Fraudsters have tricked scores of Nigerians by selling them football World Cup fan passes to travel to Russia, leaving many stranded and penniless, victims and anti-trafficking campaigners say.

Some Nigerians told AFP they used the official Fan IDs to come to Russia with the promise of finding work or even playing professional football themselves.

Others said they came to watch World Cup matches but got stranded when their return plane tickets were canceled by bogus travel agencies that booked them.

Ismail Olamilekan, 21, and his brother Sodiq, 25, said they paid N250,000 (600 euros, $700) each to a man in Lagos for their Fan IDs.

“The man told us that with the Fan ID we could get a job and stay here,” Ismail told AFP at a hostel on the outskirts of Moscow.

“But when we got here we discovered that it was a fraud, that he had just collected the money and lied to us.”

 ‘Football career’

The plastic-coated passes issued by the Russian government enable foreign fans with match tickets to enter the country without a visa during the World Cup — but they expire before the end of July.

It was not clear how the bogus agents obtained the Fan IDs that they sold.

A FIFA spokesman stressed that the Fan IDs system was implemented by the Russian communications ministry.

FIFA “continues to make efforts to identify and curb unauthorised ticket sales,” he added.

Foreign ministry spokeswoman, Maria Zakharova told a news briefing it was a matter for the consular authorities of the countries concerned.

“You can’t rule out that some of the foreign guests, taking advantage of visiting the World Cup, are counting in some way or another, usually illegally, on crossing the Russian border and entering one of the European countries,” she added.

 Nigerians ‘stranded’

The Olamilekan brothers spent about a thousand dollars each for their plane fare to Moscow, on top of what they paid separately to the agent.

“In Nigeria I play football. He told me that if I started working I can also start a (football) career in Russia,” Ismail Olamilekan said.


A fellow Muslim was allowing the brothers to sleep in his hostel until their return flight on July 22.

Other Nigerians, however, found themselves stranded in Russia after fraudulent “agents” who booked return flights for them then cancelled the bookings to get a refund.

One group of about a dozen Nigerians spent days sleeping at Moscow’s Vnukovo airport.

Some of them told AFP they paid more than a million naira each to an agent for a package including flights, match tickets and a fan ID.

“We’ve been sleeping on the floor like fools. We’ve got no place to go,” said Alonge Ademola, 35, a cement dealer from Lagos.

“We really do want to go back to our country. We’ve cried, we’ve wept, but still no solution.”

Russian charity Alternativa said it had helped about 50 Nigerians stranded in Russia and estimated there were about 200 in difficulty overall.

“With globalisation the opportunities for criminals are also increasing. The Fan IDs make an extremely profitable business for them,” said the group’s spokeswoman, Yulia Siluyanova.

 Lesson learnt

Around 50 Nigerians spent the night of Thursday to Friday on the pavement in front of the Nigerian embassy in Moscow.

Nigerian embassy spokesman Olumide Ajayi told AFP on Friday that it had made arrangements to house 57 stranded Nigerians and would work with Russian authorities and airlines to find a way to send them home.

The Olamilekan brothers meanwhile are waiting to board the return flights. They funded the whole trip with money their parents borrowed.

“We don’t have any option but to go back home and work and pay our parents’ debts,” Ismail said.

“I spoke to them last night. They asked if we’ve got a job and if we’re living well and I decided to tell them yes. I don’t like lying to my parents,” he said.
“I still give thanks to God because he has taught me a lesson.”

The Nigeria Police Force has assured electorates in Ekiti State ahead of the July 14 election that the police will ensure adequate security noting that the force does not belong to any political party.

The spokesperson of the Nigeria Police force, Jimoh Moshood, who was a guest on Channels Television breakfast programme, Sunrise Daily, on Friday, stressed that the deployment of 30,000 personnel to Ekiti is to ensure adequate security in the nook and cranny of the state before and during the gubernatorial election.

