Weah and Boakai

Liberia’s supreme court cleared the way for a presidential run-off election, ruling on Thursday that it had not found enough evidence of fraud to halt the whole process.
The court dismissed a complaint from the third-place finisher Charles Brumskine’s Liberty Party, which had said fraud had undermined the first round of voting in October.
The judges made the ruling with a 4-1 majority.
“In the absence of sufficient evidence, the court cannot order a re-run of the election,” Justice Philip Banks said, reading out the court’s decision.
“There were over 5,000 polling places, (so) to present evidence of just a few is problematic,” the judge said.
“The evidence should have (shown) … that they were committed in such magnitude that they could have altered the results.”
Ex-soccer star George Weah will now face Vice-President Joseph Boakai in a vote that could mark Liberia’s first peaceful transition of power in seven decades.
The winner of round two will replace Nobel Peace Prize laureate Ellen Johnson Sirleaf as leader of the small West African country, one of the world’s poorest despite abundant diamonds and iron ore.
The delays caused by all the legal wrangling have ratcheted up tensions in a country still recovering from decades of civil war that killed tens of thousands.
However, a spokesman for the Liberty Party said it would accept the result.
“If we did not respect the judiciary, we would not have come,” Darius Dillion said. “Liberia has won, our democracy has won.”
Liberians are eager for change after Johnson Sirleaf’s 12-year rule, which sealed a lasting peace that many doubted was possible, but which has failed to tackle corruption or significantly lift living standards of the country’s poorest.
Authorities still have to name a date for the run-off. NEC spokesman Henry Flomo told reporters outside the court he believed one could be held in two weeks, but said the date would be announced shortly.

President Muhammadu Buhari has explained the rationale behind the message at his inaugural address: ‘I belong to everybody and I belong to nobody’.

The President who is in Kano State on a two-day working visit said he made the statement in 2015 as a result of his experience in the country.

“My problem is Nigeria and I have been involved in almost all the instability Nigeria experienced: the civil war, the coups, and counter-coups,” he said on Wednesday night during a state dinner held in his honour.

“That was why I said during my swearing-in that ‘I belong to everybody and I belong to nobody’. Nigeria is my target and I will continue to maintain focus”.

A statement issued on Thursday by his Senior Special Assistant on Media and Publicity, Garba Shehu, said President Buhari further reaffirmed that the message would continue to guide his stewardship to the Nigerian people.

He was also full of thanks and gratitude to the government and people of Kano for the massive reception that greeted his arrival in the state.

According to him, the warm and peaceful reception is “a message to the opposition” that his popularity in the region remains unshaken.

“I am overwhelmed with the massive reception I have received and definitely since this is partisan politics, I think it has sent a clear message to the opposition.

“Even going by the details of the election results in 2003, 2007 and 2011, it was very clear that nobody could even dare to rig my scores from the elections in Kano.

“It has been so consistent and I don’t think I have the vocabulary to express my thanks to the people of Kano.

“I am very grateful to God and the people of Kano for the complete trust you have in me,” the President said.

He said that during his drive around the city to commission several projects on Wednesday, he observed that many of those who thronged the road to welcome him were very young people.

He further promised that as a person in a position of authority, his priority was to provide a meaningful future for the teeming youths in Nigeria through education as well as the faithful management of the economy and resources.

President Buhari congratulated Governor Abdullahi Ganduje on his development strides in the state and asked other political office holders to emulate and support the governor.

He also described Ganduje as “a great politician”, adding “I am afraid I am still learning.”

The Department of State Services (DSS) has asked Nigerians to be mindful of persons requesting money from them to get recruited into the Service.

According to a statement from the Service, this is in reaction to reports that some fraudulent people were extorting job seekers with the assurance of securing an employment with the DSS.

“The Service wishes to state for the umpteenth time that it is not currently employing or carrying out any form of exercise in that regard,” said, the statement signed by Tony Opuiyo on Thursday in Abuja.

“The attention of the State Security Service (SSS) has once again been drawn to the illegal activities of some fraudulent persons and groups who extort money from unsuspecting members of the public with a promise to employ them into the Service.”

The DSS said that in the event that it was recruiting, such exercise would be free and applicants would not be charged any amount of money for such purpose.

