Italian Prime Minister, Giuseppe Conte, has declared a state of emergency covering the region around Genoa, after a bridge collapse killed at least 39 people and severed the port city’s main land corridor with southern France.
Conte, speaking at a news conference in Genoa, said he made the declaration after a request from regional authorities.
He also took aim at operator Autostrade, a unit of Milan-listed Atlantia group, which operated the bridge as part of a stretch of the A10 motorway it manages.
Conte said the firm had been responsible for ensuring safety on the bridge and the government would not await the outcome of a current criminal investigation into the disaster before taking action.
“A cabinet meeting took place in which we have decreed a 12-month state of emergency and made available a first allocation worth 5 million Euros for the national emergencies fund,” Conte said in a news conference.
The announcement comes as rescuers are continuing to search for survivors among huge chunks of debris after the bridge in Genoa collapsed on Monday.
Furious government ministers have rounded on the viaduct’s operator, saying it should pay fines and compensation and lose its concession.
The 50-year-old bridge, part of a toll motorway linking the port city of Genoa with southern France, collapsed during torrential rain yesterday, sending dozens of vehicles crashing onto a riverbed, a railway and two warehouses.
Italian Transport Minister Danilo Toninelli, visiting the disaster scene, said bridge operator Autostrade would have to contribute to the cost of its reconstruction as well as pay heavy fines.
Conte said “all infrastructure” across the country needed to be double-checked.
“We must not allow another tragedy like this to happen again”.
Rescuers searching through the wreckage, strewn among shrubland and train tracks, said there were “dozens” of victims, as rescue helicopters winched survivors on stretchers from the ruined bridge.
Cars and trucks were tangled in the rubble and nearby buildings damaged by vast chunks of concrete.
But Autostrade, a unit of Milan-listed Atlantia group, said it had done regular, sophisticated checks on the structure before the disaster, relying on “companies and institutions which are world leaders in testing and inspections” and that these had provided reassuring results.
“These outcomes have formed the basis for maintenance work approved by the Transport Ministry in accordance with the law and the terms of the concession agreement,” it said.
However, the bridge’s condition, and its ability to sustain large increases in both the intensity and weight of traffic over the years, have been a focus of public debate since the collapse, when an 80-metre span gave way as cars packed with holidaymakers as well as trucks streamed across it.
“We’re not giving up hope, we’ve already saved a dozen people from under the rubble,” said fire official Emanuele Giffi.
“We’re going to work round the clock until the last victim is secured.”
The incident – the deadliest of its kind in Europe since 2001 – is the latest in a string of bridge collapses in Italy, a country prone to damage from seismic activity but where infrastructure generally is showing the effects of a faltering economy.
Aerial footage showed more than 200 metres of the viaduct, known locally as the Morandi bridge, completely destroyed.
Deputy Prime Minister and Interior Minister Matteo Salvini said the private sector manager of the bridge had earned “billions” from tolls but “did not spend the money they were supposed to” and its concession should be revoked.
He was apparently referring to Autostrade.
“Imposing the highest penalties possible and making sure that those responsible for the dead and the injured pay up for any damages and crimes is the very least,” he said.
The Pope offered a prayer for the victims and their loved ones in a public address at St Peter’s Basilica:
“While I entrust those, who have lost their lives to the mercy of God, I express my spiritual closeness to their families, to the injured, evacuees and all those who have suffered due to this dramatic event”.
Fire Brigade Spokesman, Luca Cari, said 400 firefighters were at the site, lifting big chunks of concrete to create spaces for rescue teams to check for survivors.
In Paris, France’s foreign ministry said three French nationals were among the dead.
The Morandi Bridge, named after the engineer, who designed it, forms part of the A10 motorway run by Autostrade.
The 55km stretch of the A10 accounts for around 1.7 per cent of total network traffic for Italy’s biggest toll road operator, according to one analyst’s estimate.
Autostrade’s parent, Atlantia, also runs toll-road concessions in Brazil, Chile, India and Poland.
“The top management of Autostrade per l’Italia must step down first of all,” Mr Toninelli said in a Facebook post.
He also said the government would inspect the structure of ageing bridges and tunnels across the country with a view to launching a programme of remedial works if required.

