Mr Rotimi Amaechi, the Minister of Transportation has said that he was not impressed with the pace of work at the Lagos end of the Lagos-Ibadan rail project.
Amaechi expressed his disappointment during the monthly inspection of the project in Ibadan on Tuesday.
“There is a slow pace of work in Lagos axis of the project,
“The expectations from the sub-contractor appointed for relocation of pipes and all that were not met.
“The persons relocating the water pipelines are expected to finish by November 2 with different excuses that they discovered other utilities underground.
“The excuses  are  not obtainable.  I have told them to speed up the work,” he said.
The minister said about 10 train stations would be constructed from the Lagos axis to Ibadan to allow various communities have access to the train services.
The minister charged the China Civil Engineer Construction Company (CCECC),  the contractor handling the project to employ Nigerian engineers in the construction works.
The minister said that there was need for more workforce working on site to enable them meet the target set for the project.
“I have instructed the contractor and the project consultant to have local engineers on site.
“The construction of beams which is ongoing is a strategic part of the project which should be understudied by Nigerian engineers to be able to carry out the project in future.
“Though there is a huge improvement in the level of work carried out on Abeokuta axis where some bridges had been constructed including the one on Ogun,” he said.
Amaechi also urged the CCECC to employ more labour in order to expedite the project.
“Some of the stations won’t take more than one month to complete especially now that the rain is over, so we are still on target.
The News Agency of Nigeria (NAN) reports that the minister said that the construction work at the ongoing Lagos-Ibadan Standard Gauge has  reached about 90 per cent completion.
“We are progressing.  But there is no way they can fast-track the project during the raining season, but 90 per cent of the construction works has been done.
“I have told them to work day and night, to ensure the project keeps moving as expected, especially on the bridges and construction of modern station at Ebuta-Meta Lagos.

Oladipupo Adebutu: INEC rejects nomination as Ogun PDP governorship candidate

The Independent National Electoral Commission (INEC) has unsettled the Peoples Democratic Party by its decision to reject Oladipupo Adebutu’s candidacy and accept the nominated governorship candidate submitted by the Adebayo Dayo led executive of the party in Ogun State.
The Commission disclosed this in a letter addressed to the PDP National Chairman in Abuja. The letter was dated 25 October.
However, the PDP National Publicity Secretary, Kola Ologbondiyan described INEC decision as a huge compromise.
“If INEC claimed that it collected any list outside what the national secretariat of PDP submitted to it, it is a huge compromise.
“And we say so according to our statutes and all the laws governing elections in Nigeria. INEC cannot take a list from a state of the party. INEC takes list from the national headquarters of the party.
“So if it claimed that it had gone to take any list from anywhere, it is unknown to us and it is unknown to the rule guiding elections in Nigeria.
“They acknowledged all the names that we submitted to them. So, it is totally strange, unknown to the rules and unknown to the PDP that INEC is claiming that it has another list. We are not aware,” Ologbondiyan said.
The PDP had submitted House of Representatives member Oladipupo Adebutu as the governorship candidate.
In the letter signed by INEC acting Secretary, Okechukwu Ndeche, INEC said its decision was informed by the orders by the Federal High Court in three cases.
These were FHC/L/CFS/636/2016 Engr. Adebayo Dayo & Anor vs INEC & 5 Ors; FHC/l/CFS/114/2018 Alhaji Adewole Adeyanju(Member PDP National Working committee) and 6 Ors. vs INEC and 30 Ors; and FHC/ABJ/CFS/636/2016 Engr. Adebayo Dayo (State Chairman) & 8 Ors. vs INEC & 3 Ors.
INEC said that the the Federal High Court in the matters ordered the Commission to recognise Dayo led State Executive Committee of PDP in Ogun State and receive list of candidates for the 2019 Governorship, National Assembly and State House of Assembly Elections from the said committee.
It recalled that the Commission vide a letter dated April 12, informed PDP of the Commission’s compliance with the judgements of the Federal High Court in the suits, which were subsisting until set aside.
“Further to the above decision, the Federal High Court Abeokuta Division on 2nd October 2018 in Suit No. FHC/ABJ/CFS/636/2016 Engr. Adebayo Dayo (State Chairman) 8: 8 Ors. vs iNEC & 3 Ors. also ordered the commission to recognise Adebayo Dayo led state executive committee of PDP in Ogun State and receive list of candidates for the 2019 Governorship, National Assembly and State House of Assembly Elections from the said committee.
“Consequently, the Commission hereby notes the decisions of the Federal High Court in the above referred cases and will publish the lists of candidates submitted by the Adebayo Dayo led State Executive Committee of Ogun State pursuant to the Orders of the Federal High Court until they are set aside.”
Sen. Buruji Kashamu whose faction’s list was accepted, commended INEC and the leadership of the party for recognising the Dayo-led Ogun PDP exco.
‎He reiterated his earlier call on party’s elders, leaders and teeming supporters to embark on massive mobilisation and reconciliation for successful outing at the polls.
Kashamu declared that there should be a “No victor, No vanquished” disposition amongst Party members, saying, “we shall all reap from the electoral fortune that will be ours at the 2019 general election.”
‎The National Executive Committee, NEC of the Party had earlier expelled Senator Kashamu, Adedayo Dayo and two members of the Ogun State chapter of the party over alleged anti-party activities which was later overturned by the Court.

