Defence Spokesperson, Brig. Gen. John Agim.

The Nigeria military on Friday said it doesn’t have enough workforce to have a huge security presence in all Nigerian schools to avoid terrorist’s invasion or abduction of pupils.

Defence Spokesperson, Brigadier General John Agim, who was a guest on Channels Television Breakfast Programme, Sunrise Daily said due to the huge land mass, especially in the Northern East which is volatile to attacks, it is difficult to deploy troops to schools.

“The military doesn’t have the manpower to deploy (troops) to all the schools. It is not possible.

“People don’t know the land mass that we have in the North East and the number of troops that are deployed in that place. The land mass is very large,”

Agim, who lauded efforts of the Federal government which has authorised civil defence and the police officers to secure schools in Northeast Nigeria, emphasised that the military cannot deploy to schools like some people are demanding.

“It is very difficult. It is not possible,” he said.

The Defence Spokesperson also blamed this lack of sufficient man capacity on the abduction of over 110 schoolgirls in Government Girls Science and Technical College (GGSTC), Dapchi, Yobe State.

Explaining the role, which the military played in securing Northeast, Agim said the military wasn’t negligent as being rumoured but the troops were redeployed for other assignments few weeks before the terrorists, unfortunately, invaded the school in Dapchi.

“Where the military was deployed in Dapchi, they (the troops) were taken away. They were deployed for other assignments. So, it is possible that the Boko Haram can operate in a place for a long time without the military presence.

“They were withdrawn out of Dapchi for another assignment on January 10 and this attack took place on February 19,” he said.

Dapchi, a remote town in Yobe State was a safe haven before the abduction of 100 schoolgirls in GGSTC. Although a sizeable number of schoolgirls have been returned, Nigerians are still left in shock over the attack, wondering which school or pupils will be the next target by the terrorists.

The National Agency for Trafficking in Persons and other related offences is investigating a defilement case involving an official of the Federal Road Safety Corps in Makurdi, Benue State, Charles Ali.

Ali was accused of having sex with a nine-year-old primary three pupil.

The victim, whose father is Ali’s neighbour at Kanshio, in the Makurdi area of the state, alleged that Ali slept with her on five different occasions.

Although the report of a medical test carried out on the girl at the Federal Medical Centre, Makurdi, reportedly revealed that she had been deflowered, the FRSC official denied defiling the girl.

Ali had been allegedly defiling the girl since 2017, until on February 26 when he was allegedly caught sleeping with her inside his car parked some distance away from their residence.

Latest Reality Metro learnt that the act was exposed by a hawker identified as Chinasa, who reportedly saw Ali having sex with the girl.

It was learnt that Ali initially pleaded for forgiveness from the victim’s father when the news of the defilement filtered into the neighbourhood, but retracted his entreaties after the matter was reported to NAPTIP.

The victim told our correspondent on the telephone on Thursday that Ali had slept with her in his apartment thrice.

She said the February 26 incident was the fifth time Ali would sleep with her.

She said, “As I was fetching water that day, he (Ali) called me and took me to where his car was. He collected my bucket and put it in front of his car. He took me inside his car and told me to lie down on the back seat. He was naked. He put the thing he uses to urinate in my body (private parts). He gave me N50. Chinasa was beside the car and she saw us. She said she would tell my father. Mr. Ali begged her.

“He first slept with me in his (living) room last year in the afternoon. His wife and children were not at home. Three children and I were playing in his room. He told them to leave and closed the door.

“He covered my mouth and slept with me. He gave me biscuits when he finished. Small blood came out from my body, but I cleaned it. I wanted to tell my sister; she said she did not want to hear anything. She told me not to tell our daddy. Our mother is dead. He slept with me three times in his room. He did the fourth one in his car. This was the fifth time.”

The girl’s father, who gave his name simply as Michael, said investigation into the case was at snail pace, adding that Ali had been bragging in the neighbourhood since NAPTIP released him on bail.

