The founder of the Centre for Values in Leadership, Professor Pat Utomi, believes that Nigeria has yet to practice democracy, almost two decades after it returned to civil rule.

He said this during an interview on Channels Television’s Roadmap 2019, special political programme which airs on Mondays.

Professor Utomi insisted that the absence of significant civic engagement has had a negative impact on the credibility and usefulness of the nation’s political process.

“I think the biggest challenge for the political process is citizenship – citizen engagement, participation; because let us be honest, we’ve not had a democracy,” he said.

The former presidential candidate argued strongly that Nigeria lacks democracy, although some people may disagree with him about the process.

He also faulted the electoral process in the country, alleging that the results of elections were written by some individuals in some corner.

According to Utomi, “Most people know that as much as possible, real citizens are discouraged from even thinking about voting and that the people who play this power game look for some poor, hapless people who don’t even know what they are doing, to collect a few N100 and cast a vote, and they would then extend whatever they’ve cast in some doctoring and call it election outcomes.”

The professor of political economy, however, noted that it was important for the citizens to participate more in politics, adding that their failure made the nation’s democracy untenable.

He warned Nigerians that it was time they up their game and get involved in the process of selecting their leaders as it was becoming obvious that what the government does affect their lives.

Professor Utomi also took a swipe at the category of individuals who feel because they could take care of their immediate needs, they worry less about the affairs of the country.

He, however, stressed the importance of a two-democracy system and the need to educate the electorate on why they should cast their votes without inducement.

SAN Joseph Nwobike

A Lagos High Court has convicted Senior Advocate of Nigeria, Joseph Nwobike, of 12 counts  on allegation of inducement to pervert the cause of justice.

Justice Raliat Adebiyi acquitted him on five counts of giving gratification and one count of making false statement.

Justice Adebiyi has stood down the case for sentencing.

Nwobike was first arraigned on five count charges on March 9, 2016 by the EFCC, which was later amended the charges on two different occasions, each time leading to the re-arraignment of the SAN.

The last amendment to the charges saw Nwobike re-arraigned on February 8, after which the lawyers canvassed their final arguments.

In the charges, EFCC had claimed that Nwobike offered N750,000 and N300,000 gratifications to Justices Mohammed Yunusa and Hyeladzira Nganjiwa, respectively both judges are federal high court judges.

Counsel for the EFCC, Mr Oyedepo, says the money was allegedly meant to prevent the cause of Justice which is section 97 (3) of the criminal law of Lagos state.

Canvassing final arguments Nwobike’s lead counsel, Wale Akoni (SAN), had urged the court to discharge and acquit his client, contending that the EFCC failed to substantiate its allegations against him.

Akoni said contrary to the claim by the EFCC, the N750,000 that Nwobike gave to Justice Yunusa was not a bribe but “for the specific purpose of helping the (sick) mother of the gentleman.”

The Task Force charged with relocating traders to the Muhammadu Buhari International Market, Karu, in Nasarawa State, has banned trading and hawking along the Keffi-Karu-Abuja expressway.
Mr Stanley Buba, Chairman of the Task Force, announced this on Monday in Karu, during a meeting with officials of the Traders and Marketers Association and the National Union of Road Transport Workers.
Buba, also a Senior Special Assistant to Gov. Umaru Almakura, urged traders to move to the Muhammadu Buhari International Market in Karu, to boost sales and improve the state’s revenue base.
“Traders must avoid street trading and hawking; they must move to the market to acquire spaces that will be allocated to them at no cost, on temporary basis.
“When traders move into the market, traffic congestion will be reduced along the Karu-Abuja expressway,” he said.
He warned that defaulters would face the full wrath of the law, and advised the traders to take advantage of the market to improve their business, fight poverty and end unemployment.
Buba said that the ban would take full effect on May 1.
He also warned commercial drivers against parking indiscriminately, saying that anyone caught would be penalised.
Alhaji Shammasu Dantsoho, Chairman, Nasarawa State Traders and Marketers Association, in a speech at the meeting, promised to cooperate with the committee to ensure sanity in the market area.
He also assured the committee that his union would educate and enlighten its members on government policies and the need to support them. LR News

