The Oyo State Government has announced the immediate closure of Agodi Zoo.

The government said this decision is based on the report received from the company managing the Zoo, AM & C, that one of the lions at the Zoo had accidentally attacked one of the attendants, Hamzat Oyekunle, popularly known as Baba Olorunwa, who later died from injuries sustained from the incident.

Meanwhile, the lions have been evacuated pending further investigations.

The government’s decision was contained in a statement at the weekend by the Executive Secretary, Bureau of Investment Promotion, Yinka Fatoki, who expressed shock at the unfortunate incident.

Fatoki said the incident is particularly surprising and sad as Oyekunle had fed the lion for over five years and was known to have had a very good relationship with all the animals in the zoo.

Meanwhile, government representatives have visited the family to commiserate with them over the demise of Oyekunle.

A man in Louisiana, United States of America, Jatory Evans, has hanged himself after been accused of killing his pregnant girlfriend and fatally shooting her parents.

The 29-year-old Evans also burned down their house.
Reports quoted Jefferson Parish Coroner, Dr. Gerry Cvitanovich, as saying that the 29-year-old Evans hanged himself on Wednesday at the Jefferson Parish Jail.

Jefferson Parish Sheriff’s Office spokesman Glen Boyd said he was found around 4:25pm and pronounced dead later.

Authorities in Louisiana say Evans stabbed his estranged girlfriend, 20-year-old Sydney Hanson, in the bedroom of a home on November 7 before igniting the room while she was still alive.

Hanson was seven months pregnant.
Evans is also accused of shooting and stabbing Hanson’s mother, Samantha Hanson, and shooting her father, Dwayne Hanson, in the head.

Cvitanovich says his office will conduct an autopsy on Evans. (Fox News).

The Inspector-General of Police, Mr Ibrahim Idris, on Thursday expressed the commitment of the force to improve the welfare of the officers to ensure a functional police force.

Idris made the commitment while inaugurating Muhammadu Buhari Housing Estate at Agemowo, Badagry, Lagos.

The estate consists of 1,083 units of three bedrooms, semi-detached and two bedrooms fully detached on a 64 hectares of land.

Idris said: “In my inaugural speech on July 22, 2016, I said the Nigerian Police Force will henceforth be guided by international core values of policing with integrity.

“This is to ensure that the rule of law prevails in all our actions and activities.

“I also assured police personnel of my determination to accelerate all issues as regards the welfare of police men and their families, such as promotion, prompt payment of salaries, provision of affordable housing units among others.

“These promises I pursued with zeal because of my firm belief that police officers deserve the support in terms of welfare and other logistics, given the nature of our job.

“My administration has sustained major result-oriented initiatives, aimed at reinvigorating the police welfare system through police cooperative and insurance which involves investments made by police personnel.

“The product of this painstaking effort has culminated into these housing units, named after the President whose moral support has brought us this far.

“I inaugurated the Muhammadu Buhari Housing Estate Agemowo, Badagry in keeping my promise to my hard working police officers across the country.

“Similar projects were inaugurated in other parts of the country such as Katsina, Zamfara, Niger and FCT, while that of Enugu will kick-off soon.

“The welfare of the personnel of the Nigeria Police force, especially the rank and file, is utmost for a more functional, proactive and effective police force.”

Idris enjoined the officers to be at their best by applying best practices in their dealings with the civil populace with total loyalty to the nation.

He thanked the police cooperative society and the partners for their efforts in making the dream come through.

The Commissioner of Police, Cooperative, Shola David, commended the Inspector-General for the initiative, saying that the project was in fulfillment of the police boss’ promise to improve the welfare of Nigeria police officers.

David said: “Today is a remarkable day in the history of the Nigeria Police under the leadership of the Inspector-General as he inaugurates the 1,083 units of flats at Muhammadu Buhari Estate.

“This is the first phase which has 312 units, consisting of three and two bedroom flats and officers of the Nigeria Police had shown interest.

“We will be calling on the Inspector-General for another inauguration soon as the same project has been embarked upon in Kaduna, Kano, Zamfara and Sokoto.”

In her remarks, the Chief Executive Officer, Remax Realtors, Adefunke Adesoji, also commended Idris for making the project a success and appreciated his support throughout the execution of the project.

Adesoji said: “We commend the Inspector-General for making this project possible.

“We also appreciate his unflinching commitment to the improvement of the Nigeria Police welfare by providing its personnel with a place to call theirs.”

According to her, the first phase, which has 312 units presently, has over 100 units fully serviced with befitting middle and high income facility.

Two police officers: DSP Felicia Obembe and Sergeant Blessing Okurube, received keys to their flats and thanked the Idris on behalf of other beneficiaries.

