The Nigeria Customs Service (NCS) says it has uncovered new methods of smuggling rice at the commercial border town of Mubi in Adamawa.
The Adamawa/Taraba Area Comptroller of the service, Mr Adetoye Francis, said this while inspecting a tipper lorry truck and two tricycles loaded with suspected smuggled rice in Mubi town on Wednesday.
Francis warned smugglers that the service under the present administration has zero tolerance for any act of economic sabotage.
He said that the command had identified new ways smugglers adopted to conduct their nefarious activities such as using tipper lorries carrying sand with bags of rice beneath the sand in an attempt to deceive custom officials.
“They (smugglers) are using the cover of on-going construction work going on in Mubi by using tippers meant for conveying sand for smuggling by covering the items with sand.
“The lorry you are seeing here was arrested along the Mubi-Sahuda border road with 52 bags of rice covered with sand,” Francis said.
He commended the officers and men of the Mubi office of the command for their commitment to check smuggling at the border town and assured them of support at all time.
The comptroller, who also addressed some members of Mubi business community, cautioned them on the dangers of smuggling on the economy and the consequences if caught.
Earlier, the Officer-in-Charge of Mubi Unit, Mr Aliyu Bunza, who narrated the successes recorded by the unit in checking the activities of smugglers around the border town, lauded the support and cooperation the command is receiving from other security operatives in the area.
Also speaking, some representatives of Mubi business community, Alhaji Sanusi Hassan and Malam Sali Manaja, declared support of their members to customs’ effort to check smuggling.
They promised to continue to educate their members against smuggling. LR News

The Senator representing Yobe North Constituency, Ahmed Lawan, has asked the State Houses of Assembly to urgently pass the Not too young to run Bill’ as part of efforts to ensure adequate involvement of youths in governance at all levels.

The Senator made the call during a meeting of the Northern Forum of the National Youth Council of Nigeria in Abuja, said that the ‘not too young to run bill’ was passed by the National Assembly to ensure that youths are encouraged to contribute meaningfully towards nation building.

Senator Lawan also urged members of the National Youth Council to present a bill before the Assembly so as to give legal backing to the council as he assured that the National Assembly would give priority to such bill, in an effort to address increasing unemployment in the country.

Meanwhile, the Chairman, Board of Trustees of the Council, Dr Dickson Akoh, blamed the council for its inability to organize elections at the National level for the past twelve years.

Minister of Information and Culture, Alhaji Lai Mohammed says that Digital Television will generate N100bn annually for Nollywood through FreeTV distribution network.
The minister made this known on Wednesday at the launch of digital switch over at the premises of the Nigeria Television Authority (NTA), Ilorin.
He said that Nigerians have watched Nollywood moved from VHS tapes to VCD to DVD, adding that the whole world has moved to digital consumption of content with its attendant benefits and democratisation of distribution.
Nigerian TV viewers, the minister said have been constrained by limited penetration of internet in their homes.
“With the middleware in our `Set Top Boxes’; homes will be able to buy and watch the latest Nollywood movies without the need for internet.
“Imagine a film released on Monday morning being immediately available to all the households in Kwara at the touch of a button. That is the kind of experience we are talking about,” the minister added.
Mohammed added that FReeTV has the capacity to grow TV advertising market by 400million dollar per annum through audience measurement.
“In this regard, permit me to use this opportunity to throw the weight of the government behind the NBC in its efforts to create a viable currency by which producers of content and channels can be re-numerated,” he said.
The minister said that the digital switch over will create tens of thousands of jobs through Technical and Manufacturing opportunities.
“`Set Top Box’ assembling and ultimately manufacturing is an irreversible mandate by the government to the industry.
“We expect this to extend very quickly to local Smart TV and Tablet manufacturing.

“With our strong consumer base, we can quickly become the supplier of these equipments to the whole of West Africa,” the minister added.
Mohammed added that Electronic Programme Guide will also be a platform for App developers to create products that will make life easier for the home consumers.
“For the people of Kwara, we welcome the publishers of Apps to start looking for how to make living easier and commerce easier, using the technology that sits on these boxes,” he added.
Mallam Ish’aq Modibo Kawu, Director General, National Broadcasting Commission (NBC), in his remark said the switch over in Ilorin was the third since inauguration in Jos, Plateau State.
Kawu said that one of the reasons for choosing Kwara in the North Central was the presence of old broadcasting house and its closeness to international borders.
He said the switch over will be done in each of the six geopolitical zones of the country, adding that Kaduna will be next to switch over to digital TV.
The DG added that the Federal Government has imported 600, 000 Set of `Top Boxes’ at subsidised price.
He said that when the 600, 000 boxes are exhausted, there will be no subsidy for subsequent ones as the boxes will be manufactured in the country. LR News

Ten passengers were on Tuesday killed while travelling in a commercial bus from Abeokuta to Ibadan the Oyo State capital.