He said, “While I was going to have a bath, a neighbour said Chinasa told her that she caught Ali sleeping with my daughter in his car. A resident, Moses Terngusekav, also said he saw Ali begging Chinasa not to expose him. Chinasa is about 14 years old.

“When I confronted Ali, he started crying and apologising. The following day around 5am, he came with his wife to beg me. Somebody directed me to NAPTIP, where I reported the case. He was arrested and later released on bail.

“I suspect there is an attempt to sweep the matter under the carpet. I took my daughter to the Federal Medical Centre, Makurdi, for a test and the report stated that her hymen was gone. I gave the original copy of the medical report to NAPTIP. Chinasa’s mother does not want to present her to NAPTIP as a witness.”

Michael wondered why NAPTIP had not charged the case to court despite having the report of the medical test and statements made by her daughter and the resident, Terngusekav.

The medical report, dated March 5, 2018, and signed by a consultant, Dr. N.A. Akwaras, said there was “bruising and inflammation” on the girl’s private parts.

The report read in part, “…on vaginal examination, the vulva was swollen and tender, no hymen was seen and there was bruising and inflammation at the introitus. No bleeding or laceration observed…urinalysis was suggestive of urinary tract infection and urine microscopy culture and sensitivity result showed candida albicans isolate. A diagnosis of rape was made.”

Terngusekav, an 18-year-old Senior Secondary School three pupil, told Latest Reality Metro that he had visited a friend and was returning home around 7pm that day when he saw Chinasa threatening to expose Ali for the alleged offence.

He said, “I was walking home along where Mr. Ali’s car was parked when I saw the groundnuts seller (Chinasa). She told me that Ali slept with the girl. He did not want the groundnuts seller to tell me what happened, but she insisted.  He begged her in my presence.

“I confronted the victim, but she initially denied the act. When I threatened to call her father, she opened up and said Ali slept with her. She said that was the fifth time.”

Ali, in a chat with our correspondent, refuted the allegations and demanded that report on the case be suspended until the outcome of the NAPTIP investigation.

He said, “Some of my friends and I were watching a football match between Manchester United and Chelsea in a bar that day. My car was parked three metres away from the highway. Around 4pm, I saw a girl close to my vehicle. When I got there, I found out that it was the man’s (Michael’s) daughter.

“She has a record of scratching my vehicle. That was the third time and I had reported her to the father before. She actually wrote on the vehicle that day. I held her hand and scolded her. She left and I returned to the bar.

“Around 6.30pm, my wife called me that there was an issue at home. As I was approaching home, some people started harassing me. The man said I raped his daughter. It is an open place; how could I have raped her there? Am I insane?

“The following day when I was going to work, the father met with me for a discussion. I didn’t beg him. The case is before NAPTIP for investigation. If I had raped the girl, there should be serious damage (to her private parts), but nothing like that happened. ”

Ali stated that Michael wanted to malign him, adding that he was not aware of the medical report.

When our correspondent called the online contact of NAPTIP, a man who claimed to be speaking from the agency’s zonal command in Makurdi, confirmed that the case was reported.

The man, who did not give his name, said, “We have started investigating the matter. We are taking the matter seriously. The matter will be charged to court after investigation.” LR News

No fewer than seven persons were reportedly burnt to death on Thursday after officials of the Nigeria Security and Civil Defence Corps opened fire on a commercial bus on Milikin Hill Road, Enugu.

It was learnt that the bus had barely left Enugu New Market, located a few kilometres from Milikin Hill, when armed civil defence officials asked the driver to stop. The Enugu headquarters of the NSCDC is near New Market.

The driver reportedly refused to stop and sped away as the NSCDC men chased the bus in a Hilux van.

It was gathered that some other agents of the security agency boarded a tricycle to join in the chase along Milikin Hill Road, which is bordered on both sides by a deep valley.

Eyewitnesses said as the commercial bus was getting to the end of the road, the civil defence officers opened fire on the vehicle, causing it to veer off the road and crash into the valley.  The vehicle reportedly burst into flames instantly.