The police have warned Nigerians against buying used phones popularly dubbed as 'London used'. Some Nigerians prefer 'London used' phones because it is relatively cheaper than new ones

The Rapid Response squad (RRS) warned Nigerians on Friday, September 29 on their Facebook page against buying used phones which are popularly known as 'London used' without knowing sources of such phones.

To drive home their point, the RRS shared a story of 30-year-old Jamiu Adebayo who was arrested after buying a supposed 'London used' phone that was in actual sense stolen from a banker.

The police in their statement said: "Please, whenever you want to buy a fairly used phone, try to know the source. Avoid using your money to buy trouble for yourself.

Some of these so-called ‘London Used Phones’ might actually be stolen phones. "If there are no buyers, there would be low demand for stolen phones and robbers would cease to be interested in other peoples’ phones".

Going further, the RRS narrated the story of Adebayo for other Nigerians to learn from his story.

The RRS wrote: "Jamiu Adebayo, 30 was arrested in Lagos state last week by the operatives of Rapid Response Squad for buying phones from armed robbers and ‘one chance’ gangs and repackaging them as ‘London Used Phones’.

"Adebayo was tracked and found in possession of an iphone 7 belonging to one Kolade Johnson, a banker working in Lagos Island.

"Johnson, had on August 23 boarded a ‘one chance’ commercial bus around 5:45 a.m. on his way to work.

The robbers, operating with the commercial bus dispossessed him of a laptop and 2 phones, one of which was traced to Adebayo while trying to sell it to a customer in Lagos Island as a ‘London used phone’.

Also found in the possession of Adebayo were 6 additional iphones, 4 assorted phones and three MTN SIM packs, which he stated he collected from some of the robbers.

"The suspect in his confession to the police stated that he regularly bought stolen phones from three people who he is aware are members of an armed robbery and ‘one chance’ gang.

"Uche, Alubi and Pinheiro are three major guys I collect these phones from. Five out of the eleven phones traced to me were bought from Uche.

"If I tell you that I don’t know these phones are stolen phones and that some of those I get the phones from are robbers, I would be lying to you.

I know some of these phones were forcefully collected from people’, he explained. 'I buy iphone 7 with icloud at N45,000 and sell for N55,000.

Those without icloud, I buy at N150,000 and sell for N180,000. I buy iphone 6 at N65,000. I buy Samsung phones at N22,000 and sell for N27,000. I sell other phones too.

I work on the phones and disguise them as London used phones. "Adebayo also confessed that he works with a phone technician to unlock iphones with active icloud. ‘what we do is talk the owner to unlock it’.

"Our source disclosed that Uche, Pinheiro and Aluba have been on the run since the arrest of Adebayo last week Tuesday," the police said.

The Edo state Government has sacked Dr. Osayuware Idahosa, Permanent Secretary in the State Ministry of Youth and Special Duties, over allegation of padding the budget for the conduct of primary school examination.
The government also announced the suspension of three officials involved in the alleged scandal, which was opt at N283 million.
The decision announced by the Commissioner for Communications and Orientation, Mr Paul Ohonbamu, was the outcome of an extraordinary session of the State Executive Council.
The News Agency of Nigeria (NAN) recalls that Governor Obaseki vowed to unmask the people that sent a N283 million request for the conduct of primary school examination in the state, which was eventually conducted at the cost of N30 million.
Ohonbamu said that the Attorney General and Commissioner for Justice, Prof. Yinka Omorogbe, submitted a report of the panel of enquiry on the conduct of the 2016/2017 Primary School Leaving Certificate Examination and after due consideration of findings and recommendations, the council discussed and arrived at the decision.
He said that Idahosa was Permanent Secretary in the state Ministry of Education at the time the alleged fraud was committed and was referred to the State Civil Service Commission for appropriate action, according to the rules and guidelines of the service.
The three other officers involved in the alleged fraud are Barr. S. A. Erhunmwunse Edokpayi, Mrs. E.I. Ero-Ugiagbe and Mr. Lucky Adagbonyin.
He said that the exco resolved that they should proceed on indefinite suspension without pay and their case forwarded to the State Civil Service Commission for appropriate action.
“EXCO also set up a committee to be chaired by the Commissioner for Employment and Wealth Creation, Mr Emmanuel Usoh to investigate the delisting of about 350 private schools from the list of eligible schools to participate in the Primary School Leaving Certificate Examination.”
The commissioner said that the committee would also invesigate the conditions that led to the relisting of the schools shortly after they were delisted.
Ohonbamu further said that the meeting ordered that an audit exercise be carried out into the accounts of the examination committee.(NAN)

