Nigerian President Muhammadu Buhari was sworn in for a second term in office on Wednesday, vowing once more to tackle crippling security threats and root out corruption in Africa's key economy.

The 76-year old leader, in power since 2015 and re-elected in February, took the oath of office for a second four-year term in the capital Abuja.

"I do solemnly swear that I will be faithful and bear true allegiance to the Federal Republic of Nigeria," Buhari said, dressed in simple white robes and traditional embroidered cap. "I will preserve, protect and defend the constitution." Buhari took the oath of office at what officials called a "low-key" ceremony.

Former President Olusegun Obasanjo escaped what could have ended as a plane crash in Lagos on Wednesday.

According to NAN, the ex-president was among the 393 passengers who were on board an aircraft that found it difficult to land at Murtala Muhammed International airport in Lagos.

The Ethiopian Airlines aircraft, ET-901, had departed the Bole International Airport, Addis Ababa, at 9:10am, Ethiopian time (7am Nigerian time).

A NAN correspondent, who was among the passengers, said the almost 5-hour flight from the Ethiopian capital to Lagos had been smooth until the pilot attempted to land at the Murtala Muhammed International airport.

Rather than landing on the first touch line of the runway, the pilot overshot it, owing to rain and heavy wind, landing on the third touchline.

On realising this, the pilot quickly manouvered the plane back on air, flying out of the Lagos airport.

After hovering around between Lagos and areas suspected to be in Ogun, causing panic among passengers and crew members, the plane landed in Lagos airport, some 20 minutes after the initial false landing.

The atmosphere in the air bus upon landing was replica of what is obtainable in some Nigerian worship centers, as many passengers broke out into worship songs and clapping, while some fell to their knees in prayer.

Otori Jimoh Otan, duty manager and chief customer service (Nigeria) of the airline, told NAN that if the pilot had continued taxing down after landing on the third touch line, he would have overshot the runway.

“But this is an experienced pilot. He realised this immediately. Fortunately, the distance between when he realised the situation still permitted him to take off and renegotiate landing,” Otori said.

He added that the incident was not out of place, while confirming that the wind obscured the pilot’s vision.

Otori also disclosed that most of the aircraft that flew out of the Murtala Muhammed International Airport had to fly against the mid day heavy wind.

“These things happen. That is where the sophistication of the aircraft and experience of the cabin crew members come in,” he said.

“The aircraft is one of the best you can have around and we are fortunate to have pilots who know their onions ” he said.

Obasanjo had attended a Stakeholders Dialogue on Continental Trade and Strengthening Implementation of the African Continental Free Trade Agreement (AfCFTA) in Ethiopia.

The programme ended on Tuesday.

Among the prominent persons on board the aircraft were  Ayoola Olukanni, director-general, Nigerian Association of Chambers of Commerce, Industry, Mines and Agriculture (NACCIMA) and Samson Tunde Adebayo, director of ports inspection, National Agency For Food And Drug Administration And Control (NAFDAC)

Justice Adedayo Akintoye of an Igbosere High Court, Lagos, on Wednesday ordered the suspected kidnap kingpin, Chukwudumeme Onwuamadike, a.k.a Evans to engage a counsel by May 17.
Akintoye gave the order due to the absence of Evans’ counsel, Mr Chino Obiagwu, SAN, for the third time in a row which again stalled the continuation of hearing in the on-going trial of the alleged kidnap kingpin.
Justice Akintoye said: “If your lawyers don’t want to appear, we cannot force them.
“You have three options, you can get another lawyer to represent you or the court can appoint one for you or you can defend yourself.
“This is last day I will give you to get a lawyer”.
Akintoye adjourned the case until May 17 for continuation of trial.
The News Agency of Nigeria (NAN) reports that Evans trial was on Jan. 30 and March 1, stalled due to the absence of the defence counsel, adding that on March 22 the court did not sit.
Evans is currently facing charges, bordering on conspiracy to kidnap, kidnapping and attempted murder.
In the first charge, Evans is standing trial alongside Joseph Emeka, Ugochukwu Nwachukwu and Victor Aduba.
In the second charge, he is standing trial alongside Joseph Emeka, Linus Okpara and Victor Aduba.
At the resumed hearing on Wednesday, Evans’ counsel did not make any appearance.
NAN reports that no member of Evans’ legal team was present, adding that there was no letter to the court to explain the reason for the absence.
However, Evans himself told the court: “The last time we spoke, he told me that he will appear on the next sitting”.
However, the Prosecutor, Mr Y. G. Oshoala, prayed the court to invoke Section 233 (3) of the Administration of Criminal Justice Law (ACJL) which empowers the court to appoint a counsel for the defendant.
He said: “Where the defendant fails to secure legal representation, the court has the discretion to order the legal aid counsel to provide a representation for the defendant.
“This is the third time this matter is called and the first (Evans) defendant is not represented”.
The court, however, advised Evans to ensure that he got a legal representative before the next adjourned date.
NAN reports that on Jan. 16, during a trial within trial, Evans denied the confessional statement he made to the police after his arrest in 2017, saying it was made under duress.
Evans told the court that he signed the statement under duress to save him from being tortured to death.
Evans gave details of how members of Inspector General of Police (IGP) Intelligence Response Team allegedly tortured and killed several others, who were paraded alongside him in his presence.
However, Evans was cross-examined by the Lagos State Counsel to prove that his statement was not taken under duress.

