Plans are in the offing by the Vehicle Inspection Office (VIO) of the Federal Capital Territory (FCT), to increase punitive measures to drivers who flout traffic regulations.
The Director of VIO in the FCT, Mr Bodinga Wadata told our correspondent on Wednesday that the measure has become necessary as FCT drivers disobey traffic laws with reckless abandon.
He said the greatest challenge facing the agency was how to tackle the continued disobedience to traffic regulations by motorists.
“This ranges from excessive speed, breaking of traffic light, driving without drivers’ license and driving vehicles with worn-out parts among others.
“This attitude and other variables have limited the management of the sector.
”Knowing the mental state of the drivers and status of the vehicles matter a lot,’’ he said.
He said many motorists intentionally flouted traffic rules and regulations without recompense to the penalties.
Wadata also said that most of the drivers had violently confronted VIO officers when cautioned, adding that arrangements were on to increase the punitive measures against lawless drivers.
He also warned handlers of tricycles and motorcycles as well as and unpainted taxi operators to desist from plying routes they were not allowed to operate.
Wadata, therefore, urged commuters to stop patronising tricycles, motorcycles and unpainted taxi operators to break the agency set regulations.
He said that that the patronage had encourage operators concerned to ply routes they were not expected to ply.
“If the public stop patronising them, we will naturally flush them out of the banned routes’’, Wadata said.

The Plateau state police commissioner Undie Adie, who was announced redeployed to Abuja has reportedly been reinstated.

Adie, who has been the Plateau police commissioner since September 2017, was replaced by Bala Ciroma in a directive issued by Inspector-General, Ibrahim Idris, on Tuesday, June 26.

His replacement was initially thought in some quarters to be a response to the killings of over 100 people in the state.

However, on Wednesday, Premium Times reports that Adie claimed he was not replaced and has been asked to remain in Plateau as the commissioner.

Mr Ciroma who had taken over has also reportedly handed over the office back to him on Tuesday night.

“My IG graciously rescinded the decision by himself,” he was quoted to have told the media outlet. “I was asked to take over back and continue the work here.”

“The situation is under control,” the police chief said. “We have more personnel deployed and monitoring is going on with more material, too.”

A statement by the Plateau police on Wednesday said the Inspector general of police reversed the deployment.

“The inspector general of police Ibrahim Idris has reversed the earlier deployment of CP Udie Adie to force headquarters, Abuja back to Plateau state command Jos,” the statement signed by spokesperson Terna Tyopev.

Mr. Tyopev said the former commissioner of police who succeeded Mr Adie, Mr Ciroma had been redeployed back to the force headquarters.

“Commissioner of police CP Bala Ciroma has since handed over and returned to the force headquarters Abuja.”

Recall that it was reported that Mr Bala Ciroma, has assumed office as the new Police Commissioner for the Plateau police Command.
ASP Terna Tyopev, the Police Public Relations Officer (PPRO) for the command, disclosed this in a statement on Tuesday in Jos.

The News Agency of Nigeria reports that Ciroma replaced Mr Undie Adie, who was posted to the state late last year.

Tyopev said Ciroma was before his new position in charge of the Criminal Investigation and Intelligence Department (CIID), FCT Command.

He said that the Yobe born police officer attended University of Maiduguri and graduated in 1988.

“He joined the force as Cadet Assistant Superintendent in 1990 and had served in various Capacities,” he said. LR News

Solar Panels for electricity generation: ECOWAS to invest $200 million to boost electricity in Africa.