British Prime Minister, Theresa May, appointed Sajid Javid as the new Home Secretary on Monday after the previous Interior Minister, Amber Rudd, quit over the treatment of some long-term Caribbean residents wrongly labeled illegal immigrants.
Javid, 48, a former Managing Director at Deutsche Bank, was previously Communities and Local Government Secretary.
Rudd resigned on Sunday after May’s government faced an outpouring of indignation over its treatment of some long-term Caribbean residents who were wrongly labeled illegal immigrants.
The loss of one of May’s closest allies is a blow as she navigates the final year of negotiations ahead of Britain’s exit from the EU in March 2019.
It also deprives the cabinet of one of its most outspoken pro-European members.
In a resignation letter to May, Rudd said she had inadvertently misled a parliamentary committee last Wednesday by denying the government had targets for the deportation of illegal migrants. May accepted her resignation.
For two weeks, British ministers have been struggling to explain why some descendants of the so-called “Windrush generation”, invited to Britain to plug labour shortfalls between 1948 and 1971, had been denied basic rights.
The Windrush scandal overshadowed the Commonwealth summit in London and has raised questions about May’s six-year stint as interior minister before she became prime minister in the wake of the 2016 Brexit referendum.
“The Windrush scandal has rightly shone a light on an important issue for our country,” Rudd said in a resignation letter to May.
Rudd, who was appointed Home Secretary in 2016, said voters wanted those, who had the right to reside in Britain to be treated fairly and humanely but also that illegal immigrants be removed.
The opposition Labour Party, which had repeatedly called on Rudd to resign, said May was responsible and should explain her own role in the government’s immigration policies.
“The architect of this crisis, May, must now step forward to give an immediate, full and honest account of how this inexcusable situation happened on her watch,” said Diane Abbott, Labour’s spokeswoman on interior affairs.
Abbott called on May to give a statement to the House of Commons explaining whether she knew that Rudd was misleading parliament about the deportation targets.
Facing questions over the Windrush scandal, Rudd, 54, told lawmakers on Wednesday that Britain did not have targets for the removal of immigrants, but was forced to clarify her words after leaked documents showed some targets did exist.
The Guardian newspaper on Sunday reported a letter from Rudd to May in 2017 in which she stated an “ambitious but deliverable” aim for an increase in the enforced deportation of immigrants.
After repeated challenges to her testimony on the deportation of immigrants, Rudd telephoned May on Sunday and offered her resignation.
“I feel it is necessary to do so because I inadvertently misled the Home Affairs Select Committee over targets for removal of illegal immigrants,” Rudd told May.
With her Conservative Party split over Brexit, May will have to be careful to preserve the uneasy balance in the cabinet after the loss of such a senior pro-EU minister.
The government has apologized for the fiasco, promised citizenship and compensation to those affected, including to people who have lost their jobs, been threatened with deportation and denied benefits because of the errors.
But the controversy over policies which May is closely associated with has raised awkward questions about how the pursuit of lower immigration after Brexit sits alongside the desire to be an outward-looking global economy.
The immigrants are named after the Empire Windrush, one of the first ships to bring Caribbean migrants to Britain in 1948, when Commonwealth citizens were invited to fill labor shortages and help rebuild the economy after World War Two.
Almost half a million people left their homes in the West Indies to live in Britain between 1948 and 1970, according to Britain’s National Archives.
A week before local elections, May apologised to the black community on Thursday in a letter to The Voice, Britain’s national Afro-Caribbean newspaper.
“We have let you down and I am deeply sorry,” she said. “But apologies alone are not good enough. We must urgently right this historic wrong.”
The crisis has focused attention on May, who as interior minister set out to create a “really hostile environment” for illegal immigrants, imposing tough new requirements in 2012 for people to prove their legal status.
Rudd’s resignation comes four months after another close ally and her then most senior minister, Damian Green, was forced out of his job for lying about whether he knew pornography had been found on computers in his parliamentary office.
Anna Soubry, a Conservative lawmaker, predicted Rudd may one day return to a senior job in government.
“She is a woman of great courage and immense ability,” Soubry said. “If there is any justice she will soon return to the highest of office.” LR News