Tom Price, U.S. Secretary of Health and Human Services has  resigned  following revelations that he had taken expensive private jet travel at the taxpayer’s expense to conduct official business.
“Secretary of Health and Human Services Thomas Price offered his resignation earlier yesterday and the President accepted,” a statement on Friday from Press Secretary Sarah Huckabee Sanders read.
“The President intends to designate Don J. Wright of Virginia to serve as Acting Secretary, effective at 11:59 p.m. on September 29, 2017. Mr. Wright currently serves as the Deputy Assistant Secretary for Health and Director of the Office of Disease Prevention and Health Promotion.”
Price’s resignation follows a flurry of negative and damaging headlines over that use of private and military jets.
On Thursday, Price cut a check for the costs he incurred. But he had chosen only to pay for the price of his seats on the plane (just under $52,000) and not the total cost of the trips themselves (which exceeded $1 million).
In his resignation letter, Price expressed his regret “that the recent events have created a distraction.”
“You may rest assured that I will continue to support your critical priorities going ahead because failure is not an option for the American people,” he added.
Price’s tenure was also damaged by his inability to shepherd the process of repealing and replacing Obamacare.
Price had championed repeal legislation when he served in the House of Representatives. But he was notably distant from the debate while at HHS—an absence that reportedly irritated President Trump.

The Transmission Company of Nigeria (TCN) said a total  system collapse of the national  grid was recorded on Sept. 28 at 8:03 p.m., resulting in  temporary  loss of  electricity generation for the nation’s power grid.
A statement from TCN’s  management on Friday in Abuja said that reports obtained from  power stations and the sequence of events generated by the Supervisory Control and Data Acquisition (SCADA) had  revealed the cause of the collapse.
It said the SCADA system report  indicated that the system collapse was triggered by the tripping of Egbin power plants Units ST4, ST6 and ST5.
It, however, said that restoration of grid system had also commenced at 8:22 p.m. on Sept. 28.
According to the statement, a post mortem analysis of the issue indicated that grid generation was curtailed to about 4,262.7 Mega Watts (MW) before the disturbance.
It explained that the capacity under-utilisation and the operational capability required to maintain grid stability, which had waned, made the grid system vulnerable.
It said the vulnerability and disturbance of the system resulted in severe system frequency dip that culminated in the system collapse.
It further revealed that the analysis conducted clearly  showed that there was insufficient level of rotating reserve provided by grid-connected generation companies arising from low tariffs for providing ancillary services.
It said TCN had filed an application to the Nigerian Electricity Regulatory Commission (NERC) for an extraordinary tariff review to avert further occurrence of such incident.
It said the proposal for a tariff review would ensure that Generation Companies (GENCOS) were given the necessary incentives to provide sufficient spinning reserves and other ancillary services  critical for managing the national grid.
“TCN hereby solicits for the understanding of all Nigerians as it continues with efforts to provide the electricity industry with a world class national grid.
“It will strive to ensure that the stride attained recently in frequency control is sustained in line with world industry standards and codes,“ the statement further stated.

University of Nigeria, Nsukka, is to conduct the 2017 post-University Tertiary Matriculation Examination (UTME) from Oct. 3 to Oct. 9, the Deputy Vice-Chancellor, Administration, Prof. Charles Igwe, has said.
Igwe made the disclosure in an interview with the News Agency of Nigeria (NAN) in Nsukka, Enugu State, on Friday.
He said that measures had been put in place to ensure a successful 2017 screening examination.
“Qualified candidates for the exam are those who scored 200 and above, made UNN  their choice university and have registered online for the exam.
“Invigilators, supervisors  as well as other personnel that will be involved have been mobilised  and are ready for the exam,” he said.
He said the Nigerian Army, Nigeria Police Force, Department of State Services, and Nigerian Security and Civil Defence Corps would provide security for the exercise.
“The army,  police, civil defence and SSS will help to ensure adequate security as they will patrol 24 hours in UNN and Nsukka town,’’ he said.
Igwe said that the university would provide hostel accommodation at the cost of N3,000 for two nights for candidates who had no relatives to accommodate them  in Nsukka.
“The two nights include night of the day of arrival for the exam and night of the day the candidate writes the exam,” he said.
He appealed to Nsukka residents, especially the motorists, tricycle operators and motor-cyclists to assist candidates by directing them appropriately as some of them might be coming to Nsukka for the first time.
“We should treat candidates who will come from different states across the country as our sons, daughters, brothers and sisters.
“We should be fair and assist them instead of exploiting them financially  by collecting N100 where we are supposed to collect N50 as transport fare.
“Candidates for the exam should also conduct themselves orderly before, during and after the exam as anyone caught in any form of violence or crime will be arrested by law enforcement agents.
“UNN management, staff and students wish candidates success in the screening exam,” he said