ECOWAS is set to enhance sustainable electricity access through solar in 19 countries in West Africa and the Sahel region to promote development in the region.
This is the outcome of a meeting of stakeholders from the energy sector, at a regional workshop to develop modalities to implement the Regional Off-Grid Electrification Project (ROGEP) which held in Accra, Ghana.
ROGEP aims to enhance electricity access in West Africa and the Sahel region, through standalone solar systems including solar lanterns, solar home systems, solar water pumps, solar mills, among others.
The ECOWAS Commissioner for Energy and Mines, Mr Sédiko Douka, told the News Agency of Nigeria (NAN) that only 40 per cent of the population within the region had access to electricity supply.
“The objective of the meeting is to see mechanisms for the implementation of the project because close to 200 million have no access to electricity and this project is very welcome to increase electricity access.
“Our team at the ECOWAS Commission just resumed in March and within our four-year mandate, our objective is to increase electricity access to at least 60 per cent of the population.
“We have been having several energy meetings within the energy sector and on Thursday we will have the meeting of all ECOWAS ministers of energy.”
He added that the project, sponsored by the World Bank, would “will kick-off in 2019”.
The project, with an estimated overall budget of $200 million, includes 19 countries.
They are Benin, Burkina Faso, Cabo Verde, Cote d’Ivoire, Gambia, Ghana, Guinea, Guinea Bissau, Liberia, Mali, Niger, Nigeria, Sierra Leone, Senegal, Togo, Cameroon, Central African Republic, Chad, and Mauritania.
The Practice Manager, Energy and Extractive Global Practice of the World Bank Group, Wendy Hughes said that the off-grid technology had shown to provide “real and sustainable alternative to grid electricity.”
Hughes added that the cooperation of member countries in building “a large, unified off-grid solar market will increase access to these modern energy devices”.
“Adopting common quality standards for solar off-grid products that are uniform across the entire region will in effect create a single large market that will be far more attractive to private solar companies.
She further advised member states to work together to develop a comprehensive regional standard that would identify individual country’s priorities.
The project, developed in Dec. 2015, would be implemented by the ECOWAS Centre for Renewable Energy and Energy Efficiency (ECREEE) in Jan. 2019.
Mr Mahama Kappiah, Executive Director, ECREEE said modalities were put in place to train local entrepreneurs in the energy sector to ensure ownership of the project and affordable energy for member states.
“One way we are trying to make energy affordable through this project is using our local entrepreneurs, not foreign entrepreneurs or those who call themselves expatriates and pay themselves very high salaries we have to pay for.
“We are also providing finance to these entrepreneurs and for the first phase, we have $140 million as credit line that will go to these local entrepreneurs which they can contract through the commercial banks at very low interest rate.”
Kappiah said that training had begun with 48 entrepreneurs from the 19 countries on adopting effective models to ensure the viability of the project.
He said that the World Bank was supporting the first phase of the project with $200 million adding that member states were not financially supporting the project “for now”.
“Only a credit line scheme that we have negotiated with the World Bank that we put at the disposal of our private enterprises solely for this job.
“From January, the $140 million will kick in from monies made available by the World Bank.” LR News

The Senate President, Dr Bukola Saraki, and the Speaker of the House of Representatives, Yakubu Dogara, have met with President Muhammadu Buhari over the killings in Plateau State.

Both leaders of the National Assembly arrived at the Presidential Villa in Abuja on Wednesday shortly before the commencement of the Federal Executive Council (FEC) meeting.

Discussions at the meeting focused on ways in which the Legislature and the Executive can work together to resolve the security issues in the country.

The two leaders of the National Assembly also received a briefing from the President on the steps being taken to tackle the crisis.

Briefing reporters after the meeting, Speaker Dogara offered the condolence of the National Assembly to the families of the attack victims and urged Nigerians to live peacefully.


He, however, said security matters cannot be discussed in public but the President informed them about the reorganisation he plans to put in place.

The Speaker stressed that while these are sober moments, the nation cannot continue to tolerate the present insecurity situation.

The Presidency also confirmed the meeting in a tweet.

The meeting comes four days after the Plateau attack which claimed no fewer than 100 lives and destroyed several properties.

President Buhari had visited the state the day after his vice, Professor Yemi Osinbajo, paid a condolence visit to Plateau on Monday.

During the visit, the President condemned the attack and ordered the security chiefs to be vigilant as well as ensure that the lives and property of the people were protected.

He had also appealed to Nigerians to live in harmony and avoid inflammatory utterances that can endanger peace or promote conflicts.

Two soldiers attached to the ongoing Operation Whirl Stroke have been killed by suspected armed herdsmen in Benue State.

The Deputy Force Commander of the operation, Group Captain Precious Amadi, confirmed this to Channels Television on Tuesday.

He also revealed that the suspects injured five other soldiers, including a captain who led the operation on Monday at Umenger branch in Guma Local Government Area of the state.

Group Captain Amadi made the disclosure when Governor Samuel Ortom, visited the injured soldiers at Nigerian Air Force Hospital, Makurdi in the state capital.

Governor Ortom, on his part, condemned the incident and directed that the bills for the treatment of the troops and all other patients at the hospital be sent to him for payment.

He also used the opportunity to echo his call on security agencies to arrest the leadership of Miyetti Allah in the state.

The governor noted that failure to do so, the country would continue to be at risk even with its security assets.

The Defence Headquarters had launched Operation Whirl Stroke in Benue, as well as Nasarawa, Taraba and Zamfara in May to counter armed herdsmen and militia groups operating within the region.

However, the incident occurred barely two days after suspected herdsmen invaded some villages in Barkin Ladi Local Government Area of Plateau State, killing scores of people in the process.

