The police have invited the Senate President, Dr Bukola Saraki, over the deadly robbery attack on six banks in Offa town of Kwara State.

The letter of invitation dated Monday, July 23, was personally signed by the Inspector General of Police, Mr Ibrahim Idris.

Senator Saraki was asked to report to the Head of the Investigation Team at the Intelligence Response Team on Tuesday morning in Abuja, for further investigation on the matter.

Mr Idris referred to a letter from the police dated June 4, 2018, as well as a letter of response from the Senate President dated June 7, 2018, on the deadly attack of April 5, 2018, in Offa.

He recalled that the Police Intelligence Response Team (IRT) had launched an investigation into the incident which claimed 31 lives, including nine police officers and pregnant women while the suspects made away with some AK 47 rifles.

The IGP said investigation revealed that a CCTV footage captured the image of two persons involved in the attack, who were later identified.

“The two persons were tracked and arrested by the police and they made very useful statements and named the five gang leaders who organised the armed robbery,” he said.

“Some of the five gang leaders made confessional statements admitting their participation in this worst armed robbery in the history of Nigeria and that they are political thugs under the name, Youth Liberation Movement aka ‘Good boys’.”

The police boss stated that the suspects also claimed the group was sponsored by the Senate President, and that he allegedly gave them “firearms, money and vehicles”.

He added that another suspect, who drives a vehicle with an alleged plate number indicting Saraki, claimed to be the head of the group which reportedly covers about seven local governments areas of Kwara South.

Mr Idris added that the suspect, in his confessional statement, said members of his group were political thugs allegedly working for Dr Saraki and the Kwara State Governor, Abdulfatah Ahmed.

He said the gang leader also mentioned three other thugs in Kwara Central allegedly sponsored by the Senate President, saying, “Everyone in Kwara Central fears them because of their guns and ability to kill anybody without hesitation”.

The IGP then referred to Senator Saraki’s response to the allegations, quoting him as saying, “By virtue of my participation in politics, I have a large followership which makes it impossible for me to know all of them. I can say categorically that I am in no way associated with the vehicle mentioned in your letter nor have I given any arms to any thug or other persons in Kwara State or anywhere else. For the records, your letter under reference did not include the full text of the statements made by the accused persons.”

In view of his, Mr Idris disclosed that the police have decided to invite the Senate President for further clarification on the matter.

He said, “After a careful perusal of your letter to the police, it was discovered that the statement requires further clarification and coupled with the fact that you stated that the full text of the statements of the suspects was not shown to you, it is imperative you report to the police to make further statements after giving you the full text of the statements of the suspects.”

Senator Saraki and Governor Ahmed have since denied any involvement in the attack or sponsoring any political thug.

Lagos State Governor Akinwunmi Ambode (second right); Managing Director, Nigeria Port Authority (NPA), Hadiya Hadiza Bala Usman (right); Commissioner for Transportation, Ladi Lawanson (left) and Secretary to the State Government, Tunji Bello (second left) during the governor’s meeting with NPA, Tank Farm Owners, Shippers Council and other Stakeholders on the Apapa Traffic Situation at the Lagos House, Alausa, Ikeja

The Lagos State Government on Monday announced that the joint security task force set up by the Federal and state government to clear trucks on the Oshodi-Apapa highway will continue operation for the next 30 days.

The Commissioner for Transportation, Ladi Lawanson made this announcement while addressing journalists in Alausa, Ikeja.

He said the decision was reached after Governor Ambode held a meeting with stakeholders in the maritime and transport sectors, including Nigeria Ports Authority (NPA), Shippers Council, Tank Farm Owners, Department of Petroleum Resources, Security Agencies and Clearing and Forwarding Agents, at the governor’s office.

Lawanson stressed that the joint task force would work continuously for 30 days to bring sanity to the Apapa axis. He added that shipping companies sanctioned for non-compliance on utilisation of holding bays in the ports have also been extended by five days.

Part of the resolution from the meeting includes that the State Government has directed that all truck and tanker owners must be duly registered and well regulated by their unions, adding that the unions would be held accountable for their adherence to extant rules and regulations.

“The Department of Petroleum Resource (DPR) is to ensure that Tank Farm owners comply with holding bay requirements, while trailers not called upon and found trampling will be impounded and sanctioned in Lagos.

“The Nigeria Ports Authority (NPA) in collaboration with the Lagos State Government will going forward license trailer parks whereby only trucks housed in those designated parks will be granted access.

“Furthermore, tank farms without adequate loading bays within the next 30 days will be sanctioned.