It further advised the public to be wary of such persons and groups whose stock in trade has remained the spread of falsehood and engagement in impersonation.

The Service, however, warned that it would not hesitate to deal decisively with anyone caught in the act of impersonating it in accordance with the law.

“While efforts have been sustained at uncovering the network of these fraudsters, the public is enjoined to pass relevant information relating to this to the nearest Service Command,” the statement read.

Gov. Ayodele Fayose

Gov. Ayo Fayose of Ekiti on Thursday approved the disbursement of over N200 million as car loan to 645 workers in the state’s service.
The State Commissioner for Finance, Chief Toyin Ojo, said that the loans would be disbursed to beneficiaries in sums ranging from N80,000 to N1.5 million.
According to Ojo, the amount accruing to each individual depends on their status and grade level.
“I just want to affirm the commitment of this administration to the welfare of workers.
“As we speak, since the inception of this administration, N896.8 million has been given out as car loans to 2,942 workers in the state not counting the just disbursed loans.
“Also, 2,165 workers have received N490,730,000 as housing loans during the same period.
“It must be noted that government’s gesture is in spite of the paucity of funds in the state occasioned by the general economic downturn and dwindling allocation from the federation account,’’ the commissioner said in a statement.
He advised the loan beneficiaries to make the most use of it, and cautioned them against spending the loan on items that would not add value to their lives.
Ojo solicited the continued support of workers for government’s efforts to improve their lot and develop the state.
The commissioner said that the state’s workforce was the engine-room of government.
He stressed that it would be difficult for the government to achieve its set goals without the workers’ support and dedication to duties.

Ex-Sports Minister, Damishi Sango

Chief Damishi Sango, Plateau PDP Chairman and former sports minister, has been kidnapped by yet to be identified persons.

Plateau Police Command spokesman, Terna Tyopev, who confirmed this to the News Agency of Nigeria (NAN) on Thursday in Jos, said that Sango was abducted alongside four others around Jere-Garkawa road in Kaduna State.

“They were on their way from Jos to Abuja on Wednesday evening when the kidnappers abducted them,” he said.

He said that the Plateau Police Command had reached out to the Kaduna Command on the matter.

“The spokesman of the Kaduna Police Command has told me that the Commissioner there has ordered his men to comb everywhere to rescue them,” he said.

He said that the Plateau Command was working in synergy with the Kaduna office to rescue the victims and possibly arrest those behind the incident.

Tyopev urged members of the public with any useful information to contact the Kaduna or Plateau formation.

A family member, Mr Jonathan Mapis, who spoke on the issue, said that the victims were abducted “around 5.30 p.m.”

“Sango and his entourage were on their way to Abuja for the Saturday PDP National Convention when the abductees got them.
“He left home around 4 p.m. for Abuja, but at about 6 p.m., when someone called one of the persons Sango traveled with, a policeman picked the call and told him (caller) that they found the phone in a vehicle abandoned on the road.

“Apparently, the kidnappers took them to an unknown destination and left the vehicle just by the road side,” he said.

Mapis, however, said that no one had contacted the family so far.

“We are actually anxious for their (kidnappers) call. We want to know if they (abductees) are alive and in good condition. We are just so worried and confused,” he said.
He urged security agencies to intensify efforts to ascertain the fate of the victims and rescue them.

PDP Deputy Chairman in Plateau Amos Gombi, who also confirmed the incident, said that Sango and his team were abducted on their way to Abuja.

“We have not heard anything since they were abducted; all we know is that the vehicle in which they traveled is now at the police station,” he said.

(Reuters/LR News) Palestinians switched off Christmas lights at Jesus’ traditional birthplace in Bethlehem on Wednesday night in protest at U.S. President Donald Trump’s decision to recognise Jerusalem as Israel’s capital.
A Christmas tree adorned with lights outside Bethlehem’s Church of the Nativity, where Christians believe Jesus was born, and another in Ramallah, next to the burial site of former Palestinian leader Yasser Arafat, were plunged into darkness.
“The Christmas tree was switched off on the order of the mayor today in protest at Trump’s decision,” said Fady Ghattas, Bethlehem’s municipal media officer.
He said it was unclear whether the illuminations would be turned on again before the main Christmas festivities.
In a speech in Washington, Trump said he had decided to recognize Jerusalem as Israel’s capital and move the U.S. embassy to the city.
Israeli Prime Minister Benjamin Netanyahu said Trump’s move marked the beginning of a new approach to the Israeli-Palestinian conflict and said it was an “historic landmark”.
Arabs and Muslims across the Middle East condemned the U.S. decision, calling it an incendiary move in a volatile region.
The European Union and UN also voiced alarm at the possible repercussions for any chances of reviving Israeli-Palestinian peace-making.