President Muhammadu Buhari had condemned the attack when he visited Plateau on Tuesday and directed the security chiefs to be vigilant and ensure the lives and property of the people were protected.

He had also appealed to Nigerians to avoid inflammatory utterances that can endanger peace or promote conflicts, referring to the security situation in Benue.

“The Benue subsistence farmer knows that the Nigerian cattle herder that he knows doesn’t carry nothing more than a stick, occasionally sometimes something to cut grass to feed his cattle,” the President had said.

“But the present herder, I am told, carries AK47 and people are even blaming me for not talking to them because maybe (they say) I look like one of them. There is some injustice in these aspersions,” he added.

The Public Service Institute of Nigeria (PSIN), says it is poised to train civil servants to be incorruptible and perform optimally.
Dr Adbul-Ganiyu Obatoyinbo, the Administrator and Chief Executive Officer (CEO) of PSIN, said this when Prof. Isa Hayatau Chiroma, Director-General of the Nigerian Law School visited him on Tuesday in Bwari, Abuja.
According to Obatoyinbo, the PSIN has integrity as its fundamental principle, not just in conducting exams and trainings, but also in its dealing with other government agencies, parastatals and clients.
He said as a result of its stance, agencies like the Economic and Financial Crimes Commission (EFCC), the Independent Corrupt Practices and other related offences Commission (ICPC) among others had always excelled in their exams.
He pledged that the institute would maintain the existing partnership with the Nigerian Law School.
According to him, the PSIN is presently building a 250 bedroom accommodation complex which will be ready before the end of the year.
“We already have 108 bedrooms in existence, of which the students can take advantage of,’’ Obatoyinbo said.
He said that students at the law school should be encouraged to come on study tour at the PSIN where they could be taught about public service rules, processes and regulations.
“I believe that as stakeholders in the institute, the overall concept of public service excellence can be transformed into the ease of doing business in Nigeria,’’ Obatoyinbo said.
In his response, Hayatau commended PSIN’s administrator for the visit.
He expressed his readiness to partner with the institute, emphasising his desire and plan for staff training and re-training which he said, was a core mandate of the PSIN.
Hayatau said he believed in the credibility of examinations conducted by the Institute compared to other organisations.
“We are open to any discussions within available resources and I am sure we are going to get a lot of concessions,’’ Hayatau said.

Barely four days after the deadly attacks that left 86 people dead, Plateau State House of Assembly set up a seven-man special committee to probe the attacks in parts of the state.
He panel is headed by Mr Yusuf Gagdi to investigate the Weekend’s killings in 11 villages in Barikin Ladi Local Government Area and some villages in Bokkos and Riyom.
The committee is to investigate the remote and immediate causes of the attacks, identify the perpetrators, ascertain the number of communities affected and the extent of destruction and make appropriate recommendations.
The Speaker of the House Mr peter Azi directed the committee to report back its findings in four weeks.
The committee was set up followed a motion moved at plenary by Mr Peter Ibrahim, member representing Jos Barikin Ladi Constituency.
Ibrahim narrated the incident, saying that his constituents have been under siege by gunmen suspected to be herdsmen since last Saturday.
“Mr Speaker, it is no longer news that my constituency has been under siege for the past few days, leading to loss of lives and property.
“By my count, we have lost more than 200 lives, many severely injured and a lot of houses and farmlands destroyed.
“As I speak, sir, a lot of my constituents are reported missing, and thousands displaced since the ugly incident started.
“I have on several occasions brought cases of attacks and killings in my constituency before this honourable house, unfortunately, they have never stopped.
“So, I wish to urge this honourable house to as a matter of urgency act fast and salvage my people, ” he said.
The lawmaker called for the investigation of security operatives in the area, urging the government to intensify effort at ending the incessant attacks.
Contributing, Mr Ysufu Gagdi, member representing Kantana Constituency, described the spate of attacks that have led to the loss of many lives as “unfortunate”
Gagdi, a former Deputy Speaker of the Assembly, also expressed displeasure at the role of government and security agents at restoring peace to the state.
“No matter the level of physical infrastructure, no matter how beautiful our schools, hospitals, roads and others are, without peace and tranquillity, all is in vain.
“So, our government must make it a point of duty to ensure the security of lives and property, for anything short of that, means the government has failed, ” he said.
In his submission, the Minority Leader of the House, Mr Daniel Dem, called for a review of the security architecture in the state.
According to him, the people have lost confidence in the security agencies deployed in the state, stressing the need for a change in strategy.
He, therefore, urged the state government to set up a Civilian Joint Task Force, to build confidence in the people in the affected areas.