An Argentine woman Brenda Barattini accused of cutting off her boyfriend’s penis with gardening scissors said she was provoked because he showed his friends their homemade sex tape, according to reports.
The 26-year-old Barattini, allegedly committed the revenge attack in the Nueva Cordoba area of the Argentine city of Cordoba last November, which left her 40-year-old boyfriend with 90 percent of his penis chopped off, and in life-threatening condition.
Barattini, who is serving imprisonment without bail ahead of her trial, said she suffered great psychological harm because of the leaked tape by her boyfriend Sergio Fernandez.
“I cut his penis but not completely: I injured him. It wasn’t complete: I injured him,” she said, according to a translation of her jail interview.
The man has been left depressed, one of his attorneys said, as he waits for future operations.
According to Fox News, hospital employees were unable to reattach Fernandez penis.
The incident rings similar to the case of Lorena Bobbitt, a woman who, in 1993, cut off her husband’s penis while he was sleeping.
Bobbitt said she did it because she “snapped” after her husband allegedly raped her the previous night.

The President of the Senate on Sunday, paid a condolence visit to the National Youth Service Corps (NYSC) camp in Kwara state over the death of a corps member, Miss Hilda Amadi.
Amadi, a graduate of Oil and Gas Engineering from the University of Port Harcourt, Rivers State, was participating in the ongoing orientation exercise for new members of the National Youth Service in Kwara State, when she reportedly slumped and died.
Another account said that she had fractured one of her legs and died from complication resulting from not getting good medical attention.

The death of the corps member was confirmed by the Kwara State Coordinator, NYSC, Mr. Remigius Amaefule.
He, however, denied insinuations that there was no experienced resident doctor in the camp at the time of the incident.
“At this stage, what we need is to condole with the parents of the girl and let them know that we are very sorry for what happened.
“NYSC, being a responsible organisation, does not take the safety and wellbeing of corps members lightly. Insinuations of an experienced doctor not being at the camp’s clinic when she was taken there are not true.
“A day before the commencement of camp, which is our normal practice, a consultant from the University of Ilorin Teaching Hospital moves into camp with us. So a consultant had been there.
“The same consultant saw her, handled her case on that fateful day. It was the same consultant that took her to the General Hospital in Share and later to the University of Ilorin Teaching Hospital.
“So there is no truth in any insinuation that there was no qualified doctor in the camp’s clinic.”

Sen. Dino Melaye has thanked the people of his constituency for “rising to his defence” by shunning the verification exercise held on April 28 to recall him from the Senate.
Melaye, in a statement issued in Lokoja on Sunday, also thanked the political leaders, elders and traditional rulers in Kogi West for “rescuing him from his political enemies.”
He also expressed gratitude to the media , observers, civil society groups, security agents and other stakeholders “for resisting to be used against the wishes of the people of his constituency”.
The statement was signed by Mr Gideon Ayodele, Special Assistant on Media to Melaye.
“We thank all democratic partners who have resisted the attempted external political robbery and brazen impunity from raising its most ugly head.
“ We commend the resolve of our people who have by their popular wish and wisdom and political independence rejected the selfish and satanic recall.
“ The verification exercise has come and gone and the people of Kogi west have willingly exercised their franchise by re-validating the election of Sen Dino Melaye,” the lawmaker said.
According to him, the exercise no doubt, has shown that power truly belongs to the people.
“ We wish to equally, commend INEC for resisting forgery in some parts while the exercise was going on, and for finally allowing the wish of the people to prevail as expressed,” it said.
He urged the proponents of his recall to accept the results in good faith and face the task of providing the elusive democratic dividends to the people.
The senator, however, advised his supporters to remain calm and humble in the face of victory and avoid hot arguments or action that may lead to the breakdown of law and order.
The News Agency of Nigeria (NAN) reports that the result of the verification released early Sunday in Lokoja by the Independent National Electoral Commission (INEC) showed that 39,285 of the signatories were verified, out of which only 18,762 signatures were genuine.
The genuine signatories represent a dismal 5.34 per cent of the total signatories to the petition, which fell short of 51 per cent or 98, 364 signatures required for the petition to sail through.