“Going to Ekiti with 30,000 personnel is to ensure that everything is in order and to guarantee a secure environment for the electorates.

“We are assuring the people of Ekiti that the Nigerian police is apolitical. We don’t belong to APC or PDP, we don’t belong to any political party. There are 35 political parties involved in this and all of them have the right to be protected.

“Every political party has the right so to be allowed to do what is expected of them in the electoral act. Every party have the right to have their observer and the point where votes are being cast and we have to provide security for this,” he said.


Ahead of the poll, the Independent National Electoral Commission (INEC) on Thursday commenced distribution of sensitive materials to the 16 local governments in Ekiti state.

This was after the materials were received by the Electoral body at the Central Bank office in Ado Ekiti, the state capital. The materials were loaded into vehicles for transportation amidst tight security and in the presence of all relevant stakeholders.

Moshood during the interview on Friday noted that the purpose of the massive deployment is for the security of the people to create a peaceful atmosphere which will encourage the residents to exercise their civic duties.

“Our concern is about the people of Ekiti. They are the people that have a stake in this election. They are the people that are going to elect their leader. We are providing a secure environment for them because once we have an incident of ballot paper snatching or attacks on the electorate in any polling unit the news will spread and people will have apathy of coming out.”

The Head of Civil Service of the Federation, says the verification of Federal Government Employees on the Integrated Personnel and Payroll Information System (IPPIS) will commence on Monday, July 16.
Oyo-Ita stated this while briefing newsmen on Friday in Abuja.
She said that a total of 486 Ministries, Departments and Agencies (MDAs) with over 300,000 employees, had enrolled on the IPPIS platform.
According to her, the verification was part of the implementation of the eight priority areas of the 2017 to 2020 Federal Civil Service Strategy and Implementation Plan (FCSSIP).
Oyo-Ita explained that the verification was to authenticate the documents of individual employees of the Federal Government and that the procedure would entail everyone presenting themselves and documents for screening.
“In fulfillment of one of the cardinal principles of the introduction of the IPPIS programme which is blocking loopholes and discouraging corruption in the administration of personnel records.
“It is important that the Human Resource information on the IPPIS portal be cleaned up with a view to having credible data for both payroll and personnel administration and analysis.
“The employees to be verified are only those that have completed their update on the online verification portal, which started April, 2017,” she said.
According to her, at the end of the verification, discrepancies will be resolved to ensure that what is finally uploaded unto the IPPIS platform has high level of data integrity.
She urged all concerned MDAs to provide enabling environment for the successful conduct of the exercise.
Oyo-Ita said that the employees who do not comply with the verification would have their data deleted from the Federal Government employee database.
News Agency of Nigeria (NAN) recalls that on Dec. 8, 2017, the Federal Government inaugurated the FCSSIP with the aim to reposition the federal civil service for efficiency and enhanced service delivery to Nigerians in line with the current administration’s change agenda.
The verification, which is scheduled to run for two weeks, will start with the Federal Ministry of Information, Health, Office of the Secretary to the Government of the Federation (OSGF), Ministry of Defence (MOD), from July 16 to 20 among others.
From July 23 to 27, it would be the turn of the Office of the Auditor-General of the Federation, Accountant-General of the Federation, State House, Federal Ministry of Environment, Power Works and Housing and others.
The verification would come to a close on August 3, when officers would visit the Federal Technical College, Orozo, FCT.