The Nigeria Customs Service says it has uncovered 57 assorted vehicles suspected to be smuggled in Omole Estate and Lekki Phase 1, Lagos.

The Comptroller, NCS, Federal Operations Unit, Zone A, Ikeja, Mohammed Garba, who made this announcement on Wednesday in Lagos, revealed that the service also seized seven other assorted vehicles, mostly brand new, along Ijebu Ode expressway and Olorunda.

Among the 64 vehicles seized, according to Garba are; one bulletproof Lexus jeep, one bulletproof Toyota Landcruiser, nine Land Cruiser jeeps, five Toyota Camry, and others, all valued above N1.3bn.

“As I speak with you, nobody has come forward to claim ownership yet because we doubt if they have any Customs papers on the vehicles let alone End-User Certificate for the bulletproof cars,” he said adding that the legal unit of the command had been mandated to investigate the matter.

Other items seized, according to the FOU controller, include 13,333 bags (equivalent of 22 trailers) of foreign parboiled rice, 1,390 cartons of frozen poultry products, 835 Jerry cans of vegetable oil, 15 parcels of Indian Hemp, 1,101 pieces of used tyres, 205 bales of used clothing and many other items.

Five people have been arrested in connection with 185 seizures made by the command in November while the total value of items seized is N1.7bn, Garba said.

Earlier in November 1, the command seized four bulletproof Sports Utility Vehicles which were hidden in a house in Ikoyi, Lagos.

Maj. Gen. Attahiru Ibrahim

The Nigerian Army on Wednesday removed the Theatre Commander of the Operation Lafiya Dole, Maj. Gen. Attahiru Ibrahim, and appointed a new Major General to head the military anti-insurgency operation in the North-East.

The Director, Army Public Relations, Brig. Gen. Sani Usman, confirmed the development to our correspondent on the telephone, noting that Maj. Gen. Rogers Nicholas has been named as his replacement.

Usman said, “It is true that a new commander has been appointed for Operation Lafiya Dole. I can confirm the appointment.”

Until his new appointment, Nicholas was the Chief of Logistics at the Army Headquarters, Abuja.

Our correspondent learnt that the army’s high command was not pleased with the prosecution of the war against insurgency in the North-East, which had lately led to attacks on military bases, the most recent being in the Magumeri Local Government Area of Borno State.

Ibrahim took over from Maj. Gen. Lucky Irabor, who is now the Commander of the Multi-National Joint Task Force in May 2017.

Among the perceived shortcomings of the outgoing commander was his inability to capture the Boko Haram terrorists’ leader, Abubakar Shekau.

It was reported in August 2017 that the Chief of Army Staff, Lt. Gen Tukur Buratai, issued a 40-day ultimatum to the Operation Lafiya Dole Theatre Command to capture Shekau, but that had not been done since the deadline expired in September.

It was learnt that Ibrahim has been redeployed to the army headquarters, Abuja.

Although the reason for the removal was not stated, it was learnt that the redeployment was connected with the most recent Boko Haram attacks in the Biu Local Government Area of Borno State, in which at least 18 persons were killed.

It was reported that two suicide bombers attacked Biu in southern Borno on Saturday and killed 18 persons in the town’s main market.

The police in Borno had said 53 others were injured and had been evacuated to the medical facility.