To also cushion the effect of traffic gridlock, the Federal Ministry of Power, Works and Housing would immediately commence palliative measures on bad portions on access roads.

The State Government also resolved to accelerate and complete work on the Bola Ahmed Tinubu Trailer Park in Orile within the next one month.

The Borno State Police Command has called on residents of the state to be more proactive in reporting security threats to relevant agencies.

Commissioner of Police in the state, Mr Damian Chukwu, made the appeal on Monday hours after a suspected Boko Haram member killed seven worshippers at a mosque in the state.

“We need the public to be more security conscious, to be more preemptive,” he told reporters at his office in Maiduguri, the state capital.

“When they see faces that are not friendly or totally strange to their localities, they should promptly report to the security personnel, the Civilian Joint Task Force (JTF), or anybody through whom they know information can quickly reach the police, military, or any other security agency.”

Mr Chukwu also confirmed today’s attack in which the terrorist blew himself up and injured seven others in the process in Konduga Local Government Area of the state.

He said, “In the early hours of today (Monday), precisely at about 0455hrs at Goni Modu Lashibe Mosque in Konduga L.G.A., a suicide bomber strapped with Improvised Explosives Devices (IEDs) on his body, found his way into the mosque and detonated a bomb, killing himself and seven others.

“Seven others were injured instantly while they were promptly rushed to the General Hospital, Konduga, where reports say they are responding to treatment.”

The police commissioner noted that the suicide bomber took advantage of unsuspecting worshippers who assembled for the first prayer of the day to carry out the attack.

He added that a team of Explosive Ordnance Disposal (EOD) personnel was swiftly deployed in the area to work hand-in-hand with the Divisional Police Officer there.

Chukwu urged residents in the area to go about their lawful duties as the environment has been sanitised and normalcy has since returned to the area.

He also appealed to the media to help the police in sensitising the public, saying the command recently made a massive arrest of Boko Haram insurgents and those still at large were unhappy with the development.

“there is a tendency that some of them will begin to do lots of things to continue to establish their relevance since they have not surrendered,” the commissioner said.