Acting SGF Habiba Lawal: kicks against paramilitary pension scheme

The Office of Secretary to Government of the Federation (SGF) and some stakeholders have opposed the proposed exemption of para-military organizations from the contributory pension scheme.
The OSGF made its position known at the public hearing organised by the House of Representatives Committee on Pension on a Bill to exclude personnel of paramilitary and anti-graft agencies from the contributory pension scheme.
Representative of the OSGF, Mr Roy Ogor, disclosed that the white paper issued by the Federal Government, prohibited all Ministries, Departments and Agencies (MDAs) and paramilitary outfits from pulling out of the contributory pension scheme.
He explained that the provision of the exemption bill contravenes federal government’s position, so it should be jettisoned.
Ogor urged National Assembly to jettison any proposed legislation that could further compound the socio-economic predicaments of the country and Nigerian workers,
He also noted that status quo should be maintained to enable the public and private employers to meet their 18 per cent pension obligations as encapsulated in Pension Reform Act, 2014.
He lamented that public and private employees were currently struggling to comply with the current contribution of 18 per cent as the lingering economic recession affects both public and private employers.
He, however said that rather than the proposed amended which seeks to exempt paramilitary personnel, the Pension Reform Act has provision for increase in pension contribution by employers.
Meanwhile, the Speaker of the House of Representatives, Mr Yakubu Dogara, and other stakeholders have warned against the return of corruption riddled era of Defined Benefit Scheme (DBS).
Dogara urged the committee and all stakeholders at the public hearing to examine the bill critically.
“We are conscious of the fact that the pension industry has become a crucial sector that is playing a formidable role towards the development of the economy in terms of availability of huge investment funds of about N6.4 trillion.”
He said that provided by the scheme that could be deployed both in the real sector as well as in the capital market sector.’’
On his part, Nigeria Labour Council (NLC) President, Mr Ayuba Wabba, said that the Federal Government had in excess N1.6 trillion pension liabilities under the DBS when the CPS was introduced in 2004.
Chairman, House committee on Pension, Rep. Hassan Shekarau in his remarks, informed the stakeholders that the 33 per cent pension arrears had been paid to personnel of Nigeria Customs Service; Nigeria Prisons Service and Nigerian Immigration Service. (NAN)

Dr. Okwesilieze Nwodo

Dr. Okwesilieze Nwodo, a Board of Trustee member of the Peoples Democratic Party, says the Ekiti State Governor, Ayodele Fayose, cannot contest for the party’s primary poll for the 2019 presidential election.

Nwodo stated this on Thursday in Abuja shortly after Fayose’s formal declaration of his intention to contest for the position of president of Nigeria in 2019 on PDP’s platform.

Nwodo told the News Agency of Nigeria that PDP’s ideology forbade Fayose and other members from the South from contesting in the presidential race in 2019.

He said the ideology would be followed to the letter in spite Fayose’s declaration.

He said: “Fayose cannot run and I will tell you my reason.
“When we formed PDP, the first battle we fought and won as a party was to zone the presidency to the South.

“Those of us from the South made a case because in the First Republic, prime minister was from the North; in the Second Republic, the president was from the North; and in the Third Republic, a southerner won and the election was annulled.

“There was no way we could go back to the South and say let’s elect a Northerner again without giving the South a slot.

“A decision was taken that the Presidency should come from the South and the chairman of the party to come from the North.

“That was how Solomon Lar became the chairman of PDP and secretary was zoned to the South; that was how I became the first secretary of the party.”

Nwodo, a former National Chairman of the PDP, said the party would take a decision to ensure that its Constitution and ordinances were respected.

He explained that those who tried it in the past failed to achieve their aim.
He said: “For example, late Abubakar Rimi, former Governor of Kano State, paid for a form and wanted to run.

“Then I was the National Secretary.
“I returned his cheque and informed him that the party had taken a decision that the presidential candidate could only come from southern Nigeria.

“When we went to the Convention in Jos, he went to the venue and started to campaign without having a form because we didn’t give him.

“We had to get some party leaders around to go and counsel him.
“We didn’t want security agencies to manhandle or embarrass him and good counsel prevailed and he stepped down.

“That was what PDP did and now we did not only zone the presidency to the North, we have re-emphasised at every opportunity we had that the zoning will take place.

“So, the party will not collect expression of interest money from anybody else who is not from the North and will not issue him a nomination form to contest.
“No, we will not do that.”

But Fayose had in a letter to PDP leaders insisted that his ambition to be president was without prejudice to the party’s position, adding that it was in the interest of the party and Nigeria.

Senator Bukar Abba Ibrahim

Former Governor of Yobe State, Senator Bukar Abba Ibrahim, on Thursday boasted that only death can take him out of Nigerian Senate.

The dormer governor, who stated this while speaking on the 57th independence anniversary of Nigeria, said he is going to be in the Senate for life.

Ibrahim said: “We are very grateful to God and to all Nigerians.
“Let me categorically say, Mr. Senate President, that I will stay in the Senate until death do us part.