The accident occurred along the Lagos/ Ibadan expressway when the bus they were traveling in collided with a truck.

Mr Babatunde Akinbiyi, the Public Relations Officer (PRO), Traffic Compliance and Enforcement Corps (TRACE) in Ogun State, confirmed the tragic incident explaining that it occurred around 8.00 p.m. on Tuesday, adding that speeding and negligence on the part of the truck driver caused the accident.


The truck driver he said, only sustained injury in the accident.

“The truck with registration number BDG 7I4 XE was coming from Ibadan inward Abeokuta, while the Toyota Litace marked EKY I85 XH was traveling to Ibadan outward Abeokuta.

“Due to speed and negligence on the part of the truck driver, it had head on collision with the bus, leading to the accident that claimed the lives of all the passengers in the bus.

“Eleven people were involved in the crash; two females and eight males died in the accident, while driver of the truck was the only one injured,” he said.


The TRACE spokesman said that the corpses of the victims had been deposited at the Adeoyo Hospital Morgue in Ibadan, while the injured are receiving treatment in the same hospital.

The Kaduna state government on Wednesday began the process for the replacement of the 21,000 teachers who failed the primary four examination.
The primary four examination was conducted in June to test the competency of the teachers in Kaduna state.
The state on Wednesday started the screening of 43,806 applicants for 25,000 teaching jobs subsequently declared vacant, by Governor Nasir El-Rufai.
Among those facing the screening for employment are second degree holders.
The list of applicants pasted on the notice board of the Rimi College, Kaduna, one of the examination centres, showed that two applicants hold M.Sc. Biochemistry and M.Sc. in Water Resources.
The examination to test the applicant was conducted in 130 centres across the 23 local government areas of the state on Wednesday.

The examination was conducted under tight security, with officers of the Nigerian Security and Civil Defence Corps and the Nigerian Police stationed at the centres.
A Permanent Member of the Kaduna State Basic Education Board, Mrs Mary Ambi, said that only those who score the minimum points and possessed the required qualification would be contacted for an oral interview.
In October the state announced sacked 21,780 primary school teachers for failing the competency test.
The test was conducted by the state government in June.
The state Wing of The Nigerian Union of Teacher (NUT) has kicked against the sack of the teacher.
The union took the state government to the National Industrial Court, asking the court to determine if the government has the mandate to conduct the test.
The NUT had on Oct. 30, filed a motion of “interlocutory injunction”, asking the court to restrain the government from dismissing or disengaging any teacher on the basis of the test.
Justice Lawal Mani in his ruling on Dec. 14, granted the application pending the determination of the substantive suit and adjourned the case until Feb. 6, 2018.

The Police Command in Jigawa on Wednesday said it had arrested four suspected armed robbers in Dutse Local Government Area of the state.
The command’s Spokesman, SP Abdu Jinjiri, told newsmen in Dutse that the suspects were arrested in Nerawa village at about 3:30 a.m.
Jinjiri said the suspects, aged between 22 and 30, were arrested by a joint team of police and a vigilance group operating in the area.
He said the suspects allegedly attacked and robbed one Alhaji Umar Maiwake at his residence in Kudai village at about 3 a.m.
“The three suspects were arrested over alleged criminal conspiracy, trespass, causing grievous hurt and armed robbery.
“The incident was reported at about 3:30 a.m. by one of the residents of the area that a group of 11 armed robbers stormed the residence of the victim at about 3 a.m. and robbed him of two mobile phones, unspecified amount of money and inflicted injuries on him.
“Footsteps followed by joint patrol team between police and vigilante to Nerawa village led to the arrest of the four of the suspects,” Jinjiri said.
He said one cow and two motorcycles (Bajaj) suspected to have been stolen were recovered from the suspects during the arrest.
The spokesman added that the victim was rushed to Federal University Dutse (FUD) Teaching Hospital, Dutse, for medical attention.
He said investigation into the case had begun, after which the suspects would be charged to court.