Fourteen opposition parties in Lagos State have formed an alliance to challenge Governor Akinwunmi Ambode’s All Progressives Congress (APC) in the 2019 elections.
The Chairman of Alliance for Democracy (AD) in the state, Mr Kola Ajayi, made the disclosure on Saturday in an interview News Agency of Nigeria (NAN) in Lagos.
He said that the “Star Alliance “was recently formed with the objective of providing what he called a credible alternative to the APC.
Ajayi, who also chairs the alliance, listed other parties in the coalition as MEGA, Action Alliance and New Nigeria People’s Party.
According to him, the others include People’s Progressive Party, People’s Redemption Party, Democratic Alternative and Accord.
Ajayi said that the People’s Party of Nigeria, People ‘s Alliance for National Development and Liberty, People’s Democratic Movement and Legacy Party of Nigeria were also part of the alliance.
He claimed that APC had yet to meet the aspirations of Lagos residents, hence, the need for a credible alternative.
“We formed this coalition to provide a credible platform on which to deliver good governance to the real people at the grassroots.
“We think Lagos residents deserve better and we should come together and give them the kind of government they want,’’ he said.
He urged the residents to embrace the coalition which, he said, was formed for the masses.
The coalition chairman said that the parties in the alliance had been meeting regularly on the strategy to employ to win Lagos in 2019.
He said that the coalition would soon reach out to residents especially those at the grassroots on its development agenda.
The state Chairman of NNPP, Malam Shakirudeen Olofin, also told NAN that the alliance was formed to give residents a `better deal’.
He said that the coalition was the `Lagos Third Force’ with the intention to bring real governance to the state.
Also confirming the alliance, the state Chairman of MEGA Party, Mr Oladele Idowu, said that the coalition was formed to deliver `real’ change to the state in the interest of residents.
Lagos State Chairman of Action Alliance, Mr Shola Omojola, also told NAN that the opposition parties were discussing strongly in the alliance to give the state residents a better deal.

Marijuana farm

Zimbabwe has followed Lesotho by legalising the production of marijuana for medicinal and scientific purposes, making it the second  African country to turn the drug into a source of revenue.
However, recreational use of the drug known in the country as ‘mbanje or dagga’ remains illegal.
A government notice by the health and child care minister, Dr David Parirenyatwa says individuals and corporations can apply for licenses to grow marijuana, whose production and possession had brought up to 12 years in prison.

Producers of mbanje must be licensed by the minister, reported Zimbabwe Herald.
The notice was contained in a  Government Gazette  Statutory Instrument 62 of 2018 (Dangerous Drugs – Production of Cannabis for Medicinal and Scientific Use Regulations).
“An application for the issue of a licence in terms of section 27 of the Act shall be made to the Minister, in duplicate and shall be accompanied by the appropriate fee and three copies of a plan of the site proposed to be licensed which shall comply with the requirement specified in these regulations.
“In case of an individual, proof of citizenship or proof of being ordinarily resident in Zimbabwe or proof of an exemption by the Minister (will be required),” reads the regulations.
“In the case of a company, proof of citizenship or proof of being ordinarily resident in Zimbabwe of the majority of directors or proof of an exemption by the Minister and proof of incorporation in Zimbabwe of the company; and a declaration, signed and dated by the proposed authorised person in charge, stating that the authorised person in charge, the proposed responsible person in charge and, if applicable, the proposed alternate responsible person in charge, are familiar with the provisions of the Act (will be required),” reads the regulations.
The application for the licence must also provide a detailed description of the method that the applicant proposes to use for keeping records.
The Minister has powers to audit the activities of the licensed producer with respect to cannabis.
“The application shall also contain the following – (a) if applicable, the maximum quantity expressed as net weight in grammes of fresh cannabis, dried cannabis, cannabis oil to be produced by the applicant under the licence and the production period . . . and the maximum number of cannabis plants to be sold or provided by the applicant under the licence and the period in which that quantity is to be sold or provided,” read the regulations.
In case of an application for a licence to sell or provide fresh cannabis or cannabis oil under, the applicant must provide the Minister before commencing to sell or provide the substance, with the dried cannabis equivalence factor determined under section 73 and the method that they used to determine it.
If an applicant intends to possess, produce, sell, provide, ship, deliver, transport or destroy cannabis at more than one site, a separate application must be submitted for each proposed site.
A licensed producer designate one authorised person in charge to have overall responsibility for management of the activities conducted by the licensed producer under their licence at their site who may, if appropriate, be licensed producer.
The latest move on marijuana by Zimbabwe is a marked shift from the traditionally tough stance  in the largely conservative country.
The tiny nation of Lesotho last year became the first African country  to issue a license for medical marijuana.
Countries including Malawi and Ghana are reportedly exploring ways to legalise the drug. Nigeria’s National Drug Law and Enforcement Agency continues to arrest people in possession of marijuana.
A South African court last year ruled that private use of marijuana was legal but the government appealed.