And I opened it and I looked at the $10 million and I believed that now I have money.”

Having convinced himself that he is truly rich, Aliko said he returned the money to the bank the following day, intact.

Nigeria has taken measures at enhancing the performance of troops and protection of civilians during peacekeeping operations.
The Minister of Defence, Mansur Dan-Ali said that the Federal Government had done this through effective pre-deployment and in-mission training of troops.
Dan-Ali disclosed this in New York at the United Nations Peacekeeping Ministerial Meeting on Uniformed Capabilities Performance and Protection of Civilians.
A copy of the minister’s address was released to newsmen in Abuja on Saturday.
Dan-Ali also said other measures put in place to enhance troops performance and protection of civilians were zero tolerance to sexual exploitation and abuse, clear leadership and instructions to troops as well as deployment of more female peacekeepers.
The minister assured the UN of Nigeria’s continuous commitment and support to ensure international peace and security.
Dan-Ali, however, noted that Nigeria’s participation in UN peacekeeping had declined significantly of recent, mainly due to her commitment to the war on insurgency in the North-Eastern and Sub-regional peacekeeping commitments.
According to him, a lot of successes had been achieved in the fight against terrorism.
He also said the country was in the process of demining affected areas and rebuilding destroyed communities in the North East.
“These successes have no doubt been made possible with the collaboration from International Community and countries of the Lake Chad Basin Commission.”
He lauded the UN for organising the meeting which he said present opportunity to discuss and generate specialised capabilities necessary for peacekeeping.
“I also want to applaud the Secretary General’s ongoing effort to strengthen peacekeeping operations through Action for Peacekeeping (A4P) Initiative with a specific focus on uniformed capabilities, performance and the protection of civilians,” he said.

Adamu Adamu, acting Inspector General of Police (IGP) of the Nigeria Police Force, has spoken on the poor funding affecting the force since he assumed office.

Adamu, speaking before the House Committee on Police Affairs to defend the 2019 budget proposal for the Police, said the Police needs more funding “to maintain neutrality and avoid compromises in the performance of its statutory duties”.

The Police IG lamented that the Force received less than 20 per cent of the N25billion capital budget for security outfits.

Adamu said: “On my assumption of office as the Inspector-General of Police in January 2019, I began taking determined steps, drawing from national and international policing leadership experiences, to provide the highest possible level of professional and responsible leadership for the Nigeria Police to enhance its efficiency and effectiveness. However, at every turn, I am confronted with the issue of inadequate funding.

“Nigeria is a large country with a huge population and policing a nation as large and diverse as Nigeria requires enormous funding. Also, to maintain neutrality and avoid compromises in the performance of its statutory duties, the Nigeria Police Force should obtain its funding requirements from constitutionally recognised sources.”

The Police boss also stressed that the meagre allocation to the force is grossly inadequate to meet the day-to-day running and need of every personnel.

He said: “Presently, the Police depend on the government for the provision of funds for day-to-day operations. However, the annual budgetary allocation for the Force, especially with regards to capital and overhead costs, does not reflect the enormous size, scope of responsibility and actual needs of the Force.

“Arising from the limitations of funding occasioned by the budgetary constraint, most of the requirements that would enable the Force to perform are never met. For instance, as against a capital budget estimate of N342.9billion proposed for the 2018 fiscal year, the Force was given an appropriation of N25.5billion.

“Appropriations in respect of the overhead cost and capital budget to the Force over the years have failed to meet the funding requirements of the police.”

Members of the committee condemned the low funding allocated to the Police in the 2019 proposed budget.

They also posited that the Police Trust Fund Bill currently before the Senate should be passed and transmitted for presidential assent.

Two sisters on Monday told an Ikeja Domestic Violence and Special Offences Court, how their father, Gabriel Ogbar, allegedly defiled and raped them at their residence at Oke-Ogbe, Atura area of Badagry, Lagos State.

The News Agency of Nigeria (NAN) reports that the two sisters (names withheld) made the revelation at the ongoing trial of Ogbar, a middle-aged driver, for defiling and raping his three daughters.

Sister A (23) told the court that she endured sexual abuse from her father for five-years from the age of 12 until she was 18-years-old.