“Everybody tells me that I’m Senator for life.
“I’m going to be in the Senate for life.”
In 2007, Ibrahim was elected to the Senate to represent Yobe East Senatorial District.

He ran for re-election in the April 9, 2011 senatorial contest on the platform of the All Nigeria Peoples Party.

In 2015, he was elected into the Senate on the platform of All Progressives Congress.

However, it was gathered that the reason the former governor of Yobe State made this known on the Senate floor was as a result of the plans by the sitting governor of the state, Ibrahim Geidam, who is also from same senatorial district as Ibrahim to take over the seat in 2019.

Ibrahim was born October 1, 1950 .
He was governor of Yobe State in Nigeria from May 29, 1999 to May 29, 2007.
He also served as governor of the state from January 1992 to November 1993.

It could be recalled Senator Ibrahim was recently caught in a sex video scandal Involving two ladies.
He said it was his private life.

US President, Donald Trump

Citizens of nine countries will face new restrictions to enter into the United States of America under a proclamation signed by President Donald Trump on Sunday.

The new proclamation will replace Trump’s expired travel ban.
Citizens of countries to be affected are Chad, Iran, Libya, North Korea, Somalia, Syria, Yemen and some from Venezuela.

The new restriction will go into effect on October 18.
The restrictions range from an indefinite ban on visas for citizens of countries like Syria to more targeted restrictions.

A suspension of non-immigrant visas to citizens for Venezuela, for instance, will apply only to certain government officials and their immediate families.

The announcement was made on the same day Trump’s temporary ban on visitors from six Muslim-majority countries was set to expire 90 days after it went into effect.

The ban affected citizens of Iran, Libya, Somalia, Sudan, Syria and Yemen who lacked a “credible claim of a bonafide relationship with a person or entity in the United States” from entering the US.

Only one of those countries, Sudan, will no longer be subject to travel restrictions.

“Making America Safe is my number one priority. We will not admit those into our country we cannot safely vet,” Trump tweeted late Sunday after the new policy was announced.

Facebook chief, Mark Zuckerberg, has fired back at US President Donald Trump after he accused the leading social network of being “always anti-Trump”.

Zuckerberg rejected the notion, countering that Facebook is working to ensure “free and fair elections” with an online platform that does not favor one side over another.

Zuckerberg’s post at Facebook on Wednesday came after Trump accused the social network of bias in a morning tweet that read: “Facebook was always anti-Trump. The Networks were always anti-Trump hence, Fake News, @nytimes(apologized) & @WaPo were anti-Trump. Collusion?”

Early morning Twitter tizzies have become a hallmark of Trump’s presidency.

“Trump says Facebook is against him. Liberals say we helped Trump,” Zuckerberg said in his post.

“Both sides are upset about ideas and content they don’t like. That’s what running a platform for all ideas looks like.”

Facebook last week said that Russia-linked ads on the social network aimed at inflaming tensions around last year’s US presidential election will be given to Congress.
The ads sought to sow discord among Americans on hot-button social issues.

News of the decision came with word that Facebook is cracking down on efforts to use the leading social network to meddle with elections in the US or elsewhere.

“After the election, I made a comment that I thought the idea of misinformation on Facebook changed the outcome of the election was a crazy idea,” Zuckerberg said.

“Calling that crazy was dismissive and I regret it. This is too important an issue to be dismissive.”

He held firm that Facebook’s biggest role in the election was as a platform for candidates and citizens to communicate directly with one another regarding issues.

The Senate Intelligence Committee has asked top tech companies Google, Facebook and Twitter to testify about Russian interference in US politics, a Senate aide confirmed Wednesday.

The three internet and online social media giants are expected to appear on November 1 in an open hearing on the rising evidence that they were covertly manipulated in a campaign to help Donald Trump win the presidency.

A core question in the congressional investigation is the extent to which online social networks were manipulated by Russian interests to covertly influence the US election, according to Representative Adam Schiff, a Democrat and the ranking member of the House permanent select committee on intelligence.

Russia has denied meddling with the US election.
“We will do our part to defend against nation states attempting to spread misinformation and subvert elections,” Zuckerberg said.

Ten thousand Nigerian students are among over one million international students admitted in U.S. this year, a U.S. envoy announced in Lagos on Thursday.
U.S. Consul-General in Lagos Mr John Bray made the disclosure at a College and Career Fair, organised by Education USA and the Foreign Commercial Service of the U.S. embassy.
Bray said the fair, which attracted 25 American universities to Lagos, was meant to expose Nigerian students to existing educational opportunities in the U.S.
“This year the number of international students in the United States climbed to over one million globally.
“More than 10,000 of these students are from Nigeria.
“That is more than the year before but there could be more. Let me say that America remains a leading destination for international students.
“Nigerians’ interest in studying in the United States is an indication of the strong ties between Nigeria and the U.S.
“The people-to-people exchanges are an important component of strengthening our bilateral relations,’’ he said.
Bray commended Nigerian students, their parents and guardians, teachers and administrators for their large turnout at the two-day fair.
NAN reports that the 25 universities used the event to share information about their institutions with Nigerians.
Some of the universities at the fair are the George Washington University, Drexel University, University of Wisconsin and Western Kentucky University among others.