The news of the demise of Satguru Maharaj Ji that went viral on social media on Friday is not true but mischievous.

Mr Ojo Peter, the spokesman of Maharaj Ji, announced this on Saturday in Ibadan.

Peter alleged that the rumor was concocted by some people who, he said, have found it difficult to silence Maharaj Ji from telling the truth about happenings in Nigeria and the world at large.

”The news of the death of Maharaj Ji is not only false but one that was mischievously concocted by some disgruntled elements.

”They want to use the false news to cause disaffection among numerous members of the One Love Family, Nigerians and the world at large but Maharaj Ji has already exposed them for who they are.

”Such news will never stop Maharaj Ji from saying the truth he is known for.

”We use this medium to tell the whole world that Maharaj Ji is hale and hearty and people of the world should disregard such false information.” Peter stated.

NAN reports that Maharajah Ji, on April 25, organised a news conference at Maharajah Ji village, where he warned Nigerian leaders working against the nation’s unity to desist ”or get consumed by the colossal problems they have created across the country”.

The verification exercise as part of processes for the recall of Sen. Dino Melaye representing Kogi West Senatorial District began peacefully on Saturday, but with low turnout.
The News Agency of Nigeria (NAN) correspondent, who monitored the exercise, which started at 8.00 a.m. in the two local governments reports that less than 20 per cent of petitioners had come out as at mid-day.
At Ukwo-Okoriko Compound in Koton-Karfe, Ward A, unit 003 with 440 petitioners, only 18 had their signatures verified at about 11.00 a.m.
The electoral officer, Musa Iliasu, said only 18 had been verified but added that it was only INEC that would say which signature was genuine or otherwise.
At the Ohogabi polling unit near the public tap, 500 petitioners out of the 991 registered voters, only 43 petitioners had their signatures verified by 11:37 a.m.
Similarly, in Banda, Lokoja Local Government, Oworo Ward 8, Unit 012 with 512 petitioners out of 1005 registered voters, only 40 were verified at about 12:09 p.m.
At Oworo Ward 8, unit 004 with over 3,340 registered voters and 815 petitioners, none of the petitioners had shown up for the exercise at the time of filing this report.
At Lokoja Club polling unit, Ward A, unit 016, with 875 petitioners only two had registered their presence at the unit and both complained that their signatures were forged as they were never part of the petitioners.
One of the petitioners at Lokoja Club polling unit Ward A, unit 016, Samuel Olukotun, threatened to sue the Independent National Electoral Commission (INEC) for allegedly listing him and his wife as petitioners in the recall bid.
Doris Ndakwo, a member representing Lokoja II at the State House of Assembly, said the process was new and people did not quite understand.
She added that some people came out but could not find their names.
Ndakwo, however, commended the peaceful disposition of the people.

The law has finally caught up with a fake lawyer Samson Obu, after allegedly acting for three years as a counsel.

The 43-year-old, residing at No. 5, Imam St., Owutu, Agric in Ikorodu, near Lagos, was docked an Ikorodu Magistrates’ Court in Lagos State, on a count charge of impersonation, following suspicion raised by some lawyers.

According to the Prosecutor, Sgt. John Iberedem, the accused had appeared in the court on April 5 to represent an accused.

“He announced his appearance for an accused and quoted a wrong section, which was what aroused the suspicion of other lawyers, including Mr Adetayo Ladega.

“Ladega, the Vice-President of the Ikorodu Branch of the Nigerian Bar Association and other lawyers challenged Obu and he was interrogated and arrested by the police.

“The accused has been appearing as a lawyer for the past three years,” the prosecutor said.

Iberedem said the offence contravened Section 78 of the Lagos State Criminal Code, 2015.