Reports of the incident led to a protest by commercial bus drivers and other sympathisers, particularly natives of Ngwo town, where the passengers were reportedly heading for before they met tragic end.

Some of the drivers and youths reportedly attempted to protest at the office of the NSCDC around New Market, but heavily armed operatives repelled the protesters by barricading the road leading to the office and shooting into the air.

Some commercial bus drivers, who interacted with our correspondent during the protest, said the NSCDC men shot at their vehicles when they approached the building.

Our correspondent was shown some commercial buses with shattered windscreens and glasses.

A witness, who refused to identify himself, claimed that the driver of the commercial bus had refused to give the NSCDC a bribe before they started chasing the vehicle.

“The incident happened because the driver refused to give them a bribe when they stopped him. They went after him, shot at the vehicle and seven people lost their lives,” he said.

At the scene of the crash on Millikin Hill, our correspondent observed that the commercial bus was totally burnt.

The charred remains of a passenger were trapped under the vehicle, which was lying on its back inside the valley.

An official of the Federal Road Safety Corps, who was at the scene of the crash, informed our correspondent that the corpses of three passengers had been moved to an undisclosed hospital morgue.

There were reports that the civil defence personnel involved in the incident had been taken into custody.

But this could not be confirmed by our correspondent.

A towing van was eventually brought to lift the vehicle, after which the trapped corpse was removed and put in an ambulance.

The body was reportedly taken to the morgue of the Eastern Nigeria Medical Centre, Enugu.

Police sources informed our correspondent that a girl, said to be the sole survivor of the crash, was taken to the office of the Enugu State Commissioner of Police, Mohammed Danmallam.

Danmallam, who later arrived at the protest scene, said the girl had been hospitalised and could not talk.

He said investigations had commenced, adding that some suspects had been arrested.

He said, “This type of thing should not be allowed; we have made arrests. Investigations have started and we are asking people who witnessed what happened to come forward to make statements.

“We assure you that nobody involved would be allowed to go scot-free. This is not the type of case that can be swept under the carpet.

“I learnt that they (NSCDC officials) were chasing the bus; but I don’t know for what offence.

“I want to assure the people that nobody is above the law. Whoever breaks the law of the land will face the consequence.”

He said one person died in the incident.

The Public Relations Officer of the NSCDC, Enugu State Command, Mr. Denny-Manuel Iwuchukwu, told our correspondent that the bus driver “abducted” a civil defence officer who entered the vehicle to force the driver to stop for violating traffic regulations.

According to him, the bus fell into the valley and burst into flames while running away from the NSCDC men, who were chasing the vehicle to rescue their colleague.

He said, “The state government ordered that commercial buses should no longer pick passengers outside the motor park and our men are enforcing the order.

“Today, the driver picked passengers outside the park and he was asked to stop, but he refused. So, one of our men entered the bus and the driver took off with him, thereby abducting him.

“He was told to stop, but he refused. We chased him and he fell inside the ditch. Our official has been found. He was injured; he can’t even talk at the moment.”

Iwuchukwu said nobody died in the accident.

Efforts to get the spokesperson for the FRSC to confirm the number of casualties were not successful.

Commercial bus drivers and natives of Ngwo town were still protesting as of the time of filing this report.

There was confusion on Thursday in some parts of Narayi, Chikun Local Government Area of Kaduna State after some irate youths set ablaze a church and a police outpost.

The youths, it was learnt, set ablaze a branch of the Celestial Church of God as well as a police outpost in Narayi, while protesting the death of a mason, Friday Sylvester, who was working for the pastor of the church, Babatunde Shittu.

The youths, it was learnt, accused Shittu of having a hand in Sylvester’s death.

Livid with anger, they descended on the church and razed it while the pastor ran to the nearby police station to take refuge.

But the youths were not done as they went to the police station to demand that the pastor be handed over to them.

The refusal of the police to release Shittu led the youths to regroup at about 4am on Thursday to set the police station ablaze.

He said about five persons had been arrested in connection with the incident.