She said in her testimony: “When I was 12-years-old, I was living with my mum and dad, my mum is not always around because she is a businesswoman and my father was a driver at the time.

“Whenever my mother is not around, he comes to me at night with a knife or screwdriver or something harmful to threaten me to open up to sleep with me, because I was scared at the time, I gave in to his requests to sleep with me.

“It continued for a very long time, I could not tell anyone about it because I was scared. When I got to the age of 18-years, there was a night he came to me but I ran to my mum’s pastor who is Mrs Ochiegbu and I reported the event to her.

“I hid in her church and my dad came and was saying that I should start coming home but unknown to him, I had explained everything to them at church, I waited at the church till my mother returned and I went home with her.

“The next day, the pastor called my mother and told her everything I told her, she was upset and did not know what to do.”

Sister A said that her father continued to ask her for sex and she had to run away from home for a year, she said she had thought the abuse at home had stopped until her older sister (Sister B) caught their father defiling their 13-year-old sister.

“I and my older sister (Sister B) went for a vigil, my father did not allow our younger sister to go for the vigil, my older sister said she had a funny feeling and needed to go home to check on our younger sister.

“When she got home everywhere was quiet and being suspicious, she went to the window to peep and she saw my dad trying to rape our younger sister, he had just finished fingering her.

“My older sister shouted and ran back to the church to report what happened, I and my older sister went back to the house to get our younger sister out of the house.

“He started attacking us and we started fighting him too, our younger sister ran out and we told her to go to the church until my mum came because she comes late.

“We reported to our mum and asked our younger sister how long it had been going on and she explained that it had been a very long time he had been doing it to her and that she told her uncle at school,” she said.

Sister A said that the abuse was reported to Andrew Ogbar, the defendant’s brother who threatened them that they should not testify against their father.

Sister B who is 25-years-old while giving her testimony, told the court that the sexual abuse from their father started when she was 10-years-old.

She said that nobody believed her when she reported the abuse to the police.

“When it started, he threatened that he will kill me if I told anyone, because he used to scare me, I used to run away from home to stay with my friends and my mum never knew about it.

“One day he was beating and threatening me, I could not take it anymore and I again ran away from home. He was pursuing me and I ran to the police station at Iba.

“The police asked me what happened and I told them what happened, the police thought I was lying because my father was pursuing me.

“The police caught him, he denied my allegations and said that it is because I ran away from home, that is why I made up the allegations, the police believed him,” Sister B said.

She said the family moved to Atura in Badagry and the sexual abuse continued. Sister B also gave insight into the night she caught her father defiling her 13-year-old sister.

“I looked through the window and saw my father sleeping with my little sister. I went into the house and caught my father coming out of the room he shares with my mum.

“I saw my little sister shaking and crying and my father ran out immediately he saw me asking me why I was back home from the vigil and I thought to myself that this man thinks I don’t know what is going on.

“I asked my younger sister what happened and she said that daddy just finished sleeping with her, I was angry and provoked, I shouted because I wanted the whole street to know what was going on,” Sister B said.

Sister B said that following the revelation that their father was also defiling the youngest sister, their father became aggressive, threatening the sisters and their mother.

“The threats were too much, my father hit my mother with a stick and wanted to burn her alive with fuel.

“We reported him to the Marogbo Police Station but he kept evading arrest until the police caught him.

“When the police saw the injuries on my mum’s hand from my father, they believed us and that is when we were taken from one court to another,” she said.

While being cross-examined by Mr Peter Odoeme, Sister B noted that she caught her father defiling their 13-year-old sister in July 2015.

NAN reports that on Feb. 25, the youngest sister (name withheld) had privately given evidence in court about the alleged defilement.

The press and members of the public were asked to leave the courtroom during the third sister’s testimony because she was a minor.

Following the testimony of the sisters, Justice Abiola Soladoye adjourned the case until May 23 for continuation of trial.

The cash-flush Dubai Police Force, the only one in the world using Aston Martins, Bentley Continentals, Bugatti Veyrons, Ferraris, Mercedes-Benzes and Porsches as patrol cars, will become the first to use flying motorcycles to patrol the skies.

The “Hoversurf Scorpion 3 Hoverbike (S3 2019)” is an electric Vertical Take-off and Landing (eVTOL) aircraft that looks much like a terrestrial motorcycle but without the wheels. It can hover five meters above the ground and can fly at speeds reaching 400 km/h, making it faster than any motorcycle or car.

This eVTOL was developed by California-based Russian start-up, Hoversurf. The company unveiled a prototype of this hoverbike in 2017 to the Dubai Police Force at the Gitex Technology Week held in Dubai, and drew immediate interest. Hovercraft signed a deal with Dubai that same year.

