He wrote: “I wish to inform Nigerians that, after extensive consultations, I have decided to take my leave of the All Progressives Congress (APC).

A High Court in Owerri today stopped the swearing-in of Callistus Ekenze, Head of Civil Service of Imo, as Deputy Governor of the state.
The Imo House of Assembly on Monday sacked the former deputy governor Eze Madumere at the end of an impeachment proceedings, despite a court order stopping the process.
But today, the court made another ruling stopping the swearing-in of Madumere’s successor.
The Attorney General and Commissioner For Justice for the state, Barr. Miletus Nlemedim, conveyed the latest order to Governor Rochas Okorocha and hence the cancellation of the swearing-in of Ekenze as Deputy by the Chief Judge of the State, Justice Pascal Nnadi.
Nlemedim also informed the crowd gathered to witness the ceremony and halted it.
Madumere had succeeded in securing an interim injunction, restraining the swearing in of Ekenze.
The state High Court on Monday gave an order stopping the state House of Assembly from continuing the impeachment of Madumere.
Justice Iheka of the state high court gave the order following an application by the counsel to the deputy governor, Ken Njemanze (SAN) in which he informed the court that his client had requested the court to stop the impeachment process.
A panel of inquiry was set up by the chief judge to investigate the allegations of gross misconduct levelled against Madumere by the state House of Assembly.
Justice Iheka therefore ordered the state House of Assembly and the state’s Attorney General to maintain status quo pending the decision of the court.
The case has been adjourned till August 13.

The UN said it received 70 new allegations of sexual exploitation and abuse across all its entities and implementing partners, between the beginning of April to the end of June 2018.
UN Deputy Spokesperson, Farhan Haq, while announcing the allegations, said 18 cases involved peacekeeping operations, and 25 from “agencies, funds and programmes”.
“Please note that not all the allegations have been fully verified and many are in the preliminary assessment phase,” he explained, breaking down the 70 allegations.
A total of 43 allegations involved UN personnel, 24 related to non-UN personnel working for implementing partners, and three others related to non-UN international forces, which had been authorised by a Security Council mandate.
Of these 70 reported incidents, 27 took place in 2018, nine in 2017, five in 2016, 10 in 2015 and two allegedly occurred in 2014, while the date is unknown for 17 allegations.
The vast majority, 46, were categorised as sexual exploitation, the UN deputy spokesperson said.
He defined sexual exploitation as “any actual or attempted abuse of a position of vulnerability, differential power, or trust, for sexual purposes, including, but not limited to, profiting monetarily, socially or politically from the sexual exploitation of another”.
According to him, another 18 allegations were categorised as sexual abuse.
Haq said sexual abuse was “the actual or threatened physical intrusion of a sexual nature, whether by force or under unequal or coercive conditions”.
The UN deputy spokesperson said another six were classified as “other” or of an unknown nature.
Women and girls suffered the most from this scourge, according to the figures presented by Haq.
Out of a total of 84 reported victims, 46 were women, 17 were girls – under the age of 18 – and 12 were females whose ages were unknown.
In addition, one boy – under the age of 18 – and five males of an unknown age were also among the victims.
Out of 88 alleged perpetrators, all but eight were men, with four women and four individuals whose genders were unknown.
According to Haq, so far, three of the allegations have been substantiated through an investigation, two cases have not been substantiated, and four were closed due to other circumstances.
The remaining 61 were at various stages of investigation or under preliminary review, while a total of 16 allegations had been referred to the relevant Member States for action.
“We have continued our efforts to implement the Secretary-General’s strategy to combat sexual exploitation and abuse,” Haq said.
Regarding the UN’s commitment to end impunity, he explained that in June, the UN launched “an electronic tool for screening UN staff dismissed as a result of substantiated allegations of sexual exploitation and abuse, or who resigned or were separated during an investigation”. LR News