President Muhammadu Buhari, Tuesday, in Kaduna, appealed to violence-prone Kaduna residents to preserve the peace and tranquility of the state that used to be the headquarters of northern Nigeria.
‘‘Kaduna, once the home of the Premier and home of the New Nigerian must not earn itself a new name – home of violence. The Federal Security Agencies will hunt and prosecute all those who sponsored these acts of violence,’’ Buhari said.
He spoke today during a condolence visit to the state.
He said the Federal Government will take the strongest measures possible to punish perpetrators of the latest killings in Kaduna.
Finance minister, Shamsuna Ahmed, El-Rufai, Buhari, Emir of Zazzau, Deputy governor Bantex

Governor Nasir El-Rufai
President Buhari expressed profound sadness at the recent tragic loss of lives and property in Kasuwan Magani and the unrest around Kaduna metropolis, demanding an end to such wanton killings.
‘‘If in the past, they got away scot-free, we shall now hold everyone to account for these latest killings,’’ the President said during a meeting with senior government officials, security chiefs, traditional rulers, religious, political and community leaders at the Musa Yar’Adua Sports Complex.
‘‘It is unacceptable that criminal elements can visit on citizens the wanton killings recorded in the Kasuwan Magani incident of 18th October 2018 and the unrest around Kaduna metropolis a few days later. This must stop,’’ the President said.
The President directed the Nigeria Police Force to remain vigilant in securing communities and diligent in prosecuting criminal offences.
‘‘The Nigerian police are in the frontline of securing communities. For the judiciary, unless the investigations are credible and rapidly done, there is nothing they can do. From now on the Nigeria police, you better watch it, I am going to watch you closely,’’ the President said.
President Buhari also appealed to community leaders including ward heads, village heads and traditional rulers to be closer to their people and not to shield those who are planning to wreak havoc on the community from law enforcement agencies.
Commiserating with the government and people of Kaduna State, and families who lost loved ones in the unfortunate incidents, the President paid tribute to the late Agom Adara, Dr. Maiwada Galadima, eulogising the traditional ruler of Adara chiefdom for serving his community and Kaduna State with dedication.
The President appealed to all who call Kaduna home to do their best to uphold peace in their respective communities, warning that chaos and anarchy tend to worsen and exacerbate whatever issues are agitating a community.
‘‘Violence shatters and divides people and stifles the prospect of any community that succumbs to its tragic logic.
‘‘The Federal Government commends the efforts of the Kaduna State Government in responding to and managing the crisis. More Federal Security assets are being provided at the request of the Kaduna State Government to help uphold and keep the peace.
‘‘The Federal Government will continue to work to ensure that more security assets are recruited and deployed across the country to protect all citizens going about their lawful business and to reinforce the authority of the government,’’ he said.
President Buhari also welcomed the decision of the Kaduna State Government and its local governments to build and provide facilities for the take-off of more police divisions and civil defence offices in the state.
‘‘On their part, Citizens also have a duty to be law-abiding in their conduct and within their communities. There is a need to avoid violence as a tool of negotiation or obtaining advantage, and learn to listen to each other and commit to resolving differences through peaceful means.
The President said both individuals and communities have obligations to comply with the law and uphold peace, the President said: ‘‘These obligations include respecting the rights of others to live wherever they choose, to worship freely and to pursue lawful livelihoods anywhere in this country. These are constitutional and human rights that we as a government and people must uphold and defend.’’
The President told the meeting that his administration will continue to do its best to develop human capital and address poverty and inequality in all parts of the country.
‘‘Providing decent education and health are my priority goals. I am delighted with the successful collaboration between federal institutions like the Bank of Industry and the Kaduna State Government to provide vocational and entrepreneurship skills, and low-interest credit to expand economic opportunities,’’ he said.
President Buhari assured the Kaduna State government that the Federal Government will give due consideration to the concerns raised by the Governor about the outstanding issues of payment of compensation and resettlement of communities that have lingered since the post-election violence of 2011.
On the recent killing of Saudi Journalist, Jamal Khashoggi, inside the Saudi consulate in Istanbul, Turkey, the President said while the whole world has been forced to watch and listen to what is happening, the situation in Kaduna has not attracted any attention.
‘‘I observed that more than 75 people were killed in Kaduna alone and I haven’t seen anything about it.
‘‘It means we are pushing ourselves as a nation and a people towards irrelevance, seen by the world itself,’’ he said.