Nigeria’s anti-graft agency, the Economic and Financial Crimes Commission said it has arrested Ekiti state commissioner for finance, Chief Toyin Ojo and the accountant-general, Mrs O.O Owolabi.
They were arrested today in Abuja, during an event by Governor Ayodele Fayose, in which he declared his presidential aspiration in the 2019 election. The ceremony at the Chelsea Hotel in Garki-Abuja, was attended by former senator and deputy governor of Osun State, Iyiola Omisore and a former aviation minister, Femi Fani-Kayode, under trial for money laundering by EFCC.
In a short statement by spokesman Wilson Uwujaren, EFCC said the two officials are in its custody.
“They were picked up today following their refusal to honour previous invitations for interrogation in relation to pending investigation on the misuse of bail out funds by the Ayodele Fayose administration”, Uwujaren stated.
In July, Ekiti state acknowledged receiving  N4.7 billion as Paris Club refund, according to a statement  by the special assistant to the governor on public communication and new media, Lere Olayinka.
The pay advice form showed that  N4, 772,836,647.08 was the amount credited to the state account by the Federal Government.
The state also earlier got N8.8 billion, out of which  the  Local Councils got N3.4 billion.
Since the money, got into government coffers, there had been allegations that it was diverted and not used to pay outstanding salaries and pensions.

The Federal Government has declared Monday public holiday in commemoration of the nation’s 57th Independence anniversary on Oct. 1.
The Minister of Interior, retired Lt.-Gen. Abdulrahman Dambazau, made the declaration on behalf of the government in a statement signed by the Permanent Secretary in the ministry, Mr Abubakar Magaji.
Magaji said the minister congratulated Nigerians on the occasion, urging them to sustain the collective efforts at strengthening the country’s unity.
According to him, Dambazau emphasised government’s commitment to promoting national unity, economic growth and political development rooted in democratic principles.
He noted that in the past 57 years, Nigeria had made a lot of progress and positive impact not only on its citizens but also on human development globally.
He enjoined all Nigerians to remain steadfast in love and care for the country, noting that a strong sense of ownership of one’s country was critical to sustainable national development.
Magaji said the minister expressed appreciation to Nigerians and the international community for their cooperation to the administration of President Muhammadu Buhari.

The Federal High Court. Yola has ordered the remand of former Adamawa PDP Chairman, Alhaji Abdurrahman Bobboi, in prison for allegedly diverting food meant for Internally Displaced Persons (IDPs).
The court also remanded Mr Sanda Lamurde, a former Commissioner for Finance, and Mr. Feredan George, a former Chief Store Officer of the State Emergency Management Agency (SEMA).
Justice Bilkisu Aliyu gave the order on Wednesday, at the hearing of a case of alleged forgery and stealing brought against the trio by the Economic and Financial Crime Commission (EFCC).
The accused are facing 16 charges bordering on forgery, theft and fraud.
According to the EFCC Counsel, Mr Abubakar Aliyu, the suspects were arraigned following a petition received from members of Agricultural Transformation Agro-Allied Farmers Cooperative Union, Adamawa chapter.
The union, in its petition to the EFCC, had alleged that the loan granted to Adamawa State farmers, from the Central Bank of Nigeria. were not disbursed to them.
It claimed that the funds were diverted into the purchase of food for IDPs by the state government.
Aliyu said that after investigation, the commission decided to arraign the suspects over the said transaction.
He alleged that the accused persons took advantage of their membership of the State Committee on the Welfare of the IDPs, to perpetrate crime.
According to him, Lamurde, who served under former governor Bala Ngillari, was the chairman of the committee while Bobboi, a former Chief Protocol Officer to the governor, was a member.
“The suspects conspired among themselves and diverted the funds amounting to N587 million released by the Adamawa State Government to buy food and other basic needs of IDPs,” he said.
He said that the crime was committed between March and May, 2015.
The judge, who adjourned the case to Nov. 10 for trial, ordered the accused persons to be remanded in prison custody pending the determination of their bail application.(NAN)

A Bill seeking to give legal backing to the Nigeria Police Development Fund passed into second reading on Wednesday.

The passage of the bill will enable the Police to receive  over N540 billion annually for the Nigerian Police as development fund when passed into law.
The bill is titled: “A bill for an Act to establish the Nigeria Police Development Fund and for related matters.”