Obu, however, pleaded not guilty to the charge against him.

The Chief Magistrate, Mrs F. A. Azeez, granted him bail in the sum of N250, 000 with two sureties in like sum.

Azeez said the sureties must show evidence of three years tax payment and must make deposits of N25, 000 each.

She adjourned the case until May 10 for mention.

A housewife, Mrs Sandra Ekpa, on Friday begged an Upper Area Court in Mararaba, Nasarawa State, to dissolve her three-year-old marriage because her husband allegedly practices juju and also denies her sex.
Ekpa told the court that her pastor husband, Gideon Adejoh, had ruined their marriage and killed the love she had for him.
She said that she married Adejoh on April 18, 2015 according to native laws and custom of the Igala people in Kogi.
She said that the union was blessed with a child.
“Shortly after our marriage, my husband began to do awful things in the house like practicing juju and seeking extra-powers.
“In addition, my husband stopped having sex with me ever since I gave birth to my baby, who is a year and six months old now.
“I have made all efforts to see that he changed for good but all proved abortive, rather he kept telling me to pack and go if I cannot stay.’’
The divorce-seeking woman told court that there was no longer love in the marriage and as such “I cannot continue again because I have lost the love and affection I had for him.”
She pleaded for immediate dissolution of the marriage and for the court to grant her custody of the only child from the union.
Ekpa also asked the court to compel the respondent to pay her N30, 000 monthly for the child’s upkeep.
However, Adejoh denied the allegations, pleading with court to give him time to enable him and his wife to discuss and appraise the issues.
The Presiding Judge, Mr Ibrahim Shekarau, adjourned the case until May 3 to allow the parties settle out of court. LR News

Kogi Governor, Yahaya Bello

The National Industrial Court, Abuja, on Friday ordered the Kogi Government to pay a civil servant, Ameh Onoja, whose salary was stopped in March 2014.
Onoja had approached the court to seek redress when he was told that his salary was stopped because he had attained the compulsory retirement age.
Justice David Isele in his judgment, held that evidence before the court showed that the claimant had not reached the mandatory retirement age of 60.
Isele also said neither has the claimant spent 35 years in service as required by civil service rule before retirement.
The court went further to order the restoration of the claimant’s monthly salary of N153,298 from March, 2014 till date within one month.
Daniel Onuh, the claimant’s counsel told the court that his client was born on Oct. 1, 1960.
Onuh also said the claimant joined the civil service in 1983 as a class teacher with the Benue government and in 1995 transferred his service to Kogi.
Onuh said his client is still serving as the Vice Principal (Academics) of Ogugu Community Secondary School, in Olamaboro Local Govt. Area of Kogi State.
He said since no disciplinary action has been instituted against the claimant for any misconduct, and he has not received any dismissal letter, he is entitled to his salary from when it was stopped till date.
Also joined in the suit are the Kogi Civil Service and Ministry of Justice.

Nigeria’s army is planning a makeover for  the Sambisa Forest, from being the den of Boko Haram terrorists  into a tourist destination.
Nigeria’s Chief of Army Staff, Tukur Buratai, announced the plan on Wednesday.
“Nigerian Army to collaborate with National Park Service and Borno State Government to turn Sambisa forest to tourist centre to attract tourists into the country – Chief of Army Staff, Lt.-Gen. Tukur Buratai,” tweeted Bashir Ahmad, President Muhammadu Buhari’s new media aide.
Ahmad did not say how the military plans to attract tourists to Sambisa while it shelters Boko Haram and a military spokesman did not respond to requests seeking comment. Ahmad’s tweet generated about  190 reactions.
Ptresident Buhari and army chief Buratai have said repeatedly the insurgency has been defeated. Recently, the army launched an operation to finally uproot the insurgents from the area.
The insurgency began in 2009 when police killed Boko Haram’s leader, Mohammed Yusuf. Before that, the northeastern state of Borno was popular with tourists. Sambisa itself was a game reserve under and after British colonial rule.
More recently, the thick vegetation which extends for hundred of square miles has provided a haven for the militancy and helped thwart army attempts to eradicate the group.
The 2018 blockbuster movie “Black Panther” gives a nod to Sambisa and Boko Haram as the superhero rescues kidnapped schoolgirls from a militant group in the forest.
Many of the actual Chibok girls were held in Sambisa. More than 100 remain unaccounted for, though investigative journalist Ahmad Salkida has said only 30 remain alive.
It is not the first time Nigerian authorities have mooted turning a Boko Haram site into an attraction.
Last year, Borno state officials discussed turning the group founder Yusuf’s house into a museum. This raised concern it could become a place of homage for Boko Haram’s sympathisers.