In spite of initial foot dragging about the desirability or otherwise of state police, stakeholders have endorsed the decentralisation of Nigeria Police Force.
The Federal Government, via Vice-President Yemi Osinbajo led the pack when he spoke at a recent National Security Summit, organised by the Senate Ad hoc Committee on Review of Current Security Infrastructure in Nigeria.
“But for a country our size to meet the one policeman to 400 persons – the UN required ratio – we will need to nearly triple our current police force, far more funding of the police, far more funding of the military and other security agencies are required.
“We cannot realistically police a country like Nigeria centrally from Abuja, state police and other community policing methods are clearly the way to go,” the vice-president, stressed.
State governors, taking a cue from the Federal Government and their personal experiences as chief security officers of their various states, also backed the creation of state police.
The Chairman, Nigeria Governors’ Forum, Abdulaziz Yari, said creation of state police would help in addressing insecurity in the country.
Yari, who is the Zamfara Governor, spoke at the end of the two-day summit on Review of Current Security Infrastructure in Nigeria.
“Today we have reiterated the position of Vice- President Yemi Osinbajo.
“And the position of the security summit we held in August, that there is a need for state police; we can say it is the only answer.”
The governor said that internal security was supposed to be handled and managed by the police but that today the police were inadequate.
“There are about four million people in Zamfara and we have fewer than 5,000 policemen.
“We in government agree that we can find a way through which we can fine-tune the issue of state police,” he said.
On the cost implications, Yari explained that, “it is not all the states that are supposed to have the state police, those that could, should be able to have it.
“It is something we cannot take off at the same time. We were created differently.”
As a result of the inability of federal security agencies to handle security challenges in Zamfara, Yari said he had dropped his responsibility as Chief Security Officer of the state.
He said that he had no control over security machinery in the state.
Yari told newsmen in Talata-Mafara, Zamfara, said his decision stemmed from the seeming helplessness of the state government and the people over recurring killings in the state.
He deplored the prevailing situation where as the chief security officer of the state, he could not take decisions on strategies for protecting the state and its people and have them implemented.
“We have been facing serious security challenges over the years, but in spite of being governor and chief security officer of the state, I cannot direct security officers on what to do nor sanction them when they err.
“As chief security officer, the nomenclature is just a name,” he said.
The governor said it was disheartening that killings in the state had continued in spite of President Muhammadu Buhari’s order to security agencies to end incessant blood-letting across the country.
According to him, since the president’s order, the killings have not stopped. In a week there were attacks in this state which claimed over 30 lives.
He said that the state government was spending huge amount of its resources on security with no tangible results.
The governor is alluding that if the police are controlled by him, they will take his orders on how to confront the security challenges in his state.
Also taking a cue from the position of the Federal Government and the governors, the National Assembly is considering a bill on the creation of state police.
The bill was sponsored in the Senate by Sen. Ike Ekweremadu, the Deputy President of the Senate, while Rep. Kayode Oladele, sponsored same in the House of Representatives.
The bill has passed first reading in the House of Representatives, while the process of the amendment has already begun in the Senate.
The national lawmakers endorsed the creation of state police, which they earlier rejected because of the reality, that Nigeria as a country could not be effectively policed from the centre.
The APC committee on restructuring headed by Gov. Nasir el-Rufai of Kaduna State, also recommended the establishment of state police.
According to el- Rufai, who presented the report to the then APC National Chairman, Mr John Odigie-Oyegun, the recommendations were based on opinions of Nigerians.
“ We have also moved to the concurrent list. We are recommending that police should be both federal and state.”
A survey conducted by NOIPolls shortly after Osinbajo endorsed state police showed that 61 per cent of Nigerians were in support of decentralisation of the Nigeria Police Force.
According to NOIPolls, the proposal got surprising boost shortly after it received the blessings of Osinbajo and the 36 state governors.
“The survey revealed that a larger proportion of Nigerians, 61 per cent pledged their support for the creation of state police.
“The clamour for state police in Nigeria surprisingly got a boost on Thursday Feb. 8 2018, when Vice President Yemi Osinbajo publicly backed the call for the decentralisation of the Nigeria Police during a National Security Summit organised by the Nigerian Senate in Abuja.
“It is worth noting that the North-West (69 per cent), the North-East (68 per cent) and the North-Central (65 per cent) zones, accounted for the largest proportion of Nigerians who showed their support for the creation of state police.
“This is not surprising as these regions have had a fair share of security challenges.’’
The Chief Executive Officer, NOIPolls, Dr Bell Ihua, said the endorsement of state police “shows that our leaders are now listening to the opinions of Nigerians”.
A clergyman, the Rt. Rev. Tunde Adeleye, the Bishop of Calabar Diocese, Anglican Communion, says Nigeria needs to fight crime at the foundation level through the establishment of state police.
Adeleye spoke recently in Calabar at a media briefing to mark the commencement of the 2018 Synod of the diocese.
The clergyman said that state police structure was one of the characteristics of true federalism.
“Each state or even local government should have its own police. This is done all over the world where we have true federalism.
“Let us have a state police so that we can fight crime from the foundation, ‘’ he said.
He said that situations where state governors were regarded as chief security officers of their states but could not give directives to the commissioner of police, was contrary to what obtain ined a federal system of government.
According to him, such situations had made it always impossible for the governors to curtail insecurity in their states.
“There is too much concentration of powers at the federal level. Power has to devolve to the federating states, ‘’ Adeleye said.
A former Senate Deputy Leader, Jonathan Zwingina, who is seeking re-election to the Senate, said establishment of state police was the ultimate solution to insecurity in the country.
Zwingina spoke when he paid a courtesy visit on Alhaji Umar Sanda, Paramount Ruler of Ganye Chiefdom in Adamawa.
According to him, the creation of state police is the ultimate solution to insecurity in the country.
He said the idea would not undermine the authority of the federal police.
Zwingina said that state police would rather complement the operations and activities of the federal police.
He said that the police to citizens’ ratio was about one police man to 1,000, instead of the global standard of one to 400.
The former deputy senate leader also said that half of the police personnel were attached to very important personalities, limiting efficient security coverage.
Analysts say that those opposed to state police usually hinge their argument on perceived inability of state governments to finance the force and abuse by state governors. They, however, say the argument does not hold water, as establishment is based on ability to finance the force, while the perceived fear of abuse by governors cannot be substantiated.

The Peoples Democratic Party (PDP) has told President Muhammadu Buhari, to forget about going in for a second a term and accept defeat from a new President under the platform of the PDP.

The opposition party accused the Buhari-led administration of economic hardship currently witnessed by Nigerians, nepotism, violence, and killings across the country.

In a statement by the party’s spokesman, Kola Ologbodiyan, said that President Buhari should not bother campaigning for the collection of the Permanent Voters Card (PVC), alleging that his administration has failed to provide enough ‘stimuli’ for Nigerians to fully participate in the 2019 general elections.