A babysitter was charged in a Malaysian court on Friday with two charges of murder for the death of a five-month-old, whose body was allegedly hidden in a freezer to conceal his death.
According to state wire agency Bernama, the 33-year-old maid, Noor Aqilah Abd Rahman, pleaded not guilty.
A post-mortem on the baby, Adam Rayqal, at the Kuala Lumpur hospital, showed he died of brain haemorrhage and suffered from skull fracture, according to the report.
Tha babysitter, previously a cook, is accused of abusing the boy, leading to the head injuries.
If convicted, Noor Aqilah could face a 50,000-ringgit fine (12,300 dollars), 20 years in jail, or both.
Adam was reported missing on July 3, the same day the offences were believed to have been committed, and found later that night “in the freezer compartment” of Noor Aqilah’s refrigerator.
She is also accused of disposing of the boy’s body to conceal the death.
The second charge is punishable with three years of jail as well as, possibly, a fine.
Her lawyers had asked for minimum bail “because she was taking care of her unemployed parents, who suffered from hypertension, gout and heart ailments,” Bernama reported.
The court has set bail at 18,000 ringgits, with the condition that Noor Aqilah reports to the nearest police station twice a month until the end of the case.
Proceedings are expected to resume on Aug. 13.

President Muhammadu Buhari has communicated his decision to decline presidential assent to four bills passed by the National Assembly.

President Buhari communicated this through a letter which he sent to the House of Representatives and was read during plenary on Thursday.

Speaker of the House Representatives Yakubu Dogara, during the proceedings, read the letter to the House.

The bills include Corporate Manslaughter Bill, 2018, Agricultural Credit Scheme Bill, 2018, National Child Protection Bill, 2018 and Court and Tribunal Standard Scale Fines Bill, 2018.

Dogara told the House that President Buhari in his letter said he rejected the Corporate Manslaughter Bill because its provisions were inconsistent with the 1999 constitution.

Buhari also said he declined to assent the agricultural credit scheme (amendment) bill on the ground of increase of the credit by the National Assembly, which was initially tagged at N100 million to N50 billion. He added that he is ready to grant assent to this if it is rectified.

The President added that the National Child Protection and Enforcement Agency bill is a duplication of duties of existing agencies such as the National Agency for the Prohibition of Trafficking in Persons (NAPTIP). He noted that it would merely duplicate the functions of already established agencies and the Ministry of Women Affairs

He also did not approve the court and tribunal bill which he described as “ambiguous” and conflicting with extant laws.

Twelve boys and their soccer coach rescued from a flooded cave in Thailand planned to explore the cavern complex for only about an hour.
However, the treacherous flood waters rose to trap them for more than two weeks, one of the boys’ fathers said on Friday.
All 12 of the boys and their 25-year-old coach were brought to safety over the course of a three-day rescue.
The rescue that ended on Tuesday, was organised by Thai navy SEALs and an international team of diving and caving experts.
They had gone into the Tham Luang cave in the northern province of Chiang Rai on June 23, for a quick excursion after soccer practice.
But a rainy season downpour flooded the tunnels.
“He told me that as soon as they finished practice,they went to play at the cave.
” They thought they’d only be an hour,” Banpot Korncam, father of the 13-year-old captain of the “Wild Boars” team, told the media.
“While they were inside the cave,it rained, water flowed in and everyone took off,” Banpot said.
Two British divers found the boys on July 2, squatting on a muddy mound in a flooded chamber several kiometres inside the complex.
That was nine days after they went for their quick jaunt.
Then the problem became how to get them out through the tunnels, some completely full of fast-flowing flood water.
The boys, aged 11 to 16, had to dive for part of their journey out before they were put on green plastic toboggan-like stretchers and carried.
They were carried at times through steep, rocky tunnels, with ropes strung overhead.
Many people in Thailand have credited the coach, Ekkapol Chantawong, or Ek as he is known, for keeping the boys safe during the ordeal.
“They just sat quietly without doing anything because it was dark,” said Banpot, recounting what his son, who is still in hospital, had told him.
“When they were hungry,Coach Ek would use a flashlight to shine on the stalactites above,” he said.
The group survived by drinking water that dripped off the stalactites and the cave walls, rescue officials said.
Initially isolated in hospital in Chiang Rai because of fears of infection, the boys have now been allowed to meet their families.
They will stay in hospital at least a week.
“The boys’ health is improving … relatives can now visit them in close proximity,” said Thongchai Lertwilairatanapong, a health ministry inspector.
The rescue gripped the world, with much praise focusing on the navy SEALs and international team of divers who helped them.
They toiled for days in dangerous conditions to get the boys out. A former Thai navy SEAL diver died during the mission.
John Volanthen, one of the two British divers who found the boys, played down the gallantry.
“We’re not heroes,” he told the media after arriving back in London.
“What we do is very calculating. It’s very calm, it’s quite the opposite … But it’s really the international team I would like to focus on and the Thai SEALs.”
Volanthen was the first person the boys heard after nine days trapped in the flooded cave.
A video posted by the Thai SEALs captured the moment.
“How many of you?” he asked, a torch beam scanning the boys crowded on the bank.
“Thirteen? Brilliant.”
Prime Minister Prayuth Chan-ocha said on Thursday international members of the rescue team would be given a “Thailand Elite” card.