The Federal Executive Council (FEC) on Wednesday approved N10.7billion for the establishment of new 10 rice mills and N68.6 billion for road projects across the country.
This was disclosed by the Ministers of State for Agriculture, Heineken Lokpobiri and that of Power, Works and Housing, Babatunde Fashola after the Council’s meeting chaired by President Muhammadu Buhari at the Presidential Villa, Abuja.
Lokpobiri said that the Council approved the 10 rice mills with the capacity to produce 100 tonnes per day, and the mills would be managed by private rice millers.
”Today the Federal Executive Council approved the establishment of 10 very large rice mills to enhance the milling capacity of rice value chain in the country."
”Few years ago it was reported that this country needs a minimum of 100 large rice mills. As of today we have about 21 but Federal Government in its  wisdom decided that today we should approve the establishment of 10 at the total cost of N10.7billion."
”These would be given to the sector to manage which they will be pay back within a given timeframe as it would be agreed between the Bank of Agriculture and the Rice Millers,’’ he said."
According to the minister, the mills will be located in Kebbi, Zamfara, Benue, Kogi, Bayelsa, Anambra, Kaduna, Ogun, Niger and Bauchi states.
Fashola disclosed that N64.108 billion was approved for additional work on 43 kilometres part of the Section one of the Lagos-Ibadan expressway.
According to him, the new approval is to accommodate the changing factors occurring on the project and also to modify the bitumen for the road in order to withstand the heavy vehicles passing through the road.
”This covers Glover leaves, pedestrian bridges, toll plazas for that section so as to accommodate changing nature of that road since conception."
”So, many new structures, religious institutions, factories, universities and increased human activities that have come up along that road."
”The inherited design didn’t provide for all these at all. The second section under RCC about 80 kilometres will come to Council to incorporate similar works including drainage works e.t.c when we finish procurement,’’ he said."
The Minister also disclosed that N4.57 billion was approved for Sumaila-Falala-Birnin Bako-Bauchi road, linking Bauchi and Kano States.
The Senior Special Assistant to the President on Media and publicity, Garba Shehu, who also addressed the correspondents on the outcome of the meeting, disclosed that N10 billion was approved to fight erosion in the country.
“This is the fourth quarter soil erosion, flood and pollution accelerated intervention projects worth about N10 billion. These are projects that cover the length and breadth of the country.” he said
He also disclosed that $460 million  was approved to facilitate usage of new buildings located at main airports in the country, which could not be put to use at the beginning of this administration.
”The previous administration awarded contracts for the construction of new buildings in our major airports in Lagos and Abuja and nobody can use them."
”So, government today awarded a new contract for variation and additional contracts for new passenger and cargo terminals and a lot of other works to facilitate their usage including in the case of Lagos and Abuja improvement to enable jumbo aircraft and airbus 380 to be able to land in both cities (Abuja and Lagos)."
”The rail terminal will be accessible from arrival hall in Abuja at the cost 460million dollars,’’ he said.
The Minister of Water Resources, Alhaji Suleiman Adamu, revealed that the council approved N93million for erosion control in Tambuwal Local Government Area of Sokoto State.
He said the council also approved N1.57 billion as payment for all the outstanding liabilities to the contractor that executed the Azare-Jere water project which he said was a spill off from the Gurara Dam pipeline water transfer project.

Popular Nigerian singer, Olamide will hit Abuja Thursday April, 26, 2018 for the maiden edition of ‘Kings Meet’, an event organised for elite fun seekers in Abuja by the Kings of the North Group.

The Chairman of Innoson Motors Nigeria Limited, Innocent Chukuwuma has for the fourth time refused to show up in court for his arraignment despite a bench warrant ordered against them.

Innoson failed to show up in court to take his plea for fraud charges filed against him by the Economic and Financial Crimes Commission (EFCC).