“President Buhari, by now, ought to have known that such theatrics, simulated by his handlers, cannot help his image or reverse the determination of Nigerians to vote him out in 2019.

“This is a leader who declared his interest to contest, months ago, without talking about PVCs or engaging in any form of voter education, only for him to suddenly wake up to the reality of the mass wave of PVC collection by Nigerians.

In fact, it appears that Mr. President just started hearing the drumbeat by Nigerians, expressing their dissatisfaction with his incompetence, as well as the corruption and insensitivity of his leadership to their plight as citizens.

“The shock that awaits Mr. President will be an inescapable mortifying electoral loss in places he currently boasts of as his political stronghold, as even the people around him today have since deserted him within and only waiting for 2019 to free themselves from the stranglehold of his misrule” the statement added.

The Syrian government on Monday described the evacuation of hundreds of Syrian White Helmet rescue workers as a “criminal operation” undertaken by “Israel and its tools”.
The rescue workers and their families crossed out of Syria into the Israeli-occupied Golan Heights before arriving in Jordan over the weekend.
Israel said it had helped with the evacuation at the request of U.S. President Donald Trump and other leaders – and there had been fears that the workers’ lives were at risk.
The Syrian government has accused the White Helmets, also known as Syria Civil Defence, of being a Western-sponsored terrorist organization.
President Bashar al-Assad has called the White Helmets part of al Qaeda in Syria.
The White Helmets was established as a rescue service in rebel-held areas of the country, where its volunteers have often worked to save people trapped under the rubble of government bombardment.
State news agency SANA, citing a foreign ministry official, said the evacuation “exposed the true nature of the organisation known as the White Helmets”, calling it a risk to stability and security “because of its terrorist nature”.
As Assad has won back areas such as eastern Aleppo and Ghouta, the rescue workers have left on buses to rebel-held areas of the north along with fighters and civilians who fear a return of government rule.
A Jordanian government source said 422 people were brought from Syria, over the Israeli-occupied Golan Heights frontier and into Jordan, down from a figure of 800 announced earlier by the foreign ministry in Amman.
The evacuees will be kept in a “closed” location in Jordan and resettled in Britain, Germany and Canada within three months, the source said.
A second non-Jordanian source familiar with the agreement said the original plan had been to evacuate 800 people, but only 422 made it out as operations were hampered by government checkpoints and the expansion of Islamic State in the area. Reuters/LR News

At least four people were killed and some others abducted on Sunday by armed Bandits along the Kaduna-Abuja highway.

The Kaduna State Commissioner of Police, Austin Iwar, confirmed the attack to Channels Television.

While sympathizing with resident, the police boss gave the assurance that the force is on the trail of the bandits.

An eye witness of the attack said it occurred around 6:00 pm near Gidan Busa village, located between Jere and Kateri communities, along the expressway.

He explained that passengers were returning from Kaduna to Abuja in different vehicles, when they stumbled on the bandits who mounted a road block, stopped motorists and started shooting sporadically.

The latest attack comes a week after security operatives conducted search operations for arms at Kuriga village.

In 2017, the Kaduna-Abuja highway witnessed series of attacks by armed bandits with many abducted and lives lost in the process.

Although, the road became relatively peaceful since this year, the resurgence of Sunday’s attack by gunmen, has raised fresh fear among residents.

WhatsApp, the Facebook owned company, is stepping up the battle against fake news with a big change that’ll affect anyone that uses the messaging app as it limits people’s ability to forward messages to large groups.
The idea is that, in theory, it will make it harder for things to “go viral” and will stop the spread of sensationalised fake news.
Although this new strategy is going global, WhatsApp is taking things even further in India.
“In India – where people forward more messages, photos, and videos than any other country in the world – we’ll also test a lower limit of 5 chats at once and we’ll remove the quick forward button next to media messages.” the company confirmed .
In the rest of the world, users will only be able to forward messages on to 20 people. The previous limit was 250.
WhatsApp has confirmed that the new change is in response to the spread of fake news and in some cases resulting violence in places like India and Myanmar.
“We’re horrified by the violence in India, and we’ve announced a number of different product changes to help address these issues,” a representative from WhatsApp told Recode .
“It’s a challenge which requires an action by civil society, government and tech companies.”
The decision by WhatsApp is a likely a trickle-down from parent company Facebook, which has repeatedly been hit with criticism for its role in the dissemination of fake news.
One of the most serious instances was the perpetuation of the Rohingya crisis in Myanmar.
Facebook has been used to spread propaganda against the Rohingya people that has led to killings.