The Organised Labour has frowned at the Federal Government’s delay in the process of promulgating new National Minimum Wage for workers in the country.
Mr Ayuba Wabba, President, Nigeria Labour Congress (NLC), said this at a protest rally tagged: `National Day of Mourning and Outrage’ organised by NLC, Trade Union Congress (TUC) and the United Labour Congress (ULC) on Tuesday in Abuja.
The protesters, who carried placards with inscriptions, “No minimum wage, No work from Nov. 6’’, “Minimum Wage of N30, 000 not negotiable’’, “Minimum wage will boost Nigerian economy.’’
Others are: “Upward review of Minimum wage will not trigger inflation’’, “Ngige and governors do not own Nigeria, Nigeria belongs to all workers,’’ and among others.
According to Wabba, Organised Labour frowned at the manipulation and bending of facts in an attempt to delay or derail the processes needed to promulgate a new national minimum wage act.
“We call on the Federal Government to take necessary steps to ensure the enactment of a new national minimum wage act as we cannot guarantee industrial peace and harmony,” he said.
Wabba explained that the new national minimum wage was both legally and materially due since 2016, saying “the Minimum Wage Act prescribes a five yearly cycle of review.”
He also said that coupled with the delay, the increase in the pump price of petroleum products by over 85 per cent and the devaluation of the Naira by 100 per cent in 2016, have massively affected the cost of living.
According to him, the exchange rate and inflation rose to an all-time high, rendering the N18, 000 unjustifiable as basis for continued national minimum wage.
“Given the realities of our economic condition, the least any worker should earn is N30, 000,” he said.
Also, Mr Bobboi Kaigama, TUC president, said implementation of the national minimum wage was imperative as workers in the country were faced with hard times.
Kaigama called on the Federal and State Governments to do the needful as N30, 000 was not too much for them to pay workers as minimum wage.
“They cannot say they do not have money; the political office holders have the money and also the government. We also know how much they are putting into politics and the forthcoming general elections.
“Workers are not slaves but rather they create the wealth of the nation, they cannot continue to suffer. After all the minimum wage is long overdue,” he said.
The News Agency of Nigeria (NAN) reports the organised labour has threatened to embark on an indefinite nationwide strike with effect from Nov. 6, unless the government accepts and commences the payment of the negotiated N30, 000.
The Organised Labour noted that the Tripartite Committee on the National Minimum Wage had since completed its assignment for onward submission of its report to President Muhammadu Buhari.
The Minister of Labour and Employment, Sen. Chris Ngige, had said that the Tripartite Committee on New National Minimum Wage was yet to conclude negotiation on the agreed figure.
However, the Federal Government has offered N24, 700, while the state governors also offered N20,000 as minimum wage

Ahead of November 6 nationwide strike to compel government to peg a new minimum wage at N30,000, organized labour will tomorrow hold mass protest across the country as part of sensitization of workers and Nigerians for the planned industrial action.