At the hearing, the prosecutor, however, expressed optimism that he would be in court in the next two days.

An argument ensued between the defence and prosecution over whether or not the defendants pending application should be heard first before the recommendation from National Judicial Commission (NJC), would suffice as to the jurisdiction of the Justice Mojisola Dada over the charge.

Earlier, the defendant had petitioned the NJC over Justice Mojisola Dada’s jurisdiction on hearing Innoson’s fraud charge.

The bubble burst as the defence counsel to one of the defendants, Professor J.N Mbadugha made an attempt to move a pending application rejected at the last sitting on March 14, 2018.

Professor J.N Mbadugha was in the process of citing a point of law that could pave way for the hearing of his client’s application even when the Chairman of the company was not in the dock, Mr A. B. C Ozioko, the lead prosecuting counsel of the EFCC objected to his procedure.

During Professor J.N Mbadugha’s argument on behalf of his client, the judge explained that she was waiting for the directive of the NJC in case of any possible recommendation to withdraw from hearing the case.

But Professor J.N Mbadugha frowned that the judge was engaging him in an unnecessary discussion.

The judge adjourned the matter to 24th May 2018 for the possible arraignment of the defendants.

Suspected armed herdsmen have killed 16 persons in Ali Agundu and Tsav council wards of Guma Government Area (LGA) of Benue State.

The separate attacks, which were carried out on both settlements simultaneously, took place barely one day after two priests and 17 other people were killed in Gwer East LGA of the state.

Chairman of Guma LGA, Mr Anthony Shawon, confirmed to Channels Television that the attacks occurred in the early hours of Wednesday.

Mr Shawon revealed that the assailants stormed Ali Agundu, a border settlement with Daudu where two Internally Displaced Persons (IDPs) camps are located, at about 2.00 am and killed 13 persons.

He added that while this was ongoing, another set of suspected armed herdsmen killed three people in Tsav council ward, also in the LGA.

The chairman said the remains of those killed were buried hours later.

However, police authorities in the state have yet to confirm the incident.

On Tuesday, suspected armed herdsmen invaded Ayar-Mbalom community in Gwer East Local Government Area of the state, killing 19 people.

The Commissioner of Police in Benue, Mr Fatai Owoseni, who briefed reporters hours later, said about 30 assailants, whose targets were the priests and the venue of a burial ceremony, invaded the community.

He had, however, noted that the police would intensify their search of the assailants, and called on residents to provide useful information that can lead to the arrest of the attackers.

The deputy governor of the state, Mr Benson Abounu, had also reacted to Tuesday’s attack, saying it was another black day in the history of the state.

“We are under siege and I do believe that this has gone beyond the normal herdsmen-farmers crisis; this is a new dimension of attack and it has never happened before.

“What we are having at the moment is an attack by insurgents and these insurgents could come from any source, any background,” Abounu had said when he visited the scene of the earlier attack. LR News

The members of the Bring Back Our Girls (BBOG) campaign have called for the removal of the Inspector General of Police, Mr Ibrahim Idris.

A co-convener of BBOG, Dr Oby Ezekwesili, made the demand on behalf of the group on Tuesday during a protest in Abuja.

She accused the police authorities of deploying armed police personnel in the area to disperse citizens who were calling for democratic accountability.

“Why is the Nigeria Police stationed at the Unity Fountain against the Bring Back Our Girls movement? We want answers, the IG of police must be sacked for this,” Ezekwesili said.

According to her, the police officials came with canisters of tear gas and other materials that can be harmful to the human body.

The BBOG co-convener alleged that police used the materials to disperse members of the group whom she insisted were carrying out their constitutional responsibility.

She noted the latest attack in Benue State where 11 worshippers and two priests were killed by suspected armed herdsmen in Gwer East Local Government Area of the state.

Ezekwesili decried that instead of the police to focus more on how to tackle the matter and other burning issues in the country, they were dispersing peaceful protesters.

The BBOG had claimed that its members were attacked by the police on Monday while holding a sit-out at the Unity Fountain in the nation’s capital.

The area was barricaded with tape on Tuesday, as the police surrounded the area to ensure the barricade was not broken.

In a show of defiance, members of the group, however, continued their sit-out outside the barricade.