The Senate Committee on Local Content has ordered Mr. Roland Ewubare, the Group General Manager of National Petroleum Investment and Management Service (NAPIMS) to appear before it in the next 24 hours or risk being slammed the sanctions of shunning Senate’s invitation.
The Chairman of the committee, Sen. Solomon Adeola made this known in a statement by his Media Adviser, Mr Kayode Odunaro on Wednesday in Abuja.
Ewubare was expected to appear before the committee to explain the huge variations associated with the $16 billion Egina Deep Sea Oil Project.
Adeola decried that it was becoming a tradition in the Nigeria National Petroleum Corporation (NNPC) and its subsidiaries to treat National Assembly invitations with levity.
He said the committee would no longer tolerate such, adding that “henceforth we will not deal with ‘lieutenants’ of these agencies without their heads or cogent reasons in advance.
“NAPIMS has sent three General Managers as representatives to the committee after it received an invitation three weeks ago for appearance of the Group General Manager.
“He was invited to throw light on submissions made by Total Exploration and Production Nigeria Ltd handling the Egina project but we have not seen him since the invitation was sent three weeks ago,”he said.
The Vice Chairman of the Committee, Sen. Godswill Akpabio according to the statement, expressed displeasure over the inability of the GMD to appear before the committee.
He said it was important for him to appear and answer questions on issues relating to how Nigerians were being shortchanged by foreign companies and their local collaborators.

The Independent Corrupt Practices and other related offences Commission has commenced a probe into the 24,325 government properties that were sold to government officials under the monetisation policy of former President Olusegun Obasanjo.

Also, the anti-graft agency has arrested a retired Appeal Court judge, Justice Mohammed Tsamiya, for allegedly demanding a N200m bribe in exchange for a favourable judgment in a National Assembly election case that was pending before the Imo State Judicial Division of the Court of Appeal.

The ICPC said in a statement by its spokesperson, Mrs. Rasheedat Okoduwa, that many, who bought government properties, had yet to make full payment while some others were secretly renting the properties to private citizens.

The anti-graft agency said most of the culprits were in the Office of the Head of Civil Service of the Federation and the Federal Housing Authority.

The statement read in part, “In recent times, the ICPC has been inundated with petitions from patriotic Nigerians, drawing the attention of the commission to allegations of widespread abuse of the policy by beneficiaries and some government workers.

“The commission, while acting on the petitions, discovered through preliminary investigation that a number of civil servants in the OHCSF, who benefited from the policy had not paid for the houses since 2005. While some had completely defaulted, others owe the government a sizeable amount of the money.

“The investigation further revealed that 32,305 houses were captured by the committee on the sale of government properties while 24,345 were eventually sold to beneficiaries.

“However, civil servants in some government agencies, notably OHSCF and the Federal Housing Authority, have allegedly turned the policy into a shoddy business with the aim of defrauding the Federal Government.”

The ICPC said it also found out that some public servants and government agencies were concealing government properties and collecting rent on same without the consent of the Federal Government. This, the agency noted, flouted the intent of the policy that primarily focuses on divesting government’s interest from providing housing for its employees.

The commission said an employee of the OHSCF allocated some of the houses to undeserving beneficiaries who were not public servants at the time of the exercise and some of the properties had yet to be allocated.

It added, “The investigation has so far yielded fruitful result with the recovery of N18, 031,000 from some civil servants and a host of companies including Montgomery & Campbell Ltd. and SICCONS, which has been paid into the coffers of the government.”

The ICPC vowed that anyone found to have contravened the law would be prosecuted upon conclusion of the investigation.

Meanwhile, the commission says it has arrested a retired Justice of the Court of Appeal, Justice Mohammed Tsamiya, for allegedly demanding N200m bribe from one Mr. Nnamdi Orji, in exchange for a favourable judgment in a National Assembly election case that was pending before the Imo State Judicial Division of the Court of Appeal.

The ICPC said the offence, which violates Section 10 of the Corrupt Practices and Other Related Offences Act, 2000, was alleged to have been committed in 2015, when the retired Justice asked Orji, who was the candidate of the All Progressive Grand Alliance for the Arochukwu/Ohafia Federal Constituency, to give him N200m to enable him to influence the court’s decision in his favour.

Orji had approached the Court of Appeal, Imo State Division, to seek redress in a case involving an alleged inflation of the result of election in the Arochukwu Local Government Area of Abia State, which he had earlier lost to his opponent, Mr. Nkole Ndukwe, at the National Assembly Election Petition Tribunal.

The retired judge was alleged to have assured the appellant of getting a favourable judgment from the court upon the payment of the money.

“Justice Tsamiya has since been granted bail by the commission upon the fulfilment of his bail conditions even as investigation continues,” the ICPC added.