According to the sponsor of the bill, Senator Abu Ibrahim, the proposed bill seeks to provide legal framework for the management and control of the special intervention fund to be known as Police Development Fund.

The fund is to be created for the training and retraining of personnel of the Nigeria Police Force, provision of equipment, offices and barracks accommodation and related facilities to enhance the security service delivery of the police.

Leading debate on the bill, Senator Ibrahim said he is convinced that the enactment of the bill into law will encourage the police to put in their best and serve the country better.

Part of the financial implication of the bill includes an amount consisting 0.5 per cent of the total revenue accruing to the Federation Account; 5 per cent of the net profit of companies operating businesses in Nigeria; and 30 per cent of monies from cyber security fund.

While shedding light on the bill, Ibrahim disclosed that the total amount of funds expected to go to Police annually is over N540 billion.

The lawmaker, who is also the chairman of Senate Committee on the Police, proposed that to enlarge the funding, the collection of Value Added Tax on petroleum products, although VATable, should be included.

Giving a break down on how the police will get the annual budget of N540 billion, Ibrahim said with only 2 per cent of VAT income from petroleum products set aside for the Nigeria Police Force, will translate to approximate earning of N51.76 billion at 2015 consumption of petroleum products.

He proposed that additional funding that could be explored for the fund is increase in VAT rate from 5 per cent to between 7.5 per cent and 10 per cent, with 2 per cent of the increase allocated to the Fund.
The increase, he said, will generate on annual basis a minimum of N25 billion.

Ibrahim said the implementation of the proposal would require an amendment to the VAT Act in its entirety to avoid the increase being seen as an additional cost.

He explained that the proposed increase was informed by the fact that the 5 per cent VAT rate regime operational in the country is the lowest in the West African sub-region.

He said: “The implication of the estimate is that the entire sum of N9,250,565,307 projected for all subheads in the overhead cost for police formations and command in the 2017 budget is not even enough to provide minimal fueling and maintenance cost for police operational vehicles for five months.

“The basic requirement to provide adequate and appropriate items of kits for police personnel annually is N14,583,671,264 as against the sum of N752,298,724 earmarked in the 2017 budget.”

Sen. Udoma Udo Udoma, the Minister of Budget and National Planning, says the ministry is working hard to ensure that the 2018 budget proposal will be sent to the National Assembly in January.
Udoma, represented by Mr Aso Vakporoye, Deputy Director, Economic Growth in the ministry, spoke in Abuja on Wednesday during the public presentation and capacity building on 2017 agriculture budget.
“For 2018, the Federal Government part of it has been concluded with hope that it will be submitted to the National Assembly in January.
“Government is putting more effort to address the issue of dry season farming because when the budget is passed on time, it will enable it provide funds for farmers promptly,’’ he said.
Udoma said with the effort of relevant stakeholders, the issue of late passage of budget would be addressed.
Mr Ken Ukaoha, President, National Association of Nigeria Traders (NANTS), said that the agricultural sector presently contributed more than 22 per cent to the country’s Gross Domestic Product.
Ukaoha, represented by Mr Nwalabu Legborsi, Head of Legal of NANTS, said investment in the agricultural sector had the greatest potential to move a good number of people from poverty compared to other sectors.
“In the recent times, emphasis has been laid on the diversification of the economy, especially the agricultural sector, which employs a greater number of the country’s population.
“Some initiatives, such as consuming `Made in Nigeria’ products, have also been promoted as way to encourage domestic production of agricultural goods for the country,’’ he said.
Ukaoha said the association would engage government to improve the quantity and quality of investment in the agriculture sector through the instrumentality of the budget.
According to him, stakeholders input have somewhat changed the pattern of cut and paste budgeting in the country.
“Through analysis of the Federal Agricultural budgets, especially with Ministry of Agriculture as the major focus, obvious savings have been made through the slashing of frivolous budgeted funds when the previous and preceding years appropriations are compared,’’ he said.
Ukaoha said that the agricultural sector was underfunded when compared with other countries of similar socioeconomic status.
He said the meeting would x-ray the 2017 budgeted funds for agricultural and how it affected the rural small scale framers who were the major producers of the food products.
Mr Tunde Jimoh, the Budget Research Consultant of the association, said Nigeria was a net importer of foods and its farmers could not compete with their counterparts elsewhere in the world.
Jimoh said agriculture was the least funded when compared with other sectors.
He said the country needed to adopt new technologies to produce more food and review the funding for agriculture.
Jimoh said that most states had not embraced the idea of open budget system.
According to him, Open Budget Initiative is a global research and advocacy programme to promote public access to budget information and the adoption of accountable budget systems.