An FCT High Court sitting in Jabi has sentenced Lebi-Ayodele James, a staff of the Office of the Auditor General of the Federation to two years in prison for forging the Institute of Chartered Accountant of Nigeria (ICAN) certificate.
The judge, Justice Yusuf Halilu, who did not give the convict an option of fine on Friday, ordered him to pay N100,000 in restitution.
The Judge said that the convict would have rose to the position of the Auditor General of the Federation with a forged certificate in the nearest future if the forgery had not been discovered.
According to Halilu, the sentence will serves as a lesson to the convict and others who procure fake certificates and those who might intend to engage in such act in the future.
“The convict knew full well that he never had ICAN certificate. He forged the certificate and eventually got elevated from Executive officer to a Senior Auditor.
“In a country where securing government employment is a huge challenge, and with the army of graduates who have truly earned better certificate but remained unemployed.
“Government should scrutinise all employees in her pay role to ensure only those who deserve to be gainfully employed are employed.
“The convict shall serve his term in Keffi Prison,” Halilu ordered.
James was arraigned on three count offences by the Independent Corrupt Practices and Other Related Offences Commission (ICPC) on March 26.
The offences are: Forgery of certificate contrary to section 25(1)(a) and punishable under section 25(1)(b) of the ICPC Act 2000 and being in possession of a forged document contrary to section 368 of the Penal code CAP 532, Laws of the FCT Nigeria 2006.
He was also charged with giving false information, an offence contrary and punishable under section 140 of the penal code CAP 53, Laws of the FCT Nigeria 2006.
The prosecution, Mr Agbili Ezenwa, in March, presented the forged certificate and the application letter to the Director of Admin and Human Resources in the auditor general’s office as evidence.
Ezenwa said that the convict wrote the application letter requesting to be converted and upgraded from the position of an Executive officer to that of a Senior Auditor.

The National Emergency Management Agency (NEMA) says it has received a batch of 160 assisted voluntary returnees from Libya who were stranded in failed attempts to reach different European countries.
The Planning Officer of NEMA, Mr Segun Afolayan, told NAN in Lagos on Friday that the returnees arrived at the Murtala Muhammed International Airport, Ikeja, at 9.45 p.m. on Thursday.
Afolayan said that the returnees landed at the Cargo Wing of the airport aboard Libyan Airline flight with registration number 5A-DMG.
He said that they were brought back through the assistance of the International Organisation for Migration (IOM).
“After profiling, the returnees comprised of seven female adults and 153 males,” Afolayan said.
He urged the returnees to put their experiences in the volatile North African country behind them and forge ahead with their lives.
“They have another opportunity to make a new start of posterity and abundance. Nobody can tell it better than them that there are no greener pastures elsewhere.
“The best option is to live a dignified life, make their families happy and make the country proud by contributing their own quotas,” Afolayan said.
He added that the federal and state governments and development partners should create a more conducive atmosphere where all Nigerians could prosper.