This came as organized labour urged workers not to be deterred by the government’s threat of “no work, no pay” as strike had always complied with legal requirements.

Already, leaders of Nigeria Labour Congress, NLC, Trade Union Congress of Nigeria, TUC and United Labour Congress of Nigeria, TUC, have begun massive mobilisation of members nationwide and their civil society allies, ahead of not only tomorrow’s protest, but also for the nationwide strike on November 6.

The Minister of Information and Culture, Alhaji Lai Mohammed has said that President Muhammadu Buhari deserved second term election because, in the past three and half years, he has impacted positively in the lives of Nigerians.
The minister who was a guest on Channels Television programme “Politics Today” on Sunday night said the President had leveraged his legendary integrity and acumen in managing resources both human and materials to reinvent governance.
He stressed that Buhari had delivered on the three campaign promises he made which were, fighting corruption, tackling insecurity and revamping the economy.
“Today, under President Buhari, Nigerians can dream and hope because he has rebranded governance and put the country on the path of sustainable growth and development.
“He is investing in infrastructure and reinventing the most ambitious social programme in the history of the nation.
“The President is ensuring that the people do not loot the common resources and ensuring that Nigeria is self sufficient in food production
“Above all, he has brought honour and respect back to the country and fighting all sorts of insecurity in the country,” he said.
Reacting to the allegation of non submission of the President’s certificate to INEC, the minister said it was “a non issue and a mere distraction”
“We have moved beyond that. Let me quote what former President Olusegun Obasanjo said in 2015 during this saga of the President’s certificate.
“Obasanjo said that it is an insult on a man, who rose to the echelon in Nigeria Army, attended the War College in the US and Staff College in Nigeria, for anyone to start asking whether he has a certificate or not.
“I think I want to rest this case on that because it is a non issue,” the minister said.
Speaking on the President’s health, Mohammed said that the President had fully recovered and fit to discharge his duties.
The minister also said they were not worried by the endorsement of Alhaji Atiku Abubakar, the PDP presidential candidate, by Obasanjo because “it is Nigerians that will decide who will govern them”.
“It is Nigerians that are going to vote at the 2019 elections.
“They will make a choice between going back to the era of inefficiency, looting, decay in infrastructure and the era of integrity, when the economy is being revived and insurgency is being tackled.
“It is not what Obasanjo says that matters because I am sure Nigerians will make the right choice,” he said.
The minister also denied the allegation that the government was intimidating the opposition .
He expressed the confidence that President Buhari would be reelected in 2019 because of his track record.

Ethiopia is to issue visa on arrival to all Africans starting Nov. 9, according to Fitsum Arega, chief of staff at the Ethiopian Prime Minister.
In a press statement, Arega said the visa-on-arrival policy for fellow African visitors is in line with Prime Minister Abiy Ahmed’s vision of a closer and full integration in the continent.
“Consistent with Prime Minister Abiy Ahmed’s vision of a closer and full regional integration in Africa, where minds are open to ideas and markets are open to trade, Ethiopia will start on arrival visa to all Africans starting from Nov. 9, 2018,” Arega said.
Ethiopia hopes the visa-on-arrival initiative would facilitate the economic integration of Africa by pushing tourist flow to a higher level and help advance conference tourism.
The east African country, which hosts the headquarters of the continental body, the African Union (AU), also hopes that the move will assist the AU’s initiative on the free movement of people. The AU urged all African countries to issue visa on arrival as of 2023.