The Nigerian Consulate in New York has said that applicants for the Nigerian visa can now get it in 48 hours with the introduction of the issuance of the biometric visa.
The acting Consul-General, Tanko Suleiman, who disclosed this at the commencement of the biometric visa processing in New York, said the new process had simplified the issuance of Nigerian visa.
Suleiman said with the commencement of the biometric visa issuance, no applicant should spend more than 25 minutes to complete his or her enrollment.
The News Agency of Nigeria (NAN) reports that the Federal Government on Monday commenced the biometric visa issuance, becoming the first country in Africa to achieve that feat.
The Nigerian envoy said the Federal Government has appointed Online Integrated Solutions Limited (OIS) as the company to handle the biometric visa project.
Suleiman appealed to applicants in the U.S. to be courteous and orderly as the new system would finally address any frustrations in obtaining the Nigerian visa.
“If you are given an appointment for 1 p.m., your appointment will last for only one hour maximum for that day; you can cancel the appointment if you know you can’t make it.
“However, if you come here an hour after, your appointment is completely cancelled. Therefore, you have to reapply because you are not the only applicant, there are other people.
“So once you cannot come within that one hour, you will now have to apply for another time,” Suleiman explained.
The Managing Director of OIS, Mr Abdul Momodu, said with the biometric system, there would be fairness in the visa application process as every applicant would now be approved on a case management system.
“That case management system can be reviewed in 10 years and it would be tied to the individual application as many times as he applies in the future.
“This further puts integrity into the system of applying for the Nigerian visa; there were two things that we put into play when we were developing this solution.”
According to him, one of the advantages of the new system is to simplify the visa application process and make it less cumbersome.
“First of all we want to keep people informed from their point of application to the point of collection.
“This is so that at every point in time, they are informed through emails and text messages of the status of their application.
“So once the application leaves our office to the Consulate, the applicant would receive a text message and email.
“Then once decision is made on the application, he or she will receive a notification and once it is back in our office and ready for collection, there will also be a notification.
“Be that as it may, we still have a tracking system on our website, in case for any reason, you have no access to your email.
“In this case, you can go on our website, put your passport number and your reference number and it will also be able to tell you the status of your application,” he said.

The Senate on Tuesday challenged the Minister of Finance kemi Adeosun, on Federal Government’s insistence on passing the 2018 Budget in January when less than 50 per cent of the 2017 budget was only implemented.
The upper chamber also queried why the 2017 Budget had no correlation to the 2018 Budget, insisting the implementation, if passed by January, would be poor because of the size of Nigeria.
Chairman Senate Committee on Finance, Sen. John Eno, made the position known during the budget defence of the ministry.
Eno asked to know how the ministry achieved 64 per cent budget performance in 2017 when other Ministries, Departments and Agencies (MDAs) were nearly scratching below 40 per cent.
Responding, Adeosun said the ministry was working to raise all the MDAs to 50 per cent performance before the end of the year.
On leakages in Federal Government earnings, she said the ministry would look into other agencies, outside the Federal Inland Revenue Service, that could augment earnings as pointed out.
“We have taken on board some of key reform initiatives. A total of N306 billion is expected from privatisation and N5 billion from sale of other government’s property to finance the deficit.“
She said oil revenue would contribute 37 per cent of the total revenue of N6.6 trillion.
Others, according to her, are recovered looted funds, 7.8 per cent; tax amnesty, 1.3 per cent; signature bonus, 1.7 per cent; joint venture equity restructuring, 10.7 per cent; grants and donors funding, three per cent and others, 5.5 per cent.
The minister said the revenue targeted for 2017 was largely achieved, with a record of 64 per cent performance.(NAN)

The Director General of the National Agency for the Prohibition of Trafficking in Persons (NAPTIP), Julie Okah-Donli, has disclosed that more than 25,000 Nigerians have been held in slave and sex camps in Libya.

Okah-Donli made this known while defending the agency’s 2018 budget before the Senate Committee on Judiciary, Human Rights and Legal Matters on Tuesday.

She said of the figure,  about 5000 of the victims were repatriated within the period.


”A large number of Nigerians have also been returned from other countries in Europe and Africa.

”All these people need to be properly received, profiled and assisted.

”NAPTIP has been working in conjunction  with other governmental and non governmental agencies such as NEMA, International Organisation for Migration (IOM) and others to provide help to these unfortunate Nigerians,”she said.

She lamented  that in spite of the evils of human trafficking not so much attention was focused on the menace.

She said the recent trend which marked the resurgence of slave trade was more alarming and required the attention it deserved.

According to her, the task before the agency is  enormous while budgetary allocations have been comparatively low.

”It is my honour and privilege to raise a cry for help in this hallowed chamber on behalf of the most vulnerable members of the society, especially women and children.

”In recent months the odious and perverse consequences of human trafficking and irregular migration were forcefully brought to our television screens with gory tales,”she said.

She said if human trafficking was to be reduced or eliminated, massive public awareness as well as behavourial change campaigns must be sustained from the grassroots to the national level.

The NAPTIP boss further said many victims of trafficking needed to undergo skills acquisition training or formal education.

The NAPTIP bossm however, commended the Federal Government and other stakeholders for their support in the wake of recent slave trade of Africans.

”I wish to place on record my deep appreciation to President Muhammad Buhari for consistently putting the issue of human trafficking at the centre of global discourse at various international to an end.

”In the aftermath of the recent crisis stemming from the inhuman treatment of  Nigerians in Libya and elsewhere, both the Presidency and National Assembly came out strongly with statements band actions to strengthen national response to irregular migration, ”she said. LR News