Lagos Commissioner of Police, Edgal Imohimi

Eight police officers in Lagos have been dismissed over “very serious criminal offences”, while six others were demoted in ranks, the state commissioner,  Mr Imohimi Edgal said.
Edgal, also said that 108 officers were disciplined for various offences from January to July, 2018 in the Lagos State Command.
He made the disclosure at a Stakeholders’ Forum on “Police Accountability and Presentation of Advocacy Materials at the command’s headquarters, Ikeja.
The police chief said that 58 other officers recorded major entries, six officers reprimanded, 28 officers got warning, four officers had extra fatigue, while five others were discharged for lack of evidences against them.
“The days of police officers receiving slaps on the wrist for offences are gone. When you performed excellently well, you will receive a CP’s Commendation Letter.
“I am not happy punishing any officer, but that does not mean we should overlook unprofessional conducts. When I resumed as CP Lagos, I discovered that the public had lost confidence in the police.
“I set up a Citizen Complaint Hot Centre with 10 mobile phone lines through which people can complain about the wrongs of our men. I have received many complaints.
“However, there is no way I would know all that my men are doing if nobody complained,” he said.
Edgal called on people in Lagos to continue to assist the police with information and other assistance, stressing that the 28,000 officers and men in Lagos were inadequate to police the state.
According to him, community policing in the state is working as it had reduced crimes by 35 per cent.
Commending the forum organised by the civil society groups, he said that it would also assist the police to perform better.
Edgal, while appointing a senior police officer, SP Abubakar Aliyah from the X-Squad, as member of the forum, promised to monitor the activities of the forum,
Mr Okechukwu Nwanguma, the National Coordinator, Network For Police Reform In Nigeria (NOPRIN) and Chairman of the forum, spoke on “Toward Sustained Community Partnership with the Lagos State Police”.
Nwanguma said that the forum was formed with a view to have regular engagement and interaction with the Lagos State Police Command on issues of police accountability.
“The platform is to stand as a liaison between the police and the communities.
“This is with a view to deepening partnership between the police and the communities they serve and to improve public safety and security.
“We want to gain deeper understanding of the workings of the various complaints and disciplinary mechanisms within the Lagos State Police Command and the feedback system.
“We want to have a formalised and structured engagement with them, contribute to strengthening them and promoting police accountability,” he said.
Nwanguma commended Edgal for his human rights record, noting that he was one of the best commissioners in the country with good human rights police command.
The Head of Monitoring, National Human Rights Commission, South-West, Mrs Nneka Anigbo, said that the launch of the forum was a welcome development.
Anigbo said the commission would support the forum to succeed, and commended the CP for a job well done in the state.
The President of Crime Reporters Association of Nigeria (CRAN), Mr Odita Sunday, praised the initiative behind the forum, urging Edgal to maintain the high level of crime fighting.
The News Agency of Nigeria (NAN) reports that one of the highlights of the launch included the presentation of some advocacy materials by Nwanguma and Mrs Bose Iro Ndu of Women’s Rights and Health Project

In spite of its low investment profile, Africa remains the best destination for capital venture investment, owing to its relatively low investment risk.
Africa enjoys a paltry $0.5 billion investment profile, compared to US yearly venture capital investments of $70 billion, China’s $70 billion and Europe’s $20 billion.
The Founder and Managing Partner of TLcom Venture Capital, Mr. Maurizio Caio, and Senior Partner TLcom Venture Capital, Dr. Omobola Johnson, who appeared on The Morning Show on ARISE TV made analysis.
They spoke on venture capital funding for up-coming entrepreneurs and technology startups on Tuesday and said funding remained a huge challenge for up-coming businesses in Africa.
They said, however, that Venture Capitalists could still find Africa as the best continent to invest their monies because of the low risk involved in investing in Africa, coupled with the pool of talented young entrepreneurs who are technology savvy and are ready to do great exploits in using technology to address specific African challenges.
Johnson said TLcom was established about five years ago, but has within a short period of time, invested in up-coming companies in Nigeria and Kenya that have proved to be commercially viable.
According Caio, although money could be a huge challenge for young companies in Africa, they should rather focus on developing their business model into solution that will address specific challenges, than focusing on initial capital, which he said was not the ultimate.