At least three members of Shiites died and two soldiers wounded when members of the proscribed Islamic sect clashed with Nigerian Army who were in the escort of ammunition and missiles.
The troops were taking the arms from Abuja to Army Central Ammunition Depot in Kaduna State.
The face-off took place in Zuba in Federal Capital Territory (FCT), the Army confirmed on Sunday that the clash with the sect members on happened on Saturday.
The Commander, Army Headquarters Garrison, Abuja, Maj.-Gen. James Myam said on Sunday that troops of the Garrison were attacked at about 3 p.m. at Zuba bridge by the sect as they escort ammunitions and missiles from Abuja to Army Central Ammunition Depot in Kaduna State.
“The sect members, who were supposedly to be in a procession, established an illegal road block denying motorists free passage.
“When the troops’ convoy attempted to clear the road block, they met stiff opposition from the sect.
“Members of the sect used various objects to barricade the road and also pelted the troops with stones and other dangerous items.
“They smashed both military and civilian vehicles’ windscreens and windows.
“They also attempted to overrun the escorts to cart away the ammunition and missiles the troops were escorting. This led to the troops opening fire to extricate themselves.
“Consequently, troops of 102 Guards Battalion in whose Area of Responsibility the incident occurred rushed to the convoy’s rescue,” Myam said.
He, however, said normalcy had been restored in the area and advised members of the public especially those plying the Abuja-Zuba road, to go about their normal activities.
The commander assured the public that “no individual or persons would be allowed to disturb public peace or provoke attacks against military convoys.” (NAN)

Bishop David Oyedepo of Living Faith Church worldwide has warned Nigerians and politicians over the unending killings in some parts of Nigeria
Oyedepo issued the warning in a satellite telecast of the church’s prayer session for the nation monitored by the News Agency of Nigeria (NAN), on Sunday in Abuja.
The Bishop, while urging politicians to repent and have value for the lives of citizens, said if they do not repent after this warning, they would fall down for the sake of the nation.
“Politicians be warned, whether in power or not in power. There is no day Nigeria will become an Islamic nation and this nation will remain one nation.
“Allow the Christians to go to church, allow the Muslims go to their mosque and let the traditional worshippers do their thing.
“God is giving Nigeria peace by all means, the peace of those promoting this wickedness, God is taking away, if they refuse to repent. Their supplies shall dry up because Nigeria shall not see war.
He said that every leader is just a caretaker and God remains the creator and owner of every Nation including Nigeria.
He added that Nigeria would have peace when they understand that God is in control of everything including the land.
“ When a caretaker start behaving like a landlord he will be removed. God is the permanent landlord of the earth.
“The God of heaven has given you authority and power. He has given you might and glory. Pride makes us think that we do not need God. Pride separates us from God. Nebuchadnezzar did not give credit to God, and God had enough.
“God had warned Nebuchadnezzar and had been very patient with him. But finally, the prophecy came true. All of the things that he was so proud of were taken away.
“Nebuchadnezzar had to eat grass just like the goats and cows! He was used to living in a grand palace, but now he had no shelter over his head; For 7 years, the great King Nebuchadnezzar lived out there in the wilderness like an animal.
“He lost his mind; he became crazy without God, he was helpless because he refused to listen to the warning from the Lord,” he said.
According to Bishop, God’s dominion is everlasting to everlasting and His kingdom is from generation to generation.
“ Politicians are not extraordinary people, they only have grace, if they don’t harken to this warning of the Lord they will suffer disgrace.
“Too many arrogant foes, who pose to own this nation, be warned because the day of God’s judgement is here.
“ God enthrones kings and removes kings,” he added.
Oyedepo cursed the killers of the First Class Chief in Kaduna State, the Agom Adara, His Royal Highness Maiwada Galadima, who was kidnapped and later found dead.
He described those behind the cruel act as enemies of humanity and the Almighty God.
“All those involved in the killing of Galadima and his aides! Their generation will be forgotten. Everyone of the perpetrators they will end up in shame.
“Everyone that won’t let the Church rest. Everyone that won’t let the nation rest. Their rest is taken from them. (1 Chronicles 20:12,23-24). In the name of Jesus, this gangup against the nation will fail.
“I have said it before, if you are not angry with the wicked, you are wicked. God is angry with the wicked everyday,” he said.
Oyedepo enjoined Christians be involved in fostering the present revival of the nation by God through their prayers and evangelism, saying that they are entitled to rewards from the Lord.
The Jama’atu Nasril Islam (JNI) had warned politicians to stop arming youths, expressing indications of political interest in recent civil disorders in parts of Nigeria, including Kaduna state.
JNI on Sunday also cautioned politicians against unguarded utterances following crisis in some parts of the country.
The Secretary General of JNI, Dr Khalid Aliyu, condemned recent crisis in parts of Adamawa and Kaduna states and noted that the problems were allowed to fester by the failure of government to properly punish the perpetrators.
“Government on the other hand, particularly the judiciary should dispense justice promptly and appropriately, as there are cries over the delay tactics within the system, which has given impetus to the recurring communal crisis in Nigeria,” he said.