NAN reports that World Bank had granted Kenya one billion dollar concessional loan for energy, transport and water infrastructure projects in poorer regions of the country’s north and northeast.
The World Bank sai, that the regions were being targeted because they had benefited little from Kenya’s strong economic performance.
“Most of the money will be spent in the counties of Garissa, Isiolo, Lamu, Mandera, Marsabit, Samburu, Tana River, Turkana, Wajir, and West Pokot which fall below national averages on development indicators,” the bank said.
“These infrastructure investments are laying the ground for additional operations that will enable sustainable livelihoods with targeted support to farmers and pastoralists in the region.
“It will also ensure expanded support to the most vulnerable households through regular cash transfers.”
The East African economy is growing by about 5.8 per cent this year, after electoral turmoil and drought cut last year’s expansion to the lowest level in more than five years.
The funding will go to six projects, including an off-grid energy access initiative worth 150 million dollars.
The World Bank said the off-grid energy project would provide electricity to 1.2 million people and contribute 96 megawatts to the national grid.
A further 500 million dollars would go toward a 740 kilometres stretch of the Isiolo-Wajir-Mandera road corridor in the northeast as well as enhance internet access there.
The new loan is in addition to 1.4 billion dollars the World Bank has already invested in the region in the areas of health, transport, agriculture and social protection.
The World Bank said “given the significant needs, more needed to be done in a targeted and coordinated manner if the bank is to support the Government of Kenya in its efforts in the north and northeastern region.”
Typically, World Bank concessional loans have zero or very low interest rates and have repayments periods of 25 to 40 years, with a five or 10-year grace period.

The Police Command in Abia has arrested 43 suspects for various criminal offences including kidnapping, armed robbery, murder and defilement, within 40 days.
The Commissioner of Police, Mr Anthony Ogbizi, disclosed this on Monday while briefing journalists in Umuahia on the efforts of the command to rid the state of violent crimes.
Ogbizi said that the arrest was a result of efforts by the command to ensure a peaceful and crime-free society.
“Some of the suspects are notorious. They have been arrested before in connection with crimes and later released but here they are today for similar crimes,” he said.
He also attributed the arrest to the improved synergy between the police and the state vigilance group.
The commissioner urged the public, especially motorists, to be vigilant, saying that criminals had devised new tactics of stealing cars.
According to him, the criminals were trailing people with exotic vehicles to churches, big ceremonies and popular shopping malls in Umuahia and its environs.
The News Agency of Nigeria (NAN) reports that some of the suspects included alleged members of a confraternity called Aro Confraternity,  a syndicate that specialised in car theft and other crimes.
One of them also was a fish seller, 29-year-old Emmanuel Nwadike, who narrated how he defiled an eight-year-old Primary three pupil in Owerri-Aba on July 20.
Nwadike, a father of two, said that he committed the crime around 9 a.m., saying that he was moved by the devil to commit the act.
A 37-year-old Enyinnaya Okebugwu, who was arrested for allegedly killing 56-year-old Chairman of Umuoko-Umudala Ntigha in Isialangwa North Local Government Area, also confessed to the crime in an interview with newsmen.
Okebugwu said that he clubbed the man to death on a lonely bush path in the community to avenge the disconnection of his electricity line.
He said that the deceased, who was the chairman of the community’s electricity task force, disconnected his house for allegedly being in arrears of nine months, totaling N800.
The commissioner of police said that the 43 suspects “will be arraigned immediately”.
He said that during investigation the suspects volunteered useful information that helped the police to arrest their fleeing accomplices.
“We could not immediately arraign them. We kept them in custody because we needed to get useful information from them to be able to arrest their accomplices,” Ogbizi said.