The elite force of Uganda’s President Yoweri Museveni on Wednesday stormed the parliament and removed opposition legislators.
The action of the military was sequel to the commotion caused by a motion to remove the presidential age caps.
The Special Forces Command (SFC) stormed into parliament as the House descended into unprecedented chaos after Speaker Rebecca Kadaga ordered the suspension of 25 MPs.
The 25 were accused of causing chaos during a previous sitting of the House, which was due to receive the motion by Igara West MP Raphael Magyezi.
The Magyezi motion would clear the way for President Museveni to stand again when his current term expires in 2021. He has been in charge since 1986.
Chairs and microphones were broken while MPs who were smartly dressed a few minutes’ earlier spotted ripped jackets as the Special Forces and staff of the Sergeant at Arms violently grabbed their suspended colleagues, lifting men and women alike out of the House.
Punches flew in the process between MPs trying to protect their suspended colleagues and the plain clothed security operatives determined to evict them in a scene unseen in Uganda’s parliamentary history.
A section of MPs, strangers in the public gallery and journalists, looked on in utter shock as the chaos ensued after the Speaker had retreated to the safety of her office.
Following the eviction, which lasted almost an hour, business resumed and Ms Kadaga pushed forward with the tabling of the motion.
Efforts by Leader of Opposition Winnie Kiiza to protest the chaos that had ensued earlier went unheeded, forcing her to lead her remaining colleagues in a walkout.
With members of the ruling NRM party only in the House, Mr Magyezi tabled his motion which he said was aimed at ending discrimination against citizens, especially those of advanced age and those below 35 years.
Several MPs, including at least four ministers, stood to second the motion. Formal secondment was, however, led by Mr Moses Balyeku (Jinja Municipality West), Mr Jackson Kafuzi (Kyaka South) and Ms Doreen Amule (Amulata).

The House of Representatives on Wednesday urged service chiefs to compel their personnel to obey traffic laws.
This was sequel to a motion by Rep. Enitan Badru (Lagos-APC).
Moving the motion, Badru expressed dismay over what he described as the contemptuous disregard for traffic laws by military personnel.
According to the lawmaker, military personnel often promote aggression on the road through blaring of sirens, chastising other motorists with horsewhips and bullying drivers in the process.
He said that the appropriate sanctions should be introduced to deter offenders and called on military chiefs and the Inspector-General of Police to call their personnel to order.
The motion was unanimously adopted by members when it was put to a voice vote by the speaker, Mr Yakubu Dogara.
The House, therefore, mandated Chief of Defence Staff and other service chiefs, including the Inspector-General of Police to call their personnel to order over disregard for traffic laws.

Saudi women will now be allowed to drive cars, Saudi King Salman ordered on Tuesday.
The order ended a conservative tradition seen by rights activists as an emblem of the Islamic kingdom’s repression of women.
The kingdom, the birthplace of Islam, has been widely criticized for being the only country in the world that bans women from driving, despite gradual improvement on some women’s issues in recent years and ambitious government targets to increase their public role, especially in the workforce.
Despite trying to cultivate a more modern image in recent years, the driving ban had been a longstanding stain on Saudi Arabia’s international image.
The royal decree ordered the formation of a ministerial body to give advice within 30 days and then implement the order by June 24, 2018, according to state news agency SPA.
It stipulated that the move must “apply and adhere to the necessary Sharia standards”, referring to Islamic law. It gave no details but said a majority of the Council of Senior Religious Scholars, Saudi Arabia’s top clerical body, had approved its permissibility.
An hour after the official announcement in Saudi Arabia, a jubilant Saudi ambassador to Washington, Prince Khaled bin Salman, said it was “an historic and big day in our kingdom”.
“I think our leadership understands that our society is ready. I think it’s the right decision at the right time,” the ambassador said.
Positive reactions quickly poured in from inside the kingdom and around the world, with the U.S. State Department welcoming the move as “a great step in the right direction”.
For more than 25 years, women activists have campaigned to be allowed to drive, defiantly taking to the road, petitioning the king and posting videos of themselves behind the wheel on social media. The protests brought them arrest and harassment.
Activist Manal al-Sherif, who was arrested in 2011 after a driving protest, took to Twitter following the king’s announcement to express her relief. “Today, the last country on earth to allow women to drive… we did it”, she wrote.
Latifa al-Shaalan, a member of the Shura Council, an advisory body, said the decision would strengthen women’s employment in the private sector.
“This is an historic day and I cannot find the words to express my feelings and the feelings of thousands of Saudi women,” she said on Arabiya TV.

In Saudi Arabia, a top Arab ally of the United States, women are legally subject to a male guardian, who must give approval to basic decisions they make in fields including education, employment, marriage, travel plans and even medical treatment.
Women in the kingdom are also bound by law to wear long robes and a headscarf and require the consent of a male guardian for most legal actions.