The Jama’atu Nasril Islam (JNI) has warned politicians to stop arming youths, expressing indications of political interest in recent civil disorders in parts of Nigeria, including Kaduna state.
Aliyu noted that the recurring crisis in Kasuwan Magani, Kaduna state, has claimed many lives with very little done by government to bring those responsible to book.
The JNI scribe expressed regrets that “human lives do not matter to many of us in Nigeria’’.
“At will people just take up arms to maim, kill and sometimes slaughter fellow human beings without any sober reflection, yet government often looks the other way on the alleged culprits.
“Something must be wrong with our psyche.”
Aliyu urged government to provide permanent security to protect motorists on major interstate highways who are being waylaid and killed in some identified communities whenever a crisis erupts.
“However, we are exasperated that oftentimes passers-by are always soft targets in Nigeria and this allow for backlash.
“The Yola-Numan-Gombe road and the Gonin Gora road in Kaduna state (for the Abuja-Kaduna-Kano commuters), would have been blood laden if not for the timely intervention of the respective state governments of Adamawa and Kaduna.
“The Federal Government as well as the affected state governments must therefore provide alternative routes or security strike force to be mounted at such places or relocate the troubled communities near the highways.
“The JNI calls for calm and restraint, and implores religious and/or clerics as well as traditional rulers to always take control of their constituencies and nip in the bud these recurring unfortunate incidences at their respective localities.
“Although, going by the tapes available on air, political gladiators can hardly play the game of politics decorously.
“As we have often heard them say there is no morality in politics, of which from the religious context, we would not expect much good from politicians.
“And of course, free, fair and credible election will continue to be a mirage to us, so long as there would not be morality in politics.”
He called on Nigerians to be very security conscious and report suspicious movements in and around their respective communities to relevant security agencies.
The JNI commiserated with those that lost their loved ones, particularly the Agwam Adara, Dr Maiwada Galadima, killed on Friday by kidnappers.
” We also wish speedy recovery to all victims of the dastardly violent acts in Nigeria and may Allah continue to secure our lives, environments and properties. “the secretary general said.
Aliyu added that “the JNI is perturbed over the discovery of a shallow grave where it was reportedly said late Major General I. M. Alkali’s body was exhumed.
“Therefore, in line with the information given by the Nigerian Army, we call on the government not to be deterred for the search of the dead body.
“We call on the Nigerian Army to recover the General’s dead body wherever it is, in order for the family to give him a befitting funeral.
“However, if it becomes a herculean task for the Nigerian Army, then in line with the Islamic rites, the Muslim Ummah along with family members could conduct Salatul Ghaa-ib, Muslim funerals in absentia, for the deceased General.
“Indeed we are from Allah, the Most High and unto Him alone is our return. May Allah, the Most High take us out of the present plight and bring to us after the unfortunate massacre, something better,” Aliyu added. (NAN)

No fewer than 32 persons have been arrested in Kaduna in connection with the renewed violence in Kaduna metropolis on Friday.
Senior Special Assistant to the Governor on Media and Publicity, Mr Samuel Aruwan, announced this in a statement in Kaduna on Saturday.
He said that the number of arrested persons over the renewed disturbances was given by the Police at the state’s Security Council meeting, adding that “these persons will be investigated and prosecuted’’.
Aruwan also said that within the areas covered by the curfew, “security agencies thwarted attempts to destroy places of worship in Kawo and Hayin Banki.
“It was also reported that one person was killed in Kasuwan Magani and another arrested with a weapon overnight while attempting to burn down the market there.”
He announced that the government has relaxed the curfew in Kachia, allowing residents free movement from 6a.m. to 5p.m. daily.