The National Working Committee (NEC) of the All Progressives Congress (APC) has dissolved the Kwara State Executive of the party, finally breaking the control of Senate President Bukola Saraki on the party affairs in the state.
The party’s National Chairman, Mr Adams Oshiomhole and its National Secretary, Mai Mala Buni announced this on Monday in Abuja after the NWC meeting.
The party said a caretaker committee to be led by Bashir Bolarinwa shall be appointed to head the state Executive Committee.
The caretaker committees would also be constituted in the wards and local government areas of the state.
“The NWC at its meeting of 30th July, 2018, examined the unfolding developments within the party in Kwara state.
“Specifically, the irregularities that characterised the conduct and outcome of the congresses that produced the leadership of the party at all levels.
“The committee also reviewed the actions of some of the leaders of the party that emerged from the above congresses who participated in an open rally calling on the Senate President to decamp to the PDP,” the resolution said.
The party added that after a careful and exhaustive deliberation on the issues and other developments in the party’s Kwara chapter, the NWC invoked its constitutional power to dissolve all the state’s organs.
This it added, was in pursuant to the provisions of article 13.4 (xvi) and (xvii) of the party’s Constitution.
According to the resolution, the appointment of Bolarinwa as the chairman of the caretaker committee of the state executive committee shall take immediate effect.
Minister of Information and Culture, Alhaji Lai Mohammed, who hinted about today’s action in Oro on Sunday said there is no going back on delivering Kwara to the All Progressives Congress (APC) and President Muhammadu Buhari in 2019.
The minister, in a statement he personally issued in Abuja on Monday, said the APC members and supporters in Kwara were determined to strengthen the party.
He said the party would open its doors to hordes of those willing to join and reposition it ahead of the 2019 general elections.
The minister noted that with the defection of the APC members in the National Assembly, the “ wheat had been separated from the chaff.’’
Responding to a statement made by one Alhaji Jimoh Balogun at a press conference in Ilorin, Mohammed said the new leadership of APC in Kwara would not cede the state to double agents.
He said the challenge by Balogun to his membership of and contributions to the APC was inconsequential.
“The issue of my membership of the APC, as well as my contributions to the growth of the party in Kwara and indeed in Nigeria as a whole, is settled and not subject to any contestation.
“For those who may be engaging in mischief over this, the massive turnout of APC members and supporters to welcome me during my trip home this past weekend for a stakeholders’ consultative meeting should serve as ample confirmation.
“The truth is that those who are making this allegation are the ones who need to validate their membership of our great party since they have left no one in any doubt about their status as ‘double agents’.
“Alhaji Balogun is one of the three Kwara Senatorial Chairmen who recently called on their leader to take them out of the APC.
“As far as our members are concerned, these Janus-faced people are just waiting to crash the APC in Kwara before they escape to the other side,” he said.
The minister said his critics were rattled because of the decision not to allow them to actualise their nefarious plan.
He reiterated Sunday ’s resolution of APC stakeholders in the state calling for the immediate dissolution of the party’s current executive committee and conduct of new congresses at all levels.
The minister said the stakeholders insist on their resolution that those who got various appointments under the pretext of being APC members should resign immediately or be sacked.

The Imo State House of Assembly has impeached the Deputy Governor, Mr Eze Madumere.

He was impeached on Monday by 19 out of the 27 member-assembly.

The Speaker of the House, Acho Ihim, said the impeachment followed the outcome of a report of a 7-man panel, constituted by the Chief Judge of the state to investigate allegations of gross misconduct.

The allegations were premised on four reasons which included his absence without reasons for a period of three months and a failure to perform constitutional duties like attending state executive and state security council meetings.

Others included his alleged failure to attend meetings with the governor and other government functionaries as well as an alleged concealment of felonious acts in the United States.

Meanwhile, Mr Callistus Ekenze, who was until this morning the Head of Service in the state has been nominated by the governor as the new deputy.

The Speaker read out the nomination letter on the floor of the house immediately after the impeachment.

This comes hours after some lawmakers in the Benue Assembly served an impeachment notice on the Governor, Samuel Ortom.

The development came after the governor defected from the All Progressives Congress (APC) to the Peoples Democratic Party (PDP) last week.

Days after, the speaker of the house, Mr Terkimbi Ikyange, was impeached and eventually suspended for allegedly mobilising police personnel to the assembly complex to deny members access to the chamber.

The Speaker of the Kano State House of Assembly, Abdullahi Atta, has been impeached.

About 27 lawmakers on Monday morning signed the impeachment notice which was served to the Speaker upon his arrival at the House.

The former Speaker is being accused of incompetence, corruption, and failure to carry other members of the Assembly along.

A new Speaker, Alhassan Rurum, has been sworn in.

The Majority Leader of the House has also been impeached and replaced with Bappa Babba, while Kabiru Hassan is the new Deputy Majority Leader and Abdulrahaman Madari is now the Chief Whip.

The crisis in the House comes after the lawmakers reportedly moved to impeach the Speaker and some principal officers in May, a development that led to the sealing of the Assembly by policemen.