Living-up to its end of the deal, Hoversurf has now presented the Dubai Police Force with the first serial production unit of the S3 2019 Hoverbike and has begun training police officers to fly it.

S3 2019 is technically a single-seat hovering aircraft that combines a motorcycle seat with quadcopter drone technology. This combination results in speed, agility and stability in flight. Hoversurf claims both amateurs and professional pilots can fly this machine.

Brigadier Khalid Nasser Alrazooqi, general director of Dubai Police Force's artificial intelligence department, described S3 2019 as a first responder unit that will access hard to reach areas. He said the force aims to have the S3 2019 on patrol by 2020.

"Currently we have two crews already training (to pilot the hoverbike) and we're increasing the number," he said.

Hoversurf COO Joseph Segura-Conn said ideal candidates to pilot the S3 2019 will have to know how to ride a motorcycle and drone operating experiences. He said the Dubai Police Force has exclusive rights to order as many units as they want.

"They're going to let us know in the next month or two if they'd like any more ... If they would like 30 or 40, we'll make it happen for them."

An Emiratee police officer stands next to a drone motorcycle at the Gitex 2017 exhibition at the Dubai World Trade Center in Dubai on October 8, 2017. Dubai will be the first country to use flying motorcycles in its police force.
Video of one Dubal police officer learning to pilot the S3 2019 was posted online in February.

Hoversurf will also sell a civilian version of the S3 2019 to the public over the next few years. The civilian model is expected to retail at $150,000. Hoversurf is now accepting orders.

Segura-Conn, however, warns buyers will be screened to ensure they can handle the potentially dangerous new flying machine. In the U.S., a hoverbike meets Federal Aviation Administration guidelines. That means anyone that wants to fly the Hoversurf hoverbike in these United States won’t need a pilot's license.

In a split judgment, the Osun State Governorship Election Petition Tribunal sitting in Apo, on Friday, nullified the election of the Governor of Osun State, Gboyega Oyetola and ordered the Independent National Electoral Commission (INEC) to immediately withdraw the Certificate of Return earlier issued to him as winner of the September 2018 Election.
However, the chairman of the Tribunal, Justice Ibrahim Sirajo upheld Oyetola’s election.
In the majority judgment delivered by Justice Peter Obiara, the tribunal set aside the rerun election conducted on September 27, 2018 for being unlawful.
Justice Obiora held that the poll conducted in the seven units is unknown by law because INEC has no power to conduct it.
The tribunal declared candidate of the Peoples Democratic Party’s (PDP), Ademola Adeleke in the governorship election as the duly elected governor and ordered INEC to immediately issue him with Certificate of Return.
The tribunal agreed that PDP and Adeleke established beyond reasonable doubt that INEC did not comply substantially with the Electoral Act in 17 polling units.
Consequently, over 2,000 votes credited to the All Progressives Congress (APC) and Governor Oyetola by INEC were deducted from the tribunal, while over 1,000 votes said to have been scored by the PDP and its candidate were also removed from their total votes.
The majority judgment held that the returning officer who cancelled the result in the affected units after the announcement had no power to have done so.
NAN reports that Prof. Joseph Fuwape, vice chancellor of the University of Technology, Akure was the Returning Officer for the Sept. 22 election
Fuwape said the election was inconclusive because 3498 votes were cancelled as a result of ballot box snatching that occurred in some polling units during the election.
The affected polling units were Ife North, (one polling unit), Ife south, (two polling units), Orolu,( three polling units) and Osogbo, one polling unit.
According to Fuwape, Sen. Ademola Adeleke, the candidate of the Peoples Democratic Party (PDP) scored 254,698 votes, while Alhaji Gboyega Oyetola, the candidate of the All Progressives Congress (APC), scored 254, 345 votes. He thus called for rerun elections at the polling units where results were cancelled.
The majority judgment after deductions of the votes recorded in the rerun poll gave Adeleke’s score as 253777 and Oyetola’s as 253,476.
In the minority judgment, Justice Ibrahim Sirajo, Chairman of the tribunal, held that the petitioners, PDP and Adeleke failed to prove how the non-compliance of non-recording in the columns of accredited votes and account of ballots in the result sheets substantially affected the final results.
He further stated that even when non substantial compliance affects the outcome of the election, the tribunal, by virtue of section 140(2) of the Electoral Act, does not have the power to subtract the votes affected by the non-compliance from the scores of the candidates and announce a winner.
According to him the tribunal only has the power to nullify the results of the Polling units affected by the noncompliance and order a supplementary poll.
He concluded that even if the non-compliance was substantial, it was not proved by the petitioners
Earlier, in a ruling on an objection filed against the petition by APC, Oyetola and INEC, the tribunal held that the objection was misconceived and that the tribunal has jurisdiction to entertain the suit.
The objection was consequently dismissed by the tribunal.
