA roundabout trying to snatch a motorcycle.

He appealed to the public to provide security operatives with information about criminals and their activities.

To reinforce earlier announcement of the reorganisation of the Special Anti-Robbery Squad (SARS), the Nigeria Police Force has announced new measures to reform the squad.

This was after a meeting by the Inspector General of Police (IGP), Ibrahim Idris and commanders of the Federal Special Anti-Robbery Squad (FSARS) on Friday, December 22.


Part of the new measure is that SARS operatives should not serve as bodyguards or delve into civil matters and must wear their uniforms during operation.

The Police Public Relations Officer in Rivers State, Nnamdi Omoni in a statement made available to Channels Television said the Nigeria Police Force after the IGP lecture, decided to implement new measures to reform the squad.

“SARS Operatives are prohibited from performing roles of “body-guards, delving into land matters, personal disputes, debt collection and civil matters. They are ordered to operate in official uniform clearly marked for identification.

“The designation of the Deputy Inspector General of Police (DIG) Operations lead SARS as the Strategic Commander. Commissioner of Police as a field Commander of all activities related to SARS.

“All SARS Operatives are answerable to the DIG Operations through the CP FSARS and Commissioners of Police of the Commands. The direct supervision of SARS operation in each state command under the Commissioner of Police in charge of the state via the DCP / ACP ops,” the statement read in part.

Also, part of the measures is that psychometric test, training and continuous assessment will be carried out on operatives deployed to SARS.

They are also prohibited from conducting a stop and search on roads unless when necessary.

The force stated further that SARS Operations will be monitored by the monitoring units and X-Squad and other oversight units of the Force.


Nigeria citizens are therefore encouraged to avail the police ways to improve SARS Operations, across the nation.

Depot and Petroleum Products Marketers Association, (DAPPMA) on Tuesday said none of its members have fuel in their depots and tanks nationwide.
DAPPMA, disclosed this  in a statement signed by its Executive Secretary, Mr. Olufemi Adewole.
He said  “While we cannot confirm or dispute NNPC’S claims of having sufficient product stock, we can confirm that the products are not in our tanks and as such cannot be distributed.
“ If the products are offshore, then surely, it cannot be considered to be available to Nigerians.
He added that the current situation had dampened hope for a speedy resolution of the fuel crisis which is threatening the economic fabric of the country.
“Again, this is contrary to claims by the Nigerian National Petroleum Corporation, NNPC, and its downstream subsidiary, the Petroleum Products Marketing Company, PPMC, that fuel vessels are discharging the commodity in ports across the country on a daily basis,’’ he said
Adewole in the statement  insisted that its members’ depots were  presently empty, noting however, that if the PPMC, could  provide it with Premium Motor Spirit, also known as petrol, its members were ready to undertake 24 hours loading and truck-out.
“NNPC imports and distributes through DAPPMA, Major Oil Marketers Association of Nigeria, MOMAN, and Independent Petroleum Marketers Association of Nigeria, IPMAN.
“Our members pay PPMC/NNPC in advance for petroleum products, and fully paid up PMS orders that have neither been programmed nor loaded is in excess of 500,000 metric tonnes, about 800 million litres, as at today, and enough to meet the nation’s needs for 19 days at a daily estimated consumption of 35 million litres,” he said.
Adewole blamed the unending fuel crisis on the challenges in the Direct Sales Direct Purchase,( DSDP), scheme, rising price of the commodity in the international market and the high interest rates charged by banks in the country.
“We all know that we presently run a fixed price regime of N145 per litre for PMS without any recourse to subsidy claims, however, we also have no control on the international price of crude oil.
“We understand that the NNPC meets this demand largely through its DSDP framework; however, due to price challenges on the DSDP platform, some participants in the scheme failed to meet their supply quota of refined petroleum products, especially PMS, to NNPC. This is the main reason for this scarcity.”He said
Adewole added that since Hurricane Katrina, the international price of PMS had not dropped below $600 per metric tonne, while the exchange rate used and the interest rate charged by banks are N306 to a dollar and 25 per cent respectively.
He noted that anytime the NNPC assumes the role of sole importer, there are issues of distribution, because it is marketers who own 80 per cent of the functional receptive facilities and retail outlets in Nigeria.
Adewole disclosed that oil marketers remain commitment to the progress of the nations and its citizenry, stating that therein lies its profitability and fulfilment.
He said, “We, petroleum products marketers do empathise with all Nigerians who are going through difficulties at this time, spending hours on fuel queues because of the current fuel scarcity due to no fault of yours.
“Sadly, some people have blamed marketers for hoarders fuel. Unfortunately, this is so far from the truth. Hoarding fuel is regarded as economic sabotage and we assure all Nigerians that our members are not involved in such illicit acts.”