The State Governor, Abdullahi Ganduje, had consequently intervened to resolve issues in the House.

Ganduje said it was in the interest of peace and democratic development of the state.

Polls opened on Monday in Zimbabwe’s first election since the removal of former president Robert Mugabe, a watershed vote Zimbabweans hope will rid the country of its global pariah status and spark a recovery in its failed economy.
The voters will make a choice for the presidency between incumbent 75-year-old Emmerson Mnangagwa, a long-time Mugabe ally and 40-year-old Nelson Chamisa, a lawyer and pastor who is vying to become Zimbabwe’s youngest head of state.
Voting began at 7 a.m. (0500 GMT) and will end at 7 p.m.
Mugabe, who had ruled Zimbabwe since 1980, had come out on Sunday to urge the people not to vote for Mnangagwa and others who toppled him last November in a de facto coup d’etat. But he fell short of outrightly endorsing Chamisa.
He said: “I will not vote for those who have illegally taken power.”
Mugabe, who has backed a new political party that is part of a coalition supporting Chamisa, said of him: “He seems to be doing well at his rallies.”
And Mugabe added: “Whoever wins, we wish him well … And let us accept the verdict.”
Many in Zimbabwe knew no other leader but Mugabe, who led the country for 37 years and since independence from white minority rule in 1980.
What began with optimism crumbled into repression, alleged vote-rigging, intimidation of the opposition, violent land seizures from white farmers and years of international sanctions.
The country hopes that a credible vote on Monday could get those sanctions lifted and bring badly needed investment for a collapsed economy.
Mnangagwa, a former Mugabe confidante, had tried to recast himself as a voice for reform, inviting back Western dozens of election observers and pledging a free and fair vote.
“I have during all this time liked our return to conditionality, our return to legality, an environment in which our people are free,” Mugabe told reporters.
But he blamed “evil and malicious characters” for his removal from power, which was met with a joyous outpouring in the capital, Harare, by thousands.

Taxi drivers in Madrid went on strike Saturday in solidarity with Barcelona cabbies protesting against “unfair competition” from Uber and Cabify.
The federation of Madrid taxis claimed all 15,000 drivers in the capital had joined the movement and that it would spread to other cities.
“All taxis have spontaneously and progressively stopped work, paralysing services in the capital, at the airport, around bus and railway stations”, federation secretary Santiago Simon Vicente told AFP.
“The main problem is the proliferation of VTC licences,” he said.
“There are more and more of them, thousands, and it’s unfair competition.”
The federation called on the authorities to enforce legislation under which there should be 30 traditional taxis for every VTC (Tourism Vehicle with Chauffeur).
Today there are only five for every VTC, said Vicente.
Taxi drivers cut access to central Barcelona on Friday after the Spanish government appealed a ruling approved by Barcelona authorities that limited the number of licences for Uber-style services.
“Today everything is blocked in Barcelona, the airport, the stations, etc,” the head of Taxis Companys, Luis Lopez, told AFP.
“We will not move, all night, all day tomorrow… (until) there is a solution,” he warned.
Violence erupted in Barcelona where the strike began on Wednesday. Drivers threw stones at the vehicles of Uber-style licensed private chauffeurs, with some ending up with flat tyres.
The attacks prompted Uber and Cabify to suspend their services in Barcelona for as long as the taxi strike lasts.
Unauto, which represents Uber and Cabify, on Saturday urged the Spanish government to “take back control of the streets saying “violent” taxi drivers were trying to defend a monopoly.
The authorities called “for calm” on Saturday and for representatives from each side to meet next week to find a solution.

The Lagos State Government on Saturday started releasing the remains of the victims of the Otedola Bridge tanker explosion to their families.

The State Commissioner for Health, Dr. Jide Idris, at a news conference in Alausa, on Friday, explained that the decision to release the bodies followed the conclusion of DNA forensic examination conducted by the government to ascertain their identities.

The remains of the victims of the tanker explosion, which occurred on June 28, were taken to the Lagos University Teaching Hospital (LASUTH) where they were examined.

Dr Idris said, “Based on the DNA analysis performed at the LSD and FC, all victims samples were successfully matched to relatives’ samples.