The National Association of Nigerian Footballers (NANF) has pleaded with Acting President Prof. Yemi Osinbajo, to intervene in the current leadership tussle in the Nigeria Football Federation (NFF) by ensuring the laws of the land are obeyed.
President of NANF Harrison Jalla, made the plea in Abuja on Wednesday when he led scores of protesters on a peaceful demonstration demanding the withdrawal of operatives of the Department of State Services (DSS) occupying the secretariat of the Nigeria Football Federation (NFF).
The News Agency of Nigeria (NAN) reports that DSS operatives have occupied the country’s football house for about a month now following the leadership tussle between Amaju Pinick-led board and the Chris Giwa faction of the NFF.
The Giwa-led board had taken over control at the NFF secretariat on July 2 following a Supreme Court ruling which set aside a 2016 judgment of the Appeal Court on the leadership tussle and sent the case back to the Federal High Court sitting in Jos, Plateau State, where it started in September 2014.
They were however, chased out of office by men of the DSS who claimed to be working according to a presidential directive in spite the court ruling.
Chris Giwa: Once in charge of activities at the NFF before being chased out by DSS operatives

Giwa and his men had dragged the Pinnick-led board to the Apex Court, to set aside the verdict of the Appeal Court which overturned the ruling of a Federal High Court that had relisted the case after an out-of-court settlement failed.
Jalla, however, told newsmen that the decision of the DSS to occupy the NFF secretariat was an obstruction of justice and that it was inimical to the development of football in the country.
“We are here to plead with the Acting President that the DSS cannot continue to occupy the glasshouse; there is a Supreme Court judgment.
“We are not in a jungle; we want the DSS to vacate the premises of the NFF and we are saying that the decision of the judiciary must be respected.
“The DSS operatives have been here for over one month trying to cause obstructions; they are beating staff of the NFF and we cannot run football like this.
“We ask them to withdraw and we promise to come back tomorrow in another different method.
“The DSS authorities told us earlier that their men will vacate the NFF premises on Monday but today is Wednesday, they are still here,” Jalla said.
Embattled NFF President Amaju Pinnick, fighting to remain in office

He further said that they would send a delegation to brief the acting president on the activities of the DSS operatives.
NAN reports that the protesters carried placards with inscriptions such as “FG sack DSS Director of Operation; Nigeria is a creation of law, DSS please obey the laws of the land and No to impunity, no to DSS occupation of NFF”.

The Chairman of the Independent National Electoral Commission (INEC), Professor Mahmood Yakubu, has met with the House Committee on Electoral and Political Parties Matters.

Professor Yakubu met with the lawmakers on Wednesday at the National Assembly in Abuja, the nation’s capital.

It was part of the efforts by the National Assembly towards resolving the controversy surrounding the approval of the electoral umpire’s budget for the general elections in 2019.

The talks held one day after the leadership of NASS cited the inability of the meeting to hold as part of the reasons for the delay in the reconvening of the National Assembly.

In a statement on Tuesday, they said both chambers had agreed to reconvene to consider the proposal this week after a meeting between the Joint Senate and House of Representatives Committees on Electoral Matters and INEC officials must have held on or before Monday, August 13, 2018.

Wednesday’s meeting was also attended by some INEC National Commissioners and top officials of the commission.

The Kaduna State House of Assembly has declared vacant the seat of the immediate past Deputy Speaker of the House, Mr John Kwaturu.

The Speaker of the House, Aminu Shagala, who announced this during plenary on Wednesday, also declared vacant, the seat of the member representing Kudan Constituency, Mr Yakubu Junaidu.

He noted section 109 subsection (1G) of the 1999 Constitution as the reason for which elected public officials can defect from one party to another.

Mr Shagala said the seats of the two lawmakers were declared vacant, following their defection to the Peoples Democratic Party (PDP).

He explained that there was no crisis in All Progressives Congress (APC) that could have warranted the lawmakers’ defection to another party.

Mr Kwaturu and Mr Junaidu announced their defection from the ruling party to the opposition on Friday last week.

They explained that they took the decision as a result of alleged impunity, draconian leadership style and a lack of unity among members of the APC.

The lawmakers had claimed that the party’s pattern of leadership at all levels would no longer serve the interest of the people who elected its members into various offices.

The former deputy speaker, who represented Kachia Constituency in the State Assembly, believed his continuous stay in the ruling party would not be in the interest of his supporters and constituents.

On Tuesday, Mr Kwaturu tendered his letter of resignation as deputy speaker, saying he took the decision after consultation with his political associates and supporters.