“Nine bodies have been successfully matched to nine families out of the 11 families that showed up at the LSD&FC. They are now ready to be handed over to the rightful families for necessary burial arrangement.

“Collection of these remains will commence from 10:00 am tomorrow (Saturday), July 28, 2018, at the Seminar Room of the Pathology and Forensic Medicine Department of the Lagos State University Teaching Hospital, Ikeja,” he said.

Twelve people were killed and at least 50 vehicles were burnt in the tragedy which occurred on June 28, 2018.

The explosion occurred when the fuel-laden tanker had a brake failure as it was heading out of Lagos towards the Lagos-Ibadan Expressway.

Many escaped by abandoning their vehicles and firefighters later came to the scene to battle and put out the raging blaze.

Ikyange had earlier rejected his impeachment declaring the process illegal.
He said he believes the lawmakers are bent on destroying the legislature.
Justice Onum said the decision to restrain the speaker, his deputy and majority leaders followed a motion filed by 22 lawmakers.
“This motion is supported by an affidavit of 28 paragraphs deposed to be by Rt. Hon. Avine Agbom who is the third applicant in the motion and who has described himself therein as having the authority of the other to do so.
“I have looked at the contents of the affidavit particularly in paragraphs 14 through 26 inclusive thereof. I have no doubts in my mind that the applicants have made out a case that deserves the interim order sought to hold matters in status quo ante pending when the motion on notice will be determined,” Justice Onum said.
The court also ordered police to vacate the State Assembly Complex.
Justice Onum in the order granted also restrains the Commissioner of Police, the Assistant Inspector General of Police, the Inspector General of Police and the Department Of State Services, and their agents from sealing off the premises of the state assembly complex where the 22 applicants carry out their legislative duties.
Hearing in the substantive matter has been fixed for August 6th, 2018.

The All Progressives Congress (APC) has questioned Benue Governor Sammuel Ortoms’ claim of spending N22 billion received from federal government on provision of security.
The governor’s claim of spending so much on security in the state raises more questions, Mr. Adams Osjiomhole, Chairman of APC, said on Friday.
The party expressed concern that though the governor claimed to have spent such huge money on security but the people were more insecure.
He said Ortom was making political gain on the security situation in his state, after allegedly spending heavily on security.
Mr Adams Oshiomhole, National Chairman of APC, said on Friday that it was unfortunate that while President Muhammadu Buhari had been to other states to commission projects, there has been none to commission in Benue.
“Ortom’s argument is that he had diverted a lot of funds to security issues ,” Oshiomhole said.
“It is okay to lament that there is no federal presence. Where is the explanation for the absence of projects in Benue state?
This, Oshiomhole said, was so because Ortom had not developed any project since he assumed office, adding that this was one of the complaints the Benue APC leaders brought against him.
He said that the Benue governor when asked to defend himself following the accusations against him, could not give reasonable explanation.
“Whereas the President and Vice President had visited other states to commission projects, they had only visited Benue on condolence visits.
APC, he said, condemned in strong terms anyone in government that to get political capital from the shedding of blood.
He stressed that government at all levels have shared responsibility of protecting Nigerians irrespective of religious, social and political status.
Oshiomhole accused the Benue governor of ineptitude in the discharge of his duties as chief security officer of his state and insisted that Ortom got the party’s ticket,” on a platter of gold”.
He explained APC was happier that Ortom had defected to the opposition Peoples Democratic Party (PDP).
He said APC was now more comfortable that the Benue governor has joined a “club whose philosophy is to share the money and not develop communities”.
“I am relieved as national chairman, and I believe that the leadership of the party in Benue is also relieved that Ortom has left the party and returned to the club he belongs”, Oshiomhole said in an interview with newsmen on Friday..
“We now have a clean platform to search for a clean and credible candidate from Benue, a candidate that can provide leadership that the great people of Benue state deserves. And not someone who seeks to make political capital out of human graves and celebrating the death of his own people,” he said.
Oshiomhole added that as a party, the APC condemns killings by any criminal whether in Benue state or any other part of the country.
He said that the APC accepts that government’s responsibility must be to protect lives and properties. LR News
